The entire issue of Ihe replacement bridge was touched on by the speakers, includi ng State Senator Pat Neal. He asked the pointed question: "Why did Ihe DOT change its position from a fixed 65 foot bridge ( Plan B) 10 a 20 fOOl bascule bridge (Plan D) ?" Mr. Kennedy sa id that once the SMATS had gone on record as favoring a Sarasota Bay bridge 10 Longboat Key at the southern end of Longboat . that dropped the fUlUre expected traffic count across New Pass from 20.000 cars aday to 5200. since most of the cars would drive to Sarasota by die cross Bay Bridge and not go over New Pass . Senator Neal's worry was that the Cross Bay Bridge would never be built, or would take so long that it should not even be considered. Hi s arguments, as a member of the State legislature, carried much weight with Mr. Kennedy. in terms of there not being monies available from the Fede ral Government or the State. That, according to Mr. Neal, left the matter up to the local governments and he felt that 575 million dollars was too much to try to raise without outside help. Mr. Kennedy replied that usually a legal Authority had 10 be set up by act of the Legis lature. and then a Bond Is sue would have to be made. Th is, he claimed, was a time consuming task , and he felt that the entire process from now to a completed Sarasota-Bay Bridge could take ove r 12 years. President of the LBK Chamber of Commerce . said that his group voted 2-1 in favor of a lixed bridge but they were all more concerned about a cros s ba) bridge and hoped it could be sl!riously considered. After many more q uestions from thl! floor. some of which were dire c ted 10 Mr. Kennl!dy. who agreed to remain for 20 minutes more th e meeting was declared over aboul9 pm . The end result of the meeting was much imput to the DOT from Longboat Ke y Commissionl!rs (who are still divided on the issue) and from LBK and Lido Shores residents. who also dividl!d, th<: proponion favoring one or thc other plan depending upon whom you talk too . D.O.T.'s Kennedy Discusses Bridge

Before LBK Commissioners

The Longboat Key Town Commissioners finally had a

chance to tell the Dept. of Transportation how they felt about

the replacemem bridge over New Pass. Tuesday night at a

workshop at the Town Hall .

An overflow crowd heard James Kennedy of the DOT in a

About 30 people attended the tirst official Morning Coffee

of the new ly organized Anna Maria Chamber of Commerce

Wed. morning at the Holmes Beach City Hall. including

seve ral representatives of the Longboat Chamber.SteffStamplet, Pres . of the LBK C orc , which has been in

operation for over 20 yrs. . offered the assistance of his group

in helping get organized. Stampler was accompanied by

Longboat Chamber Director Bob Arnold , Chainnan of the

Mem bership Committee. and Barbara Ladley, Exec.

Director of the Chamber.

Don Busey, new Exec. V.P. of the Manatee CountyChamber, was al so on hand to express his well wishes to the

new ly fonned group.

The Mayor of Holmes Beach, Mrs. Charlotte Long. said a

few words of encouragement to the new Chamber and

welcomed them as an integral pan of the community.

A concerned resident of Holmes Beach spoke out a g a i n ~ tthe fonnation of the new Chamber as she was worried that the

community would have to suppon it. She seemed satistied

with the explanation offered that the new Chamber would be

a voluntary organization of businesses to help thecommunity.

Orange juice at the Coffee was donated by M i x o n ' ~ Fruit

Farm and the coffee and donuts were provided by the Island

Foodway in Holmes Beach. The door prize, a vase of flowers

from the Pe lal Shop of Holmes Beach, was won by our own

Barbara Ladley of the LBK C of C.

The Ankles of Incorporation for the Anna Maria Island C

of C are being filed and it soon will be officially established.

Commission Still WrestlingWith "Criteria"

The LBK Commissioners were busy with meelings on

Tue s. At 2 pm they had their usual Workshop from 2-5 pm .

From 7: I 5-9 they held the Special Workshop concerning the

replacement for New Pass Bridge.

At the afternoon meeting, the Commissioners endorced

the C of C Voter Registration Driveo n Feb. 13. discussed the

tinal acceptance of the bike path after cenain repairs are

made. talked about litter cans, trash cleanup, benches and

mileage markers along the path. Town Manager AJlg ire wasasked to come up with recommendations for the next

meeting. II was agreed that the trash along the path was not

the .result of the bike path users. but "nonnal" trash from

motorists.

The balance of the meeling concerned requests for

variances from State Control Lines on the pan of Arvida and

by propeny under option to Neal & Neal.

At issue again were the criteria for judging requests forvariations. Presently the Commissioners want to establish

such criteria before making judgements. Lasl week they

heard State expen s speak about their criteria and many of Ihe

Commissioners favor the adoption of the State rules, some of

which are stricter than the Town·s.

Roben M. Nalven , PE. an often used consultant by the

Town, spoke on the recent changes 10 the law and saId that

the word "variance" had been changed to "pennit" and that

Ihe DNR presently has a staff of engineers.Commissioner Sedwick felt that the Town could rely on

Ihe Sta te's criteria in view of hi s feeling Ihat neither the Town

Commission or the Town Staff have the expenise 10 make

val id judgements.

Town Manager Allgire suggested that the Commissionersaddress the questions "would the Siale DNR criteria beacceptable 10 the Town?" and "should the surveillance be

increased?"

Without acting on Ihe mailer. the Commissioners heard

VP John Siegel of Arvida and his staff explain the proposed

Longboat Key Resident ToPresent Fraternity Talk

By Sally RemaleyDr. Cyril G. Veinott, of Longboat Key. will be the main

speaker at Ihe annual mid-winter meeting of the Sarasota

Manalee Phi Bela Kappa Association Saturday, Feb. 10. Dr.

Veinou was formerly a consultant in Brazil and is a Phi BetaKappa.

He will present a slide-illustrated lecture on Brazil at the

Association's meeting in the Viking Room of Ihe AzureTides Motel. Lido Beach.

Veinott was assigned to Brazil twice as consultant for the

federally sponsored International Executive Corps. He has

also done similar work in Mexico and in fact is knowninternationally for his design and application of electric

machinery . He holds 14 Uniled States palents and is the

aulhor of books whic h have been translated into French,

Spanish and Hungarian.

He formerly laught at Laval University in Quebec and has .

been the recipient of honors from organizations in

Czechoslovakia, Yugoslavia and France. He holds degrees

from the University of Verm9nt.

Mrs. Patricia Velz of Longboat Key is in charge of taking

reser-vations 10 the Feb. 10 meeting and all Phi Beta Kappa

members in the area are invited to the affai r. Those planning

10 anend may call Mrs . Velz, who is president of the

reson hotel/motel nonh of Sands Point and asked for avanance.

After much discussion of plans , coastal set·back lines , and

criteria. Town Counsel Whitesell pointed out that the Town

has no criteria for judging erosion or hardship. The subject

was postponed to Wed.. Feb. 7, after it was established by

Arvida that if they changed their plans to abide by the Town'scoastal set-back rules. [hey could not build the proposed

project. even though the State had approved the plans and the

erosion control line was being observed. Arvida VP Siegel

sa id that. in his opinion , no hardship need be shown and that

they were being told they could not build on their ownproperty even though they were abiding by all [he laws of the

State.Comm isskmers Bell and Seegel disagreed and wondered

what grounds Ihey had for asking a variance.

The subject will be aired again on Feb. 7th. o m m i s sSeegel felt that each request should be treated separately and

that the ove r-riding issues when considering a variance were

the use of all usable uplands and the establishment of severe

hardship.State Senator Pat Neal and his associate. J im Foster, then

Prevent Cold Damage to OrnamentalsFrom time to time temperatures drop low enough in

Florida to injure the state's tropical and tender ornamental

plants. Cenain Flor ida plants need winter protection more

than others. These are citrus. poinsetta. cassia. rubber plants,

hibiscus. all amanda, bougainvi llea, phil odendro n.

succ ulents. copper plants and coleus. Also. young plants are

more susceptible to co ld than more mature ones.

Guidelines for protecting ornamental ( - . . . . . . ~ citrustrees: ~ -e Put_potted plants inside or under the protection of a porch

roof or gardge.

- To increase ornamental plants· resistance to cold. follow 3,-

ferti li zation program that includes at leas t 3 or 4'

fertilizations per year. inclu.ding reduced fa ll and winter

fertilizations. (Healthy plants are more resistant to co ld

than diseased . insect-damaged or p..KJrly fertilized plants. J

_ Place tender plants so that they have good air and water

drainage. Arrange plantings. fences and other barriers

around the plants to protect them from cold winds.

- Protect roots by mounding or mulching. If the roots

survive. the plant can be salvaged and new top growth

developed. For mulching. use grass clippings. strdw, bark.

leaf mold or similar materials . Cover the roots to adepth of

6 to 8 inches.

- Use shade correctly. Pines and othertrees that cast a light

shade can help the plants thaw more slowly. And plantings

that thaw more slowly ususa lly show less cold injury than

plants growing in locations where they are exposed to the

ea rl y morning sun. lCaution : Plants growing in excessi ve

shade may grow poorly and be more subject to cold

damage than healthy. more heavily foliaged plants_.growing in panial shade or even full sunlight.) -

A sudden drop of temperature to the low 20's in the fall or

early winter can injure plan ts more than the same tempe rature

condi tions during Jan. or early Feb. Temperatures that drop

gradually over a day or 2 usually cause less damage than

temperatures that drop rdpidly. The following precautions

agai nst freeze damage are suggested:

- Water plants thoroughly before an expected freeze. Often

cold weather is accompanied by cold wind s that can dry out

plant s. A moist soit holds and releases more heat than a dry

soit.

_Give plants ph ysical protection by covering the upper pans

of the plants and the TOOt system areas on the ground with

plastic or burlap. Use stakes or frames around the plants to

prevent the plastic from lOuching any fo liage. Be sure to

remove all coverin gs immediately after the danger of 3

freeze has passed.

eHeat the plants. Heating is still the most widely used means , _

of preventing cold injury in commercial plantings offol iage -

and !lower crops. nu rseries and large ornamental plantings.

A simple method of heating ornamental pla nts around the

home is to use a light bulb under an opaque cover such as a

sheet. black plastic or simi lar coverings.

The Li do Shores Property Owners Associat ion had thei r

annu a l meet ing last week at Azure Tides. e lected th ree new

directors, and too k a stand on the bridge issue.

They suppo rted Plan D. the a lternate plan t1rs t introduced

on Jan 16th recommending a draw bridge with a 20 foot

clearance .Over 50 of the 100 members were in attendance and voted

unanimous ly for the plan. Th is stand agrees with the Sarasota

City and Cou nt y Commissions but not with the original DOT

pl an, nor with ma ny o rganiza tio ns on Longboat Key which

favor a fi xed span bridge west of the present bridge .

In other" business . the Association voted for three new

members to the board (Don Blivas. Oscar Heineman and Ben

Robinson) and re-e lec ted fivc others (Maggie Carman.

George. Carlson. Bob Hoffman, Bea Kates. Nate Sharon and
