Message from the Chairman

  As I ponder that statement, I believe it begs the ques on:  Why do we give?  When I first became a board member for the Community Founda on of Dunn County, I was actually a li le sur-prised to learn how li le people actually knew about charitable giving.  Part of the role of the Community Founda-on is to help people achieve their charitable goals in an easy and cost effec ve manner.  

   The Community Founda on of Dunn County is an organiza on that has con nually exhibited such 

standards.  Everything the Founda on does in the area of outreach has made and con nues to make a difference to someone, whether it’s a student, a school, a nursing home, a senior center, a theater, an organiza on sup-por ng the disabled, or a civic organiza on.  Making a difference is why donors give through the Founda on and why board members get involved. I want to thank the board members, the execu ve director and the staff for their support and help in making my job as Chairman of the Board more pleasurable and fulfilling.  It has been an honor to have served with each of them. I encourage and invite each of you to consider serving on the Community Foun-da on of Dunn County board.  Talk to a current board member if you have an interest.  I believe you will find that service very rewarding.  Dona ons and the funds held at the Community Founda on of Dunn County have reached a level where they are now having an impact on the success of many project and organiza ons throughout our communi es.  As you look through this year’s Annual Report, you will see the wide range of organiza ons the Founda on has been able to support through our compe ve grant process. As more grants are awarded, organi-za ons can devote more of their  me to accomplishing their mission without devo ng so many hours to fundrais-ing planning and ac vi es.  

   It goes without saying that every organiza on has overhead and administra ve costs and the  Founda on con nues to the Founda on con nues to manage its which is being watched closely, as the 

Community Founda on of Dunn County wants as much of its investors contribu ons as possible to reach the peo-ple who need it.  We feel we have been very successful at managing these costs.  Because of the generous $40,000 grant from the O o Bremer Founda on, the Community Founda on of Dunn County con nues to maximize the so ware program, which has improved the efficiency of the founda on.   

Too, it is a goal of the founda on to build an “opera onal” fund in order to cover day to day expenses. The Community Founda on of Dunn County sponsors an annual Golf Classic which has been very success-

ful over the past several years, as well as a Fall “Jeans and Jewels” gathering which has been enjoyed by many com-munity members.  These two events currently cover the majority of all administra ve expenses for the founda on.  If the funding by the Community Founda on of Dunn County of local non-profits makes it easier for them to do their work and accomplish their mission, then our partnership with them has been successful.  We believe our funding directly correlates with improvements in our communi es to make a las ng difference in lives, but I con n-ue to wonder if the public truly understands how many lives are touched by the work of the community founda-on.

County.  Future donors may be interested in obtaining more informa on about becoming a Legacy Society mem-ber, whereby one includes in their Estate Plan/Will, a charitable gi  to the Community Founda on of Dunn County.

Foundation Funds (as of 12/31/2012) It is easy both to start a new fund or to add to an existing fund. The Foundation accepts gifts at any time to an established fund. Gifts may also be made to memorialize or honor a loved one, colleague or friend. * Indicates that a fund was opened in 2012 (more information about the fund is also found later in this report). Donor Advised Fund (DAF) is the most flexible type of fund that can be established. Donors may recommend grants to a variety of organizations depending on the needs of the community or the wishes of the donor. A DAF is also an excellent choice for those that may be considering establishment of a private foundation. The Community Foundation handles all of the administrative work; there are no tax filings or forms to fill out. The donor has flexibility in achieving their charitable goals, plus the donor re-ceives maximum tax benefits.

Founders Administrative Endowment Fund A portion of the original gifts to the Foundation created an endowment fund for annual operating costs - a portion of the earnings may be used an-nually.

Western Wisconsin Energy Charitable Fund *WWE sold the ethanol plant in Boyceville, its board of directors chose to establish a charita-ble fund with CFDC. Over the next 20 years, Steeping Stones, Menomonie Area Free Clinic, and Food Harvest Ministry and CFDC will benefit from

the generosity of its charitable investment back into the community. Agency Endowment - The Foundation administers endowed or quasi-endowed funds for nonprofit organizations in Dunn Coun-ty. Organizations are encouraged to establish funds to help ensure their own future with an endowment that provides important future financial support.

Menomonie Public Library Foundation Endowment Fund * Unrestricted Funds - Gifts of more than $1,000 that are not di-rected to any specific fund are placed in the Foundation’s General Endowment Fund. General Endowment Fund—A portion of the earnings are used each year to make grants to area non-profit groups and organizations that support arts and culture, heritage, the environment, education, humani-tarian needs, community improvement and/or economic development. Field of Interest (FOI) A Field of Interest Fund supports an area of interest of the donor. As an example, a donor may be interest in the arts but wants to provide support for numerous organizations. As the community changes over time, organizations also change. In this way, donors can be assured that the ‘arts’ will be support-ed in the future without specifically naming an organization and/or numerous arts organizations can be supported.

Community Health Fund Established in 2010 after the dissolu-tion of the Menomonie Community Health Foundation. A portion of the assets of MCHF were transferred to the Community Founda-tion of Dunn County to support community health programs and services in the communities served by the Mayo Health System – Red Cedar (formerly Red Cedar Clinic – Mayo Health System and Myrtle Werth Hospital).

The MASA Fund Established by Merlyn & Shirley Jones to sup-port educational needs of the Boyceville School District.

Byron Olson Memorial Fund Established by the Estate of Byron Olson to provide health services for those that do not have medical care provided by other means.

Marshall Hagen Memorial Fund Established by the Estate of Marshall Hagen and will provide grants to organizations that offer programs and services for cancer patients.

Menomonie Area Public School Foundation - Partnerships for Tomorrow Fund Established by the MAPS board of directors to provide teacher grants for innovative projects that partner with schools and businesses

Scholarship Funds Scholarships Funds may be established by families, individuals or businesses that support graduating sen-iors at any of the high schools within Dunn County. Terms and conditions for scholarship funds vary.

Drums Along the Red Cedar Youth Music Endowment Fund Music scholarships for seniors at all Dunn County high schools

Acorn Funds are established by donors who want to build a fund over a longer period of time. When the fund reaches $10,000, it becomes a permanent fund of the Foundation and distributions are made according to the terms and conditions of the Fund Agreement.

Pass Through and Fiscal Sponsorship Funds These types of funds are typically established for a short term chari-table purpose for groups that are not designated as 501(c)(3) or to provide administrative support for a small or start-up charitable organization that will benefit our community. Sometimes the Foundation provides additional back office support to assist a 501(c)(3) organization during a special campaign. During 2012, the Community Foundation received contributions of $271,692.74 for the benefit of the following groups and/or organizations.

John M. Houle grew up in Menomonie, graduated from Menomonie High School, and attended UW-Madison before joining the U.S. Navy and becoming a naval aviator. After WWII and the Korean War, he returned to school, ultimately earning a Master’s Degree from UW-Stout and a Ph.D. from UW-Madison. John returned to Menomonie and joined the faculty of UW-Stout.

John passed away in 2011, and as many knew, he “loved to read and had an insatiable thirst for knowledge”. Several years ago, John worked with the staff of the Community Foundation and made provisions in his will to establish a fund to benefit the Menomonie Public Library. The Fund is permanently endowed so that only a portion of earnings will be distributed to the Library each year as a gift in John’s memory. John Houle’s legacy will live on in the community so that future generations may enjoy the many benefits of the public library that he enjoyed throughout his life in Menomonie. John truly made a gift that will keep giving many times over. “John was known as an avid library user. Many of the staff knew him well from his daily visits. He made great use of our resources, and it is a testament to his love of libraries, reading, and life-long learning that he created this gift for the Library and our users.” Ted Stark, Executive Director—Menomonie Public Library Menomonie Public Library Foundation Board Establishes Endowment Fund In May, the Board of Directors of the Menomonie Public Library Foundation signed an Agreement with Community Foundation of Dunn County to establish a $300,000 endowment fund. Library foundations throughout Wisconsin and around the country have partnered with their community foundations to manage their endowment funds. Foundation management and the management of assets are very complex, especially for volunteer organizations. Community foundations can provide professional services at low cost, and in addition, donors are often familiar with community foundations and their services. “The Library Foundation has received numerous gifts over the years, and in the last year received a sizeable bequest. We felt it was time to establish a permanent endowment and believed that the best way to do that was with the assistance of the Community Foun-dation of Dunn County. As an all-volunteer organization we felt that the professional management and expertise offered by the Community Foundation pro-vided an excellent opportunity for us. Creating a Donor Advised Fund (DAF) provides individuals the greatest flexibility. As organizations change or community needs change, Jerry and Kim also have the ability to be flexible in their choices for the causes they wish to support.

In 2012, the Community Foundation established new endowment funds of more than $597,023.00. As of December 31, 2012, the permanently restricted assets total $3,471,197.00.

The community lost a true friend in 2012 with the passing of Monsignor Charles A. Blecha. Friends of the Mon-signor established a fund at the Community Foundation as a way to honor his memory. Gifts may be made to the Fund at any time. Grants will be made to community groups and organizations that the Monsignor cared about throughout the community.

Grace Episcopal Endowment Fund An Acorn Fund was started in 2011 to benefit Grace Episcopal Church. Through a series of additional gifts the fund reached its en-dowed level in 2012 and is now a permanent Designated Fund that will benefit Grace Episcopal for generations to come. Grace will begin to benefit from the endowment by receiving annual gifts from the fund in 2014. Anyone may make a gift to the fund at any time. Menomonie Area Public Schools Foundation Fund (MAPS) In October, the Menomonie Area Public Schools Foundation Board of Directors voted to transfer its assets to the Community Founda-tion. All of its existing scholarship funds were re-established at the Community Foundation, six new field of interest scholarship funds have been established, a new endowment fund has been set up that will support innovative projects between the schools and business, and two new funds are being established for every school in the District – an endowment fund for the future, and a pass through for special projects and immediate needs. “By establishing the former Menomonie Area Public Schools Foundation as a family of funds within the Community Foundation, we have created a greater opportunity for both our public schools and our students. Elizabeth Fenton was an active member of the Community Health Foundation, served as a volunteer at the Medical Center, and had a genuine interest in community health issues her entire life. Her will directed a gift to the Community Health Foundation which is now a fund of the Community Foundation, established when the

Fiscal Sponsorship and Pass Through Services Provides Support for Other Organizations

The Community Foundation can serve as a fiscal sponsor for groups or organizations that do not have a 501(c)3 designation from the IRS but serve a charitable purpose. In some cases, the Foundation can help launch a new non-profit organization.

Knapp Lions Club Park Project

The Knapp Lions Club has worked tirelessly for their community for many years. A signature project for the Club has been the park along Highway 12 in the Village. This year the Club spearheaded a project to pave a trail to circle the entire park. The Knapp Lions Club provide hundreds of hours of volunteer services and raise money every year to support the park in addition to all of their other community service projects. The Park serves as a centerpiece and gathering place for village residents and visitors. Through a partnership with the Community Foundation the Club was able to secure a $10,500 grant from the Otto Bremer Founda-tion to complete the work.

John Brunstad Memorial Run

John Brunstad was an avid runner who also suffered from Juvenile Diabetes as a child. After he passed away unexpectedly in 2011, his family and friends wanted to do some-thing in his honor and also support causes that John cared about. They established a pass-through fund at the Foundation and held a fun run in his honor in July. They ex-pected about 50-75 runners and hoped to raised $1 - $2,000; however, they exceeded their goals by doubling the number of runners and raising more than $6,200. All of the proceeds were donated to Juvenile Diabetes Research, Stepping Stones, and Friends of the Red Cedar Trail.

“I’m very grateful to the Community Foundation for the assistance they pro-vided. We wanted to create a fun, family-oriented event that would benefit several worthy organizations. During the planning, I saw the need to work with a well-known, credible organization to act as our pass-through agent for the collection and distribution of funds, and the CFDC was that organization. The first event was a huge success and we are looking forward to collaborating again with CFDC so we can continue to benefit several non-profit organizations in our area.”

Menomonie Area Public School Funds (MAPS) In October 2012 the Menomonie Area Public Schools Foundation Board of Directors voted to transfer its assets to the Community Foundation of Dunn County. All of the existing funds of MAPS were re-established at the Community Foundation. The MAPS board established a new Partnership for Tomorrow endowment fund from a portion of its unrestricted assets. This fund will provide teacher grants for innovative projects between education and local businesses. A new endowment fund and a pass through fund for each school in the District are being established. The funds are intended to provide a way for the community to support our schools in a variety of different ways. The endowment funds will provide for long term needs, and the pass through funds are intended for short term, special projects. Further, a MAPS advisory committee will be appointed by the Community Foundation’s board of directors. The advisory group will work to raise awareness of the MAPS funds, and make grant recommendations to the Community Foundation’s board of Directors.

The Community Foundation

A Resource for All

The Community Foundation is a resource for all of Dunn County and a way for anyone to be involved – there is no gift to small. Pooling resources is an excellent way for everyone to be involved to help make a larger impact. The Foundation’s impact is broad, our program support is diverse. The Foundation can change as the needs of our communities change. Nobody knows what tomorrow will look like and what our communities will need. What we do know is that tomorrow will be different.

The Foundation’s icon, the oak tree, conveys a message of strength and endurance – the oak tree often grows to heights of more than 100 feet, providing shelter from storms, a home and food for Mother Nature’s creatures – important resources for their survival. The oak tree starts small - from an acorn; the Community Foundation starts – and grows – the same way; and as it grows it continues to provide important resources for our communities for many years – all from that first original seed.

Giving back—paying it forward. It is not only a good thing to do, but it is necessary for those of us who have benefitted from our communities and the investments made by those that came before us. We have a responsibility to extend our philanthropy in whatever way we can to make our communities a little bit better than we found them.
