         General  Session  2:  The  Benefits  of  Health  Information  Exchange                                                                                                                                                                                                                      (Hibiscus  I)    “The  cost  of  healthcare  increases  faster  than  the  rate  of  inflation  or  income,  but  the  quality  and  outcome  has  not  substantially  improved.  Find  out  how  exchanging  health  information  can  reduce  gaps  in  care  transition,  improve  interoperability  and  optimize  revenue  cycle  processes.    Speaker:    Francis  Chan,  Executive  Director,  Hawaii  Health  Information  Exchange      

   

 

Ms.  Friesen,  FHFMA,  CHFP,  MPH,  is  Vice  President  of  Health  System  Services,  Bryan  Health,  Lincoln,  Nebraska.    A  member  of  HFMA  since  1999,  Ms.  Friesen’s  involvement  with  the  Association  at  the  national  level  has  included  serving  on  the  Board  of  Directors,  the  National  Advisory  Council,  the  Early  Careerist  Task  Force,  and  as  a  Region  8  regional  executive.  Ms.  Friesen  has  also served  the  Nebraska  Chapter  as  director,  treasurer,  secretary,  vice  president,  and  president.  She  has  received  the  Follmer  Bronze,  Reeves  Silver,  and  Muncie  Gold  merit  awards,  as  well  as  the  HFMA  Medal  of  Honor.  

Mr.  Chan  is  the  Executive  Director  of  Hawai‘i  Health  Information  Exchange.  He  has  over  25  years’  experience  managing  laboratory,  pathology,  financial  and  health/medical  information  data  exchange  among  hospitals,  physicians,  health  plans  and  public  health  agencies.  Mr.  Chan  guided  the  implementation  of  the  HHIE  Direct  Secure  Messaging  to  support  transition  of  care,  and  guided  the  design  and  implementation  of  the  Health  eNet  Community  Health  Record,  which  presents  a  virtual  chart  of  the  patient  to  physicians  and  their  staff.  Currently  HHIE  provides  technology  that  leverages  the  near-­‐real-­‐time  data  available  through  the  Community  Health  Record  to  support  Clinical  quality  reporting.

Mr.  Light  is  the  Director  of  Strategy  &  Business  Development  for  Trane  Building  Advantage  and  is  responsible  for  consulting  with  healthcare  organizations  in  aligning  their  strategic  initiatives  with  the  physical  environment  of  their  facilities  and  as  well  as  leading  Trane’s  partnering  with  financial  institutions  to  bring  the  full  spectrum  of  innovative  offerings.    

He  has  worked  in  Administration  with  Presbyterian  Hospital  of  Dallas  within  Texas  Health  Resources  (THR)  and  had  administrative  responsibility  for  strategic/operational  direction  for  non-­‐clinical  services  including  Service  Strategy  for  THR  for  15  years.

 Mr.  Riccioni  is  currently  the  Executive  Vice  President/Chief  Financial  Officer  and  the  Treasurer  for  The  Queen’s  Health  Systems.  He  has  over  30-­‐years  of  experience  in  health  care  finance  and  has  facilitated  and  completed  integrated  strategic  and  financial  plans.  He  oversaw  the  financial  planning and  operations  of  five  hospitals  in  the  St.  Joseph  Health  System.    He  has  a  Bachelor  of  Science  in  Business  Administration,  Accounting  from  California  State  University,  Chico  and  a  Master  of  Science  in  Health  Services  Administration  from  St.  Mary’s  College.  

Mr.  Thordarson,  MBA,  became  Castle  Medical  Center’s  Vice  President  for  Finance  and  its  Chief  Financial  Officer  in  August  2017.  Prior  to  coming  to  Castle,  Mr.  Thordarson  was  Director  of  Finance,  Assistant  CFO,  then  Interim  CFO  at  Vista  Health  System  in  Waukegan,  IL.  

He  holds  his  BBA  in  Finance  and  MBA  from  Loma  Linda  University,  and  is  a  Certified  Public  Accountant.

Mr.  Adcock  has  been  a  part  of  GE  Healthcare  as  the  Executive  Client  Director  for  Hawaii.  While  managing  equipment  and  service  needs  on  the  island,  he  also  works  to  grow  partnerships  with  facilities  and  integrate  the  most  advanced  technologies.  By  working  to  facilitate  GE’s  growth  in  the  market,  he  assists  in  providing  even  better  health  care  for  the  residents  and  visitors  of  the  island.  Prior  to  this  role,  Mr.  Adcock  worked  in  the  Pacific  Northwest  with  the  Maternal  Infant  Care  division  while  living  in  Seattle.

Mr.  Bergantz  has  over  15  years  of  combined  research,  operational,  and  consulting  experience  in  the  healthcare  industry.    He  currently  serves  as  Vice  President  of  Healthcare  Advisory  Services  with  PNC,  specializing  in  healthcare  financial/operations  improvement  –  specific  areas  of  expertise  include  revenue  cycle  operations  and  strategy,  labor  management  and  productivity,  strategic  planning,  physician  productivity,  strategic  pricing,  and  data  analytics.  Mr.  Bergantz  has  also  worked  in  healthcare  with  the  Premier  Healthcare  Alliance,  Phase  2  Consulting,  GE  Healthcare,  and  the  Utah  Medical  Education  Council.    He  earned  his  MBA  in  Health  Administration  from  the  University  of  Utah,  and  enjoys  presenting  and  writing  articles  as  part  of  his  involvement  with  HFMA  and  other  healthcare  industry  organizations.  

Mr.  Kemeny  has  over  10  years  of  combined  research,  consulting,  and  management  experience  in  the  medical  device  and  healthcare  industries.    He  currently  serves  as  Vice  President  of  Healthcare  Advisory  Services  with  PNC  –  applying  lean,  six  sigma,  and  other  process  improvement  methodologies  in  strategic  planning,  revenue  cycle  management,  and  project  management.    Prior  to  joining  PNC,  Mr.  Kemeny  consulted  for  Zoll  Medical  Corporation,  was  a  manager  at  Med  Institute,  Inc.  (a  Cook  Medical  company),  and  worked  as  a  project  consultant  at  Intermountain  Healthcare  -­‐  Primary  Children’s  Medical  Center,  in  their  Systems  Improvement  Department.    He  received  a  Bachelor’s  degree  in  Electrical  Engineering  and  a  Master  of  Science  in  Physiology  from  Purdue  University,  and  received  his  MBA  and  MHA  degrees  from  the  University  of  Utah.    He  also  teaches  quality  management  and  process  improvement  at  the  University  of  Utah.

       Breakout  Session  2A  -­‐  “Building  the  Revenue  Stadium”                                      (Hibiscus  I)  

Healthcare  revenue  cycle  and  finance  departments  struggle  to  generate  excitement  about  the  metrics.      Nothing  is  more  exciting  than  numbers,  stats,  and  metric  if  dramatized  with  the  proven  principles,  which  sports  stadiums  use.    “Fans,  score  boards,  jerseys  and  popcorn”  are  just  as  relevant  in  the  revenue  cycle  as  they  are  in  the  sports  stadium.    This  discussion  explains  the  “playbook”  to  build  the  “revenue  stadium”  and  transform  the  culture  where  staffs,  managers  and  executives,  are  riveted  by  the  numbers  at  on  each  “game”  day  and  throughout  the  “fiscal”  season.    In  the  “revenue  stadium”  everyone  wants  to  know  the  score!!  .      Speaker:    Patrick  McDermott,  Sutter  Health  Shared  Services,  VP  Revenue  Cycle    

   

Mr.  Shorrosh  has  over  25  years  of  experience  in  hospital  revenue  cycle  and  patient  access.    He  holds  an  MBA  in  Healthcare  Administration  and  IT  from  the  University  of  Connecticut  and  an  MSW  in  Healthcare  from  the  University  of  Alabama.    He  is  Founder  and  CEO  of  AccuReg  and  serves  as  the  Industry  Standards  Committee  Chair  for  NAHAM.    Mr.  Shorrosh’s  mission  is  to  transform  hospital  financial  performance  and  patient  experience  from  the  front-­‐end  of  the  revenue  cycle.        

 

Mr.  McDermott  is  the  Vice  President,  Revenue  Cycle  for  Sutter  Health,  a  25-­‐hospital  health  system  in  Northern  California.    Previously,  Mr.  McDermott  led  the  revenue  cycle  for  Presence  Health  for  8  years,  a  12  hospital  healthcare  system  in  Illinois,  which  resulted  from  the  merger  of  Resurrection  Healthcare  and  Provena  Health.    He  has  deep  experience  leading  EPIC  go-­‐lives  and  LEAN  value  stream  initiatives.    Mr.  McDermott  invented  with  his  Resurrection  team  the  “Revenomics  102”  class,  which  won  the  HFMA  Yerger  award  for  innovative  training  delivered  to  members.

 Breakout  Session  2B  -­‐  “Current  Tax  Developments  for  Exempt  Healthcare                                                                                    Providers”                                                                                                            (Plumeria)  This  session  will  provide  a  current  update  on  the  latest  developments  impacting  exempt  healthcare  providers.    Update  will  include  the  latest  information  on  tax  reform  and  its  impact  on  the  healthcare  industry,  specifically  exempt  health  systems.    In  addition,  we  will  provide  an  update  on  the  increased  IRS  audit  activity  for  tax-­‐exempt  organizations,  including  Section  501(r)  audits.

Ms.  Heiskala,  serves  as  the  West  Region  leader  of  EY’s  Exempt  Organization  Tax  Services  practice.    In  this  role,  Ms.  Heiskala  serves  as  the  tax  partner  for  many  large  health  systems  in  Hawaii,  California,  Washington,  Utah  and  Colorado.    She  has  over  24  years  of  experience  advising  tax-­‐exempt  health  care  clients  on  a  variety  of  issues,  including  obtaining  and  maintaining  tax-­‐exempt  and  public  charity  status,  minimizing  unrelated  business  income  tax,  Section  501(r)  compliance.    Additionally,  she  has  represented  many  organizations  before  the  Internal  Revenue  Service  in  connection  with  examinations  and  tax-­‐exemption  applications.  

Mr.  Donaldson  is  an  EY  Americas  Exempt  Organization  Tax  Services  practice  leader;  he  has  practiced  with  Ernst  &  Young  for  36  years.    Mr.  Donaldson  provides  tax  planning,  consultation,  and  compliance  services  to  various  health  care  providers,  health  plans,  and  other  health  care  related  organizations,  practicing  exclusively  in  the  nonprofit,  tax-­‐exempt  arena.    Mr.  Donaldson  has  represented  many  hospitals,  physicians,  and  other  healthcare  organizations  before  the  Internal  Revenue  Service  in  connection  with  IRS  examinations,  tax-­‐exemption  applications,  and  private  letter  ruling  requests.

Ms.  Nichols  is  the  Assistant  Administrator/Deputy  Medicaid  Director  for  the  State  of  Hawai'i’s  Med-­‐Quest  Division.  Prior  to  this  role,  Ms.  Nichols  led  the  State’s  Health  Care  Outreach  Branch  and  the  Hawai'i  Health  Connector’s  education  and  outreach  program.    In  addition  to  her  work  with  Medicaid  and  the  State  and  Federal  Marketplace  programs,  Ms.  Nichols  has  extensive  experience  in  community  building.  She  served  as  the  Director  of  Community  Engagement  for  ‘Ōlelo  Community  Media  and  spent  14  years  directing  outreach  activities  and  designing  and  implementing  improved  community  access  standards.    Ms.  Nichols  earned  her  Master’s  degree  in  American  Studies  from  the  University  of  Hawai'i  at  Mānoa.  

Mr.  Nouchi  is  the  Finance  Officer  for  the  Hawaii  Med-­‐QUEST  program,  where  he  is  responsible  for  all  fiscal  and  budget  related  activities  for  Hawaii’s  Medicaid  program.    Mr.  Nouchi  has  been  with  Med-­‐QUEST  since  December  2016,  and  prior  to  joining  Med-­‐Quest,  he  worked  in  different  levels  of  government  including  for  the  Finance  Committee  of  the  Hawaii  State  House  of  Representatives,  and  the  Budget  Branch  at  the  Hawaii  Department  of  Education.    Mr.  Nouchi  is  a  graduate  of  the  University  of  Hawaii  at  Manoa  with  a  degree  in  Chemistry.

Captain  Tom  Duran  serves  as  the  Pacific  Area  Representative  for  Hawaii  and  the  U.S.  Territories  for  the  Center’s  for  Medicare  &  Medicaid  Services  (CMS).  He  has  been  with  CMS  for  six  years  and  is  the  Pacific’s  initial  point  of  contact  on  Medicare,  Medicaid,  State  Children’s  Health  Insurance  Program,  the  Medicare  Access  and  CHIP  Reauthorization  Act  (MACRA),  and  the  Quality  Payment  Program  (QPP).  As  a  public  health  service  officer,  he  also  supports  the  Assistant  Secretary  for  Preparedness  and  Response  by  maintaining  a  pre-­‐staged  medication  cache  in  Hawaii.  CAPT  Duran  is  a  pharmacist  with  over  19  years  of  direct  patient  care  experience  and  22  years  of  healthcare  leadership.  Prior  to  joining  CMS,  he  was  assigned  to  the  Indian  Health  Service  in  various  positions  including  Chief  Executive  Officer,  Tribal  Health  Director,  Chief  Information  Officer,  Service  Unit  Director,  Health  Center  Director,  and  Supervisory  Pharmacist.  

This  presentation  will  highlight  the  latest  CMS  initiatives  including  Patients  over  Paperwork,  the  New  Medicare  Card,  and  the  Quality  Payment  Program.  

Average  medical  &  drug  premiums  have  risen  steadily  due  to  increases  cost  of  care,  medical  and  drug  utilization.    This  presentation  will  discuss  the  growth  of  health  insurance  premiums,  healthcare  cost  drivers  and  solutions  to  “bend  the  healthcare  cost  curve  

Mr.  Gordon  I.  Ito  was  appointed  as  Insurance  Commissioner  for  the  Hawaii  State  Insurance  Division  in  July  2010  by  Governor  Linda  Lingle.    He  was  re-­‐appointed  by  Governor  Neil  Abercrombie  and  Governor  David  Ige  on  January  2011  and  2015  respectively.    Prior  to  his  appointment,  Commissioner  Ito  was  the  Chief  Deputy  Insurance  Commissioner  since  2000  and  was  the  Supervising  Attorney  of  the  Insurance  Division  from  1993  –  2000.  

In  December  2017,  Commissioner  Ito  was  elected  Secretary-­‐Treasurer  of  the  National  Association  of  Insurance  Commissioners’  (NAIC).    From  2012  -­‐2015, Ito was  Chair  of  the  NAIC  Western  Zone.    He  was  also  the  chair  of  the  NAIC’s  International  Regulatory  Working  Group  and  the  Information  Systems  Task  Force.

General  Session  7  -­‐  “From  Boomers  to  Linksters,  Generations  at               Work!”                                                                                                            (Hibiscus  I)    Meagan  Johnson  is  known  as  a  "Generational  Humorist"  and  has  an  outspoken,  take-­‐no-­‐prisoners  Gen  X  attitude  and  challenges  her  audiences  to  think  differently  and  act  decisively  when  dealing  with  multiple  generations.  Browsing  through  your  social  networks,  no  doubt  you  come  across  more  than  a  few  inspirational  quotes.  Nothing  changes  perceptions  more  than  a  passion  for  life,  work  and  success.  To  complicate  matters,  each  generation  has  a  different  perception  of  what  motivates  them.  Meagan  helps  participants  think  more  about  the  methods  they  use  to  reach  out  to  the  Millennial,  Gen  X  and  Baby  Boomer  generations.  Meagan  understands  that  today’s  audiences  are  different.  Baby  boomers,  Gen  X,  Millennials  and  the  Linksters  generations  all  want  different  things  and  the  workplace  is  hardly  an  exception  to  the  generational  divide,  Social  media  has  made  us  an  instant  gratification  society.    Speaker:    Meagan  Johnson,  Johnson  Training  Group

Ms.  Silvers  joined  Noridian  Healthcare  Solutions  in  July  of  2013.  She  is  the  Part  A  Education  Representative  for  the  states  and  territories  of  Alaska,  California,  Guam,  Hawaii,  and  The  Commonwealth  of  the  Northern  Mariana  Islands.  Ms.  Silvers  comes  from  West  Fargo,  North  Dakota  and  is  married  with  two  children.  She  is  currently  studying  to  be  a  certified  professional  coder.    

 

 

Ms.  Godfrey  has  five  years’  experience  with  Noridian  Healthcare  Solutions  and  close  to  eight  years  working  in  the  Healthcare  Industry.  She  started  out  as  a  Customer  Service  Representative  in  the  Part  B  Provider  Contact  Center,  making  her  way  to  a  Customer  Service  Specialist,  then  transitioned  to  being  a  Quality  Analyst  for  the  Contact  Center.  Currently  she  is  a  Representative  for  Part  B  Provider  Outreach  and  Education.

Major  Angel  L.  Vargas  is  a  USAF  Medical  Service  Corps  Officer,  currently  serving  as  Administrator  for  the  15th  Medical  Group,  Joint  Base  Pearl  Harbor-­‐Hickam,  Hawaii.  Major  Vargas  serves  as  the  chief  administrative  and  Business  Operations  officer  defining  resourcing/facility  requirements,  reducing  institutional  risk  and  overseeing  external  organizational  partnerships  enhancing  healthcare  operations.  He  also  oversees  data  informatics,  coding  services,  clinical  care  support  platforms,  and  business  case  analyses.      

Colonel  Kevin  M.  Franke  is  the  Deputy  Command  Surgeon  for  Headquarters  Pacific  Air  Forces,  Joint  Base  Pearl  Harbor-­‐Hickam,  Hawaii.  Colonel  Franke  serves  as  the  deputy  medical  advisor  to  the  Commander,  Pacific  Air  Forces.  He  supports  nine  Medical  Treatment  Facilities,  over  3,897  active  duty  personnel  and  a  budget  of  $1.1  billion  in  supplies,  equipment  and  facilities.  He  aids  in  providing  medical  oversight  and  strategic  direction  related  to  all  aspects  of  equipping  Pacific  Air  Forces  to  conduct  their  global  mission.  

Mr.  Flores  has  served  as  both  COO  and  CFO  for  Kahuku  Medical  Center  since  February  of  2016.  Prior  to  his  arrival  in  Hawaii,  Mr.  Flores  held  the  position  of  CFO  for  StarCare  Specialty  Health  System  that  currently  oversees  five  counties  in  the  state  of  Texas.    Mr.  Flores  has  an  MBA  from  Wayland  Baptist  University  and  a  BBA  from  Texas  Tech  University.

Mr.  Hahn  is  the  Regional  Chief  Operating  Officer  and  Hospital  Administrator  for  Kaiser  Permanente  Hawaii  Region.  At  Moanalua  Medical  Center,  Mr.  Hahn  oversees  all  operations  for  the  295-­‐bed  hospital.  The  second  largest  hospital  in  Hawaii,  Moanalua  Medical  Center  provides  emergency  services,  urgent  care,  primary  care,  specialty  care  and  after-­‐hours  care  to  more  than  250,000  Kaiser  Permanente  members.  As  the  Regional  COO,  he  is  also  responsible  for  the  operations  of  all  21  Kaiser  clinics  across  four  islands.  

 

Mr.  Bunting  has  over  25  years  of  experience  in  the  health  care  finance  industry.  He  serves  health  care  organizations  with  an  emphasis  on  Medicare  and  Medicaid  reimbursement  and  related  billing  and  coding  issues.  He  assists  in  overseeing  the  Health  Care  Consulting  Group's  Third-­‐Party  Reimbursement  Practice  including  charge  capture  services,  cost  reporting,  appeal  services,  and  medical  education  programs.  Glenn  focuses  on  core  reimbursement  services,  optimization  and  compliance,  Medicare  wage  index  and  occupational  mix  reporting,  reimbursement  department  outsourcing,  and  Medicare  and  Medicaid  cost  report  appeals.
