มวลมิตรโรแทเรียนทุกทานครับ

ยางเขาเดือนที่สองของปโรตารีแลว ผมไดมีโอกาสไปเยี่ยมหลายๆสโมสร บางสโมสรเขมแข็งมาก แตบางสโมสรอยูในสภาวะนาเปนหวง ประเด็นสําคัญก็คือจํานวนสมาชิกที่มีจํานวนคอนขางนอยน่ันเอง เมื่อมีสมาชิกนอยการทํากิจกรรมก็ทําไดลําบาก แมแตในการประชุมเองแมแตจะรองเพลงหรือเชิญผูบรรยายพิเศษมากรู็สึกอึดอัด อยางไรก็ตามผมขอใหขอคิดวาในอดีตบางสโมสรเหลือผูเขาประชุมเพียง ๒-๓ คนก็เคยมีมาแลว แตปจจุบันกลับมาคึกคักเหมือนเดิมและดูเหมือนวาจะยิ่งกวาเกาดวยซ้ําไป เชน สโมสรโรตารีเชียงใหมตะวันตก หรือลานนาเชียงใหม เปนตน ฉะน้ัน สโมสรที่มีจํานวนสมาชิกนอยก็อยาเพ่ิงหมดหวัง แตอยาอยูนิ่งเฉยเพราะไมเชนนั้นอาจจะตองถูกยุบไปเหมือนบางสโมสรในปน้ี เชน สโมสร โรตารีเชียงใหมตะวันออกหรือลับแล เปนตน

ตามหลักเกณฑของโรตารีเรา สโมสรที่มีประสิทธิภาพของโรตารีเราอยูที่ข้ันต่ํา ๒๐ คน ซึ่งเปนเง่ือนไขในการกอตั้งสโมสรใหม และเปนที่นายินดีที่ไดมีการชักชวนใหยุบรวมกันเพ่ือใหไดสโมสรที่มีจํานวนสมาชิกมากข้ึน เชน สโมสรโรตารีแมสอดกับสโมสรโรตารีเมืองฉอด เปนสโมสรโรตารีแมสอด-เมืองฉอด เมื่อปโรตารีที่ผานมา เปนตน ซึ่งก็เปนการริเ ร่ิมที่นาสรรเสริญสมควรเปนแบบอยางแกสโมสรอื่นที่มีพ้ืนที่เดียวกันหรือใกลเคียงกัน ซึ่งจํานวนสโมสรของภาคเราอยูเลยเกณฑข้ันต่ําที่จะถูกยุบรวมกับภาคอื่นคือ ๓๓ สโมสรไปมาก คือ ปจจุบันเรามีจํานวนสโมสรถึง ๖๔ สโมสรแลว แตจํานวนสมาชิกยังอยูในอาการที่นาเปนหวง คือ มีเพียง ๑,๓๗๓ คน ซึ่งเลยเกณฑ ๑,๒๐๐ คนไปไมมากนัก และยังตองมีการพยายามเพ่ิมจํานวนใหไดภายในปโรตารีน้ีอีกประมาณ ๒๐๐ คนจึงจะอยูในภาวะทีน่าไววางใจ

ฉะน้ัน เน่ืองในโอกาสที่เราจะมีการประชุมสมาชิกภาพและมูลนิธิโรตารีที่ จ.อุตรดิตถ ในวันที่ ๒๐-๒๑ สิงหาคม ๒๕๕๔ นี้ ผมจึงขอเชิญใหทุกทานเรารวมประชุมโดยพรอมเพรียงกัน เพราะนอกจากทานจะไดทราบถึงขอมูลและวิธีการตางๆในการเพ่ิมและรักษาสมาชิกแลว ทานยังไดรับความรูเกี่ยวมูลนิโรตารีอีกดวย กอปรกับในปโรตารีน้ีผมพยายามใหมีการประชุมใหนอยที่สุดผมจึงผนวกการประชุมสมาชิกภาพและมูลนิธิเขาดวยกัน โดยไมมีการประชุมระหวางเมือง ซึ่งจะเปนการประหยัดเวลาและคาใชจายของมวลสมาชิก และเมื่อเสียเวลามาแลวก็จะไดประโยชนสูงสุดครับ

Fellow Rotarians,

Now in the second month of Rotary year, I have had opportunities to visit many clubs. Some clubs are very productive, but some are still unstable because they have very few members. Small clubs should not stand still and lose the opportunity to grow and become more.

A limited number of members make it difficult to arrange many activities, such as organizing a meeting, singing or inviting a guest speaker. However, I would like to inform you that in the past some small clubs with only a few members have been rejuvenated and become even more active than before. One is the Rotary Club of Chiang Mai West. Another is the Rotary Club of Lanna Chiang Mai. If small clubs do not grow or rejuvenate, sadly they will eventually be terminated as happened with the Rotary clubs of Chiang Mai East and Lab Lae.

According to Rotary International rules for chartering new clubs and experience, an efficient club should maintain a minimum number of 20 members when it receives its charter and thereafter.

I am delighted to see another solution for small clubs. Merging clubs can survive, such as the Rotary Club of Maesod merging with the Rotary Club of Muang Chod and becoming the Rotary Club of Mae Sod-Muang Chod last Rotary Year. This sets a very good example for other clubs in the same area or nearby to follow.

At present, the total number of clubs in our district is 64 which is above the minimum number of 33 clubs needed to sustain a district. But the total number of 1,373 members should be of concern because it is only a few over 1200 members as required by Rotary criteria. If we can increase 200 more members, our district should be more stable.

I would like to invite all members to participate in a Membership and Rotary Foundation seminar 20-21 August 2011 at Uttaradit. In this meeting, information and procedures on how to increase and maintain members, combined with information on The Rotary Foundation will be provided. I would like to limit a number of meetings to as few as possible this year so that members will save time and expense while getting the most benefit from meeting.

พ่ีนองชาวโรตารีทั้งหลาย

ที่อินเดีย มีคํากลาวไววา “เมื่อทานชวยพายเรือใหเพ่ือน ตัวทานก็ไปถึงฝงดวย” ในการชวยเหลือผูอื่น เรามักจะพบวา เราไดชวยเหลือตัวเราเองดวย

เราแตละคนเขามาในโรตารี เพ่ือบําเพ็ญประโยชน และมีความสุขใจ พอใจในไมตรีจิต มิตรภาพ ดังน้ันเดือนสิงหาคมที่เปนเดือนแหงสมาชิกภาพและการพัฒนาสมาชิก เราจะขอมุงเนนในการแพรเร่ืองราวของโรตารี ดวยการใหบริการอยางดี ไมปดบังไฟโรตารีของเราไวใตถังครอบอันมี ช่ือเสียง แลวเราจะพบวา เราเขาใกลเปาหมายของเรามากยิ่งข้ึน นั่นก็คือ เราจะมีโรตารี ที่เขมแข็งยิ่งข้ึน มีชีวิตแจมใสยิ่งข้ึน ในรุนตอๆ ไป

ภาพลักษณสาธารณะและสมาชิกภาพน้ันยอมเดินไปดวยกัน ยังมีผูคนอีกมากมายที่เกี่ยวของกับเรา – ที่มีความเฉลียวฉลาด มีการศึกษาและยังไมทราบวาโรตารีคืออะไร น่ีคือสิ่งที่เราจะตองเผชิญ เราไดยินหลายคร้ังแลวเกี่ยวกับชุมชนตางๆ ที่มีคนอีกมากยังไมทราบวา มีสโมสรโรตารีอยู แมวาสโมสรโรตารีจะทําส่ิงที่ดีๆ ไปเทาใด ส่ิงน้ีทําใหองคกรของเราไมอาจเดินหนาตอไป

การใหบริการอยางดี เปนส่ิงสําคัญขั้นแรก แตมันเปนเพียงการเร่ิมตนเทาน้ัน เราตองยกระดับภาพลักษณของเราโดยใช เค ร่ืองมือทั้งหมดที่ เรามี และทุกวัน น้ี มีเคร่ืองมือมากมายมากกวาแตกอน เราคงตองใชสื่อในสังคมดวย เชน ทวิตเตอรและเฟสบุค และตองแนใจวาสโมสรของเรามีส่ือออนไลนอยูดวย การมีเว็บไซทยังไมพอเพียง จะตองปรับปรุงให เปนปจจุ บัน เปนเว็บที่นาสนใจดวย จะตองสะทอนใหเห็นผลงานที่เรากําลังทํา นําเสนอวิถีทางสําหรับผูที่นาจะเปนสมาชิกใหม ใชกาวเขามา เมื่อเขาสนใจส่ิงที่เราทําอยู

โรตารียังมีอะไรจะใหอีกมาก ข้ึนอยูกับเราที่จะทําใหผูอื่นทราบถึงองคกรที่นามหัศจรรยที่เรามี และแสดงใหผูคนไดทราบวิธีที่ใชบูรณาการโรตารีกับชีวิตของเขา งานบําเพ็ญประโยชนจําเปนตองใชเวลา และสําหรับใครๆ ที่ทุกวันน้ีตางบอกวาไมมีเวลา ดังนั้นเราจําเปนตองแนใจวา เวลาที่ เ ราใหกับโรตารี น้ันจะมี คุณคา เปนสิ่งที่นาช่ืนชมและไมเสียเวลา เมื่อเราไดสํารวจตัวของเราและสโมสรของเรา และพบวาเราสามารถทําส่ิงใดไดและควบคุมพลังน้ันไวได เราจะสามารถยกระดับชุมชนของเราไดอยางที่ไมเคยทํามากอน และจะยกระดับโรตารีดวยเชนกัน

My dear brothers and sisters in Rotary,

There is an old saying in India: “When you help your neighbor’s boat across the water, you find that your own has reached the shore.” By helping others, we often find that we have helped ourselves as well.

Each of us came to Rotary to serve – and found the joys and satisfactions of friendship and fellowship. In August, the month we dedicate to membership and development, we focus on spreading the message of Rotary. By serving well, without hiding our Rotary light under the proverbial bushel, we find ourselves closer to our own goal: a stronger, more vibrant Rotary for generations to come.

Public image and membership go hand in hand. Too many people – intelligent, educated, involved people – simply have no idea what Rotary is. This is something we need to confront. We have heard again and again about communities where, despite all the good work that Rotary clubs do, many people are unaware that those clubs even exist. This is not the way forward for our organization.

Serving well is the essential first step – but it is only the beginning. We have to raise our profile with all the tools that are available to us, and there are more tools today than there ever were. We have to use social media such as Twitter and Facebook, and we have to be sure our clubs have an online presence. Having a website is not enough; it must be up to date, it must be appealing, it must reflect the work we are doing. And it must offer a way for prospective members, once they see what we do and become interested, to take the next step.

Rotary has so much to offer. It is up to us to let others know what a fantastic organization we have, and to show people how they can integrate Rotary into their lives. Service does require time, and time is something nobody has enough of these days. So we need to ensure that all the time we spend with Rotary is worthwhile – that it is rewarding and never wasted. When we reach within ourselves and our clubs, when we learn what we are capable of and harness that power, we will elevate our communities as never before – and elevate Rotary as well.

มูลนิธิโรตารี สนับสนุนการใหบริการโรตารีของทาน

เมื่อไมกี่เดือนมาน้ี ผมและลอรนา ไปรวมประชุมใหญภาคถึง 3 ภาค ซึ่งจัดโปรแกรมการประชุมบรรจุกิจกรรมมูลนิธิโรตารีอยางหลากหลาย เราไดรับฟงนักศึกษาทุนทูตสันถวไมตรี ทุนสันติภาพโรตารี กลุมศึกษาแลกเปลี่ยน และผูแทนจากโครงการที่ดีมากๆ ซึ่งโรแทเรียนและมูลนิธิไดรวมกันทํางาน สะทอนใหเห็นถึงผลงานมูลนิธิโรตารี ถูกสานทอเปนผืนผาแหงการบําเพ็ญประโยชนของโรตารีอยางมากมาย

หลังการประชุมใหญแลว ผมไดตรงไปเขาหองประชุมคณะกรรมการวิสัยทัศนอนาคต ซึ่งไดรับฟงจากผูจัดการอาวุโสของโรตารีสากลทานหน่ึง ที่ไดทดสอบขั้นตอนการยื่นขอรับทุนสนับสนุน พบวาแบบฟอรมคําขอรับทุนสนับสนุนระดับโลกน้ัน มีความยุงยากเกินไป และเราไดพิจารณาคําจํากัดความของการใหความรูเบ้ืองตนของเร่ืองหลักที่มุงเนนประจําป ยุทธศาสตรของการรวมเปนหุนสวน และการฝกอบรมภาคที่มิไดเปนภาคนํารอง

เราไดปรึกษากันในเร่ืองอื่นๆ อีก แตผมไดเนนถึงส่ิงที่จําเปนตองเอาใจใสทั้งเร่ืองเล็กและเร่ืองใหญ เพ่ือการทํางานของเราตลอดปนํารอง พวกเราทุกคนพบส่ิงที่นาผิดหวังบางเร่ือง ขณะที่เรากําลังสรางมูลนิธิสําหรับอนาคต การนํารอง 3 ปที่ดูเหมือนจะยาวนานสําหรับหลายๆ คน แตเมื่อเรากําลังวางรูปแบบของสิ่งที่จะชวยเราในการใหบริการเพ่ือนมนุษย ใหมีประสิทธิภาพยิ่งขึ้นในปตอไป ก็จําเปนตองทดสอบวาเรากําลังทําในส่ิงที่ถูกตองดวย

หลังจากการประชุมที่กลาวแลว ผมก็เขาไปรวมประชุมคณะกรรมการฝายการเงิน ที่มีเจาหนาที่อาวุโสและกรรมการทรัสตี ใชเวลาประชุมรวมกันถึงหน่ึงวันคร่ึง เพ่ือพิจารณาในเร่ืองงบประมาณ เพ่ือใหแนใจวา คาดําเนินการของเราจะมียอดตํ่าสุดเทาที่จะทําได ขณะที่ใหบริการในส่ิงที่ทานตองการไดอยางพอเพียง เรามุงทํางานเพ่ือใหแนใจวา เราจะใชเม็ดเงินสนับสนุนโปรแกรมตางๆ ใหไดมากที่สุด

น่ีคือมูลนิธิโรตารีของเรา ที่ซึ่งยังมีผูคนอีกหลายๆ คน กําลังทํางานในวิธีการแบบตางๆ เพ่ือจะไดชวยเหลือทานใหดีที่สุดเทาที่ทําได เพ่ือการใหบริการของทานในโรตารีตอไป/

The Rotary Foundation supports your Rotary service

A few months ago, Lorna and I attended three district conferences. The conference programs featured several Rotary Foundation activities, and we heard from Ambassadorial Scholars, Rotary Peace Fellows, Group Study Exchange teams, and representatives from a number of excellent projects in which Rotarians and the Foundation have worked together. I reflected on how much our Rotary Foundation is woven into the fabric of our Rotary service.

After the conferences, I went directly to a meeting of the Future Vision Committee. The committee heard from one of our RI senior managers, who had tested the process of applying for grants and found the global grants application to be too complex. We also discussed the definition of basic education within the areas of focus, possible strategic partnerships, and training for those districts not in the pilot.

There were many other topics, but I mention these to demonstrate that there are big items and small items that need attention as we work our way through the pilot. We are all experiencing some frustrations as we build the Foundation for the future. The three years of the pilot will seem a long time for many of you, but we are shaping something that should help us serve humanity more effectively in the years ahead, and we need to test that we are getting it right.

From that meeting, it was straight into the Finance Committee meeting, where senior staff and trustees spent a day and a half working through the budget to ensure that our operating costs could be as low as possible while still giving you the service you need. Our aim is to ensure that we spend the maximum amount on programs.

This is our Rotary Foundation, and there are many people working in different ways to give you the best possible support in your Rotary service.

การประชุมใหญประจําปของโรตารีสากล 2012 RI Convention เปนการประชุมที่มีคนรอคอยมากที่สุด ไมวาจะเปนโรแทเรียนที่อยูในทวีปเอเชียหรือในอีกซีกโลก ประเทศไทยจะสามารถเปนเจาภาพที่ดีอยางที่โรแทเรียนทั่ ว โล ก คาดห วั ง จ ะยิ่ ง ให ญ อ ลั งก ารขนา ดไหน คาลงทะเบียนที่ถูกที่สุดในโลกแค 4,800 บาท

การเปนเจาภาพที่ดีจําเปนที่จะตองอยูในงานและพรอมที่จะใหความชวยเหลือและแนะนํา ผมทราบวาทุกทานรูดีวาตองทําอยางไร ปญหาของพวกเราโรแทเรียนไมคอยอยากจะทําอะไรลวงหนา พรอมที่จะลงทะเบียนแตยังเหลือเวลาอีกหลายเดือน มิตรโรแทเรียนที่รักและเคารพครับ เรายังมีเพ่ือนโรแทเรียนอีกหลายทานที่มีหนาที่จัดเตรียมงานใหพรอมที่จะมอบหมายงานตางๆ แตหลายทานก็ยังไมลงทะเบียนเพ่ือที่จะมอบหมายงานตอนรับ กรุณาเถิดครับ เห็นใจเพ่ือนที่ตองทํางาน สงแบบฟอรมลงทะเบียนพรอมเงินมาที่ศูนยฯ เราจะชวยทานอยางเต็มที่

เราเปนโรแทเรียนและโรแทเรียนทั้งโลกพรอมที่จะขจัดโปลิโอใหหมดไปจากโลกใบน้ีเชนเดียวกับฝดาษ เราชวยกันบริจาคชวยกันรณรงคใหเด็กๆ มาหยอดวัคซีนกัน ไดยินมาตลอดวาเหลืออีกนิดเดียว เราทํากันมา 23 ปแลว มาฟงกันดวยหูของทานเองวาปญหาอยูที่ไหน คําตอบอยูที่การประชุม 2012 RI Convention

การลงทะเบียนเราจะไดรับปายติดที่หนาอกทานเขาไดทุกที่เลย อยาลืมวาหนาที่ SAA มีโรแทเรียนจากทั่วโลกอาสาทําหนาที่น้ี ทานไมติดปายลงทะเบียนก็เขาไมได เพราะเขาไมรูวาใครเปนใคร ทานไมอยากทําหนาที่อะไรก็ไมเปนไร ขอใหมาเห็นหนาเห็นตาก็พอแลว มีปายลงทะเบียนติดทีห่นาอกเขาไดทุกแหงในที่ประชุม

2012 RI Convention is one of the Convention which many Rotarians are waiting for not only Rotarians in Asia or in another part of the world. Thai Rotarians would be the host that Rotarians around the world are expected with the registration fee as low as 4,800 Baht. As a good host Thai Rotarians must be presented and give our advise and assistance.

I know that you all realize what to do. Our problems are the Convention is still a long time and we can register later. My dear Rotarians we do have many Rotarian friends who have been assigned to prepare for the Convention and they can not assign the job if many of us are not registered. Please understand those who have to prepare. Send your registration to the Rotary Centre and we will help you to process the paper and registration fee.

Rotarian wish to eradiate Polio from this world we have been raising fund and champagne to encourage children all over the world to receive vaccine for the past 23 years and we heard that we are this Close to Ending Polio let us find out the problem and why it took so long. The answers can be found at 2012 RI Convention.

The problem of our membership, we have been informed that Rotarian around the world has been at 1,200,000 for many years. Again let us find out from the break out meeting at the Convention.

When we registered we will received name badge this is important that it is your privilege to enter into the Convention area. Please remember that without your name badge you will not be allowed to enter into the meeting area. Remember that there are SAA. Rotarian volunteer to do the job they will not know you if you are not wearing your badge.

หนาท่ีที่สําคัญประการหนึ่งของคณะกรรมการบริหารจัดการสโมสร คือ สื่อสารกับสมาชิกผานสารสโมสรและเว็บไซต ซ่ึงเปนรากฐานของการทําใหสมาชิกไดรับทราบขาวสารของโรตารี ที่อาจจะไมไดแจงในการประชุมประจําสัปดาหของสโมสร ทุกสโมสรควรใชสารสโมสรและเว็บไซต เพ่ือประกาศการประชุมประจําสัปดาหของสโมสร แจงกําหนดการกิจกรรมที่กําลังจะเกิดขึ้น รายงานการประชุมที่สําคัญๆของสโมสรและภาค แจงถึงปญหาสําคัญๆ ที่สโมสรและโรตารีสากลกําลังเผชิญอยู

มีหลายสโมสรในภาค 3360 ที่ยังไมมีการจัดทําสารสโมสร และก็มีหลายสโมสรเหมือนกันที่ไดจัดทําอยางสวยงาม มีการทําสารสโมสรทั้งรายสัปดาห รายเดือน และราย 3 เดือน โปรดสังเกตนะครับ สโมสรโรตารีที่ออกสารสโมสรเปนประจํา มักจะเปนสโมสรท่ีเขมแข็ง มีประสิทธิภาพ เชน สโมสรโรตารีเชียงใหมถิ่นไทยงาม สโมสรโรตารีเชียงใหมเหนือ สโมสรโรตารีลานนาเชียงใหม และสโมสรโรตารีแมสาย เปนตน และขณะนี้ก็ยังไมสายเกินไป ที่สโมสร ตางๆ ท่ียังไมมีการจัดทําสารสโมสร จะมาเร่ิมจัดทํากัน ณ บัดนี้ ถาเปนไปไดควรจะออกทุกสัปดาห ตามหลักการเกี่ยวกับสารสโมสร โดยอาจจะทําเปนรูปเลม หรือแบบ อีเล็กทรอนิกส ก็ได

สําหรับสโมสรโรตารีวังจันทนไดเร่ิมกอตั้งมาตั้งแตป 2540 สวนตัวผมเองไดเปน สมาชิกสโมสรฯ มาตั้งแตวันท่ี 1 ธันวาคม 2540 เปนเวลา 14 ป มาแลว และไดทําสารสโมสรมาตั้งแตปโรตารี 2541-2542 เปนตนมาถึงปจจุบัน ปแรกทํารวมกับสมาชิกอีกทานหนึ่ง ซ่ึงบัดนี้ไดลาออกไปแลว หลังจากนั้นทําคนเดียวมาตลอดมีสมาชิกชวยทําบางเพียงเล็กนอย เนื่องจากสโมสรฯ ของเราเปนสโมสรเล็กๆ จึงทําแบบประหยัด พิมพในคอมพิวเตอรเองเพียง 8 หนา หรือ 12 หนาบาง แลวทําเปนรูปเลม และเปนสารรายสัปดาห ออกทุกวันจันทรที่มีการประชุม

รูปแบบของสารสโมสร เอาตัวอยางมาจากสโมสรฯตางๆ ท้ังในภาค 3360 และภาคอื่นๆ ขอมูลที่นํามาเขียนไดมาจาก การประชุมประจําสัปดาห จากสารผูวาการภาค นิตยสารโรตารีประเทศไทย เว็บไซตของโรตารี โรตารี ก. เอย ก.ไก และ คูมือปฏิบัติการโรตารี ฯลฯ ขอมูลที่สําคัญ จะนํามาจากการประชุม ของภาค 3360 เชนการประชุมใหญภาค การประชุมเจาหนาที่สโมสร การประชุม

Dear Rotarians,

Club directors have many important responsibilities, one of which is communication with members using club bulletins and websites. That is how members are informed about Rotary news which may not be provided at club meetings. Either a club bulletin or website should be used by every club to inform its members about weekly club meeting agendas, schedules for recent activities, reports on important matters from meetings of clubs and district, and reports on important problems which are faced by clubs and Rotary International.

There are quite a few clubs in District 3360 who do not publish club bulletins, whereas other clubs have prepared and published nice bulletins regularly. Some clubs have weekly, monthly, or even quarterly club bulletins. I believe that the Rotary clubs who regularly distribute club bulletins are the clubs that are strong and efficient, for instance; the Rotary clubs of Chiang Mai Thin Thai Ngam, Chiang Mai North, Lanna Chiang Mai, and Mae Sai. It is not too late for clubs who do not yet have their own club bulletins to start straight away. The bulletins can be published in either booklets or as electronic mail, and they should be published weekly, if possible.

The Rotary Club of Wang Chan was founded in 1997, and I became a member of the club on December 1st, 1997, which was 14 years ago. We have been publishing and sending out club bulletins from the 1998-1999 Rotary year to this day. During the first year, I worked on the club bulletin with another Rotarian who has now resigned. Ever since then, I have prepared all of the club bulletins myself, sometimes with the help of a few Rotarians. Since our club is somewhat small, our club bulletins are economically prepared with only 8-12 computer printed pages before being put together into booklets and distributed weekly to members on Mondays when our meetings take place.

The club bulletin’s design is followed by club bulletins of many other clubs in both District 3360 and other districts. The information in

the bulletins is gathered from weekly club meetings, District Governor Newsletters, Rotary Thailand magazines, Rotary websites, The ABC’s of Rotary, and Rotary Handbook, et cetera. Other important information comes from various District 3360 meetings, such as the district assembly, meetings of club officials, and intercity meetings. I called our club bulletin the “economy club bulletin,” which I later, to bring it up to date, changed to the “sufficiency club bulletin.”

Having will power and good morale is essential when publishing club bulletins. Earlier club bulletins were sent to the 3360 district governor and quite a few senior members in the district, one of whom is PP Professor Dr. Boriboon Pornpiboon (Chiang Mai) who gave me a lot of praise. His appreciation has encouraged me to carry on my work. My will power increased even more when our club bulletins won the first runner-up prize in the club bulletin contest for the years 2008-2009 and 2009-2010. There was no contest organized in 2010-2011.

For 2011-2012, DG Chamnan Chanruang, has encouraged every club to work on its own club bulletin, whether it may be in the form of a booklet or electronic mail, in order to inform the district of activities that are carried out by the club. Rotary Clubs in the district may send in their club bulletins for the club bulletin contest; however, it is not obligatory. The clubs who do want to send in their club bulletins to win a certificate from the 3360 District Governor, should send their bulletins to PP Thongkam Rukkrai at 305/30 Singhawat Village, Singhawat Road, Village No. 4, Ban Khlong Sub-district, Muang District, Phitsanulok 65000, or email them: to rukkrai_thongkam@hotmail.com

ตามที่เรา มิตรโรแทเรียน ทราบกันดีอยูแลววา เดือนสิงหาคม เปนเดือนแหงสมาชิกภาพ ซึ่งโรตารีสากลไดกําหนดใหทุกภาคทั่วโลกไดจัดโปรแกรมการสัมมนาสมาชิกภาพข้ึน ในชวงเดือนนี ้ เพ่ือใหความสําคัญในการสรรหาสมาชิกภาพ / การเพิ่มสมาชิกภาพ และการรักษาสมาชิกภาพ ดังน้ันแตละภาคจึงตองดําเนินการตามนโยบายของโรตารีสากล ซึ่งภาค 3360 ไดกําหนดการสัมมนาสมาชิกภาพ ในระหวางวันที่ 20 - 21 สิงหาคม 2554 ณ โรงแรมสีหราช จังหวัดอุตรดิตถ ซึ่งดิฉันมั่นใจวาทานนายกสโมสรตาง ๆ ตองไดรับเอกสารเชิญเขารวมสัมมนาสมาชิกภาพและมูลนิธิโรตารีเปนที่เรีบยรอยแลว

ภาค 3330 มี 83 สโมสร มีสมาชิก 2,328 คน ภาค 3340 มี 57 สโมสร มีสมาชิก 1,259 คน ภาค 3350 มี 90 สโมสร มีสมาชิก 2,368 คน ภาค 3360 มี 64 สโมสร มีสมาชืก 1,373 คน

ถาพิจารณาตัวเลขแลว จํานวนสมาชิกของภาค 3340 และ ภาค 3360 ก็ยังไมถึง 2 พันนะคะ เราจึงไดยินขาววาทั้งสองภาคน้ีอาจจะตองถูกยุบรวมภาคกัน เราอยากจะเปนเชนน้ันไหมคะ ขอเชิญมาเขารวมสัมมนาฯ กันมาก ๆ นะคะ เราจะไดอะไรดี ๆ จากการสัมมนาฯ คร้ังน้ีแนนอนคะ

Dear Fellow Rotarians, August is Membership & Extension Month when Rotary clubs and districts all over the world will be actively holding events to improve their membership programs. Our District 3360 has scheduled a District Membership Seminar on August 20-21, 2011 at Singharach Hotel, Utaradit Province. I am certain that club presidents are prepared to participate along with their membership chairs. As the organizing chairman for this seminar, I would like to invite and encourage all Rotarians to take part in the event being hosted by the Rotary clubs of Uttaradit, Silaars, and Pichai. We are honored to welcome you to this important event and are grateful that we were permitted the opportunity to host this district event. A club is like a house. As we aim to build a bigger house we need more members in the house to finish the task successfully.. From the above figures we see that memberships of District 3340 and District 3360 total less than 2,000 members. We have been told that the two districts will have to be re-districted. Dear Fellow Rotarians,

Even though the time goes by so fast, the spirit of “Service above Self” seems to never stop increasing. Now the new club presidents and club directors are starting service projects they have planned, especially to continue and improve upon project work where they have specialized experience.

Don’t forget about the participation of each Rotarian. Evaluate the challenges of each project and manage them efficiently with a timeline for completion

Dear District 3360 presidents, I would like to admire and share the successful experience you have had, so please send the information about every big and small project or activity you’ve done to s93thanin@gmail.com or fax no. 053-153-503. I will then present those to the other clubs which have the same or similar projects or activities in order to share useful information with each other and for further co-ordination.

The Rotary Club of Maesod-Muangchod was fortunate to have help from Rotary Clubs in other districts. They worked on a Global Grant project to help schools and also received wheelchairs from the Rotary Club of Bang Rak District 3350. Those wheelchairs were later transferred to Rotary Clubs in Chiang Mai and the Rotary Club of Mae Fa Luang. The Rotary Club of Ladprao gave 10 wheelchairs to the Rotary Club of Fang, which were handed over at the inauguration ceremony for the club president and directors of the Rotary Club of Fang on July 23Rd and another 10 wheelchairs were given to the Rotary Club of Maechan. Here are the results of the first year (2010-2011) of the Future Vision Plan:

เดือนสิงหาคมน้ี เปนชวงเวลาที่เยาวชนแลกเปลี่ยนจํานวน ๓๕ คนจากภาค ๓๓๖๐ จะทยอยเดินทางไปสูป ระ เท ศ เป าห ม าย ที่ ตั ว เ อ ง เ ลื อ ก เ พ่ือ แสวงห าประสบการณที่ยิ่งใหญในชีวิตและทําหนาที่ผูแทนจากแผนดินไทยในการสรางมิตรภาพ ผานการใชชีวิต การเขารวมกิจกรรมของครอบครัวอุปถัมภ สโมสรอุปถัมภ และสถานศึกษา ซึ่งแตละปที่ผานมา เยาวชนแลกเปลี่ยนที่รวมโครงการจนครบวาระ ล วนแตประสบแตความประทับใจที่งดงามและนาจดจํา

ดิฉันไดฟงเยาวชนแลกเปลี่ยนที่เพ่ิงเดินทางกลับมาถึงเมืองไทย เลาประสบการณดีๆ ในการประชุมอบรมชี้แจงที่คณะกรรมการเยาวชนภาค ๓๓๖๐ จัดขึ้นเมื่อวันที่ ๒๓-๒๔ กรกฎาคม ๒๕๕๔ เพ่ือเปนบทเรียนตัวอยางใหรุนนองที่กําลังจะเดินทางออกไป เตรียมพรอมในการใชชีวิตเยาวชนแลกเปลี่ยนใหประสบความสําเร็จไดอยางไร ดิฉันอดดีใจแทนผูปกครองของเยาวชนแลกเปลี่ยนแตละคน ที่ไดเห็นพัฒนาการทางความคิด ความรับผิดชอบ และการแสดงออกใหเชิงสรางสรรคของลูกๆที่ผานโครงการ ซึ่งผูปกครองบางทานเลาวาเหมือนไดลูกคนใหมมา จากคนที่ไมเคยรับผิดชอบอะไรได กลายเปนคนที่สามารถดูแลตัวเอง มีความเช่ือมั่นในตนเอง ไมรวมถึงไดทักษะทางภาษาที่สองที่ นํากลับมาใชไดอยางนาอัศจรรย

เดือนน้ีเชนกัน เปนชวงเวลาที่สโมสรโรตารีอุปถัมภ ครอบครัวอุปถัมภ จะไดตอนรับเยาวชนแลกเปลี่ยนจากประเทศตางๆจํานวน ๒๒ คน ที่มาใชชีวิตอยูกับทาน ดิฉันเช่ือวาทุกทานจะดูแลเยาวชนแลกเปลี่ยนเหลาน้ีใหอยูกับเราอยางมีความสุข และมีความประทับใจในความอบอุนที่เรามีใหเสมือนครอบครัวที่จากมา อันจะนําไปสูมิตรภาพ ความเขาใจซึ่งกันและกันระหวางชนชาติที่อยูรวมโลกใบเดียวกัน ซึ่งเปนเปาหมายสําคัญของโครงการเยาวชนแลกเปลี่ยน ที่โรตารีสากลยอมรับเปนโครงการสําคัญโครงการหนึ่ง และวันที๑่๘-๒๑ สิงหาคม ๒๕๕๔ ทางโครงการเยาวชนแลกเปลี่ยน ภาค๓๓๖๐ โรตารีสากล ไดเตรียมจัดอมรมปฐมนิเทศเยาวชนทั้ง๒๒คน ณ โรงแรมพิณ จังหวัดลําปาง ดวยไมตรีจิตแหงโรตารี

Dear Fellow Rotarians,

In August, 2011, 35 students of the District 3360 Youth Exchange program depart Thailand to pursue their dream experience in the countries they’ve selected. Besides being ambitious, they are also friendly representatives of Thailand. They are going to spend their time participating in host family activities, host club activities, and school activities which are unforgettable experiences for students who join the YE program each year.

The "rebound" students in the youth exchange program told me about their good experiences at the meeting of Youth Program Committees of District 3360 which was held on 23-24 July 2011. Sharing their experiences helped new YE students to prepare for similar experiences. I am delighted and think how proud the parents of these students will be to see their children improve their critical thinking skills, sense of responsibility, and creative participation. Some parents told me that the experience has turned their children from irresponsible to helpful and self-confident. The proficiency in foreign language has been improved as well.

The Youth Exchange Committees of District 3360 are proud to hear about the good experiences from these students that make us forget how exhausted we are, and we intend to do our best for the future of our students.

Also, this month is when host clubs and host families expect to welcome 22 inbound YE students from different countries. I believe that every host of our district will provide good hospitality and warmth as part of the family. This will lead to peace and understanding of the world we share, which are the aims of the YE programs of Rotary International. Finally, on 18-20 August 2011, the YE program of District 3360 will have provided the orientation for the 22 inbound YE students at Pin Hotel in Lampang.

มวลมิตรโรแทเรียนทุกทานครับ

เวลาหน่ึงเดือนชางผานไปอยางรวดเร็ว ปบริหาร 2554-2555 ไดเร่ิมอยางเปนทางการ ซึ่งคณะกรรมบริหารสโมสรทุกทานคงจะเร่ิมดําเนินงานตามแผนงานที่วางแผนเอาไว ในสวนของงานประชาสัมพันธซึ่งเคยไดเกร่ินไวในสารฉบับที่แลวนะครับ คือ การส่ือสารภายในภาค ระหวางภาค และ สูชมชนภายนอก เปาหมายหลักในปนี้นะครับ คือ การสงเสริมภาพลักษณขององคกรโรตารี ผานการนําเสนอโครงการตางๆ และการกระตุนใหโรแทเรียนเขารวมการประชุมโรตารีสากลในป 2555 รวมถึงการใหสังคมมีสวนรวมในการเปนเจาภาพตอนรับแขกกวา 30,000 คนจากทุกมุมโลก ในระหวางนี้ทางภาคกําลังหาทุนเพ่ือทําสื่อโฆษณาที่มีประสิทธิภาพ และติดตอหาส่ือที่ไมมีคาใชจาย เพ่ือชวยในการประชาสัมพันธในเร่ืองนี้ อยางไรก็ตามก็คงตองอาศัยความรวมมือจากสโมสรตางๆดวยครับ เพราะหลายๆสโมสรมีส่ือโฆษณาอยูในมือ ซึ่งสามารถชวยในการประชาสัมพันธไดเปนอยางดี อาทิเชน ส่ือวิทย ุ ซึงเปนส่ือที่อาจจะไมตองเสียคาใชจายใด ๆ เลย และเปนส่ือที่เขาถึงชุมขนไดดี

งานประชุมใหญโรตารีสากลในปหนา Bangkok Rotary International Convention 2012 มี Theme ที่จะใชในงานคือ A Land of A Thousand Smiles ผมไดรับมอบหมายในการเปนคณะอนุกรรมการฝายประชาสัมพันธและตกแตงเมือง ไดเขารวมประชุมกับกรรมการหลายคร้ังต้ังแตเดือนมีนาคม เปนที่นายินดีวาการเตรียมงานกาวหนาไปอยางมาก โดยเฉพาะงานในดานโฆษณาและประชาสัมพันธ ตอนนี้ไดเลือกบริษัทช้ันนําของประเทศ 3 บริษัทฯในการทํางานดานดังกลาว ในงบประมาณขั้นตํ่า 20 ลานบาท โดยงบประมาณดังกลาวไดรับมาจาก TCEP ซึ่งเปนองคกรที่สงเสริมการประชุมภายในประเทศไทย เปนที่นาช่ืนชมที่ทางภาครัฐไดใหการสนับสนุนงบประมาณ ทั้งน้ีทําใหคาลงทะเบียนการประชุมที่กรุงเทพฯ ประหยัดลงไปกวาปอื่นๆมาก ผมไดมีโอกาสประชุมกับบริษัทฯที่จะทํางานโฆษณาและประชาสัมพันธ และไดเห็นความเปนมืออาชีพในการคิดสรางสรรค การถายทอดความเปนโรตารี และการเลือกส่ืออยางมีประสิทธิภาพ ในเดือนถัดๆไป เมื่อแผนงานสรุปเรียบรอยแลวและเร่ิมดําเนินการ ส่ือตางๆ ไมวาจะเปนส่ิงพิมพ วิทยุ ปายโฆษณา การจัดแถลงขาว การประกวด Yim Yam Ambassadors ผมจะประสานงานเพ่ือนํามาถายทอดใหกับสโมสรตางๆในภาคของเรา เพ่ือนําไปใชใหเกิดประโยชนไดครับ

Dear Fellow Rotarians,

The first month of the 2011-2012 Rotary year has passed by so fast to Following the administrative plan, it’s a reasonable time for each club’s committee to begin its work. Regarding the public relations matters mentioned in the last issue, may I add that the most important goals of the internal and external communications of the district and our communities this year are the promotion of Rotary International’s image as we present our projects and encouraging Rotarian attention to the 2012 Bangkok Rotary International Convention to enhance Thai hospitality and provide the warmest possible welcome for 30,000 guests from all around the world. To create an effective advertising and public relations campaign to meet these goals, the district has been working on finding sponsorship funds and media owned by Rotarians, such as radio stations, that could effectively communicate Rotary activity and the convention as a public service to their communities.

Since past March, as a member of the public relations and city decoration committees for the Bangkok Rotary International Convention 2012 (with the theme of “A Land of A Thousand Smiles”), I have attended several meetings and have seen that the preparation for the convention has been progressing well. Three leading Thai organizers were selected to work on advertising and public relations with a budget of 20m baht provided by MICE, an organization to promote Thailand (TCEP). This sponsorship also provided for the largest ever reduction of the registration fee. The organizers’ presentation of “What is Rotary” revealed their creative abilities as well as assurance of their professional expertise. Next month, I will inform all clubs of the completed working plan and the media (print, radio, billboard), press conferences, and the "Yim-Yam Ambassador Contest") as the work begins.

เดือนสิงหาคมซึ่งเปนเดือนแหงสมาชิกภาพและการขายยสโมสรของปบริหารโรตารี ผมจึงใครขอประชาสัมพันธเกี่ยวกับงานสัมมนาการเพ่ิม-รักษาสมาชิกภาพ และมูลนิธิ ภาค 3360 โรตารีสากล ที่จะจัดข้ึนในวันเสารและอาทิตยที่ 20 – 21 สิงหาคม 2554 น้ี ณ หองบอลรูม โรงแรม สีหราช จ. อุตรดิตถ ซึ่งหลายสโมสรคงไดรับกําหนดการและรายละเอียดไปบางแลว จึงอยากเชิญชวน นายกสโมสร ประธานฝายสมาชิกภาพ และสมาชิกที่สนใจ เขารวมประชุม

อีกเร่ืองที่สําคัญคือขณะนี้เกิดเหตุอุทกภัยในภาคเหนือของเราอ ันเนื่องมาจากพายุนกเต็นทําให เกิดความเสียหายเปนอยางมาก ทาน ผวภ. ชํานาญจันทรเรือง ไดรับการติดตอ จากมวลมิตรโรแทเรียนหลายทานที่ประสงคจะบริจาคเงินชวยเหลือผูประสบภัย โดยทาน ผวภ.ชํานาญจันทรเรือง ไดใหผมเปนประธานในการรวบรวม

August is Membership and Club Extension Month. I would like to inform you of the Membership and Club Extension and Rotary Foundation Seminar of District 3360 that will be held on August 20-21 2011 in the ballroom at the Sriharaj Hotel, Uttaradit. I hope all clubs have received the seminar program with detailed information. I also would like to invite the club presidents, membership chairs and other Rotarians to attend this seminar.

May I inform you about the change of time and place for the regular meeting of the Rotary club of Pitsanulok: Wednesdays at 19:30 at the Pitsanulok Orchid Hotel. The hotel address is 89/31 Tumbal Huaroo, Amphur Muang, Pitsanulok.

Many clubs have sent the SAR (semi-annual report) for the first semester, but some must still be on the way. Please be informed that a late SAR might cause automatic club termination. For those who have not yet sent the district per capita levy, kindly do it.

Thank you for the club attendance reports received from all clubs.

Also important to note is the flood disaster in the North caused by the tropical depression, “Nokten”. Many Rotarians have made donations to DG.Chamnan Chanruang for disaster relief. I have then, requested by DG. Chamnan, taken immediate action.

ประเทศที่มีโรคโปลิโอเปนโรคประจําถ่ิน คือ อินเดียปากีสถาน อัฟกานิสถาน และไนจีเรีย มีทั้งหมด 96 ราย โดยในป 2553 มีทั้งหมด 77 ราย

ประเทศที่โรคโปลิโอไมเปนโรคประจําถ่ิน 207 ราย ในป 2553 มี 520 ราย

Current status of the Polio Eradication

1. PolioPlus Challenge US$ 200 million fund as at June 30, 2011 is US$ 185 million.

2. Year-to-date New infected Polio Patients within Endemic countries (India, Pakistan, Afganistan, and Nigeria) are 96 cases (compare to 77 cases in 2010).

3. Year-to-date New infected Polio Patients outside of Endemic countries are 207 cases (compare to 520 cases in 2010)

Burton is choice for 2013-14 RI president

Burton, a member of the Rotary Club of Norman, Oklahoma, USA, is the selection of the Nominating Committee for President of Rotary International in 2013-14. Ron D. Burton, a member of the Rotary Club of Norman, Oklahoma, USA, is the selection of the Nominating Committee for President of Rotary International in 2013-14. Burton will become the president-nominee on 1 October if there are no challenging candidates. Burton retired as president of the University of Oklahoma Foundation Inc. in 2007. He is a member of the American Bar Association, as well as the bar associations of Cleveland County and the state of Oklahoma. He is admitted to practice in Oklahoma and before the U.S. Supreme Court.

"This is an exciting time to be a Rotarian," Burton says. "I believe we are well poised to capitalize on our strengths as we embrace the [RI] Strategic Plan and the Future Vision Plan. My vision is to have every Rotarian appreciate what it means to be a Rotarian. With these two tools, we can make that happen." Active in his community, Burton is a founder and past president of the Norman Public School Foundation, and founder and past board member of the Norman Community Foundation. A recipient of the Silver Beaver Award, he is a past vice president of the Last Frontier Council of the Boy Scouts of America.

Burton believes that Rotary's promotion of high ethical standards is one of the qualities that sets it apart from other organizations.

"It assures those dealing with us that we can be trusted," he says. "Most of us are in a business or profession that already has a code of ethics. Vocational service in Rotary just adds to that responsibility. We have an obligation to go above and beyond to make sure that all our actions are above reproach."

His other service to Rotary includes chair of the 2011 New Orleans Convention Committee, vice chair of the Investment Advisory Committee, liaison trustee of the Vocational Service Committee, Permanent Fund national adviser, and regional Rotary Foundation coordinator. He was aide to 2006-07 RI President William B. Boyd.

Burton has received the RI Service Above Self Award and The Rotary Foundation Citation for Meritorious Service, Distinguished Service Award, and International Service Award for a Polio-Free World.

Burton and his wife, Jetta, have two children and three grandchildren.

Purpose

The purpose of a Rotary institute is to 1) Inform current and past RI officers accurately concerning the policies and programs of RI, including those of its Foundation 2) Promote support for these policies and programs while also soliciting suggestions for improvements and innovations 3) Inform the RI Board of successful, zone-level program developments that it may want to consider for further development 4) Inspire, motivate, and inform governors for leadership 5) Provide a forum for learning, discussion, and inspiration, which will engender fellowship and a team spirit among all participants (RCP 60.050.)

Participants

Attendance at each institute is limited to past, current, and incoming RI officers and their guests, though others may be invited by the conveners or may attend at the request of the president or the general secretary. Host Rotarians and other local persons may assist the convener in administering the institute. In addition, local Rotarians may be invited as observers to special institute events, such as an address by the president or president-elect. (RIB 19.020.; RCP 60.050.)

The RI president and president-elect participate in some institutes each year in order to enhance their knowledge and experience of the Rotary world and to provide opportunities for zone-level Rotary leaders to gain greater knowledge and insight into the current and future directions of Rotary. However, because of their many duties and commitments, the president or president-elect may be able to attend only portions of institutes. (RCP 60.050.)

The attendance of a Rotary Foundation representative (preferably a current or past trustee) is highly desirable in achieving the Foundation’s objectives and enhancing the knowledge of past, present, and incoming officers.

สารผูวาการภาค ๓๓๖๐ ฉบับนี้เปนฉบับที่สองของปบริหาร ๒๕๕๔-๒๕๕๕ โดยที่ฉบับแรกมีเสียงตอบรับที่หลากหลายจากมิตรโรแทเรียน ซึ่งมีทั้งคําชมและขอเสนอแนะ คําชม เชน ออกไดรวดเร็วทันใจ มีเนื้อหาที่แจงนโยบายภาคอยางชัดเจน ประธานคณะกรรมการแตละฝายไดมี่สวนรวม มีสองภาษา ตัวหนังสือขนาดใหญทําใหอานงาย สวนขอเสนอแนะใหปรับปรุง เชน เน้ือหามีติดกันมากไป อยากใหมีฉบับพร้ินทเปนเอกสาร ภาษาอังกฤษควรใหเจาของภาษาขัดเกลาเพ่ือความสละสลวย ทางกองบรรณาธิการขอขอบคุณสําหรับทุกความเห็น และจะนํามาพัฒนาปรับปรุงใหดียิ่งขึ้น

ระยะเวลาหนึ่งเดือนเศษต้ังแตเร่ิมปบริหารใหมเปนชวงของการสถาปนาคณะกรรมการบริหารสโมสร โดยแตละจังหวัดไดจัดสถาปนารวมกันหลายสโมสร ดิฉันไดไปรวมพิธีสถาปนาฯ หลายจังหวัด พบวาแตละคร้ังจะมีมิตรโรแทเรียนจากหลายสโมสร หลายจังหวัดไปรวมแสดงความยินดีกันเปนหมูคณะ ไดเห็นมิตรภาพที่สวยงามของชาวโรตารีรวมไปถึงการตอนรับที่อบอุนของเจาภาพ ระยะทางไมใชอุปสรรคแตอยางใด บางสโมสรไดเดินทางรวมกันโดยรถตู ไดถือโอกาสทองเที่ยวในสถานที่สําคัญของจังหวัดนั้นๆ เปนการสงเสริมการทองเที่ยวและเกิดมิตรภาพที่แนนแฟนภายในสโมสรอีกดวย นาประทับใจจริงๆ

ชวงตนเดือนสิงหาคมเที่ผานมาไดเกิดอุทกภัยหลายแหงในเขตภาคเหนือ สโมสรโรตารีในพ้ืนที่ตางระดมกันชวยเหลือผูประสบภัยอยางเขมแข็ง โรแทเรียนจากตางสโมสรที่อยูหางไกลและจากตางภาคไดชวยกันบริจาคเงินและสิ่งของชวยเหลือผูประภัยอยางเรงดวน โดย ผวภ. ชํานาญ จันทรเรือง ไดรณรงคประสานงานดวยตนเองและมอบหมาย อน. ทศพร พนัสอําพล เลขานุการภาคเปนผูดําเนินการและประสานงานความชวยเหลือ โดยที่ฝายประชาสัมพันธไดประสัมพันธอยางเต็มที่เชนกัน ขอขอบคุณทุกทานที่มีสวนรวมในการชวยเหลือเพ่ือนมนุษยผูเดือดรอน สอดคลองกับคตพิจน "มีนํ้าใจ หวงใยเพ่ือนมนุษย" จริงๆ คะ

Dear Fellow Rotarians,

This is the second edition of the 2011-2012 Governor's Newsletter published after receiving both compliments and suggestions from readers of the first edition. Readers have made positive comments on timeliness and the clear and precise committee contents which appeared in a bi-lingual, large font, reader friendly format as well as making other favorable comments. Some suggestions included tighter layout of the contents, continued delivery of a mail edition, and better translations. Thanks for all the comments and suggestions which will be taken into consideration as I try to improve the newsletter.

Many clubs held their installation ceremonies during July, mostly grouped in joint installation meetings. I have visited many of these events and found that large numbers of well wishers attended from Rotary clubs in the same province as well as even some from far away provinces which could be possible given the friendly and warm welcome clubs provide each other. Distance is not the problem. Some clubs pack up a rented passenger van and took the opportunity to tour the province visited. This boosts the tourism industry in addition to enhancing fellowship.

Early this month there were sudden floods in Northern provinces. Rotary clubs in the affected areas are helping people in difficulty. Rotarians from clubs located in the areas safe from the natural disaster are helping by contributing monetary and material support as quickly as they can. DG Chamnan has appointed PP Thosaporn Panasampol (District Secretary) to take responsibility in coordinating assistances. The District PR team has also launched a campaign to alert all Rotarians in D3360 as well as all other districts. Thank you all who lend a hand to help relieve people in their time of need. It truly reflects a desire to "Reach Within to Embrace Humanity".
