Karachi Rain Emergency Plan 2013

Background:

• Karachi is situated in the south of Sindh on the coast of Arabian sea. By virtue of geographic location it tends to have a relatively mild climate with low levels of average precipitation (approximately 250 mm per annum)

• Heavy rainfall received in a relatively short span of time, caused flash floods.

• Synchronization of the peak floods with high tide in the sea.

Karachi City and surrounding cris-crossed by many nallah which generally flow from the North East to South West. These nallahs act as natural drains and carry storm water from Kithar Range down till sea. The major rivers in the area are Malir River in the East and Lyari River in the West. Which further have their own small tributaries (nallahs) falling in to them. During the floods of 2013, a new central nallah (Wateen Wari Nullah). Which originates from Kirthar Range, was identified which cause flooding in Karachi. Based on the experience of floods of 2013, it can be generally concluded that the drainage of Karachi is dependent on three Rivers/ nallahs. Which may cause flooding, due to overflow. These are Malir River in the East, Wateen Wari Nallah in the Middle and Lyari River in the West.

IMPACT OF THE RAIN

• The traffic system cease to work• Failure of electric power and other utility services• Choked sewerage system causing difficulties to public,

and Katchi Abadies get submerged, resulting in epidemic diseases like Gastroenteritis, Cholera, Malaria, Skin Diseases and Conjunctivitis.

• Advertisement Boards/fall of trees – causing havoc and loss of precious lives

• Contamination of drinking water• Damage to Road infrastructure

OBJECTIVES

• In view of the previous experiences, it became imperative to introduce updated Rain Emergency Plan with a systematic approach for the safety of property and lives of Karachities and a provision of better relief system to them

• To counter flood like situation in Lyari River, Malir River and Major Nallahs like their link Nallahs during heavy rain fall

• For awareness information of concerned agencies/DMCs where unauthorized settlement and inhabitants are this plan would help and assets for them rescue and relief living in dangerous environment of River Beds

• A coordinated/comprehensive/update Rain Emergency Plan is very much needed to prevent and manage the pre, during and post rain situation.

There are 13 major Nallahs running through out the city and most of them discharging their affluent into the 2 major rivers i.e. Lyari and Malir

EXISTING SITUATION

• Most of the drains are:

- Heavily encroached and peoples are living un-authorizedly on both sides of these Nallah

- Choked with silt and garbage• Their water carrying capacity is at the minimum level• Stagnation of rain water on road, lanes and streets due

to chockage and non cleaning of Nallahs, in case of rain fall.

KARACHI DRAINAGE NETWORK

Storm water drains of Karachi have been converted into sewers over the years and they lack the capacity to drain off rain water or any other runoff water. Salient are as following :-a. The drains, which are supported to remain dry through out the year,

have been turned into sewer conduits for the city.b. A rise in the number of slums and squatter settlements built on the

banks of the drains have made the issue further complicated.c. Almost all 13x large and over 250x small storm water drains have

been encroached and these encroachments have clogged the Storm water drains.d. Few pictures of various nallahs, drains and rivers and related

important information which may help in understanding the overall the state of drainage system in the city as given below:-

1. Sungal Nallah (White House Area North East Karachi.2. Encroachment of silt and Garbage.3. Picher Nallah (Landhi Sector) Mixing of Sewerage Line and Garbage 4. Azim Pura Divisionary Nallah.5. Vegetation and Wild Growth in Nallah.

MALIR RIVER Malir River flows through eastern part of Karachi from North East to the South West and falls into the Arabian Sea. Salient are as under:-a. It has two many tributaries. Thuddo and Sukhan nallahs.b. In the rainy season, this river experience heavy water flow.c. It drains almost 35-40 % of flood water and the drainage of Eastern

region is dependent in this river. d. Generally in previous year of floods, its surrounding populated areas did not face any over flow because of its wide span and capacity.e. Its banks have experienced growth of katchi Abadi and encroachments at some places.

Tributaries (Major nullahs) Malir River are as under:-

a. MANZOOR COLONY NALLAH 1. It drains water from adjoining areas of Shahrah-e-Faisal, Manzoor

Colony, M Ali Jinnah Society and DHA.2. It was able to drain the flood water from surrounding areas in 2013.3. Gradually, its boundaries are being encroached which may result in

narrowing its span and causing overflow of flood water.

Tributaries (Major Nallahs) Malir River are as under:-

a. MANZOOR COLONY NALLAH

1. It drains water from adjoining areas of Shahrah-e-Faisal, Manzoor Colony, M Ali Jinnah Society and DHA.

2. It was able to drain the flood water from surrounding areas in 2013.

3. Gradually, its boundaries are being encroached which may result in narrowing its span and causing overflow of flood

water.

b. KORANGI NALLAH

(1) It drains water from Korangi Industrial Area and surrounding direct into the sea.

(2) Surrounding parts of this nallah are mostly flood free.

(3) This nallah has also been encroached

c. NEHR-E-KHAYYAM

(1) Drains water from Clifton and Defence areas and falls directly into sea.

(2) This drainage also requires dredging/de-silting.

d. AZEEM PURA DIVERSIONARY NULLAH

(1) Capacity of nallah has diminished due to worst encroachment linkage to sewerage lines and heavy silting.

(2) Its span was around 100ft once it was constructed presently it has been reduced to 20ft (average).

(3) Purpose of the diversionary nallah is to drain water from Air Port area and surroundings and deliver it to Malir Naddi.

(4) New construction of the same nallah are under progress. It will flow underground in Azim Pura localities.

WATEEN WARI NALLAH AND ITS EXTENSION DOWN TILL MALIR

RIVER This nallah originates from Kirthar Range and passes through Saforan Goth where it is named Soforan Nallah and then further southwards. Pahelwan Goth Nallah and Jauher Nallah also joins in and it is then named as Chakora Nallah which finally outfalls into Malir Rivers.

THE MAJOR LINKED IN WATEEN NALLAH ARE AS FOLLOWS:-

a. Phelwan Goth Nallah

(1) This nallah originates from race course Ground and has enough area to take water load of its share.

(2) It drains water from Pehlwan Goth and surroundings.

(3) The nallah is also being encroached.

b. JAUHAR NALLAH

(1) This Nallah join the Pehalwan Goth Nallah near Gulistan-e-Jauhar Colony Bridge.

(2) This Nallah needs parallel to Pehalwan Goth Nallah but passes through Gulistan-e-Jauhar area.

(3) Because of Heavy encroachments water over flows and floods the area for limited period.

(4) Pehalwan Goth Nalllah and Gulistan-e-Jauhar Nallah meet near the colony bridge from this point onwards this Nallah is named Chakora Nallah which ultimately drains water of both the Nallah to Malir Nadi.

c. SAFORAN NALLAH

(1) This nallah drains the water of Pehalwan Goth, Gulistan-e-Jauhar and Shah Faisal Colony.

(2) Span of this nallah has reduced manifolds due to encroachments.

(3) Condition of vegetation and wild growth is also alarming.

(4) This nallah over flow during flood.

(5) There is no major flood threat but life of public comes to a standstill till pumps/ drain out water from the roads to diversionary nallahs.

LYARI RIVER

Lyari River flows from North East to the center and drains into the Arabian Sea at Manora Channel. The river is about 50 KM long. It carries the surface water/ run off water into sea. Encroachment is also common phenomenon astride the river. Its tributary nallahs are as under:- a. SUNGAL NALLAH

(1) It drains rain water from Sohrab Goth, Bara Area and surroundings.

(2) It had successfully drained water and surroundings were not effected in 2013. However, span of this nallah has reduced due to heavy encroachments.

b. PICHER NALLAH(1) This nallah drains water from Jamila Street, Light House

area, Lee Market area, Khara Dar and Meetha Dar areas and flows into sea.

(2) This nallah is totally sited, filled with garbage and sewerage water and only a portion of real picher nullah is oval on ground whereas rest of its portion has been encroached.

c. KALRI NALLAH

(1) It originates from Juna Masjid and drains water from Old City and Central Karachi directly into the sea.

(2) Like Picher Nallah, this Nallah is also sited and full of garbage.

(3) Flow of water through this nallah seems impossible as it is covered till top with Solid Waste etc.

(4) Encroachments along the banks are also alarming.

d. SOLDIER BAZAR NALLAH

(1) It drains water from areas of Guru Mandir, Patail Parah, Garden Police HQ and surroundings (Central Karachi areas).

(2) It flows into sea near Boat Basin area.

(3) This nallah is also encroached at many places.

PRE-RAIN MEASURES

The following actions are required:• De-silting of storm water drains• Repair, maintenance and procurement of dewatering pumps/

pumps.• Repair of roads and filling of trenches• Identification of troubled spots• Activation of early warning system• Prevent deaths due to wire snapping / electrocution• Provision of Rescue Teams• Evacuation to relief camps ear-marked in different education DCs

KMC Measures

• The Administrator and Metropolitan Commissioner, KMC held several meeting to review the arrangements made during rainfall and to face any eventuality. Also held coordination meetings with concern departments and stakeholders of other agencies in the City.

• The utility agencies i.e. KESC, SSGC, PTCL etc have been advised to make necessary arrangements and set up emergency centers.

• Additional Relief Commissioner, PDMA and Met Office, shall be ensured for management and updatation of early warning system.

• All DGs, Sr. Directors of KMC and Municipal Commissioners of DMCs have been instructed to activate their control rooms round the clock during Monsoon season.

• Pre-rain arrangements i.e. desilting of storm water drain started in April 2014 by Municipal Services Department, KMC and is still going on.

• A Special Monitoring and Coordination Cell to deal with rain emergency has already been established in Administrator Secretariat which shall remain operative round the clock.

• All newly constructed roads, underpasses and flyovers have been provided with storm water drainage facility with stand by generators in case of power failure.

• Rain Emergency Centers to be established in all DMCs• Machinery available (working condition) with Municipal Services

MEASURES DURING RAINS:

• Deployment of staff, pumps and related machinery at Civic Center and other specific vulnerable points with especial emphasize on Shahrah-e-Faisal

• Establishment of control rooms at Municipal Services Department, KMC at Civic Center.

• Activation of Emergency Response Center at Hawks Bay/Mubarak Village.

• Establishment of control room at 16 Control Room and 1339 Complaint Center for public complaints.

• Cancellation of leave of all the Emergency Staff.• Deployment of City Wardens at Vital Points• Deployment of Urban Search and Rescue Team at KMC

POST RAIN MEASURES

Health and Hygiene:• Removal of stagnant water from Main Roads and other

locations• Fumigation drive through out the city.• Coordination with all DMCs with regards to removal of

accumulated garbage backlog.• Removal of fallen trees, sign boards and bill boards.• Filling of pot holes, repair of trenches.• Public Education and awareness through print, electronic

and Rising Karachi Project.

ROLE OF OTHER DEPARTMENTS IN THE CITY

Karachi Water and Sewerage Board:

• Executive Engineer (Sewerage), KWSB shall be responsible to open the chocked gutters/main holes/sewerage lines, keeping in view that the stagnant / sewerage water may be drain out quickly. All the machinery should be ready and standby to meet the emergency.

• All main holes should be covered, Ring Slabs & main hole covers may be kept/provided at Emergency Centers to cover the main hole during the rain emergency.

• All trenches, excavated by Sewerage Department may be filed before Rain fall.

• One Representative of Sewerage Department may be deputed at Rain Emergency Center to receive / forward and ensure to resolve the complaints.

• Arrangements of stand by generators at Clifton and Jamilla Pumping stations, in case of power failure

• Executive Engineer (Water) KWSB is responsible to repaired water leakage to avoid water contamination. All trenches excavated may be filled immediately before rain fall and during the rainy season.

• One representative of water department may be deputed at Rain Emergency Center to receive / forward and ensure to resolve the complaints.

K.E.S.C

• The Executive Engineer KESC will arrange the availability of KESC staff to test out the feeble poles & Electric wires and should be replaced without any further delay and also ensure immediate disconnection of electricity either if any pole/wire fall down or electric shock passes the poles.

• One representative of KESC may be deputed at Rain Emergency Center to receive / forward and ensure to resolve the complaints.

• Special attention is required to ensure continuous electric supply in old city area, to keep Clifton and Jamilla Pumping Station functioning.

Karachi Building Control Authority

• Deputy Controller of Buildings shall point out the dangerous buildings and shall be responsible to vacate the buildings for which he may seek help from the Area Police

Police Department:

• The Superintendent of Police of the Districts and Area SHOs shall stand by/ red alert in the area to meet any emergency and also provide the necessary information through to Landhi and other Law Enforcing Agencies.

• The Superintendent of Police, especially Landhi shall keep vigilant eye on flow of water in Malir River and will remain in close coordination with the Superintendent of Police, Shah Faisal, in case the stream flow up to alarming point the Causeway from Murtaza Chowrangi to Jumma Goth Malir may be closed for traffic immediately

OBSERVATION FROM PRE FLOOD RECONNAISSANCE 2014

a. Karachi drainage system not only requires immediate attention but also require physical measures for its cleanliness. Any efforts in the absence of master plan

will be futile exercise for overall drainage system of Karachi.b. Capacity enhancement of present drainage system is required as encroachments and lack of maintenance has reduced the designed capacity of existing drainage system. c. Most of the drains/nallahs require cleaning and removal of garbage.d. Diversionary Nallahs have been planned however progress of construction is at

snail pace due to various issues like non availability of funds, be immediately resolved to speed up the construction work.

e. Sewerage lines are being discharged in rain water drains resulting in accumulation of silt and garbage. f. Wild growth and vegetation needs to be removed for smooth flow of water in all

channels.g. Continuous increase in the encroachments along drains/ nallahs must be

checked.h. No flood risk mapping of Karachi exist which can help in better planning of the entire flood fighting efforts.

RECOMMENDATIONS

a. Master plan for complete drainage system of Karachi should be prepared and executed.

b. KMC/DMCs should be pro-active in preventing flood like situation due to heavy rains by undertaking following:-

(1) Ensure removal of encroachment of drains/ natural drains.

(2) Construction of storm water drains and maintenance of existing drainage system.

(3) Make a plan to absorb volunteers / NGO’s to create energy to fight flood emergency. A well-coordinated flood relief/ rescue plan is required incorporating all civil resources. Same should be rehearsed by KMC/DMCs to coordinate the response of various agencies.

(4) Sewerage lines linked t drainage channels should be separated to avoid silting and blockade of drains/ nallahs.

(5) KMC/DMCs should check encroachments astride the various nallahs and drains and should also undertake dredging operation of these nallahs to enhance their capacities.

c. Dewatering pumps/ equipments must be maintained before the onset of monsoon season.

d. Flood risk mapping of Karachi should be done by PDMA.

e. Flood risk zoning and surface water management of all zones should be undertaken.

DETAILING RELIEF MEASURES FOR RAINY SEASON, MAY- 2014

• In view of likely rains, the KW&SB has chalked out a Comprehensive Rain Emergency / Contingency Plan to combat any situation in the face of up-coming monsoon season. This is in clear understanding of the fact that the operation, maintenance and cleaning of storm water drains and nallahs is a function of the KMC who have already undertaken the work of desalting and cleaning of storm water drains / nallahs with appreciation of following points:

Basic Rationale

• The sewerage system of city is insufficient for the intake of rainwater of the city.• The solid waste, debris and garbage of roads flow into the sewerage lines while running with rainwater during

rains which causes sewage blockades. • With cognisance of these facts, KW&SB has made efforts for smooth maintenance of city’s sewerage system

as a precautionary measure and also provide maximum relief to general public by maximizing the efficiency of its sewer cleaning system during rains.

• Other steps taken under Rain Emergency Plan are as follows: -

High Alert

• High alert is in place with instructions to all KW&SB engineers and personnel for fulltime preparedness of rain emergencies.

• Special emphasis has been laid on upkeep and readiness of emergency fighting machinery and equipment available at KW&SB.

Focal Person

• The Chief Engineer- Electrical & Mechanical (Sewerage) Mr. Zaheer Abbas Zaidi has been nominated as the focal person for all rain emergency actions who will co-ordinate all KW&SB efforts in the matter.

• He will interact with all District CEs, CE (BT), CE (E&M) and all concerned and liaison with KMC and DMCs in the city.

• The District CEs and Town SEs have been mobilized to ensure efficiency in all sewerage division within their jurisdiction.

• They have streamlined all sewerage wings at all Towns level through respective EEs sewerage.

Focal Point

• The 1339 Complaints Centre / Customer Service Centre, Block-A at 9th Mile, Karsaz, Shahra-e-Faisal, Karachi, has been made focal point for Rain Emergency Operations.

• Following steps may also be ensured to prevent rain related problems in the city:• All physical resources (equipment, machinery etc) and personnel would be pooled and controlled from this

point. Communication facilities shall be kept in order and readily available for backup wherever required.• The Central Machinery Pool and Central (Workshop Division), Karsaz, Central Pumping Station, PIDC Clifton

and Jamila Pumping Station, Lyari shall work in full capacity with backup support of standby generator and fulltime availability of fuel during Rain emergency.

• All Sewer Cleaning / Jetting / Suction / Pumping Machines / Mobiles, Standby Generators and other equipment shall be in field on 24-hours basis instead of only day shifts during rain emergency.

• In case of any crises machinery including generators and cranes shall be arranged on rent as an exigency alternate.

• During Rain Emergency, the Complaint Centers shall be activated in the field offices of all District Chief Engineers and Town Superintending Engineers to facilitate general public.

• Efficient Officials shall be deputed on these Centers for lodging / recording complaints of consumers in person or on phone with proper reporting system on 24-hours basis.

• These officials shall work in shifts with clear instructions not to leave the duty until their reliever may report during emergency period.

• Constant liaison may be maintained with the control room setup in the offices of Commissioner Karachi, District Dy. Commissioners, KMC and ZMCs by all District Chief Engineers to mitigate the rain sufferings.

• All field staff will be on high alert with preparedness and round the clock area monitoring may be ensured to check and addressed public complaints related to sewage overflow and congestion problems.

• Low lying areas of the city and Towns on the coastal belt including Keamari, Saddar, Korangi, Landhi, Bin Qasim may be placed under special observations during rain emergency.

• List of complaint centers key personnel/facilitators included the appendices as listed.

Coordination & Liaison

• There will be a Coordination Committee headed by Managing Director, KW&SB and comprising of all KW&SB Chief Engineers to review and manage rain emergency. It will meet on weekly basis or even earlier in accordance with the situation.

• The KMC including the Administrator’s Secretariat shall be coordinated at appropriate level.• All CEs, SEs and EEs will remain in contact with respective Town and UC Administrations constantly and

closely to meet any emergency and resolve the problems of people.

Public Awareness & Cooperation

• Citizens are being advised not to open the manhole covers to drain rainfall run-off into sewerage pipelines, as it will chock & restrict sewer flow.

• Awareness messages are being propagated through print & electronic media and advertisement in the news.

• Various NGOs and community circles have also been taken on board for public awareness through seminars and meetings.

Patrolling & Monitoring

• Round the clock patrolling of the bulk transmission system, canal, syphons, conduits and other installations in remote areas i.e. Dhabeji, Gharo, NEK pumping station & filter plants etc. would be undertaken.

• Round the clock monitoring of sewerage pumping stations would be carried out to monitor operational efficiency.

• Sour points where problems have been experienced as per previous records of rainy season in the past have been identified to pay extra attention and prevent re-occurrence of problem.

Power Failure

• Immediate reporting of power failures & faults to KESC in respect of KW&SB installations is arranged, so that water and sewerage pumping stations may function smoothly.

• Alternate arrangements of standby generators in case of power breakdown are also being made upto possible extent.

Precautionary Measures

• Covering of manholes on main roads, streets and footpaths is given priority to avoid any accidents. Fixing of missing / stolen manholes covers has been ensured.

• Complaints of open manholes are being taken up on top priority basis.• Desilting / cleaning of sewerage lines in each town before rains is being carried out.

Review & Feedback

• Daily progress review would be done at Chief Engineer level regarding desilting of sewerage lines, missing manholes covers etc.

RAIN NALLAS In city area, there are two main rain Nallas which drain out sullage water from half of the city area.

One runs from universal book depot towards Makrani Para Maki Shah Passing through tulsidas road.

Other one runs from Sattar Shah Pumping Station towards old Power house pumping station Tando Mir Mehmood. Both Nallas run by natural gravity towards their end points.

1st Nalla is covered by rooftop from universal book depot up to sultan hotel but in some places slabs are kept over the holes. By removing these slabs through sanitary workers the excavator can disilt this nalla only to those points.

From Sultan Hotel onwards the whole Nalla in open except some places which are encroached by shopkeepers. Here it is difficult to disilt the nalla. This Nala from universal book depot upto Tulsidas Pumping station is about 10 feet in width through out. From here it passes beneath the overhead bridge and turns into small drain, approximately 3 feet in width, emerging from market and passes beside the railway colony carrying its sullage water towards Makrani Para in a pit. From there it is lifted by HDA pumping stations of Barkat Bhai / Makrani Para.

The work of Desilting of this Nalla is being carried out again and again except those areas which are fully covered with rooftop.

This will cost much more and will cause problems for shopkeeper and public. If sufficient amount is allocated to Hyderabad Municipal Corporation for this purpose, the target can be achieved easily.

Other Nalla which runs from Sattar Shah Pumping Station Liaquat Colony towards Tando Yousuf Railway Crossing is divided into 3 parts for draining out the sullage water.

1st part runs from Cattle Piri Shahab Cinema towards Sattar Shah pumping Station and drain out the sullage water of UC # 10, 11, 4 and 3.

2nd part runs from Chori Para Ilyasabad towards Rishi Ghat Pumping Staiton. Here Nalla which is 10 or 12 feet in width turns into 2 to 3 feet drain and runs from sweet shop towards Rishi Ghat Pumping Station. The Disilting of Ilyasabad Nalla has been carried out while the drain will be desilted by deploying main power of Nalla Gang to do the need full.

3rd part of rain water Nalla runs from Nishat Plaza towards Tando Yousuf Railway Crossing. From Nishat Plaza upto sitara mosque, the above said nalla is fully covered with rooftop except some places where the slabs are kept to disilt but the problem will not be solved until & unless the roof top on the nalla is removed. Here there is Asia’s largest chori market and the shopkeepers & nearby residents throw all their waste material and garbage in it. Keeping in view, all there difficulties the disilting of work has been carried out where there is access of machine.

From sitara mosque near capital plaza upto faqir ka pir culvert the Nallas is encroached by nearby residents who have built their houses on nalla. Here the access of machine to disilt in difficult but some places are there to do the need full.

From faqir ka pir culvert upto guru nagar culvert the same situation is there but there are some places open to disilt and the work of disilting has been carried out.

From guru nagar culvert upto tando yousuf railway crossing, complete disilting work has been carried out.

LIAQUAT COLONY NALLAS In Rainy Session as the Liaquat Colony is low lying area so in heavy rain the water accumulate

in that area due to poor drainage system. The reason for that is the encroachment over the Nallas by the nearby residents & shopkeepers. Other factor is that proper Disilting of these Nallas have not been carried out previously.

The length of these Nallas is approximately 1KM each from both sides and lies in UC # 10 & UC # 11 respectfully.

UC # 10, Nallas runs from Sakhi Pir culvert towards Pathan Hotel and the Nalla is divided into two parts 1st part runs from Din Mohammad Milk Diary towards Sakhi Pir Culvert and other part runs from Firdous Jamia Mosque to Pathan Hotel near mutton slaughter House. In between this Nalla is totally covered by mosque, shopkeepers and a petrol pump.

UC # 11 Nalla runs from Sakhi Pir Culvert towards Mutton slaughter house separating the Nalla into two parts. 1st parts runs from Modern Plaza towards Mutton Slaughter House and other runs from Modern Plaza towards Sakhir Pir Culvert.

The following action will be taken before Moonson season to rectify the problem.

1. Disilting campaign will be launched immediately on both Nalla (work in progress).

2. Department of Encroachment will be taken into task to remove the encroachments where the problem lies.

3. In the case of heavy rain Diesel pump will be installed at the both ends of Nallas to drain out the rain water smoothly.

2. Shahzoor Pickup 2 in number for City and Latifabad.

3. 100 sanitary staff for Disilting of Chamber of Pumping Stations (City and Latifabad)

4. Details of Accessories required. Generators 5 in number1 50kv + 2 Nos: 100kv for city Division 2 No: 50kv for Latifabad Division

5. 5000 sand bags in case of emergency.

6. Electric Connection.
