Regulatory basics of RDA’s creation
1. February 5, 2015 – was adopted The Law of Ukraine "On the Principles of the State Regional Policy" № 156
Following documents drafts were prepared for the RDA creation in regions:
• Constituent Act - the Regulations on Regional Development Agency
• Regulations on the Supervisory Board
• Protocol of General Meeting of founders
• The draft decision of the Regional Council on establishing the RDA
• The explanatory note to the draft decision of the Regional Council
• The draft Order of the Head of the State Administration
• The explanatory note to the draft Order of the Head of the State Administration
• The regional target budget program and budget request for co-financing of RDA’s
Following documents drafts were prepared for the RDA creation in regions:
• Project proposal for the creation of RDA – for negotiations with co-founders and presentations for the deputies of regional councils
• Operational plan of Regional Development Agency
• Budget and financial plans of Regional Development Agency
• Presentation of RDA and its advantages and benefits for the local government, business, civil society
Following documents drafts were prepared for the RDA creation in regions:
• The legal opinion about legislative grounds of the Agency’s establishment
• Orders and job descriptions for the RDA staff: director, accountant, project manager, project supervisor, personnel manager, lawyer etc.
• Condition for competitive selection of the RDA staff

Experience used for the preparation of RDA creation, were received during the implementation of:
• UNDP project "Economic and social recovery of Donbas" 2015-2016
• UNDP/EU project “Regional development of Crimea” 2012-2013
• EU project “Support of sustainable regional development in Ukraine” 2008 – 2011
• EU project “Support of the local government reform in Ukraine” 2015-2016
• Preparation and publication of a practical guide “How to create sustainable local development agency”
• Preparation and conducting of information meetings, trainings, seminars, events and presentations all over Ukraine
Experience used for the preparation of RDA creation, were received during the implementation of:
• To make coordination of all international technical assistance projects for the purpose of their possible involvement in activities and funding in the process of organization and beginning of RDA’s activity in regions
• To ask Delegation of the EU to Ukraine and USAID Mission in Ukraine with proposal to define as one of the component activities, in relevant projects, ULIT and DOBRE, activities and funding for organization and launching of RDA’s in Ukrainian regions
Needs for the creation of RDA in 2016:

• Use and consider the experience, accumulated as a result of the previous projects
• Take as basic documents, prepared and approved by activities in the regions
• Involve experienced Ukrainian experts to work on the creation of RDA’s in the regions
• Receive new information and samples of documents from specialized web resource www.region.net.ua
