BACKGROUND

In its development, business logistics has evolved from a cost-consuming and operational level business function to a

profit-generating and strategic level integrated business process. There is a grand new perspective about logistics’ role in the value

chain throughout the business world. This also leads to its recognition by the governments all over the world who are responsible for

the development of major logistics infrastructures that are key to the success of any business logistics operations, either its domestic

or international focus.

Due to the rapid economic growth and the historical and cultural closeness, World Bank had defined Mainland China, Hong

Kong and Taiwan together as “Greater Chinese Economic Area” (or Greater China) in one of her research report in 1993. In this

report, it disclosed the potential economic power of this area and proposed to have regular collection of economic statistics of this

area for World Bank study. As the Greater China economy continues to grow above the average pace of the global economy, the

importance of the logistics role is increased substantially to the companies doing business and to the governments in Greater China.

Nankai University, Oriental Logistics Group, Soochow University and The Hong Kong Polytechnic University had initiated an

important joint organization among Mainland, Hong Kong and Taiwan in March of 2001 to promote the growth and development of

Logistics discipline in Greater China. The organization’s title is “The Greater China Logistics Modernization Agreement” (GCLMA).

The founding members include Nankai University, Soochow University, Hong Kong University of Science and Technology, China

Transportation Association, Hong Kong Logistics Association and Oriental Logistics Group.

The crucial approach taken by GCLMA to achieve its goal is to establish a forum where academic and business can meet and

share their logistics business innovation, best practice experience, research results and educational achievements in an open

atmosphere.

The first forum was held in April of 2002 in Tianjin, China with the major sponsorship from Nankai University and support

from the founding members. The forum had a great turnout with the active attendance of many renowned academic and business

representatives, even some military logisticians from Greater China. In this forum, more than 70 papers were reviewed and many

were presented in various seminal sessions. An informal logistics saloon was provided to facilitate the open exchange of ideas and

thoughts on key issues of the logistics development in Greater China.

Observing the positive results and its potential, the first forum organizing team of GCLMA had decided to continue the forum

in 2003 with the focus on the evolution and innovation of logistics development in Greater China.

GCLMA also decides to name the forum with the title: Greater China Logistics Forum (GCLF).
