Qué vamos a hacer
Objetivo:
Coordinar los programas de ayuda de las regiones y países miembros de Oceanera-net, en el ámbito de la Investigación y Desarrollo de la Energía Oceánica:
• Favorecer el intercambio de información entre la Industria y los Centros de I+D del Sector
• Desarrollar un inventario de los programas de I+D, centros tecnológicos e industrias , así como las principales plantas de producción y testeo del sector
• Desarrollar un mínimo de 2 convocatorias de ayudas conjuntas para el desarrollo de proyectos internacionales con la participación de entre los socios de Oceanera-net y con un mínimo de 2 estados miembros por proyecto.

Primera convocatoria
What is OCEANERA-NET ?
OCEANERA-NET is the short name for the Ocean
Energy European Research Area Network (ERA-NET),
funded by the European Union through FP7, bringing
together 16 European research funding organisations
from 9 EU countries (Belgium, Denmark, France,
Ireland, Netherlands, Portugal, Spain, Sweden, and the
United Kingdom).
OCEANERA-NET aims to coordinate and support
research, innovation and knowledge exchange in the
Ocean Energy sector amongst European countries and
regions, by launching transnational competitive joint
calls for funding collaborative RTDI projects.
OCEANERA-NET offers now the chance to participate in
its First Joint Call 2014 for RTDI proposals, aiming to
tackle current challenges, and taking advantage of
opportunities by enhancing access to transnational
value chains, towards the development and
competitiveness of ocean energy technologies.
The call is now open. All relevant information plus

• Transnational consortia eligible for funding must consist of a
minimum of two independent partners from at least two countries
participating in the Joint Call.
• The project coordinator must be from a country/region
participating in the Call.
• Projects can last up to 36 months.
• Total eligible budget of a partner cannot exceed 70 % of the total
eligible project budget.
• Mandatory Pre-proposal and Full proposal completed in English
submitted by the deadline.
As financial support is granted via national/regional funds, eligible
applicants, budget limits, financial rates and eligible activities, must be
in accordance with the respective national/regional criteria (specific
information is provided in Annex II of the Guidelines for Applicants).
Eligibility Call Focus This First Joint Call for proposals aims to enable
collaborative RTDI projects addressing either of the
following technologies and topics (detailed information is
provided in the Call Text available on OCEANERA-NET
website).
Technologies: Wave Energy, Tidal Energy, Tidal and Ocean
Currents, Salinity Gradient and Ocean Thermal Energy
Conversion.
Funding Commitment
An indicative total budget of around € 7.3 Million has been committed.
Each participating Funding Organisation will finance the beneficiaries
located in their own country/region following national/regional rules, as
described in Annex II of Guidelines for Applicants.

The application procedure follows a two-stage submission and
evaluation process, consisting of a first Pre-proposal stage (for
eligibility check) and a second Full Proposal stage (entailing both
eligibility check and international evaluation by independent
experts).

project coordinator (on behalf of the consortium) via the

Actuaciones subvencionables
La convocatoria de ayudas a la DEMOSTRACION Y VALIDACION DE TECNOLOGIAS EMERGENTES, tiene por objeto apoyar actuaciones de demostración y validación de desarrollos tecnológicos, en el ámbito de las energías renovables marinas, que formen parte de lo que en el Reglamento 800/2008 se entiende por desarrollo experimental en proyectos de investigación y desarrollo.
Concretamente, serán subvencionables las propuestas de realización de pruebas experimentales en fase de demostración y validación de:
– Prototipos a escala real o cercana a la real de captación de energía de las olas,
– Prototipos a escala real o cercana a la real de cimentación flotante de aerogeneradores,
– Prototipos a escala real o cercana a la real de aerogeneradores marinos,
– Prototipos de equipos auxiliares o complementarios de cualquiera de los prototipos anteriormente descritos,
en infraestructuras de ensayo de energías renovables marinas emergentes, en mar abierto, ubicadas en la CAPV, realizadas y justificadas a partir de la fecha de publicación del Programa en el BOPV y hasta el 31 de diciembre de 2015. La dotación económica destinada al Programa de Ayudas asciende a TRES MILLONES DE EUROS (3.000.000€).

Actuaciones subvencionables
Las actividades subvencionables de I+D+i elegibles serán las siguientes:
1.- Estudios de viabilidad previos a proyectos de investigación industrial.
2.- Proyectos de investigación industrial.
3.- Estudios de viabilidad previos a proyectos de desarrollo experimental.
4.- Proyectos de desarrollo experimental.
Se entiende por Investigación Industrial lo dispuesto en la definición del apartado f ) del punto 2.2 del Marco Comunitario sobre Ayudas Estatales de Investigación y Desarrollo e Innovación (2006 / C 323/ 01).
Se entiende por Desarrollo Experimental lo establecido en la definición del apartado g) del punto 2.2 del Marco Comunitario sobre Ayudas Estatales de Investigación y Desarrollo e Innovación (2006 / C 323/ 01).
Quedan Excluidos los Proyectos:
1.- Orientados a la mejora de productos existentes o aquellos en los que el producto desarrollado no tenga un grado de novedad para ser considerado Nuevo Producto.
2.- De modificaciones periódicas normales de productos, líneas y procesos de producción, servicios existentes y otras operaciones corrientes.
