The new approach
► Directives « old approach »They set:
► Objectives
► Solutions
► Methods of verification
► Directives « new approach »
► They set only objectives
► It is up to the manufacturer to develop the right solutions andmethods of verification
► The manufacturer can refer to standards

Page 13
Certfication of conformity
► It is the procedure that allows to prove that a productfullfills the requirements of a regulation
► Several options are available
► Self certification by the manufacturer
► Third party certification► Product quality insurance
► Market surveillance is the key issue
7/29/2019 2 CEMA Presentation
http://slidepdf.com/reader/full/2-cema-presentation 14/34
Page 14
What does self certification mean?
► The manufacturer has to do a risk assessment analysis toidentify the risks on the machine and limit them :
► by design
► by guarding if not possible by design
►
or by information (marking, instructions of use) for the residualrisks
► He can refer to the harmonised standards to facilitate his
task
7/29/2019 2 CEMA Presentation
http://slidepdf.com/reader/full/2-cema-presentation 15/34
Page 15
What does self certification mean?
► The manufacturer must be able to provide a technical fileto the authorities:
► Drawings
► Calculations
►
Test results
► The manufacturer has to provide a certificate of
conformity to the customer by which he declares that the
product, he delivers, fulfills the requirements of the
relevant legislations

What is a standard?
► Description of the state of the art on a given subject► Developped by concensus between the different
interested parties
► Can be developped at different levels
► National by national Standardisation Bodies (Afnor, Din, Bsi etc)► European
► International

Page 18
What is a European harmonised standard?
► It is a standard that is developped by CEN to support theapplication of a directive
► It is publised in the OJEU
► The conformity to its requirements gives presumption of
conformity to the relevant directive► Directive essential requirements
► Harmonised standards functional or technical requirements

Ex: Cleaning
► Amendment to the machinery Directive► « The machinery must be designed and constructed to allow its
easy and thorough cleaning without contamination of theenvironment »
► Pr EN ISO 16 119-2 specifications
► Tank: depth of roughness of inner and outer tank walls► Filters: they shall be easily accessible and filter insets shall be
removeable. It shall be possible, with the tank filled to its nominalvolume, to clean central filters without any spray liquid leaking out
► Emptying: volume:the volume of total residual as defined in 2.1 of
ISO 13440:1996 shall not exceed 0,5 % of the nominal tankvolume plus 2 l per metre of the boom.
► Rinsing: It shall have a volume of at least 10 % of the nominal tankvolume and at least 10 times the volume of residual which can bediluted

How are standards developped?
► Standards are developped by professional experts who work together in working groups
► All interested parties can take part
► Manufacturers, laboratories, Unoiversities, advisors, authoritiesparticipate today in the standardisation work on sprayers
► Experts participate on a volountary basis but have to be nominated bytheir National Standardisation bodies for participating in CEN or ISO
working groups
► Countries but also international organisations (FAO eg) can take part
in the standardisation work
► The role of the standard organisations (National StandardisationBodies, CEN or ISO) is to organise the work and control the process
► These organisations are officially recognised by the authorities

Page 21
How are standards developped?
► The process of standardisation has to follow some strictrules that are defined in the CEN and ISO guidelines:► Representativity: enough parties and countries have to be represented in
the working groups (at least 5 countries according to ISO rules)
► Consensus: participants have to find the best compromise between thedifferent parties
► Transparency: participants have free access to all the documents, allparticipants are identified
► Consultations: internal and public enquiries are organised to collectcomments and proposals
► Voting: standards have to pass several votes at different steps of development before approval
► Time frame:standards have to be finalised within 3 or maximum 4 years.Fast track procedures are also possible
7/29/2019 2 CEMA Presentation
http://slidepdf.com/reader/full/2-cema-presentation 22/34
Page 22
How are standards developped?
► Revision of existing standards► A systematic review is organised every 5 years after publication
► But the revision can be decided at any time after voting
► New standards► Any participating country can make a proposal of a new work item at any
time
► The decision to start the development of a new standard is taken after
voting of the participating countries

Conclusion
► Sprayer manufacturers and other parties have been addressing
environmental issues for more than 15 year through thestandardisation process both at European and international level.
► Sprayer manufacturers support the entry in force of the the FWD onsustainble use of pesticides and the amendment to the MachineryDirective that will allow a harmonisation of the legislations in Europe.
► European and International standards will play a signifcant role in theimplementation of these European Directives.
► Sprayer manufacturer will in the future keep on focusing their efforts
on standardisation.
► CEN and ISO are officially recognised organisations and provide the
best platform for an efficient European and international collaborationbetween the different parties.
► Sprayer manufacturers warmly invite all stakeholders to take part to the
standardisation work and count in particular on chemical companies.
