-(中国)-(舟山交管中心)

引言：本指南旨在向管理服务对象简明介绍舟山海事局船舶交通

管理中心（以下简称舟山 VTS）对相关船舶交通管理和服务方面的要

求和情况，以保障船舶航行安全，提高交通效率，保护水域环境，增

进 VTS 中心和管理服务对象之间的理解和合作。

在 VTS管理区船舶应保持 AIS正常开启，并必须在相应的 VHF频道保持守听

二、船舶报告

（一）适用船舶

1. 外国籍船舶

2. 下列中国籍船舶：客船；危险品船；拖带船队等操纵能力受限制

的船舶；参与水上水下活动及港区水域内安全作业的船舶；300 总

吨及以上的其他中国籍船舶

（二）船位报告

1. 报告时机：船舶驶入 VTS 管理区从事靠泊、锚泊、作业的船舶和

航经 VTS 管理区的客船、危险品船和大型船舶，在通过相应报告

线/报告点时

2. 报告：舟山交管中心

3. 报告方式：VHF CH11/CH12/CH69 报告

4. 报告内容：船名、报告线/报告点编号和船舶动态信息等

（三）锚泊报告

1. 报告时机：船舶拟在 VTS 管理区内抛、起锚前 30分钟



4. 报告内容：船名、船舶类型、本航次最大吃水、船位、动态等

（四）过桥报告

1. 报告时机：船舶通过舟岱大桥、鱼山大桥和秀山大桥前 30 分钟



4. 报告内容：船名、水面以上的最大高度、载重吨和拟通过的大桥

及通航孔等

（五）抵达报告

1. 报告时机：船舶在 VTS 管理区内抛妥锚或靠妥码头后



4. 报告内容：船名、抛锚或靠泊的具体位置等

（六）离泊报告

1. 报告时机：船舶在 VTS 管理区离泊前 15分钟



4. 报告内容：船名、离泊计划等；因故未能按时离泊的,应及时报

告原因

（七）紧急或异常情况报告

1. 报告时机：

(1) 船舶发生设备故障对航行安全有影响时

(2) 发生或发现交通事故、污染事故、走锚，以及船上人员发生意外

等紧急情况时

(3) 为避免险情或事故需要采取紧急抛锚等措施

(4) 发现助航标志异常、有碍航行安全的障碍物、漂浮物及其他妨碍

航行安全的异常情况

(5) 发生其他可能对航行安全造成影响的情况时


3. 报告方式：VHF CH11/CH12/CH69 及其他有效方式报告

4. 报告内容：船名、紧急或异常情况信息、需要何种救助等

（八）活动报告

1. 试航、测速或吊放救生艇

(1) 报告时机：进行试航、测速或吊放救生艇等港区水域内安全作业

前 15分钟和作业结束后

(2) 报告：舟山交管中心

(3) 报告方式：VHF CH11/CH12/CH69 报告

(4) 报告内容：船名、动态等

2. 水上过驳

(1) 报告时机：受载船和卸驳船靠妥后



(4) 报告内容：船名、过驳货物名称以及作业开始和结束的时间等

3. 水上水下活动

(1) 报告时机：进行水上水下活动的船舶，进入或驶离作业水域时



(4) 报告内容：船名、进入和撤离时间、抛锚定点位置等

4. 检修作业

(1) 报告时机：在锚泊期间进行对船舶操纵性能有影响的检修作业时



(4) 报告内容：船名、检修项目、开始和结束的时间等

三、引航

（一）引航报告

1. 报告时机：引航员登轮后；引航结束时；引航员拒绝、暂停或终

止引航作业时

2. 报告: 舟山交管中心


4. 报告内容：引航开始的时间、地点、引航员姓名或代号；引航结

束时报告结束的时间、地点；引航员拒绝、暂停或终止引航作业

的原因，和拟对被引船舶当时的安全做出的安排

（二）强制引航船舶

1. 所有外国籍船舶均实行强制引航

2. 法律、行政法规规定的应当申请引航的其他中国籍船舶

五、其他信息

（一）VTS 管理区内的航行船舶不得穿越锚地。

（二）禁止在航道、港池、海底管道（线）附近、禁锚区等特殊水

域锚泊。

（三）禁止在航道、锚地、港区水域从事张网及其它捕捞作业。

（四）交通组织区相关规定：

1.在交通组织区内航行的船舶，船长应上驾驶台并特别谨慎驾

驶；

2.在 1 号交通组织区内，船舶拟穿越中部港域西航道和鱼山港

区进出口航道时，需提前 15 分钟通过 VHF 或其他有效手段向舟山

VTS 报告，服从舟山 VTS 管理，并不应妨碍水域内正常航行和作业的

船舶；

3.在 2 号交通组织区内，船舶应沿公布的航道、航路航行，南

北向航行船舶避免影响沿马迹山进港航道、洋山港主航道进出港船舶

的正常航行。

（五）管理区内航路航法及注意事项参照最新版《浙江沿海及主

要港口航行指南》和其他相关通航安全管理规定。

VTS Traffic Services Guide

INTRODUCTION: This guide is intended to provide users with a

brief introduction on ZHOUSHAN vessel traffic service system

(hereinafter referred to as ZHOUSHAN VTS ), including the requirements

about vessel traffic control and services，in order to ensure the safety of

navigation, to improve the traffic efficiency, to protect the marine

environment, and to promote the understanding and cooperation between

users and VTS Center.

continuous listening watch on the appropriate VHF channels

2.Report

2.1 Applicability

(1) Foreign ships

(2) Following Chinese ships: Passenger ships; Dangerous cargo ships;

Ships restricted in maneuverability such as towing fleet; Ships engaged in

on-water or under-water operation and safe operations in harbor waters;

Other Chinese vessels of 300 GT and above.

2.2 Position Report

WHEN: ships entering the VTS area for berthing, anchoring, operation,

and passenger ships, ships carrying dangerous cargo, and large ships

passing through the VTS area, when passing the reporting line (point)

TO: ZHOUSHAN VTS CENTER

VIA: VHF CH11/CH12/CH69

GIVING: ship’s name, call sign, reporting line (point), ship’s movements,

etc.

2.3 Anchorage Report

WHEN: 30 minutes before dropping anchor and heaving up anchor in VTS

area



GIVING: ship’s name, call sign, ship’s type, maximum draught, position,

ship’s movements, etc.

2.4 Bridge Passage Report

WHEN: 30 minutes before passing through the Zhoudai Bridge, Yushan

Bridge and Xiushan Bridge



GIVING: ship’s name, call sign, maximum height above water, DWT,

bridges and navigation holes to be passed, etc.

2.5 Arrival Report

WHEN: after anchoring or securing to a berth in VTS area



GIVING: ship’s name, call sign, position, etc.

2.6 Unberthing Report

WHEN:15 minutes before departure in VTS area



GIVING: ship’s name, call sign, unberthing plan, etc. ; when it is not

possible to unberth on time, the reason should be reported in time

2.7 Emergence and Abnormal situation Report

WHEN:

(1) Ship’s equipment failure impedes the safety of navigation

(2) Traffic accidents, pollution accidents, dragging, and crew have

accidents, etc.

(3) Taking measures such as dropping anchor in order to avoid dangerous

situations or accidents

(4) On encountering the abnormality of navigation aids, Obstacles, floats

and other abnormal conditions that impede navigation safety

(5) On encountering other situations that may impede navigation safety



GIVING: ship’s name, call sign, emergency or abnormal information, the

required assistance, etc.

2.8 Activities Report

(1)Sea trials, speed trials or lifeboat hoisting(lowering) in harbor waters

WHEN: 15 minutes before and after safe operation such as sea trials, speed

trials or lifeboat hoisting (lowering) in harbor waters



GIVING: ship’s name, call sign, movements, etc.

(2) Lightering operation

WHEN: after ship to be loaded alongside the ship to be unloaded



GIVING: ship’s name, call sign, name of lightering cargo, time of

commencement and finish of operation, etc.

(3) On-water or under-water operation

WHEN: entering and leaving the operation water area, the vessel carrying

out on-water or under-water operation



GIVING: ship’s name, call sign, entry and departure time, position, etc.

(4) Maintenance operation

WHEN: carrying out maintenance operation that has an impact on the

ship’s maneuverability during anchoring



GIVING: ship’s name, call sign, maintenance items, time of the

commencement and finish, etc.

3.Pilotage

3.1 Pilot Report

WHEN: (1) after the pilot embarking;

(2) at the end of pilotage;

(3) when the pilot refusing, suspending or terminating pilotage



GIVING: (1) ship’s name, call sign, time and place of the commencement

of pilotage, the pilot’s name or code number;

(2) ship’s name, call sign, time and place of finish of pilotage;

(3) ship’s name, call sign, the reasons for the pilot's refusal, suspension or

termination of pilotage, measures taken for the piloted ship in order for

ship safety, etc.

3.2 Compulsory pilotage

(1) Compulsory pilotage is applicable to all foreign vessels

(2) Other Chinese ships that shall apply for pilotage according to national

regulations

5.Additional Information

5.1 Ships sailing in VTS area shall not cross anchorage

5.2 Anchoring is prohibited in special waters such as fairway, basin,

vicinity of submarine cable or pipeline, anchoring-prohibited area, etc.

5.3 Fishing with nets and trawls is prohibited in the fairway, anchorage and

harbor waters

5.4 Relevant regulations of traffic organization zone:

(1) Ships sailing in traffic organization zone, the master shall be on the

bridge and navigate with special caution;

(2) In No.1 traffic organization zone, when ships are intended to cross the

West channel of the central port area and the channel of Yushan port area,

they shall report to ZHOUSHAN VTS by VHF or other available means

15 minutes in advance, obey the management of ZHOUSHAN VTS and

shall not impede the normal passage and operation of the ships within the

water area;

(3) In No.2 traffic organization zone, ships shall proceed along the

published channel and route, and ships sailing in the north-south direction

shall avoid impeding the normal passage of the ships proceeding along the

Majishan port entrance channel and Yangshan port main channel

5.5 As for route navigation methods and cautions within VTS area, the

latest version of “Zhejiang Coastal and Major Port Navigation Guide” and

other relevant regulations regarding navigation safety management shall

be referred to
