P R E F A C E
The Government of Uttar Pradesh is committed to the goal set '
under the Drinking Water Supply and Sanitation Decade (1981-90).
Providing sanitary facilities to one-fourth of the rural population
has been one of the thrust areas in this regard. Towards this end,
the State Government initiated « programme on rural' sanitation with
UKICEF collaboration in 1985 covering eleven districts, where other
social inputs were also being provided by USICEF. This was to have
a multiple effect on the most vulnerable groups, i.e. women and'children.
The plan was to have around b,000 household latrines and provide
sanitary facilities to schools after providing health and hygiene
education to villagers and school teachers and motivating them. The
basic concept was to involve local community to the extent possible
right from conception to planning, implementation and monitoring.
In order to get a feel of this programme under field conditions,
a spot survey was undertaken in 1933 through the senior staff members
of this department and also UMCEF, Lucknow. The survey covered
nearly 20 per cent of the household latrines and more than 80 per cent
of school latrines. The results of this survey, besides creating a
bench-mark for future evaluation and impact studies, will help in
rectifying the 'lacunae noticed in the present planning and implementation
process. The lessons learnt will also facilitate better implementation
of the Intensive Santiation Project carved out for Allahabad and
Sultanpur this year.

BACKGROUND:

In pursuance to the goal laid down by the Government of India, theGovernment of Uttar Pradesh, 1ri close wxi active collaboration withUNICEF, had 1nt1t1ated a prograffwe on rural sanitation In elevendistricts 1n .1985. This: i ograawie aiiwed at promoting awaneiiess among thel eople on Improved sanitary habits backed by the construction of varioussanitary facilities suchas latrine, garbage pit, soak pit, smokelesschulha, etc. That sanitaticxi 1s not related to only latrine butencompasses a package of health-related activities was the highlight ofthis programme.

OBJECTIVE AND SCOPE OF THE SURVEY;

The major objective of this survey was to study the status oflatrines (both household and school) reportedly completed, assess theextent of their utilisation and suggest corrective measures, 1f any, forbetter Implementation of the programme 1n so far as 1t 1s related toconstruction of latrines and Its usage. Within this broad frame-work,

16. Maintenance: How well 1s a lat r ine maintained can lie assessed bylooking at how clean ^tre U*e pan, the platform and the lirrnediatesurrounding. No specific, parameter(s) was suggested for th is purpose, andhence the results are based on value Judgment. 20. Maintenance: It Is disheartening to note that 1n nearlytwo-thirds of the schools, tlie latrinee are not maintained at all. ??• Sanitary Facilities among Households.-
22.1 In order lo Improve tl» quality of construction and maintainuniformity 1n certain minimum standards, Inmediate steps should Ix?taken to Issue detailed guidelines covet'ing all tie aspects ofconstruction.

32.3 Supervision of latrines under construction should be strengthenedso that things can be rectified on tlie spot, If necessary, tiresupervising officials should be given tin* required orientation to
, carry out effective supervision. For this purpose, 1t 1sadvisable to give them a check-! 1st which can be filled up atdifferent stages of construction.
22.4 Selection of the beneficiaries -should be based on their felt needsand should not have any link:? with their socio-economic status.
22.5. Involvement of the beneficiaries 1n both selection andImplementation 1s a must.' Such Involvement would also call fortheir participation, 1n cash or kind oi1 both, towards theconstruction of latrines and sanitary facilities.
22.6 The time lag between the'construction of latrine upto the plinthlevel and the superstructure;''should be, reduced. The beneficiariesneed constant persuation to construct superstructure on theirown. The sanitation . motiva tors could do this task with therequired counselling from the. officers visiting the field.
22..7 That convenience 1s only'one advantage of having one's own latrineand that 1t has several advantages pertaining to one's familyhealth should be made known-to the beneficiaries to not 1 vate themfor using the latrines on a regular basis.. This calls for havingan Intensive, campaign on health education using tl« variouschannels available. It 1s necessary to workout a detailedstrategy for this purpose. .The State'. Sanitation Cell should takeup this aspect on priority basis.

The aim at the Initial stage should be tosaturate these households with â total package of all sanitaryfacilities. In son» area® like Saharanpur district where thepeople seem to be very receptive, starting of some innovativeschemes could te thought of, like declaring a village or a groupof villages as "Smokeless Village".
