上網．就可以．有機有機．就可以．上網

「有機上網」是一間年青但快速成長的機構，並一直獲得各界的大力支持。透過與40

家來自不同領域的夥伴合作(當中包括社會服務機構、非政府組織、前線教育工作者、

政府各部門、本地中、小企以至國際知名企業)，「有機上網」得以為有需要的學童提

供優質的電腦和上網工具，藉以縮窄數碼鴻溝；並透過各種培訓和師友計劃，提升他們

對健康使用互聯網的認知。

截至2014年3月，「有機上網」吸引了近40,000戶有需要的家庭參與由政府資訊科技總

監辦公室資助的「上網學習支援計劃」，並為當中逾13,000戶提供電腦選購及上網服務

優惠、熱線輔導、以及安排講座和培訓。自成立至今，「有機上網」為超過3,700戶家

庭提供優惠的電腦硬件及4,300戶家庭提供家居寬頻服務，而參與培訓課程的家長和學

生數目合共18,400人次。「有機上網」種籽學校計劃已服務超過90間來自全港的中小

學，支援學校推行電子學習。

在2014至15學年，「有機上網」將會加強服務覆蓋，發展更多元化的活動。除現有的

13間地區支援中心，我們將於屯門及深水埗增設3間地區培訓站，讓受惠家庭享用計劃

服務時更方便。其次，為配合上網學習的新趨勢，「有機上網」將會繼續推動「正向網

絡家庭工作坊」，教育學童正確使用互聯網的態度，釋除家長對子女沉溺上網的憂慮；

以預防因上網而產生的家庭糾紛，促進家庭數碼共融。另外，「有機上網」亦會擴展現

有的「師友計劃」，為基層家庭兒童配對大專生友師；以及透過種籽學校推行有關健康

網上學習的教育活動，以提高學生對安全使用互聯網學習的認識。

「有機上網」的標誌是一顆已萌芽的小豆，寓意希望、機會和選擇。我們希望繼續秉承

這個宗旨，為有需要的學童及其家庭成員提供優良的產品和服務。我們亦感謝一眾義

工、導師、商界及學界友好與我們分享付出的喜悅。來年，就我們一同分享、

回顧與前瞻

「有機上網」行政總裁

WebOrganic is young and growing fast. We are grateful for the strong support from all sectors since our establishment. Through partnerships with more than 40 organizations from different sectors, ranging from grassroots level social works, to fellow NGOs, to frontline educators, to different HK Government Departments, to HK SME's to some of the largest global companies, WebOrganic was able to provide high quality computers and Internet services to needy students to bridge the digital gap. Through various training and mentorship programmes, we were able to enhance the literacy for the healthy use of the Internet of the students.

As of March 2014, up to 40,000 needy families joined the “Internet Learning Support Programme” sponsored by the Office of the Government Chief Information Officer. WebOrganic provided affordable computer hardware and Internet service, counseling hotline, mentorship services, and arranged seminars and training courses to over 13,000 of these families. Over 3,700 families benefited from discounted hardware and 4,300 families enjoyed low-price broadband service. The numbers of parents and students who had participated in free training courses have reached 18,400. The Seed School Programme served over 90 secondary and primary schools to support the implementation of electronic learning.

In academic year 2014/15, WebOrganic will expand its service coverage and develop many more activities. Apart from the existing 13 community support centres, WebOrganic will establish 3 satellite training spots in Tuen Mun and Sham Shui Po to further improve the convenience of access. To synchronize with the most current eLearning trends, WebOrganic introduced the Positive Use of Internet Workshops for both students and parents, we educated students on the right attitude for using the Internet, reduced parents' worries on Internet addiction of their children, so as to prevent family conflicts caused by the use of Internet and promote digital inclusion in family. Last but not least, the Mentorship Programme will also be expanded by recruiting university students as mentors, as well as organizing more interactive and interesting activities for students from low-income families.

WebOrganic is a sprouting seed, which manifests Hope, Chance and Choice. We are committed to our mission of providing superior products and services to the needy students and their families. Once again, we are most grateful for the staunch support of all our volunteers, mentors, the business community and the education sector, who shares with us the joy of making valuable contribution. In the upcoming year, let us continue to share, to be touched, and to grow together!

為減輕數碼鴻溝對學習質素帶來的影響和推廣安全及正確使用互聯網進行網上學習，財政司司長在2010-11年度政府財政預算案中宣布以雙管齊下的策略，協助合資格學生在家上網學習，包括︰

(a)上網費津貼 為低收入家庭的學生提供每年全額$1,300或半額$650的上網費津貼，以減輕他們支付子女在家上網學習費用的負擔；及

(b)上網學習支援計劃推行一個為期五年的上網學習支援計劃，協助他們購買價格相宜的上網服務及電腦，並為學生及其家長提供使用上的支援及輔導。

上網費津貼已由2010-11學年開始發放給合資格家庭。而為期五年的「一家一網e學習」上網學習支援計劃亦已在2011年7月正式展開。

香港社會服務聯會於2011年4月成立「互聯網學習資源中心」，並以「有機上網」的品牌推行「一家一網e學習」計劃，為居住於香港西十個地區、並符合資格的家庭提供服務。

In order to mitigate the impact of digital divide on the quality of learning and drive wider adoption of Internet learning in a safe and healthy manner, the Financial Secretary announced in his 2010 budget a two-pronged strategy to assist students from low-income families to undertake web-based learning at home, which includes:

(a) Internet Access SubsidyA yearly subsidy at full grant of $1,300 and half grant of $650 to reduce the financial burden of low-income families with students on Internet access at home

(b) Internet Learning Support Programme A five-year programme to help eligible families acquire affordable Internet services and computer equipments and to provide them with necessary user and social support

The Internet Access Subsidy has been disbursed to eligible families in the beginning of 2010/11 school year, and the five-year “i Learn at home” Internet Learning Support Programme, was put in place in July 2011 to deliver services to the needy families and students.

The Hong Kong Council of Social Service (HKCSS) established Internet Learning Resource Centre Ltd. (ILRC) in April 2011 to implement the “i Learn at home” programme under the brand name of WebOrganic for eligible families in the western region of Hong Kong.

「互聯網學習資源中心」是香港社會服務聯會全資附屬社會企業。機構成立的目的是推行由政府資訊科技總監辦公室撥款的「一家一網e學習」上網學習支援計劃，讓居住於香港西十個地區符合資格家庭的學生提供上網學習的機會。

Operate the Internet Learning Support Programme sponsored by the OGCIO to enable primary and secondary school students from the target low-income families to gain access to the Internet at home for learning;

Eliminate obstacles for students to gain universal access to information and communication technology; and

Enhance the quality of children / young people through promotion of the proper use of the Internet.

Internet Learning Resource Centre (ILRC) is a social enterprise wholly owned by the Hong Kong Council of Social Service. The mandate of ILRC is to implement the Internet Learning Support Programme sponsored by the Office of the Government Chief Information Officer (OGCIO) to provide “i Learn at home” to eligible students in 10 districts in the western region of Hong Kong.

The goal of WebOrganic is to provide the means to the needy students for learning over the Internet. Hardware and software support will make eLearning possible, and Web learning opens up new opportunities.

We firmly believe that information technology is one of the most important tools in building a good foundation for the young through education, and that it elevates the learning interest and develop the latent potentials of the students. Our programme aims to generate chances and hope with a special focus on the underprivileged.

The sprouting bean, our icon, represents Hope, Chance and Choice. It is a WebOrganic virtuous circle that denotes growth and innovation for the younger generation through eLearning and peripheral support.

「有機上網」的地區支援中心及地區培訓站，免費為合資格家庭，包括學生及家長提

供培訓課程*。課程內容由基本電腦應用技巧，如開設電郵戶口、社交網絡媒體應用

(Facebook, Twitter) 或文書處理；以至進階課程，如相片編修、網上購物、監護軟件

教學或雲端網絡應用等。

WebOrganic’s Community Service Centres and Satellite Training Spots provide free-of-charge IT Training Courses* to students and parents of eligible families. These IT Training Courses range from fundamental computer application skills such as creation of email accounts, social network media applications (e.g. Facebook, Twitter) and word processing, to more advanced courses such as photo editing, online shopping, parental control software and cloud computing network applications.

* The content of courses and seating capacity provided by the centres will vary according to the needs of different localities. For updated course information, please make enquiries or obtain from the respective centres.

CSC will issue Payment Advice and applicants are required to settle the payment according to the methods listed on it.

WebOrganic will contact applicants on product delivery or broadband installation within 4 weeks.
