Abstract
This paper discusses the most important challenges and proposes a number of counter policies aiming to enhance the education sector's efficiency and provide high quality and sustainable services. The proposed policies are also to optimize the use of the available resources in order to achieve best results. In addition to motivating both the private and cooperative sector to deliver quality pre- university education services.
