    The journal MIR [World] (Modernization. Innovation. Research) [MIR (Modernizatcija. Innovatcii. Razvitie)] is published since January 2010 year. The periodicity of publishing is one time in three months.

    The scientifi c support of journal: the Institute of Economic Forecasting of the Russian Academy of Sciences (IEF RAS).

    The journal is published with the support of the Institute of Management and Marketing of the Russian Presidential Academy of National Economy and Public Administration; Higher School of Privatization and Entrepreneurship Institute.

    It is a Russian scientifi c publication included in the list of peer-reviewed journals established by the Highest Certifi cation Commission (HCC) of Russian Federation [Vysshaya attestatsionnaya komissiya (VAK) Rossijskoj Federatcii]. All articles are checked for plagiarism.

    Readers of the Journal are researchers, analysts, Economics, and a wide circle of people interested in the socio-economic issues both in Russia and abroad.

    The purpose of journal is to discuss the results of research and issues in Economics, business, theory and practice of management, development of education in the Russian Federation and abroad. The special attention is paid to the analysis of processes occurring in the Russian economy.

    Decisions on the publication of articles are made on the basis of the double-blind peer-review. This means that during the process of reviewing, personal data of reviewers and authors shall be withheld. Each article is reviewed by two acknowledged specialists in the subject matter. These terms apply to all publications except in the category There is an opinion: it is formed by invitations and decisions of Editorial Board. The criteria of quality of manuscript are originality, signifi cance of the results and its validity, clarity of text. If the author is a supporter of any socio-political movement or adherent of any religion and this fact is refl ected in his / her article, it has no eff ect on the results of reviewing of the article. The Editorial Board informs an author about accept the article for publication. The Editorial Board sends to author comments from reviewers and editors. In accordance with the remarks author should edit the article. In case of rejection, the editorial Board sends the author a reasoned refusal.

    The authors shall guarantee that the submitted manuscript is the original work and all copyrights on it belong to him / her. The author transfers the rights on using the manuscript the publisher. The publication of articles does not always mean consent of the Editorial Board with the authors point of view (in this case, the publication aims to discuss). One author may be published maximum two articles in one journals issue.

    All articles of the journal are publicly available on the websites of the journal and the Scientifi c Electronic Library (eLIBRARY.RU: see http://elibrary.ru). A free reproduction of material of the journal for personal use and a free using of material of the journal for information, research, educational or cultural purposes are permitted in accordance with Art. 12731274 of Ch. 70 of Part IV of the Civil Code of the Russian Federation.     THE PERSPECTIVES AND THE CONDITIONS OF THE ROBOTICS DEVELOPMENT IN RUSSIA

    Abstract

    The article investigates the evolution of the attitude of the state, business and the population to automation and robotics problems in the period of the USSR and till the modern period from the reserved and declarative and political attitude to the current integrated programmed and project -based approach. The analysis of the Governments decisions and documents in the fi eld of robotics development in the Russian Federation, including Strategy 2020 have been made, the conditions, restrictions and challenges of the environment applicable for the solution of the problems as well as the mass robotization task in the Russian Federation have been defi ned with consideration of the best international experience. Forecasts of robotics market growth are provided for the Russian Federation and its participants, and the new requirements and the prospects of the new robotic market growth have been characterized. The reasons of low competitiveness of the Russian Federation robotic fi eld including the market demand problems from the state and business for the fi fth and sixth technological shift innovative products and services have been analysed. The low speed of a transfer of the breaking scientifi c technologies to industry, restrictions for the mass introduction of robots in the Russian Federation for robotization processes acceleration are established. The Russian state integrated support of the robotic platform key participants, including a growth of investments into fundamental and applied researches in the fi eld of robotization and the adaptation of the best international experience are presented as the progressive methods of the Russian Federation competitiveness increase in all fi eld of economy and military industrial complex.

    IMPROVING THE STRATEGIC PLANNING OF THE DEFENSE-INDUSTRIAL COMPLEX CORPORATIONS

    Abstract

    In this paper, we develop proposals to improve the strategic planning of Russian corporations of the defense-industrial complex. The relevance of the study due to the fact that the methodology for the adaptation of the strategic management of the military-industrial enterprises with substantial scientifi c and technical potential, should take into account a number of features, such as the identifi cation of the features of competition in the future; understanding of the prospects and development opportunities in the medium and long term; assessment of resource potential; impact assessment and risk in the implementation of promising strategies. In the more precise understanding of the strategy as a pattern of behavior aimed at achieving these goals, a set of rules for search and opportunities; strategic plan is seen as a series of specifi c steps and actions that are integrated in space and time, which lead to the transformation of the current position to the desired. We consider the practice of corporate transformation strategies of the world defense industry using a system method. To improve the strategic planning of Russian defense industry corporations it is recommended to apply the strategy of adapting the defense industry companies and their diversifi cation with the civilian sectors. The key vectors of the development strategy of the defense-industrial complex of Russian corporations are defi ned: providing an acceptable investment climate in the sphere of military-technical cooperation; neutralization of threats by the activities of DIC TNCs; creation of their own TNK defense industry and others.

    METHODOLOGY OF PUBLIC TRANSPORT SERVICE QUALITYOlga Saginova, Iosif Spirin, Nadezhda Zavyalova, Roman Sidorchuk

    Abstract

    The paper analysis approaches to establishing a system of indicators for public transport service quality in Moscow using customers expectations and current characteristics of transportation service. The topic is relevant due to using a new model of transportation service in Moscow involving private transportation companies, which requires establishing uniform service quality standards.

    Object of research. Public transport service quality

    Objectives. Using modern marketing concepts and customer oriented approach to service quality assessment develop a comprehensive methodology of managing public transport service quality.

    Methods. The paper uses Russian and foreign research publications in service quality assessment as well as results of research project by a team of scientists from Plekhanov Russian University of Economics. Methods of comparative research, netnography and marketing research (focus groups and survey methods) were used.

    Results. After analyzing the public transportation problems in the megapolis, current transportation policy and survey of foreign experience, transportation service standards of EC, USA and CIS, a structure and method of establishing a self-regulated system of improving transportation service quality was developed basing on a marketing approach.

    Conclusions/relevance. The developed methodology of establishing a self-regulating system of improving the transportation service quality is based on a marketing approach, and the structure of a system of indicators to assess the service quality, basic indicators of expected and perceived quality of transportation service.

    INTERNATIONAL TECHNOLOGY TRANSFER AND LOCALIZATION: SUCCESS STORIES IN NUCLEAR BRANCH

    Abstract

    Importance. The world market of Nuclear Power Plants (NPP) keeps on development: 66 NPP units are under construction [1]. About 3040 countries are considering nuclear power industry development [2, p. 3; 3, p. 3; 4]. For newcomer-countries it is of great importance to stimulate the national industry through NPP projects implementation based on technology transfer and localization (TTL). The study and systematization of world experience is useful in purpose to elaborate the national industry development programs.

    Objectives. The aim of article is to determine success factors of TTL; tasks: 1) to study TTL international experience in the fi eld of nuclear power technologies; 2) on the ground of the world practice to analyze preconditions, contents, stages, arrangement modes, formats and results of TTL.

    Methods. The following methods are utilized in the study: analysis and synthesis including problem-chronological, cause and eff ect and logical analysis and historical-diachronic method (method of periodization).

    Results. The following conclusions presented below have been made on the basis of the three cases study related to nuclear industry development using TTL (France, South Korea and China).

    Conclusions. The TTL success factors includes: Government support that provides long-term governmental development plan of nuclear power and industry for nuclear power based on TTL, and an appropriate international cooperation (under favorable conditions of NPP buyers market); Complex approach to implementation of the national TTL program and NPP construction projects: signing of NPP construction contracts with vendors stipulating technology transfer; NPP designing and constructing should be performed jointly with training and transferring of technical documentation and software. Technology transfer cooperation should be implemented through the licenses agreements and setting up joint ventures; Public acceptance and support.

    IMPROVING THE EFFICIENCY OF THE STATE FINANCIAL CONTROL IN THE SPHERE OF HIGH-TECH MILITARY-INDUSTRIAL COMPLEX

    Abstract

    The presented research topic is particularly relevant due to the high value and the need to strengthen fi nancial control for the development of the military-industrial complex (MIC), to ensure the country's economic security, preservation and development of scientifi c and technical potential.

    The urgency of acquiring those aspects of economic relations which are connected with the supply the export of high-tech military products in a limited budget funding State should have levers of infl uence on the functioning of the military-industrial complex, the ability to pursue an independent foreign military-technical policy. In the new economic conditions, it became necessary to address the problems of fi nancial security of the defense-industrial complex, in order to strengthen the independence and security of Russia, as well as the need to give priority nature of the measures of state control in the economy related to the implementation of the defense order, ie, in the sphere of military-industrial complex.

    At the present stage of economic development of Russia, the rate of growth of the national economy largely depends on what the situation is in the military-industrial complex (MIC). This is due to the fact that the defense industry is the most high-quality, high-tech economy. It concentrated the largest part of the Russian potential, the best staff of scientists and experts. Products and DIC technology widely used in other industries. The modern military-industrial complex produces a signifi cant part of civil production. DIC integration with civilian industries it is also a technological basis for solving the basic problems currently facing the Russian economy, and, above all, the basis of the formation of a new technological basis for the development of high technology and competitive products, which determines the pace of scientifi c and technological progress and the growth of the national economy.

    Objectives. The aim of the paper is the development of guidelines, forms and ways to improve the effi ciency of the state fi nancial control in the sphere of military-industrial complex (MIC), as a means of providing fi nancial and defense interests of the State and the identifi cation of fi nancial resources to accelerate economic development of Russia.

    Methods. The methodological basis of this article are the economic and statistical analysis methods, regulatory documents in the fi eld of economic security and fi nancial controls, publications in the fi eld of economic and fi nancial security and the state fi nancial control, public analyzes in the fi eld of development of the defense-industrial complex.

    Results. Considering that the defense industry management will be converted, you must use the positive international economic experience to improve the eff ectiveness of state fi nancial control in the MIC.

    However, in the interests of the state and society to create a system of eff ective state fi nancial control of defense companies require a special approach and the following tasks: The need to determine the fi nancial content and objectives of state control in the sphere of military-industrial complex; The need to analyze the defense industry as a specifi c object of fi nancial control by the state in the market conditions for its implementation; Identify the features of the implementation of fi nancial control in the process of military-technical cooperation, as well as to reveal the main problems of state fi nancial control; determine the status of the organization of state fi nancial control DIC and reserves for its improvement. Implementation of eff ective state fi nancial control of the military-industrial complex, as well as the determination of the directions of its improvement in the transformation of the market economy is an objective necessity.

    Conclusions and Relevance. The practical signifi cance of the work lies in the orientation of the provisions of the conclusions and recommendations of the work in wide use to improve the effi ciency of state fi nancial control in the fi eld of defense and security, and the proposals contained in the article (on improvement of state fi nancial control in the MIC) may be used by the legislative and executive bodies of Russian Federation, including bodies of state fi nancial control and the Ministry of Defence, in the current activity.
