Shanghai SHANGHAI CHANGES RULES TO CONFUSION OF OVERSEAS INVESTORS Recently there have been a number of changes made by the new approval authority, Shanghai Administrative Bureau for Industry and Commerce, in terms of the application process for Representative Offices in Shanghai. One of the significant changes, which has resulted in a fair amount of press both locally and overseas particularly among those who intend to invest in China, involves the documentation required for registration. Quite a few of overseas investors establish their business in China by using their offshore vehicles such as British Virgin Islands (BVI), Cayman Islands, Hong Kong companies, etc. In this respect, Shanghai Administrative Bureau for Industry and Commerce has issued the following new rule: The certificate of incorporation of BVI companies must be certified by the Chinese embassy or consulate in the United Kingdom, because it is the “British” Virgin Islands. For this reason, it is believed that both the UK government and the Chinese embassy or consulates are in a position to verify all the corporate documents issued in the BVI. Furthermore, the Chinese Embassy in London requires the documents to be certified first by the UK government before they certify the documents, and the applicants must visit the Embassy in London in person. According to the Shanghai Administrative Bureau for Industry and Commerce, they have found many fake certificates of incorporation from all the countries and regions, except Japan. Therefore, any corporate documents from Japan do not need notarization or certifying. The end result is many investors are facing a complicated and long process that is considered unnecessary. It is even more confusing because the Beijing Government does not require this process. Many overseas investors are calling for the Shanghai government to simplify the formal documentation process. It will be interesting to see if the Shanghai government truly wants to encourage investment or they will simply ignore these reasonable calls from overseas investors. Shanghai Introduction - part one Comprehensive Economic Strength

Sustained fast development has markedly increased the city's comprehensive economic strength and constantly

jacked up its average per capita GDP. In 1993, for the first time, the city's per capita GDP exceeded 2,000 US

dollars, according to the exchange rate of that year and the population of residents with permanent resident paper.

The figure climbed to 3,000 US dollars in 1997 and 4,000 US dollars in 2000. In 2003, the figure reached 5,642

US dollars, the highest among all Chinese provinces, municipalities, autonomous regions, except for Hong Kong,

Macao and Taiwan.

Financial Income

While maintaining a fast economic growth rate, Shanghai has also achieved a big increase in its financial income.

In 2003, the city realized a total financial income of 282.887 billion yuan, including 89.929 billion yuan in local

financial revenue, up 28.5% and 32.5% respectively over the previous year. Of the total, the value-added taxes

totalled 17.02 billion yuan, up 24.4%; business operation taxes 33.231 billion yuan, up 31.9%; personal income

taxes 7.181 billion yuan, up 33.8%; and property taxes 2.241 billion yuan, up 13.8%. The local expenditures

totalled 110.264 billion yuan, up 25.6%.

Economic Structure

Industrial Structure

The city has further optimized its industrial structure, thus constantly consolidating the foundation for its economic

growth. In 2003, the realized added value in the city's secondary industry reached 313.072 billion yuan according

to the comparable prices, up 16.1% from the previous year. Affected by the outbreak of the SARS epidemic, the

tertiary industry's growth slowed down, but still maintained a steady growth rate. Its realized added value in the

year totalled 302.711 billion yuan, up 8% from the previous year. During the 1990-2003 period, the annual average

growth rate of the added value in the secondary industry stood at 12.2% and that of the tertiary industry 12.6%.

The ratio of the city's primary industry, secondary industry and tertiary industry had changed from 4.3:63.8:31.9 in

1990 to 1.5:50.1:48.4 in 2003.

Internal Structure of the Tertiary Industry

Focusing on further improvement of the city's function of comprehensive services, the tertiary industry in the city

has witnessed rapid development. In 2003, the six key sectors, namely, finance and insurance; wholesales and

retails; real estate; transportation and postal services; information services and software; and boarding and catering,

made up for more than 40% of the city's GDP. Among the six, the proportion of the added value of the finance and

insurance sector in the city’s total stood at 10.1%. The figure with wholesales and retails reached 9.1%. The figure

with the real estate sector grew from 0.5% in 1990 to 7.4% in 2003. Other services, such as goods and materials

distribution, consulting, and brokerage, have all reported marked progresses.

Employment Structure

Since early 1990s, the number of laborers employed in different economic sectors has been changing with

economic restructuring. The number of laborers working in the secondary industry dropped from 59.3% of the

city's total workforce in 1990 to 39.1% in 2003. Meanwhile, the figure with the tertiary industry continued to

increase, jumping from 29.6% in 1990 to 51.8% in 2003. The tertiary industry has provided a growing number of

jobs for surplus laborers, helping to solve the city's unemployment problem.

Investment Structure

Shanghai has greatly improved its investment structure. More money has been pumped into infrastructure,

ecological and industrial projects. In 2003, the city invested 245.211 billion yuan in the fixed assets, up 12.1%

from the previous year. Of the total, 62.152 billion yuan went to major projects, accounting for 25.3%; 90.124

billion yuan pumped into housing development, up 18.7% and accounting for 36.8%. The ratio of fixed asset

investment in the primary, secondary and tertiary industries stood at 0.2:32.9:66.9.

As a result of reforms in the investment and fund-raising system, the investment coming from non-state economic

sectors has been growing rapidly. In 2003, fixed asset investment made by the non-state sector reached 79.509

billion yuan, 8.7 times that of 1992. Its proportion in the city's total fixed asset investment grew from 22.9% in

1992 to 32.4% in 2003.

Ownership Structure

Non-public ownership grows rapidly while the overall ownership structure keeps improving. In 2003, the

proportion of the state-owned sector in the city's GDP dropped from 82% in 1995 to 64.2%, while the

non-public-owned sector jumped from less than 18% in 1995 to 35.8%.

Science and Technology

Scientific Research Strength

Shanghai has been continuously expanding its contingent of scientific and technological workers. By the end of

2003, work units in the state economic sector employed a total of xxx technical workers in various specialized

fields, representing an average of xxx technical workers among each 10,000 local residents. By the end of 2003,

there were more than xxx scientific research and technology development organizations in Shanghai. There were

xxx Academicians in the city, including xxx Academicians of the Chinese Academy of Sciences and xxx

Academicians of the Chinese Academy of Engineering.

In 2003, about 12.84 billion yuan had been pumped into R&D projects, up 25.4% from the previous year and

accounting for 2.06% of the city's GDP. It was also 0.76 percentage point above the nation's average.

Scientific and Technological Achievements

In 2003, the city reported 1,508 items of major scientific and technological achievement, 90 more than the

previous year. They also included 71 items leading in the world, 532 items up to the world's advanced level, xxx

items leading in. A number of important projects, such as fuel cell, information security, maglev and digital signal

treatment chips, had made marked progresses. In 2003, the city won xxx national science and technology

achievement awards, accounting for xx% of the country’s total.

Patent and Invention

Sharp increases had been registered in the city for patents and inventions. In 2003, the city handled 22,374 patent

applications, 2,411 more or up 12.1% from the previous year. The city issued 16,671 patent certificates,

representing an increase of 9,978 or up 150%. Of the total, 880 were inventions, 3,844 applications of practical

new and high technology, and 11,947 for exterior designs.

High and New Technology Development Park

The city has made great efforts to promote the development of its key high and new technology parks. They

include Caohejing New Technology Development Zone, Zhangjiang High-tech Park, Shanghai University Science

and Technology Park, China Textile International Science and Technology Industry City, Jinqiao Modern Science

and Technology Park and Jiading Non-Governmental Technology-Intensive Zone. By the end of 2003, such parks

and zones had covered a total area of xxx square kilometers and the output value of the new and high technology

industry reached more than xxx billion yuan. By the end of the year, the number of approved high and new

technology enterprises in the city rose from 353 in 1994 to xxx in 2003. In the year, their combined output value

reached xxx billion yuan and created xxx billion yuan in profits and xxx billion US dollars in export earnings.

In order to achieve fast growth in its export, the city has paid great attention to implement the policies and

measures for promoting export and expanding the export processing industries. In 2003, the city's foreign trade

volume totalled 112.397 billion US dollars, up 54.7% over the previous year. Of the total, import increased 57.4%

to 63.915 billion US dollars and export grew by 51.2% to 48.482 billion US dollars. Meanwhile, the city adopted

new seven-day work system for its Customs and the trade through Shanghai port also increased. In 2003, export

and import through Shanghai Customs reached 201.201 billion US dollars, up 41.2% from the previous year. Of

the total, import was 88.895 billion US dollars, up 46.5%, and export 112.306 billion US dollars, up 37.3%.

Mix of Export Products

After readjustment, Shanghai has upgraded its export products to involve more high and new technology. In 2003,

the city's export of new and high-tech products totalled 16.361 billion US dollars, up 120% over the previous year.

These products made up 33.7% of the city's total exports, up from 23.3% in 2002. Export of mechanical and

electrical products totalled 29.252 billion US dollars in 2003, an increase of 73.8% over the previous year and

accounting for 60.3% of the city's total exports, comparing to 52.5% in 2002.

Foreign-Invested Financial Institutions

The city's financial industry has been opening wider for overseas investors. By the end of 2003, the city had 89

operating foreign-funded financial institutions (including six branches). Of them, 47 foreign banks had been

authorized to deal in Chinese currency business. Also, 24 foreign banks in the city had been designated by their

main offices as the branches in charge of reporting their operation on the Chinese mainland. By the end of the year,

the combined deposits balance of these foreign-funded financial institutions stood at 59.031 billion yuan and the

loan balance 99.288 billion yuan. By the year end, the invested capital (or operation fund) of the operational

foreign-funded financial institutions in the city totalled 2.434 billion US dollars. Of the total, the figure with banks

and financial firms reached 1.811 billion US dollars, the insurance institutions 320 million US dollars, and security

institutions 303 million US dollars.

China plans 11 percent revenue growth in 2005: report

China's targets on an 11 percent revenue growth in 2005 by carrying out a prudent fiscal policy, according to a

report on draft central and local budgets for 2005 which was submitted to lawmakers for approval Saturday.

The Ministry of Finance report on the implementation of the central and local budgets for 2004 and on the draft

central and local budgets for 2005, submitted to the annual session of the National People's Congress (NPC),

China's top legislature, to be examined and approved by NPC deputies, also set forth other major budgetary targets

for 2005.

According to the report, the total revenue in the central budget should be about 1.67 trillion yuan (about US$201.2

billion), an increase of 158.05 billion yuan or 10.5 percent over 2004.

The report says expenditures in the central budget should total 1.97 trillion yuan, a rise of 138.77 billion yuan or

7.6 percent. Expenditures should exceed revenue in the central budget, leaving a deficit of 300 billion yuan, 19.83

billion yuan less than that for 2004.

It says funds in the central budget for bond-financed projects in 2005 should total 80 billion yuan, 30 billion yuan

less than last year. This total consists of 70 billion yuan listed in the central budget and 10 billion yuan of treasury

bonds to be issued by the central government for local governments.

Allocations from the central budget for investment in regular development projects should increase by 10 billion

yuan. The value of treasury bonds to be issued in 2005 should total 692.34 billion yuan, 392.34 billion yuan of

which is to be used by the central government to repay the principal on domestic and foreign debts due in 2005 and

300 billion yuan of which will be used to cover this year's deficit, according to the report.

In addition, 10 billion yuan will be issued by the central government for local governments, says the report, it says.

Total revenue in the draft central and local budgets for 2005 is set at 2.93 trillion yuan, 289.92 billion yuan or 11

percent more than in 2004. Total expenditures in the draft central and local budgets should amount to 3.23 trillion

yuan, an increase of 389.42 billion yuan or 13.7 percent, the report says.

The report also says expenditures will focus on balanced and long-range development, being increased in some

areas and brought under control in others in conformity with the requirements of a prudent fiscal policy.

Priority will be given to efforts to shore up weak links in economic and social development to promote

optimization of the economic structure; to areas, groups of people and lower-level government authorities that

have financial difficulties in the effort to develop a harmonious society; and to reforms and innovations to change

the pattern of economic growth, according to the report.

China proposes prudent fiscal policy for 2005

China is to adopt a prudent fiscal policy in 2005 and increase treasury support to its vast rural areas, according to a

report on government budget submitted Saturday to members of the parliament, the National People's Congress

(NPC).

The report, for the first time not read out to the annual parliament session beginning Saturday, says the government

proposes to exercise a prudent fiscal policy following a seven- year pro-active policy.

The government plans to arrange a fiscal deficit of 300 billion yuan for the central government, down 19.83 billion

yuan from last year, and long-term treasury bonds of 80 billion yuan, down 30 billion yuan.

The fiscal revenue of the central government is expected to grow 10.5 percent, and expenditure to grow 7.6

percent.

More funds and preferential policies will be available to support the termination of the agricultural tax, grain

production and rural construction.

The central government will offer fiscal support for the reform of state-owned enterprises and reform of the

taxation system. It will also support small and medium-sized companies to create an environment for fair

competition.

Defense spending will be increased by 12.6 percent, one percentage point higher than last year.

In 2004, China's national fiscal revenue grew by 21.4 percent from a year ago, and expenditure rose by 15.1

percent, leaving a deficit of 200.491 billion yuan. (US$1 equals to about 8. 27 yuan)

China First private airline takes off

China's first private airline is scheduled to operate its maiden flight today, a landmark move that will break the

government monopoly in the civil aviation sector.

The first passenger flight of Okay Airways is due to take off at 9:00am from Binhai International Airport in

Tianjin - where it is based - then fly to Changsha in Central China en route for Kunming in Southwest China's

Yunnan Province.

The aircraft being used is a 189-seat Boeing 737-900 leased from Korea Airlines.

Sui Guangming, the new company's executive president, will be captain on the first flight.

The firm planned to begin operating last Saturday but was unable to do so as the necessary paperwork from the

General Administration of Civil Aviation of China (CAAC) was late arriving, said the company's president Liu

Jieyin.

A ticket between Tianjin and Kunming on the first flight is 680 yuan (US$82) after a 40 per cent discount, a

Tianjin-based travel agency told China Daily.

The ticket price for the trip between Tianjin and Changsha is usually 1,180 yuan (US$143), but just 710 yuan

(US$86) on the first flight, the agency added.

The route is only operated by Okay Airways.

The airline, funded by private investors from Beijing and Shenzhen in South China's Guangdong Province, has a

registered capital of 300 million yuan (US$36 million).

It is committed to a low-cost strategy to engage in air cargo and express services plus passenger charter and ground

distribution services.

The CAAC has also given the nod to three other private investors to set up airlines.

They are the Shanghai-based Spring International Airlines, the Chengdu-based Eagle Airlines and Huaxia Airlines

in Gansu Province. It has been reported that Eagle Airlines will begin operating in June.

All three are said to be planning on having low costs to build a budget airline.

Okay Airways is taking off two weeks after the State Council released a new policy paper on "encouraging,

supporting and guiding the development of the non-State sector."

Market competition will be further introduced in previously State monopolized sectors such as power supplies,

telecommunications, railways, civil aviation and petroleum, the document said.

The document lowers the threshold for private businesses to enter sectors the State previously monopolized and

grants them equal status to obtain financial resources.

It also promises to provide private businesses with comprehensive services and protect their legal rights and

interests.

Insiders hailed the document as the nation's policy support for private businesses, especially concerning market

access and financing.

The growth of private businesses is still being held back after two decades of market-orientated reform.

The new airlines will face challenges from international counterparts as some foreign low-cost carriers have an eye

on China's aviation sector.

Shaking the world over and sure to stir

What kind of taste results from mixing Chivas Regal whiskey with Chinese green tea?

Well, whatever the effect on the palate, the concoction is proving to be the most popular drink in the night clubs

and bars in Beijing and Shanghai.

Taking the sting out the whiskey by adding something very Chinese works well.

But one wonders if Chivas Regal's sponsorship of the one of the hottest Western singers around will prove so

successful in China's largest cities.

Chivas is sponsoring the upcoming Norah Jones gigs in Shanghai and Beijing.

But the fact remains that very few Western pop or jazz musicians have sold out concerts in the capital, Beijing.

Reason? Simply put, their music does not captivate the majority of Chinese audiences unless there has been a

Chinese essence added, just as in the whiskey-green tea mixer.

The Beijing gig at the Workers' Stadium on March 7 and the Shanghai show at the Changning Arena on March 9

are part of Norah Jones' and the Handsome Band's Asian tour which started in Singapore on February 27 and also

includes concerts in South Korea, Thailand, the Philippines, Japan, and in China's Hong Kong and Taiwan.

Norah Jones' first tour to the Chinese mainland is highly anticipated.

"We are thrilled to introduce Norah Jones to China," said Steve Sybesma, managing director of China West

Entertainment, co-presenter of the two shows.

"As the best-selling singer in the world, she is the most current international star to perform in China. And it is

significant that Beijing and Shanghai can now be part of a major artist's Asia tour."

Norah Jones is arguably the first super star with current success to perform in Beijing. Quite a few "stars" such as

Suede, Deep Purple and those from the classical scene such as the Three Tenors and Sarah Brightman, toured

Beijing when they were no longer at peak.

Song Ke, managing director of Taihe Rye Music Co Ltd, the other local presenter of the gigs on the Chinese

mainland, believes that it will be a worthwhile show of real international standard in many aspects.

"Beijing has seen too many over-promoted 'super' shows. The organizers did too much marketing and sold tickets

at an incredible price - much more expensive than that in the United States and Japan," said Song.

According to him, the price of the tickets, which cost 380 yuan (US$46), 480 yuan (US$58) and 580 yuan (US$70),

are very close to the international standard.

However, price is not the biggest problem. A bottle of Chivas costs more than 580 yuan but still sells well in bars.

The real problem is how many Chinese people love Norah Jones and whether they will come to the show.

Even Song is not sure whether the tickets will sell well in Beijing where the sold-out shows are always those by

pop icons from Hong Kong and Taiwan, although such shows sell more expensive tickets than Norah Jones.

"She comes a little bit early. It takes time for Chinese people to accept Western pop music and know a singer.

Norah Jones is not a big name among the public so far, even not as known as Sarah Brightman," says Song.

But the charming and talented jazz girl does have her own fans in China.

"I have listened to her since early last year and bought her albums. I am no longer at the age of an enthusiastic fan

of somebody, but if possible I will go to the concert in Beijing," said 28-year-old Xie Ye, an economic reporter in

Beijing who calls himself a big fan of Jones.

Wang Yi, 32, editor of a fashion magazine, also expresses his expectations for the show: "I knew her after she won

the eight Grammy Awards in 2003, I feel that I knew her from the very first time I heard her. The intimacy of her

delivery and the subtle shading of her interpretation draws me in. I will not miss her tour in Beijing."

"Norah Jones has her fans in China who are older and mentally more mature than those teenagers who buy every

album of their idols, swarm for the gigs, collect posters and catch every news of the idols," said Dai Fang, veteran

pop music journalist with the Beijing Evening News.

He resembles Norah Jones to Xu Wei, the versatile Chinese singer, song writer and guitarist.

"To some extent, the music of these two are similar, peaceful, comfortable and pleasant on the ear.

"People listen to their music not for seeking novelty, excitement or for fun but a way to calm down, enjoy relaxing

and communicating with the singer," he added.

Some people also mentioned Jones' warm, but sultry voice fits a small and cozy environment such as a bar rather

than a huge stadium.

The singer herself answered a Shanghai-based newspaper via e-mail that the team has experience in producing

arena concerts and she herself looks forward to performing for a large number of fans in China.

Reviving film industry in China

Customers chat leisurely on stools laid in graceful disorder in an orange-floored room, illuminations hanging from

the ceiling glitter and various drinks adorn the bar counter.

But this is not a trendy new bar; it's the lobby of the Red Orient Cinema Center, one of the two modern cinemas in

Lanzhou, a city in underdeveloped inland China.

Going to slap-up cinemas is becoming one of the most popular pastimes for young Chinese at weekends -- along

with bars and karaoke parlors -- in a country where the film industry had been depressed for more than 10 years.

"It may be a signal of the industry's recovery," said Yan Bing, manager of the Red Orient.

Film was once the most popular entertainment among Chinese people. In the early 1980s box office revenue in

Gansu Province totaled more than 30 million yuan (about US$3.6 million) per year with tickets costing just a few

jiao (1 jiao equivalent to 0.1 yuan).

The industry began to suffer in the 1990s, especially when televisions became common in Chinese households.

Gansu's box office earnings in 2000 were only 3 million yuan despite ticket prices of 15 yuan (US$1.8) each.

Analysts say defects in cinemas themselves, such as cramped space, creaky seats, foul air and outdated acoustic

equipment, helped restrict the industry's development.

But, things are changing. China has built 15 five-star cinemas since 2003, when the nation officially began to

classify its cinemas for the first time.

The Red Orient is one. The newly opened cinema has four film projection rooms equipped with digital technology,

Yan said.

The first five-star cinema in Beijing, UME International Cineplex, boasts an unusually large screen of 430 square

meters and 1,200 seats with 1.2 meters between each row. Moviegoers can buy tickets on the POS and film posters

in special shops there.

The number of cinemas has also soared. China had 36 cinema chains with 1,188 theaters and 2,396 screens as of

2004, said Tong Gang, director of the Film Bureau of the State Administration of Radio, Film and Television.

Poor quality is another reason Chinese film fell out of favor, said Jiao Bingkun, former president of Lanzhou Film

Studio.

"Technology ranging from shooting to editing in domestic films was backward, which made audiences turn to TV

programs."

But the past year was exciting for industry insiders, media and movie critics as well, given the fact that three

Chinese films -- "House of Flying Daggers" by Zhang Yimou, "Kung Fu Hustle" by Hong Kong comedy star

Stephen Chow and "A World Without Thieves" by Feng Xiaogang -- topped domestic box office at 153 million,

125 million and 101 million yuan respectively.

China shot a record 212 films in 2004, a 50 percent increase over 2003, the State Administration of Radio, Film

and Television said, adding that total box office revenue in 2004 totaled 1.57 billion yuan (about US$189 million).

Analysts are optimistic about the Chinese film industry, saying its momentum is favorable thanks to the improved

cinemas and films.

"We have the potential to raise box office revenue to 5 billion yuan (US$602 million) in 2005," said Kang Jianmin,

executive vice-president of the China Film Association.

Chinese Government to boost overseas investment

The fast-growing overseas investment by Chinese companies is expected to maintain its momentum as the Central

Government has streamlined procedures and decentralized approval rights.

The State Development and Reform Commission (SDRC) had raised the approval ceiling for provincial authorities,

the Shenzhen Economic Daily cited a commission spokesman as saying over the weekend.

The ceiling had been raised to US$30 million from US$1 million for investment in natural resources, such as oil

fields and metal mines, the spokesman said.

Investment above the figure would be subject to nod from the SDRC but the rest could be approved by provincial

authorities, he said.

Last year, the State Administration of Foreign Exchange allowed selected provincial authorities to approve

overseas investments of up to US$3 million from US$1 million.

The SDRC also pledged to further simplify investment procedures, saying it would exempt domestic investors

from submitting feasibility reports.

export growth of traditional commodity is keeping good; import of primary products are rising rapidly, and

increase in imports of manufactured goods was slow down.

Making of anti-trust law speeded up

A leading Ministry of Commerce official has revealed that China will accelerate the drafting of an anti-trust law to

guarantee a fair and orderly market.

Shang Ming, head of the ministry's anti-trust office, gave a briefing on the drafting process of the law, the first

since the office was set up last month.

Shang said the anti-trust law, dubbed an "economic constitution" by legal professionals, is expected to greatly

improve the country's competition legislation.

Laws currently on the statute book in this regard include the Law Against Unfair Competition, the Price Law and

the Law on Tendering and Bidding.

The draft anti-trust law contains articles regulating monopoly agreements, abuse of dominant market status,

large-scale consolidations and administrative monopolies, said Shang, who is also the chief of the ministry's

department of treaties and law.

A draft of the anti-monopoly law has been submitted to the State Council's Legislative Affairs Office and

distributed to related departments and local governments for comments, he said.

The law is on the legislative agenda of the 10th National People's Congress, whose tenure ends in 2008, but the

draft requires further revision.

There are major concerns about the absence of an anti-monopoly law in China. A report by the State

Administration for Industry and Commerce in May found that some multinational companies are abusing their

dominant positions in order to curb competition and called for an early legislation.

Shang said one important goal of the law is to check monopolies.

But the adoption of an anti-monopoly law is not solely for the purpose of checking monopolies in the economic

sphere.

In a move to rein in administrative monopolies, a major irritant for foreign companies in China, the law has

devoted a special chapter to regulate government-related monopolies, Shang said.

"Administrative monopolies are a problem that more attention should be paid to in the anti-trust law," Shang said.

Administrative monopolies and local protectionism are serious in China and threaten the establishment of a

national market economy.

Many local governments have a huge stake in fostering a number of local enterprises as their tax base and the

source of financial revenue and have erected barriers to prevent outsiders from entering local markets.

Analysts believe Shang's remarks imply that the process of legislating the anti-trust law will be accelerated.

A researcher at the Institute of Legal Studies of the Chinese Academy of Social Sciences said it is the first time the

ministry has made an official comment on the drafting of the law.

The ministry is more aggressive in the sector, which indicates efforts in this regard will be intensified, said the

anonymous expert.

The Ministry of Commerce set up the anti-trust office in September to improve legislation and strengthen

anti-monopoly investigations.

The office, a temporary mecha-nism, is responsible for helping draft the law, related investigations and

international communications on anti-monopoly issues.

Drafting of the anti-trust law has already lasted for a decade, but there has been numerous revisions because of

controversial issues.

And the specific department responsible for the law's implemen-tation has yet to be decided.

The Ministry of Commerce seems to be the most suitable authority.

But the State Administration of Industry and Commerce also has some power in this area since it oversees the

implementation of the Law Against Unfair Competition.

Strategic change in foreign enterprises in China

As China enters the post-WTO period at the end of this year, foreign-funded enterprises in the country are

exploring optimal business models to cash in on the changing market.

In accordance with its commitments on WTO entry, China has agreed to certain market access undertakings in key

sectors such as telecommunications, insurance, retailing, banking, trade, distribution and logistics.

In the majority of these sectors, foreign investment and participation is to follow a schedule whereby initial

investment caps and business scope and geographic limitations are gradually liberalized over a period of a few

years.

“In the past, foreign companies had to cooperate with local counterparts to enjoy tax cuts and capture a larger

market share. As the tariff is gradually eliminated, we will adopt more direct trading and production to secure the

market we are already familiar with,” said Holger Kunz from U.S.-based TUV Rheinland, a global provider of

comprehensive product-testing services.

As China opens all those industries by the end of 2006, more foreign enterprises will enter the Chinese market,

posing a great challenge for the already existing foreign firms in China. The integration of multinational resources

has become a trend.

“Foreign companies took into account the change in the post-WTO period and included it in the long-term

corporate plan. They will focus on their most advantageous business while outsourcing some of the less

competitive to other companies,” said Andrew Stoler, a former vice director general of the WTO.

To keep their China expansion in line with their global strategies, more foreign enterprises choose to establish

wholly-owned companies in the country, as they do not have to negotiate with Chinese partners over matters such

as the scope of operation, number of workers, percentage of exports and changes in control or ownership of the

business.

Analysts believe a more independent foreign investment has become a major vehicle of choice as a more open

market environment comes into shape in the post-WTO period

IMF praises Brazil for "impressive" economic turnaround

The International Monetary Fund (IMF) praised Brazil on Friday for an "impressive" economic transformation and

called for additional measures to boost growth and curb poverty.

In an annual report on the Brazilian economy, the IMF Board of Executive Directors "welcomed Brazil's

impressive economic achievements over the last two years."

The IMF said that the country has been on a solid recovery path since the economic crisis in 2002, with growth of

5.2 percent in 2004, and employment growing by 3.2 percent.

The policies of the Brazilian government "have led to a significant transformation of the economy, which has

resulted in a strong economic recovery, income and employment gains, a declining public debt burden, and rising

international reserves," the report said.

"Moreover, directors stressed the need to persevere with structural reforms in order to boost long-term growth

prospects, critical to addressing persistent poverty and inequality," the IMF report said.

Canada Welcomed almost 236,000 New Permanent Residents in 2004

OTTAWA, March 7, 2005 — The Honourable Joe Volpe, Minister of Citizenship and Immigration, today

announced the preliminary figures for permanent resident admissions in 2004. The current numbers for admissions

to Canada are 235,808, well within the planned range of 220,000 to 245,000 announced to Parliament on October

30, 2003. Although these are preliminary numbers, they are usually very close to the final numbers, which will be

released in the spring of 2005.

“The year 2004 marks the fifth year in a row that the planned immigration levels have been met or exceeded,”

said Minister Volpe. “Newcomers to Canada each year not only contribute to our cultural mosaic, but also help to

make Canada more prosperous and internationally competitive. It’s therefore important to ensure that our

immigration program continues to function in a balanced, predictable and well-managed way,” he added.

The preliminary numbers show that immigrants in the economic classes (which includes applicants and their

families) represented approximately 57% of all new arrivals to Canada in 2004. Immigrants in the family and

refugee classes, as well as those who received humanitarian and compassionate consideration, comprised the

remaining 43% of all new arrivals. Last year, Canada welcomed almost 33,000 refugees, 26% more than in 2003.

This increase demonstrates the government’s ongoing commitment to providing protection to those in genuine

need.

The number of permanent residents admitted under provincial nominee agreements and the Canada-Quebec

Accord continues to grow. In 2004, just over 50,000 immigrants were admitted to Canada under these agreements,

a 15% increase over 2003. This shows the Government of Canada’s continuing commitment to collaborating with

the provinces and territories on immigration programs.

“Overall, the preliminary numbers indicate a very good year for Citizenship and Immigration, and further

demonstrate that our levels plan is solid and successful,” said Minister Volpe. “All Canadians should feel proud

that so many people chose to make this country their home in 2004.”

Overview – Annual Immigration

Since June 28, 2002, Canada’s immigration program has been based on the Immigration and Refugee Protection

Act (IRPA) and its regulations. IRPA replaces the Immigration Act of 1976 and makes a clear distinction between

the basic social, cultural and economic goals of the immigration program and the humanitarian goals of the refugee

protection program.

There are three basic categories of permanent residents: the economic class (skilled workers, business immigrants,

provincial nominees and live-in caregivers, as well as members of their immediate family); the family class

(spouses, partners, children, parents and grandparents of the sponsors); and the protected persons category

(government-assisted and privately sponsored refugees selected abroad, individuals who are recognized in Canada

as Convention refugees or persons in need of protection, as well as persons who have been granted protection

through the pre-removal risk assessment process). Protected persons may include their family members in their

application for permanent residence. In exceptional circumstances based on humanitarian, compassionate or public

policy considerations, Citizenship and Immigration Canada (CIC) has the authority to grant permanent resident

status to foreign nationals who do not meet the usual selection criteria. In addition to selecting permanent residents,

CIC also grants temporary residence to foreign nationals who come to Canada to work, study or visit.

IRPA requires the minister of Citizenship and Immigration Canada to table an annual report to Parliament by

November 1 of each year. This report includes information on CIC’s activities and initiatives; the number of new

permanent residents admitted during the year and the number projected for the following year; the number of

permanent residents in each class admitted in the provinces that are responsible for selection under a

federal-provincial agreement; the linguistic profile of new permanent residents; the number of temporary residents;

the number of people granted permanent residence on humanitarian grounds; and a gender-based analysis of the

immigration program.

The Annual Report to Parliament on Immigration is a presentation of the annual immigration levels plan. It

provides an overview of projected immigration levels for the upcoming year as well as a comparison of planned

versus actual levels for the current year. CIC’s annual immigration plan provides a target range for the number of

newcomers expected to become permanent residents in any given calendar year. In 2003, a total of 221,352 people

became permanent residents of Canada. This number falls within the planned target range of 220,000 to 245,000

new permanent residents.

Facts and Figures: Immigration Overview–Permanent and Temporary Residents provides statistical information on

Canada’s immigration program within an analytical framework, but alsopresents a reconciliation of CIC’s

immigration program to the immigration levels plan. Differences may be noted between immigration as viewed

from a levels planning perspective and immigration as described within an analytical framework. In this

publication, cases processed under special circumstances or within historically specific programs (e.g., backlog

cases and some humanitarian and compassionate cases) have been reallocated to categories that would have

applied under usual circumstances. The annual levels achieved for the current year (no backlog reallocation) are

presented along with a table showing the reallocation of backlog cases and another showing permanent residents

by category with the reallocation of backlog and humanitarian and compassionate cases. Sponsored humanitarian

and compassionate cases within the family class are included in the family class category.

An historical perspective of immigration flows from 1860 to 2003 is also included in this section of the publication,

along with the number of permanent residents as a percentage of the total Canadian population throughout this

time period. Historical highlights relevant to Canada’s immigration program throughout the 20th century (and into

the early years of the 21st century) have also been included.

Note: Due to privacy considerations, some cells in the following tables have been suppressed and replaced with the

notation "--". As a result, components may not sum to total indicated. In general, we have suppressed cells

containing less than five cases except in circumstances where, in our judgement, we are not releasing personal

information on an identifiable individual.

CANADA AND NEW BRUNSWICK RENEW PROVINCIAL NOMINEE AGREEMENT

OTTAWA, March 29, 2005 — The Honourable Joe Volpe, Minister of Citizenship and Immigration, and the

Honourable Peter Mesheau, Minister of Business New Brunswick, today announced the renewal of the New

Brunswick Provincial Nominee Agreement.

“I am pleased that Canada and New Brunswick enjoy such a positive and cooperative relationship on

immigration matters,” said Minister Volpe. “This renewed agreement reinforces the ongoing commitment of the

Government of Canada to continue to collaborate with the provinces on our immigration programs,” he added.

“This agreement will help us attract the skilled workers and entrepreneurs we need to strengthen the New

Brunswick economy,” said Minister Mesheau. “The Government of Canada’s willingness to negotiate agreements

specifically tailored to the needs of our labour market illustrates how we can put the benefits of immigration to

work for New Brunswick,” he said.

The renewal of the Provincial Nominee Program allows New Brunswick to select immigrants to fulfill specific

economic needs, or create and expand employment and business opportunities. Canada retains the responsibility

for issuing immigrant visas to provincial nominees and their accompanying dependants after they have met all

federal legislative requirements, including those related to health, criminality and security.

The Government of Canada also has provincial nominee agreements in place with Newfoundland and Labrador,

Prince Edward Island, Nova Scotia, Manitoba, British Columbia, Alberta, Saskatchewan and the Yukon.

CANADA-NEW BRUNSWICK PROVINCIAL NOMINEE AGREEMENT BACKGROUNDER

The Provincial Nominee Program allows provinces to play a more direct role in selecting immigrants with specific

skills that will contribute to the local economy.

Regulations under the Immigration and Refugee Protection Act establish a provincial nominee class, allowing

provinces and territories that have agreements with Citizenship and Immigration Canada to nominate individuals

for immigration based on their ability to become economically established in Canada. Nominees must meet federal

admissibility requirements, such as those related to health, criminality and security. The Government of Canada

retains the right to make the final selection decision.

The first five-year Canada-New Brunswick Agreement on Provincial Nominees was signed in February 1999. It

was extended for one year while the terms of the new agreement were finalized. The new agreement does not have

an expiry date, but will remain in effect indefinitely. The new agreement provides New Brunswick with a

mechanism to increase the economic benefits of immigration to the province, based on its industrial and economic

priorities and labour market conditions.

The agreement allows New Brunswick to nominate immigration candidates whose presence in New Brunswick

will contribute to the province’s growth and vitality. The dependants of provincial nominees are also admitted to

Canada under the agreement.

The new agreement will require New Brunswick to provide a nomination strategy to Canada to identify target

markets and potential source countries and regions, and will include a joint evaluation framework. The evaluation

will assess New Brunswick’s recruitment strategies, analyse the extent to which the nominees have benefited New

Brunswick’s industrial and economic development, and evaluate how successfully the nominees have established

themselves in New Brunswick.

The Government of Canada also has provincial nominee agreements in place with Newfoundland and Labrador,

Prince Edward Island, Nova Scotia, Manitoba, British Columbia, Alberta, Saskatchewan and the Yukon.

Importing foreign workers to help build oilsands ignites Alberta Canada labour fight

CALGARY (CP) - Importing foreign workers to help build Canada's expanding oilsands is seen either as a

necessary step in alleviating an impending labour shortage crisis or a sneaky way to help big oil companies cut

costs and get around the traditional unions.

And it is becoming a hot political issue in Alberta where at least $50 billion worth of oil mega-projects and

pipelines are waiting to be built in the northeast corner of the province.

"When you talk about the shortage of workers, it depends on who you're asking and what their agenda is," says

Mark McCullough, executive director of the Alberta Building Trades Council.

"In this case, we have people available to go to work. The owners line themselves up with a contractor who can't

get people at the rate he promised, so he says 'Well, we're going to have to go elsewhere.'?quot;

The issue came to the fore this month when Vancouver-based industrial construction company Ledcor Group

reportedly secured approval from the federal government to bring nearly 700 skilled tradespeople from other

countries within the next year as temporary workers.

Most of the large energy companies involved in oilsands construction say their first choice is to get workers from

Alberta and the rest of Canada. But they also want to retain the right to look farther afield if they can't find the

people they need.

The biggest project currently underway is Canadian Natural Resources' Horizon mine and upgrader, which is

expected to cost $10.8 billion as it is built in three phases over the next eight years.

In the peak construction years of 2006 and 2007, Canadian Natural (TSX:CNQ) expects it will need more than

6,500 workers on site.

Add to this a host a smaller, new oilsands facilities, expansions and several major large pipeline projects and you

have a critical demand for labour, says Canadian Association of Petroleum Producers president Pierre Alvarez.

"This is going to be a period, potentially, of very, very significant economic growth. The numbers are enormous,"

said Alvarez.

He says an aging workforce in the patch and poor recruitment levels over the dot-com boom of the 1990s has

created a serious lack of certain skilled tradespeople that needs to be solved in order to achieve all the desired

growth.

"We've got to look at bringing in more people the way we used to; we need to look at the strategies required to get

people to go to rural and remote locations; we need to look at the kind of skills that we need coming out of the

schools.

"And in instances where we can't meet it domestically, we're going to have to look at foreign sources of expertise

like we've already done for the medical system."

Wrapped up in all of this is a bubbling feud between the building trades council and the so-called "alternative

unions" represented by the Christian Labour Association of Canada.

Charging significantly less, CLAC's popularity is growing in the oilpatch, taking jobs away from the traditional

unions. The animosity is so great that some unionized workers refuse to work on a site alongside CLAC workers -

making the labour shortage even more acute.

CLAC also supports the idea of bringing in foreign workers, but says it would not be a cost-cutting measure for the

oil companies.

"All the people working on the site are going to be paid the same wages and benefits, and there will be an

additional cost of bringing foreign people into the area and getting them up to speed in terms of tickets and

qualifications," said Dick Heinen, CLAC's Alberta director.

The Alberta government has tried to defuse the situation by downplaying the labour dispute and suggesting foreign

workers will be brought in only as a last resort.

"The employers that are looking at foreign workers first of all have to exhaust their attempts to hire Albertans,

Canadians, Aboriginal people and people with developmental disabilities," Human Resources Minister Mike

Cardinal recently told the legislature.

"If they cannot find the employees they want, then they are allowed to make an application. It is a complicated

process and costly, and the application actually goes through the federal government."

But with the opposition painting the issue as another case of Premier Ralph Klein's government being too cosy

with the energy industry, the issue is not likely to go away.

"The Tory government is facilitating the entry of temporary foreign workers because they are a cheaper and more

pliable source of labour," NDP labour critic Ray Martin said in a release.

"Their friends in big oil aren't satisfied with record profits - they want more, and they want it on the backs of

Alberta tradespeople."

Africa has fastest growing mobile market: report

Africa has been the fastest growing mobile market in the world over the past five years, which impacts its

economic growth positively and significantly, according to a report released on Wednesday.

The report, which studies the social and economic impact of mobile phones in Africa, says countries on the world's

poorest continent with greater mobile use have a higher rate of economic growth.

The study is carried out by the Center for Economic Policy Research (CEPR), a network of 600 research fellows

based throughout Europe and beyond, and published on the website of British mobile firm Vodafone.

"Mobile phones can enable developing countries to leapfrog old technologies and the result is explosive growth:

5000 percent in Africa between 1998 and 2003," CEPR Chief Executive Stephen Yeo is quoted as saying.

"We endorse this research as it provides the first empirical evidence of a link between social and economic

development and the establishment of mobile phone networks," he adds.

Key facts of the report include:

-- A developing country which has an average of 10 more mobile phones per 100 population between 1996 and

2003 had 0.59 percent higher GDP growth than an otherwise identical country;

-- 97 percent of people surveyed in Tanzania said they could access a mobile phone, while only 28 percent could

access a land line;

-- Over 85 percent of small businesses run by black individuals in South Africa rely solely on a mobile phone for

telecommunications;

-- 62 percent of small businesses in South Africa and 59 percent in Egypt said they had increased their profits as a

result of mobile phones, in spite of increased call costs;

-- Mobile phones are proving important for job search in South Africa with 24 percent of people saying they had

made or received a call about an employment, business or training opportunity;

-- Nigeria's mobile market is growing at over 100 percent per year;

-- There are now more than 82 million mobile users in Africa.

The report also shows sharing of mobile is extensive in poor and rural communities but income, gender, age,

education and even absence of electricity do not create barriers to mobile access there.

中国

中国经济落后美国 100 年 提升经济质量 重要

锦维商务 2 月 20 日据香港文汇报援引新京报报道,中科院日前发布的《中国现代化报告 2005》预测,

中国将在 21 世纪前 50 年达到世界经济现代化中等水平,后 50 年达到先进水平,到 2100 年进入世界前 10

名左右,其中在 2080 年有望成发达国家。课题组指出,中国经济较美国等国家落后 100 年左右,中国必须

正视差距,才能从中找到努力的方向。

该报告耗时 1 年制作,共 79 万字,430 余张图表,通过对世界经济现代化的 300 年时序分析和 8 个截面

考察,以及对 131 个国家 52 年的定量评价,提出了中国未来 100 年经济现代化的目标。课题组指出,在

21 世纪前 50 年,中国经济现代化至少将面临经济质量、经济结构和国际经济竞争力三大瓶颈,其中,「重

中之重」是提升经济质量。

提升经济质量重中之重

此外,课题组还表示,中国经济距离世界先进水平的差距仍然很大,虽然中国人均 GNP(国民生产总值)

的年增长率很高,但因为人均 GNP 的起点低,年增长量很小,我们与世界经济先进水平的绝对差距还在扩

大。2002 年中国综合经济现代化指数排世界 108 个国家的第 69 位,预计在 21 世纪前 50 年提高 30 位左右,

在 21 世纪后 50 年前再提高 30 位左右。

据了解,课题组根据人均 GDP、农业劳动人口占总人口的比重、农业增加值占 GDP 的比例三个指针,

计算出中国与发达国家经济现代化的年代差:即中国 2001 年的现代化水平,人家早在多少年之前就实现了。

按此计算,2001 年中国与美国等 7 个国家的综合年代差在 100 年左右。专家称须面对现实,不能因为城市

生活水平提高了而忽视整个中国的平均水平。

乐观预测关键把握机遇

对于《报告》的预测,课题组负责人表示,这些目标的测算是基于中国经济现代化水平的综合评价。尽

管人均 GDP 等单个指针中国落后世界发达国家很多年,但由于收益递减的规律,差距会不断缩小。但他同

时强调,这只是一种乐观的可能性,因为经济现代化是一个可以停滞、中断、倒退的过程。如果我们没有

把握好机遇,那么我们的目标就会推迟许多年。

中国外逃官员 4000 人卷走了 500 亿美元

数亿元资金“神秘蒸发”,2005 年初,中国银行哈尔滨分行河松街支行行长高山携巨款外逃,再一

次引起中国社会的震动。联想起已有浙江省建设厅原副厅长杨秀珠、厦门市原副市长蓝甫、国家电力公司

原总经理高严等人外逃,如何打击贪官外逃已经成为社会的焦点之一。

全国人大常委会委员、中国工商银行原行长张肖在接受新华社记者专访时表示,“中国现行金融监管

体系中的漏洞,是导致屡屡出现贪官成功携带大笔资金外逃的重要原因。”

据商务部一份调查报告,外逃官员数量大约为 4000 人,携走资金约 500 亿美元。

张肖说,目前中国的银行系统无法跟踪记录大笔资金的流向,银行对现金的使用、特别是大额现金

的提取和使用没有严格的限制,这就为许多犯罪分子洗钱提供空间。

“中国已经实行个人存款实名制,对遏制贪官转移赃款起到了一定的限制作用。但是银行对企业账

户的监管还存在不少问题。目前企业乱设账户的情况仍然非常严重,许多企业在不同银行设立多个账户,

导致银行和金融监管机构难以及时全面掌握企业的资金流向,许多贪官和其他犯罪分子通过企业账户隐匿

和转移非法收入。黑龙江发生的这起中行基层行长携款潜逃事件就反映出这方面的混乱情况,”她说。

她指出,“客观地讲,几大银行由于分支机构众多,本身在内部监管方面就存在难度,再加上银行系

统的管理制度不完善,导致银行系统屡屡出现蛀虫,他们往往与贪官相勾结,为包括贪官在内的犯罪分子

提供方便之门。”

她说,目前,金融监管在银行间监管方面更显得薄弱,许多犯罪分子就是利用银行间的信息不沟通,

通过多次转账将违法所得顺利转移。据悉,黑龙江中行的例子就牵扯到几家银行,因此没有被及时发现。

“如果流通只是在中行内部,中行内部的监管环节很可能会发现非法转移大额资金的问题。”

布什连任美国有 1.8 万人移民加拿大

据国际前锋论坛报(International Herald Tri-bune)7 日报导,自从美国总统布什当选连任后,一些美国人对

国家右倾感到失望,纷纷移民加拿大;温哥华、多伦多、蒙特娄等城市的移民律师表示,提出申请加拿大

移民文件,并做出具体移民计划的美国人是过去的三倍,以 2003 年成功移民加拿大的美国公民有六千人来

计算,今年将有 1 万 8000 人。

华盛顿州贝灵汉居民凯伊是 56 岁的越战退伍军人,他也把撰写美国国歌的法兰西丝.史考特.凯伊(Francis

Scott Key)算做是自己的祖先。他把房屋推上市场出售,准备尽可能早日移民加拿大,他说,布什当选连任

是 后的打击,「我爱美国,我参加越战,想到要离开是一个痛心的决定,但美国已变成一个与我一向信仰

不同的国家了。」

在布什当选连任后,加拿大政府移民网站来自美国的询问从二万人增加到每天 11 万 5000 人。如今三个

月过去了,选举的记忆已开始消退,总统就职、国情咨文都过去了,但加国移民律师说,美国人并非只是

询问,许多人正追求搬到北纬 49 度(美加边界)以北,他们厌倦了一个不断向右倾、放弃过去代表美国的包

容、悲悯与和平理想原则的国家。

美国并没有人去楼空的危险,但即使失去一小部分有沈重政治失望感的人口,对一个自认是外国人投靠

者的国家来说,也是一个重要事件。

许多人在接受访问时说,他们过去多年来就想到要移民加拿大,部分是因为美国不断右倾,部分是希望

住在一个更包容、更爱好和平和更自由的地方。但所有人都说布什连任是一个决定性因素。在温哥华经营

网上公司的莫戈斯说:「移民加拿大不是把家打包搬上车,越过国界即可,它是一个很长的程序,可能要花

18 个月,或更久,如果要请律师来办,可能要花费数千元。」

美国调整部分签证服务收费标准 3 月 8 日正式生效

调整签证服务收费标准

美国国务院对签证服务收费标准进行了调整。新标准将于 2005 年 3 月 8 日生效

,届时美国国务院以及美国驻外使领馆提供的某些服务的收费将出现变动。根据法律和有关规定,国务

院须通过向服务对像收取费用来弥补大部份签证服务的实际成本。独立承包机构在国务院的监督下对服务

成本进行调研之后,国务院定期调整签证服务收费,以执行有关规定。上一次对收费标准作出重大调整是

在 2002 年 。 调 整 后 的 签 证 服 务 收 费 标 准 还 包 括 了 根 据 《 2005 年 综 合 拨 款 法 案 》

(The2005ConsolidatedAppropriationsAct)授权增收的手续费。弥补签证服务的实际成本是维持和改善高质量

顾客服务的关键,也将有助于使用先进的信息技术,促进领事职能在边防安全中的作用。根据 近对服务

成本所进行的调研结果,签证服务收费标准作出以下调整:──根据“多元化签证(DV)抽签”计划提出的

族裔多元化移民申请的费用将由目前的 100 美元增至 375 美元;──护照文件搜索费由目前的 45 美元增至

60 美元;──对合法永久外籍居民(LPRA)重新从海外入境美国发放通行证明信(transportationletter)的收费

由目前的 300 美元减至 165 美元。根据《2005 年综合拨款法案》作出的调整包括:──目前的护照费将加

收 12 美元手续费;──目前的移民类签证费将加收 45 美元手续费;──对根据“总括”规定从海外申请

L-1 签证的人员收取 500 美元“作假行为防范与识别费(FraudPreventionandDetectionFee)。《2005 年综合拨款

法案》还授权,在 H-1B 和 L-1 签证主申请人提交申请或更换雇主之时须向申请者收取“作假行为防范与

识别费”。由于这些费用将由国土安全部负责征收,所以没有包括在签证服务收费新标准之中。

大陆移民申请父母来加 可能轮候 10 年

锦维商务 2 月 19 日加拿大消息: 为父母申请移民的华人现在必须要有极大的耐心,联邦移民部 近将父

母申请移民作为家庭团聚类移民中 后考虑的一项,并且制定父母移民批准名额指标,有意放缓父母申请

移民的办理程序,这将造成加拿大驻北京大使馆的父母申请移民者可能须要轮候长达 10 年的时间。

根据移民部的去年年底发出的一份文件,联邦政府从今年开始将父母申请移民列为家庭团聚类移民中

后考虑的一项,这意味著以父母关系申请冢庭团聚类移民者将不再获得优先,父母申请移加拿大从此将变

得越来越困难。在过去,父母申请移民与配偶及子女申请移民所获得的待遇相差无几,轮候的时间也差得

不多,但从今年起这种情况再不复存在。

不仅如此,移民部还制定了今年从各国批准的父母移民名额指标。根据此指标,在加拿大驻北京大使馆,

今年只会批准 100 个名额给父母移民的申请者来加拿大,而目前 (截止到 2004 年 11 月 26 日 )在北京

大使馆已经收到了 1094 份父母移民的申请表格。换言之,即使北京大使馆从此不再收到任何父母移民的

申请,以今年的名额指额类推,现有的这些申请需要 10 年才能办理完成。这表明,通过北京大使馆办理

父母申请移民,可能会等上长达 10 年的时间。

在加拿大驻香港总领馆以及驻台北办事处的情况同样不容乐观。截止到去年的 11 月 26 日,加拿大驻

香港总领馆已经收到了 1315 份父母移民的申请表格,在加拿大驻台北办事处收到了 88 份父母移民的申

请表格,但今年可以批准的父母移民名额分别为:香港 170 个,台湾 10 个。也就是,在香港申请父母来

加移民,轮候的时间可以长达 7.7 年,在台湾则可能需要 8.8 年。

从移民部的父母移民批准名额指标来看,批准比例 大、审核轮候时间 短的是智利、墨西哥、古巴等

中南美洲国家,一般需要半年至一年半的轮候时间。这主要是因为这些国家父母申请移民的人数很少,甚

至申请者少於移民部的批准名额。

如智利,只有六人向当地的加拿大使馆提交父母的移民申请,但 2005 年,移民部给予智利的这类移民

名额指标就有 10 个。而半年至一年为正常的移民审核时间。

但是包括中、港、台在内的亚洲国家由於申请父母移民的人数相当多,尽管移民部给予的批准名额指标

相对也多一些,但对於申请人总体来说,仍是杯水车薪。

除两岸三地外,南韩也是父母移民名额僧多粥少的地方。当地有 152 提交了父母的移民申请表格,但移

民部今年只给了南韩 10 个这类移民的名额。

移民部推出上述对父母申请移民的新政策,目的是减少父母申请加拿大移民。

移民部发现,父母申请移民来加拿大后,这些老人对加拿大能起的作用很小,相反在享用本国的服务资

源和福利方面却比其他类移民有过之而无不及。所以移民部希望透过增加父母申请移民的难度以及大幅度

延长父母申请移民的轮候时间让申请者「知难而退」,在漫长的等待过程中自动放弃申请。不过,林达敏也

表示相信,对於某些有特殊困难或需要的父母申请移民,移民部应会本著人道精神及移民官的「酌情权」

加以特别处理。

无论始何,移民部的做法可能令父母申请移民的人排队等上十来年,这对於申请人以及其在加拿大的子

女是不公平的。他因此提议华人申请家庭不妨透过向移民部集体诉讼的方式,来促使政府修改相关的政策。

加拿大华人家庭团聚等十年 变相种族歧视

加拿大移民部要中国、香港等多个国家和地区的家庭团聚移民申请要等上 10 年,是变相的种族歧视种。

联邦新民主党领袖林顿表示,家庭团聚类别的申请人不少是新移民的父母,希望能够含饴弄孙享天伦之

乐。要这些耆老等上 5-10 年,恐怕很多人早已作古。但在欧洲很多地区申请加拿大签证,只要短短几天就

已经办妥。他说,白人地区与其他地区的签证效率相比有天渊之别,是变相的种族歧视。联邦政府不能够

以某一地区申请人数多作藉口。移民部应增加人手解决积压的个案。这也是新民主党将在下星期对政府财

政预算案投反对票的理由之一。

华裔和多个少数族裔社区正发起签名运动,要求渥太华缩短家庭团聚类别的移民申请个案。他说,民众

可以将请愿信交到他的选区办事处或各地新民主党国会议员的办事处,然后统一在国会上提出。该党将重

新在国会提出,一生一次担保亲属移民的措施。林顿说,少数党在国会内的声音很有限。他希望这项私人

法案能够在今年内进行首读。

再“移民”现象:回流移民二次出走

归去来兮,经历了出国热,又迎来了回流潮。移民在加国找工难,又无法融入当地文化,种种困境和中

国持续飞速发展的经济形成了强烈的反差。加拿大经济衰退,市场黯淡﹔而中国却到处花红酒绿,到处歌

舞升平,空前活跃的市场,空前活跃的经济,大批大批的人都在发达,更发达,这种对比让移民们对中国

的生活充满了憧憬。于是,他们走上了回归之路。然而,正如当年的出国梦一样,回国梦也不好圆。 近,

在这种回流的大潮中,出现了一个新的现象,一些移民又回来了。在中国,他们或者成功,或是失败,但

终都做了同样的选择:回到加拿大。到底是什么原因让他们选择第二次出走呢?

人文环境,三代之差

张先生是学机械的,移民加拿大后又在 BCIT 拿了一个弱电工程的学位,但是苦于没有机会在本专业内

施展自己的才能,2002 年,移民加国 3 年的他决定回流了。他说钱是一个原因,但是更重要的是想要体现

自己的价值。“在加拿大打 labour 工,连一点点希望都看不到。”

张先生回国是权衡之后的决定。在中国长大,受教育,工作,生活,40 多岁才移民出来的他对国内的情

况非常了解,他知道自己要面对些什么。他以为这种认知可以帮助他接受现实,可是他错了。在中国,他

不仅要呼吸污浊的空气,吃令人无法放心的食品,听四面八方传来的各种各样的噪音,等等等等,生活质

量和加拿大自是没得比。

“我已经付出了健康的代价,可是中国的人文环境才真的让我失望透顶!”第一天下班回家的路上:公车

终点站,车门打开的瞬间,所有的人都一拥而上,没有一个排队的。他是 后一个上车的。车要开的时候,

却有人大喊自己的手机丢了。每个人都被盘查了一番未果之后,公车开进了派出所。这么一折腾,3 个多

小时过去了,回到住处的张先生第一次真正感受到了这种累和无奈。“我就不明白,不就是一个座位嘛!”

这样的小事不胜枚举:上海街头的早点,由于掺杂了太多的漂白剂而惨白的馒头;浙江小城里自来水污

染严重,老人们不得不提着水桶走很远的路去买井水喝﹔武汉,张先生竟然买到了里面都泛着紫色的茄子;

而被过去的老朋友、老同学欺骗让他彻底的愤怒了。

张先生说,这些事情看起来很小,但却反映了中国社会的真实情况。“怪不得有人说中国现在处于一个礼

崩乐坏的时代,”张先生说,“把这些小事联系起来,实在令人难以忍受。” 国内的发展机会很多,是个能

够体现自己价值的地方。张先生回国后曾任职于一家香港公司,很快就在武汉承办了一个 7.4 万平方米,

价值超过 1000 万的弱电工程。“这种成就感,我在加拿大连想都不敢想。”然而,就这样一个政府工程,一

个当时武汉是 大的工程,直到工程结束了,施工许可还没有批下来,而工人的工资也一直拖欠着。张先

生认为这种状况很可怕,“到处都是机会,但也到处都没有秩序,不讲规则,不讲诚信。”张先生说,事实

上,中国现在的物质条件不必国外差。在上海,白领们拿每年 7-10 万人民币年薪的不在少数,买房购车,

生活惬意得很,可以说和加拿大没太大差距。

但是说到人文环境,张先生的失望溢于言表:“至少差三代吧。”就是这种三代之差,让张先生 终放弃

了他在国内发展的还不错的事业,又回到了加拿大。回国创业发展的灿烂理想就这样成了泡影。还是无法

做自己喜欢的事情,但是简单的人际关系,单纯的生存环境,还有孩子们承欢膝下,他说,这种生活似乎

更舒心一些。

难以适应的国情

钟先生 91 年在国内博士毕业后,来加拿大留学,94 年移民,98 年又获得卑诗大学森林系的博士学位。

他是学环保的,在加拿大这个环境保护问题几乎完全得到解决的国家,他觉得自己机会不多。但是,如果

回国创业,局面则会大大的不同。抱着这样的想法,钟先生一毕业就回国了。正值厦门要创办环保城市,

给钟先生的公司一个很好的发展契机。

短短三四年的时间,他的公司承接了绿化工程大大小小几十个,公司的发展势头非常好。但是,2002 年,

在决定去留的时候,钟先生没有犹豫。除了自己不想与加拿大脱节,需要知识更新之外,国内的创业形势

大不如前也是一个原因。政府对环保的重视不够,投资很少,但是竞争却更多了,加上比较复杂的环境,

毫无秩序的市场,就使像他这一类想要凭能力办事的人,往往处于一种竞争的劣势。

国内的很多不正之风都让他无法接受。比如做任何事都要请客吃饭、送礼送钱,钟先生的一个朋友做铺

路沥青的生意,去见交通部门的“关键人物”,就要先带上“几块砖头”。钟先生自嘲还有种知识分子的清

高,对这些很是不屑一顾。让钟先生 为头疼的,应该是国内对人才的重视不够。科技咨询业在加拿大已

经相当发达了,政府部门要推行一个项目,都会邀请学者教授这样的专业人士对其进行评估,然后再作结

论。可是在中国,你有没有评估的能力并不重要,重要的是你是否来自大公司大机构。很多时候,这个莫

名其妙的规则常常会把钟先生的公司挡在某个大项目的门口之外。他非常失望,毕竟自己回国创业很难一

下子就做大,除非挂靠其它大公司,否则机会永远轮不到你头上。

机会越来越少,环境越来越差,钟先生 终的结论就是:“回国,仅凭自己一腔的热情或能力是根本不够

的。”这就是许多人回国时都要谈到的适应国情的问题。

卑诗大学亚洲学系著名的中国问题专家丘慧芬教授认为,“在国内出生长大,后来到国外谋生的中国人,

再回到国内,会和刚刚出国时一样经历文化上的‘休克’,”丘教授说,“他们必须经历一次文化上的再适应

和再认同的过程。”这个国情不但包括移民们在出国之前已经接受和适应了的,还包括移民在国外这些年中

国的变化。变好的,变坏的,只要你想要在那个社会环境中生存和发展,就必须去适应它。邱教授说其中

的关键在于了解自己的需求,是温哥华“悠然见南山”的平和,还是中国的风风火火。

丘教授说她曾认识一位作家,离开温哥华回中国的时候,他说,“就算温哥华是天堂,我也要向地狱去了!”

然而,这种国情却不再是每个人都能够接受和适应的了。在习惯了一个文明、有序、法制的社会后,许多

人已经完全接受不了国内的无序和混乱。

心态改变是 难的

丘教授指出,回国发展要经历的不仅仅是一种生活环境的改变,更多的是一个看不见,摸不着,却实实

在在感受得到的“心态”的改变。面对种种不规则,不礼貌,不文明,不为他人着想的行为,他们会变得

易怒,而且是经常处于愤怒的状态。但是如果你想要留下,你能做的就是改变自去适应它。”

94 年张国刚教授刚从德国回国时,也有过类似的愤怒。严格意义上讲,张教授不属于移民回流的范畴。

但是,作为一个在海外生活工作了 5 年的人,重新回到中国,要面对的问题和回流的移民大致相同。比如

开车,“在德国我自己开车,回到国内我从来不敢。”张教授的话不是玩笑,因为当形形色色的马路天使们

在各种奇怪的时间从不同的方向在马路上狂奔,他不敢拿自己的生命开玩笑。这样的生活质量自然没有办

法和德国相比,他也曾因为这些生活琐事考虑过再次离开。然而,他始终相信,“在国内各个方面都在进步

的情况下,我会有所作为。”

从南开大学的历史系主任,到清华大学历史系博士生导师,10 年来,张教授培养出了许多史学研究的优

秀人才。这些带给他的成就感远远超出无法开车的失落。“各人所需要的东西不同吧,”张教授说,“我在这

种文化中长大的,又想要在这里生存,就得努力适应它!”只要心态改变了,就不会觉得在国内比国外差。

张教授的一些朋友在欧洲或是美国的大学教书或者公司里工作,但“我发现无论他们的生活和工作都不值

得我羡慕。”他举了个简单的例子,他现在的住房属于自己,似乎比他的朋友仍然在为住房向银行交钱还要

好一些。

张教授并不认同某些移民因为吃穿住用的问题而再次离开中国,在他看来,再次离开的根本原因是他们

没有找到可以施展能力的空间。“你首先要有能力。” 张教授说。他相信无论是从事商业活动还是从事学术

事业,中国都是 具潜力的地方。因为,大建设大变革的中国需要学术人才,更需要经营人才。“但是,海

归也好,移民回流也罢,你必须有真本事,只是凭在西方的文凭或是生活经历是不可能有好的位置的。有

真才实学,并且通过奋斗,就能在中国大学或者企业、社会上找到自己的位置。”

小结

经历了移民和回流的过程,很多人得以从一个特殊的层面、特殊的深度和方式、以特殊的视角和思维,

来重新审视这个处在迅猛转型期中的中国社会。或得或失,或走或留,有人说,即使是失败了,也会心安

理得。因为毕竟试过一次,搏过一回。其实,真正的得失是算不清楚的。凡事都没有百分之百的得,也没

有百分之百的失,所有的问题都要一分为二。

移民,对很多人来说是人生一个重要的转折点。此前必定经过了仔细的评估和权衡,因为它会影响你的

后半生。回流,或是再移民也还是一样。每走一步都需要慎重考虑,绝不可以站在两个社会观望。丘教授

给移民们 中肯的建议是:要知道自己追求的到底是什么。想想都有哪些得和哪些失,之后尽 大努力,

争取自己 想得到的,和 不想失去的,作出一个选择,再走出下一步。

参加加拿大出口商展的华人 八成签证被拒

锦维商务加拿大 3 月 4 日消息:61 名受邀来温哥华参加加拿大出口商展的大陆人士中有 50 人申请签证

时遭到拒绝。据中侨互助会执行总裁陶黄彦斌女士称, 拒签理由主要有二:其一,没有理由前往加国;其

二,怀疑其会滞留加拿大。

据陶黄彦斌介绍,于 3 月 5 日开始的加拿大出口商展当天将有 16 个讲座,60 多个展览。中侨邀请大陆

人士前来参加,目的很明确,就是根据联邦和省政府的“卑诗省作为亚洲门户”的政策,力图促进中加贸

易的发展。

第一次签证被拒后,重新整理材料申请获签的中银律师事务所的曹建律师,3 月 3 日下午在中侨互助会

讲述了他的签证经历。曾在美国读书,并持有纽约律师执照的曹建律师曾多次出访美国及欧洲各国,从未

遇到过类似情况。“个人觉得很惊讶。”曹建说。

曹建认为,随着中国的经济发展,中国的环境有了很大的变化。“我不否认曾有少数人想方设法非法留在

加拿大,”他说,“但是,大多数申请来加的人都是合格的。”

此次来加,除了参加加拿大出口商展之外,曹建还有一个重要的任务,就是考察加拿大的情况,帮助中

国企业在加拿大上市。近一段时间以来,中国股市 A 股市场表 现不佳,许多企业试图转到外国上市;同

时,虽然中国企业更加青睐美国,但由于“安然事件”后,美国证券交易所对上市公司的管理层所负责任

要求极高,而中国 企业管理层显然不愿意承担如此之大的风险,于是很多企业将目光转向了加拿大、澳大

利亚等国。

“尤其我们对矿业公司在加国上市非常感兴趣,”曹建说,“加拿大的矿业资源非常丰富,矿业公司的发

展也很好,许多公司都在中国投资,进行矿业勘探。”

曹建表示了对此次拒签事件的不满,“既然加拿大想要促进中加贸易合作和交流,就必须欢迎中国人到这

里考察交流,有了了解,才能有发展。”

中侨主席关元生非常同意这种说法,他认为海外移民局应该根据加国政策,以此鼓励双边贸易。关元生

主席也有朋友在申请来加时遇到了类似的问题。他曾邀请江苏 和天津的 6 个朋友到加拿大考察,只有一人

得到签证。“他们在中国拥有很好的工作,买了房,收入很高,而且不懂英文。”关元生说,“看不出他们有

任何理由要 滞留加拿大。”

陶黄彦斌更指出,自总理率加拿大代表团访问中国后,中加两国还要开放旅游。如果海外移民部持续这

种做法,开放旅游根本无从谈起。她说中侨支持联邦政府和省 政府的亚洲出口门户政策。“我们此举并不

是要批评加拿大移民部,但是我们希望移民部能够检讨签证申请程序,改革签证体系,并加快审批进程。”

不过,她表 示,50 人被拒签证不会影响周六举行的出口商展。

记者曾分别致电加拿大北京大使馆、渥太华外交部及移民部了解事件详情,但均未获得正面回应。外交

部媒体发言人以从未听说此事为由,不予置评。

去年有 23 万 6 千新移民 3 万 3 千难民来加

锦维商务加通社 2005-3-8 消息: 依照政府初步估计,去年有差不多 236,000 名新移民,和 33,000 申请

难民资格的人来加。

移民部长胡平藻说,这是移民人数达到预订目标的第 5 年。今年的目标是 22 万~24.5 万名。胡平藻发出

的新闻稿说:“加拿大的新居民不单对我国的多元文化有贡献,并且帮助加拿大变得更繁荣,更能适应国际

间的竞争。”因此移民部须确保移民计划续以平衡、按照规章、和管理完善的方法来执行。初步的数字显示,

经济移民,包括他们的家人在内占 57%。余下 43%是跟家人团聚的移民和难民,以及基于人道理由和恻隐

心批准居留的。自 2003 年起,难民人数增加 26%。

根据联邦和省政府协议,以及加拿大-魁北克协定接纳的永久居民数目持续增长。2004 年,超过 5 万移

民是依照这些协议入境的,比 2003 年多 15%。

赖昌星的加国生活:住简陋公寓 限制多

6 年过去了,赖昌星依旧在加拿大“赖”着,并继续用纳税人的钱在做着“困兽犹斗”般的挣扎。3

月 15 日,新的一轮有关赖昌星难民申请案的聆讯已经结束,据赖的律师梅特斯向加拿大《环球华报》记者

透露,关于其难民身份上诉的定案,还需一个月时间法庭才会做裁决。

刚到加拿大时:斥巨资买豪宅 买生猛海鲜从不讲价

1999 年 8 月赖昌星携家人逃到加拿大,他不愧是“做过大生意”的人,尽管亡命天涯,他仍在温哥

华西 57 街斥巨资 130 多万加元(近 800 万元人民币)购入一幢连花园面积达上千平方米的豪宅。不过,后来

手头紧,亏几十万转了手。刚来那一阵,他误判形势,以为可以太平无事,依旧过起了当年“红楼”里的

生活。他多次出入温哥华唐人街和西区百老汇街的赌场豪赌,每次赢钱,必定奖赏全场员工,尽显豪客本

色。他也常与妻子驱车到唐人街购物,尤喜海鲜,每次都买很多生猛鱼虾回家,从不讲价,只求“ 靓”。

“软禁”刚开始时:虽失去原有“霸”气仍频频向外界“爆料”

然而,好日子很快就完结了。2001 年 11 月他被加方“收监”,直到 2002 年 6 月才获准有条件释放。

加拿大移民局就是否继续关押赖昌星夫妇作出的规定比较严苛:两人缴纳 8 万加元保释金;禁止去赌场或

与黑帮成员发生联系;必须呆在公寓中,每天可外出 3 小时;另外,要定期向当局报到。

之后,当地不少华人还能在当地的一些大型超市见到他,据说看上去有些虚胖,目光游移,早已经

失去原有的“霸”气。

“软禁”刚开始那阵,他还常去住家附近一家中餐馆吃饭,并频频向外界“爆料”,称自己是中国国

家安全局的“耳线”,硬把自己和“政治迫害”挂上了钩,他还多次接受多伦多一位华裔女记者的采访,甚

至出书为自己喊冤。后来,受到多方压力后收敛了许多。近一段时间,他似乎明显减少了“户外活动”,也

不和任何媒体有接触。

逃亡六年后的今天:只能呆在简陋公寓 常教育孩子踏实赚钱

丽景广场的一位张姓店主日前在接受采访时说,已经快一年没见到他了。另一位曾经接近过赖的知

情者透露,赖和妻子曾明娜目前只能呆在温哥华的简陋公寓里,不能跨出温市区,平时也没有什么朋友来

往,“钱也不怎么够花”。

赖的 3 个孩子则住在温哥华的一处公寓里,托给“一个熟人照顾”,之所以不住在一起,主要是出于

“孩子身心健康以及求学”的考虑。与赖昌星熟悉的人还透露,赖与妻子曾明娜常常教育孩子,好好学点

东西,以后能“踏踏实实赚钱,够用就行”。

加国政府处境尴尬

迟迟不能将中国政府眼中的要犯赖昌星遣返中国的加拿大政府,境地其实很尴尬。加拿大“罪犯天

堂”的名声,受到来自国际舆论的批评越来越多,来自国内的非议也不少。

一位不愿透露姓名的人士向记者表示,目前躲在加拿大的大陆贪官、罪犯有案可查的至少在 200 名

以上。加拿大纳税人早就对像赖昌星这类人感到厌烦,将其视为“ 不受欢迎的人”。

据《亚洲周刊》报道,从 1999 年 8 月 14 日赖昌星一家到达温哥华,至 2000 年 6 月 13 日第一次申

请难民身份不到一年的时间里,加拿大方面为赖案聆讯所花费的开销,就已经达到 1000 万加元。今年 1 月,

加拿大的《环球邮报》也埋怨赖昌星案拖延了中国和加拿大签署旅游协议的进程,使加拿大旅游观光业遭

受损失。

加拿大专家:未来50年内人均寿命延至150岁

根据加拿大医学专家的预测,未来50年内,人类的平均寿命可能延长到150岁。

加拿大渥太华心脏研究中心主席罗伯兹表示,科学家原来曾认为,可能还需要100年,人类的寿命才能延

长一倍。但多项人类基因研究成果已使科学家相信,这一时间将大幅缩短。

罗伯兹是北美心脏医学权威,也是基因分子心脏医学研究的先驱。他指出,专家对本世纪内全面治愈心

脏疾病的预测相当合理,医学和人类都正迈向一个全新纪元,50年内,人类的平均寿命就可达到150岁。

人的寿命长短始终是医学界争论的焦点。很多科学家认为,寿命终有极限,顶多只能稍微延长一些。

渥太华卫生研究中心资深研究员葛雷认为,癌症、中风和心脏血管等疾病都有治愈之道,人类的平均寿

命顶多再延长15岁,在医学尚无其他重大突破之前,50年内将人类寿命延长到150岁的机会不大。因为人的

身体不像机器可以永无休止地运作,到一定年岁就会开始老化, 终难避免一死。

但罗伯兹指出,半个世纪以来,医学进步幅度实属少见,但未来50年内的进展幅度会更大。

罗伯兹说,在加拿大人口中,百岁人群数量的增长 快,1981年时只有2100人,到2001年就已增加到了

3800人。

澳总理批评澳移民部拒104岁老妇居留缺判断力

澳大利亚总理霍华德称,联邦移民部拒绝住在墨尔本的一名一百零四岁华人老妇的永久居留申请的

决定显然缺乏判断力。

移民上诉委员会目前正在审理这名百岁老太申请在澳大利亚永久定居的案子。霍华德总理表示,将

以宽容的方式审理这项申请。但是霍华德总理拒绝对另外一名十五岁的泰国青少年的案子发表评论。这名

青少年在澳大利亚生活了七、八年之后,因为不具有居民身份,而于今天下午被从墨尔本遣返回泰国。

这名青少年的亲朋好友今天聚集在墨尔本机场为这名遭驱逐出境的中学生送行。十五岁的纳克当年

随父亲持旅游签证前来澳大利亚,他的双亲稍后离异,他的父亲随后与一名澳大利亚人结婚,可是父子两

人并没有向移民部办理居留手续。如今,他父亲的签证遭到取消,由于纳克尚未成年,依法必需随家长去

留,因而也遭到驱逐出境。

在墨尔本中学就读的这名青少年的同学与老师准备进行筹款使他能返回澳大利亚完成他中学 后一

年的学业。

加拿大专家:女性食指越长 生育机率就会越高

据联合晚报报道,加拿大专家日前指出,女性食指长生育机会高。

该国阿尔博塔省大学的赫德博士量度了300名大学生的所有手指长度,并比较男性的食指长度,发现他们

食指愈短,其行为愈具侵略性;女性却没有这种情况。

专家同时相信,手指的长度与胎儿在母体子宫时暴露于男性荷尔蒙睾丸素的分量有直接关系。

研究对青少年的手指长度进行了分析,发现男性少年时的无名指愈短,成年初期心脏病发的机会便愈高。

此外,男性拥有长无名指及对称的手掌,显示他们的生育能力强。女性的情形却相反,食指较长的人生

育的机会愈高。

上述研究结果刊载在 新一期《生物心理学》。

美出新招反谍报

锦维商务路透3月5日电:美国官员昨天透露,布什政府采纳了一项新反谍报策略,要求对被视为可

能威胁美国安全的外国情报机构,采取先发制人的行动,这其中可能包括中国和伊朗之类的国家。

反谍报官员说,这项布什3月1日批准的首个美国反谍报策略旨在对付那些渴望得到美国军事和核机

密的国家的情报机构,例如中国和伊朗,其范围包括美国本土和海外。

这些官员在记者会上形容新策略是被称为“布什主义”的后九一一外交政策的延伸。布什主义要求

对被认为威胁美国安全的国家和极端组织采取先发制人的行动。

资深美国反谍报官夸特罗基说:“美国已成为其他国家收集情报的头号目标。”

他说:“我们的反谍报计划所要达到的目标与我们反恐怖主义的目标一致,那就是,把斗争打到他人

的后院……”

反谍报官员说,计划旨在保护美国的情报和信息系统免受包括卡伊达组织在内的外国机构和组织的

攻击,通过前不久成立的国家反情报局(Office of the National Counterintelligence Executive),统一整合反谍

报工作。

美国目前的反间谍工作分别由15个政府机构负责。这个新机构的主管克利夫表示,个别机构进行很

多双边合作,但为了应付外国谍报机关的威胁,应采取策略性的行动。

前情报官员形容这一策略的目的是要在多年的疏忽以及臭名昭著的间谍丑闻打击后,重振美国的反

谍报工作。这些丑闻包括中央情报局内部的艾姆斯和联邦调查局的汉森,他们都是双重间谍,同时为前苏

改用先发制人策略

克利夫说:“今天我们处于战争中,因此情报泄露给这个国家带来的损失要更加直接。”

这一策略标志着,美国将改变长期以来坚守的等待外国机构收买的间谍出现、对情报机构和执法部

门有所动作后才进行打击的做法,改为先发制人。

克利夫的高级助手夸特罗基说:“与其等着被人家重击一拳和受到伤害,我们不如以其人之道还治其

人之身,采取反谍报策略,让其他的情报机构受到损害。”

他拒绝给出哪些国家是可能被打击的目标,但是其他官员提出,中国、俄罗斯、伊朗、朝鲜、古巴和利

比亚都是一直试图通过各种手段、包括网络间谍刺探美国秘密的国家。

日本扬言对中国船舶动武 挑衅周边国家

近一段时期以来,日本在安全、领土、海洋权益和经济援助等一系列问题上表现出咄咄逼人的态势。

新《日美安保共同声明》带来的震荡还未平息,3月2日,日本 大的在野党民主党在准备提交国会的《资

源勘测限制法案》中,明确表示要对在东海专属经济区进行海洋资源勘察或从事海洋科学考察的中国船舶

动武,引起了中方的极大关注。对此,有日本专家称,日本近期的一系列举动不仅让周边国家普遍感到不

安,还表明这个曾经在亚太许多地区点燃战火的国家正在进入新一轮膨胀期。

民主党公然要求对中国船只动武

据日本《产经新闻》报道,日本民主党近期将向国会递交一个新法案———《资源勘测限制法案》。

该法案明确规定,日本海上保安厅的巡逻舰艇负责武装保护在中日有争议的东海专属经济区开采天然气等

海洋资源的日本企业,如果发现有中国船只在该地区从事海洋勘探或科学调查,日本巡逻舰艇可以对其实

施强行搜查和扣押,甚至动用武力。据了解,这是日本第一次明确提出对中国船只动武的要求。报道还称,

自民党近日也在准备类似法案,并正在与民主党协调,争取在本届国会会议期间将该法案提交国会审议和

通过。

此前一天,日本开始实施的《船舶油污损害赔偿保障修改法》也对朝鲜作出了强硬姿态。该法律规

定,所有100吨以上的外国船只要想进入日本,必须为石油的溢出、损失和其他损害上保险。目前,严重依

赖往来日本的朝鲜船只大多没有加入这项保险,无法进入日本港口,严重影响了朝鲜同日本的贸易。日本

报纸评论说,这实际上是日本变相发动了一场对朝鲜的经济制裁。

自今年春节以来,日本就连续做出强硬动作,刺激周边国家:单方面宣布对韩国实际控制的独岛拥

有主权,使日韩矛盾升级;首次将中国的台湾问题列入日美的“共同战略目标”,企图和美国联手对付中国;

将在中国领土钓鱼岛上修建的灯塔收为国有,并将其标在新印制的海洋图上……

美国支持催化日本野心膨胀

那么,什么原因让日本在近一段时期内像变了个人似的,频频四处挑衅呢?中国社会科学院研究员冯

昭奎认为,一个 为直接和现实的动因就是近期日本国内的政治因素。

目前小泉政府在国内改革上阻力重重,他搞的结构改革触动了几百万日本人的利益,动摇了自民党

的政治基础。由于这个改革客观上给美国资本提供了很好的机会,被日本国内一些人批评为“经济上的卖

国主义”。更重要的是,自民党的主要政治对手民主党不久前在参议院选举中大胜,已经直接威胁到小泉的

政治生涯。怎么办?小泉的对策是:矛头对外,转移不满,迎合日本右翼的民族主义情绪。小泉在激怒邻

国,尤其是激怒中国上愈演愈烈的主要目的就是逼迫中国做出强烈反应。中国一旦做出强烈回应,日本舆

论就会一片沸腾,民主党内部重视中国和对中国强硬的不同派别就会发生分化甚至分裂。此消彼长,小泉

和自民党就能重新取得明显的政治优势。

其次,从大的环境上看,美国的支持也是催化日本野心膨胀的根本原因。冷战结束后,美国调整世界

战略,需要腾出更多的力量来关注盛产石油的中东地区。但阿富汗战争、伊拉克战争等已经使美国没有更

多的精力和能力来顾及远东和亚洲地区,这时候,美国就需要日本在亚洲分担更多的责任。另一方面,战

后60年间,不管日本心里怎么想,行动上却一直紧跟美国,在政治和军事上坚决支持它,经济方面也十分

慷慨,为美国承担了大量的战争费用。美国的每次军事行动,日本总要大掏腰包,所以虽然美国不能说已

不对日本设有戒心,但现实的需求使其放手让日本自己发展军事力量,做“正常”国家。第三,朝鲜半岛

核危机和台海危机经日本媒体报道后,在日本民众中造成了很多“恐惧感”,为日本试图在东亚的安全领域

发挥更大作用制造了舆论环境。

日本寻求第三次崛起

对于日本近期的表现,中国社会科学院的金熙德教授认为,回顾一下过去,不难看出,日本的种种

动作与其历史有着不可分割的联系。金熙德说,早在中国唐朝时期,当时的日本就曾兵犯朝鲜半岛,结果

在白春江战役中大败而归。明朝时,丰臣秀吉又大举侵犯朝鲜半岛,再次遭到中国和朝鲜的联手抵抗,

终战败。这些仗几乎都是在外国土地上打的,都是由日本的扩张引发的,但日本常常宣称是为了自己的利

益线、生命线而战。

金熙德说,实际上,目前日本国内有一种说法认为,日本现在的自我膨胀是在寻求第三次崛起。

第一次崛起从明治维新到二战结束前,是军事崛起。其军事扩张的思路就是所谓的大陆政策:北上线路

是先占朝鲜、满(指中国东北)蒙,进而攻占中国大陆;南下线路是先占台湾,再从东南沿海进攻大陆,

接着侵占东南亚。但是日本战败了,野蛮的武力扩张被宣告此路不通。

第二次崛起从二战后开始,是经济崛起。二战后,日本的经济基本上处于崩溃状态,全国上下都把

主要精力放在了经济恢复和经济建设上,致使日本没有精力,也没有能力与周边邻国作对。一心只想赚钱

的日本人还被世界称之为“经济动物”。此外,战后日本的和平主义思潮空前高涨,再加上美国对其实行的

适度遏止政策也使日本几十年来处于一个安稳期。尽管上世纪80年代中期,中曾根内阁曾提出要做“政治

大国”等口号,但终未能形成大的气候。

第三次崛起就是现在,是带有军事膨胀的政治崛起。金熙德认为,上世纪90年代,日本经济的高速发展

期结束后,危机感很强的日本人就觉得,日本和平发展的道路似乎已经走到尽头,必须寻找新的发展动力。

寻找的结果便是所谓的谋求成为政治大国、政治强国,从而通过提高国际影响力而争得更大的市场、更多

的资源。在这个过程中,日本出现了向军事强国演变的趋势,因为在一些日本政客看来,政治影响是要靠

军事实力作支撑的。正是在这种情况下,日本频繁试探着突破和平宪法的限制。2003年,日本趁美国武力

进攻伊拉克,将自卫队派往依然处于战争状态的伊拉克,迈出了日本军事力量全面走向世界的第一步。从

人类平均寿命将延至150岁 十大秘方抗衰老

夫妻生活

良好的人际关系能为成功插上翅膀,因此必须锻炼交往能力,时刻建立良好人际关系。毕竟,无论走到哪

里,“人熟好办事”的潜规则都是适用的,在竞争激烈、推崇成功的美国更是如此。

世界城市质量报告新出炉 加拿大温哥华多伦多喜获双赢

近日,英国美世人力资源顾问公司(Mercer Human Resource Consulting)一年一度的城市质量调查报告

出台。

温哥华凭借其良好的自然环境和宜人的气候,在参与此调查评比的215个城市中脱颖而出,一举成为世界

上 适宜居住的都市之一。

据悉,在今年的排名中,温哥华和去年一样,仍然稳居第三;前面的两个名次分别被瑞士的苏黎世和日

谁在误导我们羡慕美国

美国新闻界强烈的一致意识:美国是世界上 好的,凡是美国做的事都是对的,和美国不一样的想

法就是错的,不照美国规矩行事的国家都是邪恶的。这一点从美国各大媒体的报道中不难看出来。

在国内的时候,时常到各大网站的论坛逛逛,发现不少人有很深的“美国情结”。但我到了美国工作

之后,再去浏览国内论坛对美国的种种说法,发现其中更有许多自以为是的误导。

误导之一:美国的繁荣

美国是当今世界唯一的超级大国,它的繁荣当然是不言而喻的。但经过一些人的加工想象,美国已

经成了每个角落都闪着金光的风水宝地。

实际上,美国虽然拥有数量庞大的中产阶级,整体生活水平较高,但贫困问题一直是一大困扰。在

美国的各大城市,都有规模不小的穷人区。首都华盛顿的闹市区,街道两旁“三步一岗、五步一哨”的,

是那些拿着纸杯子要钱的穷人。

美国人的概念是,你穷是因为你懒,没有必要同情。政府给他们发食品券,提供低价住房。但是并

不等于他们不被忽视。穷人区的房子年久失修,学校是 差的,秩序混乱,抢劫、枪杀,层出不穷,新闻

媒体不报道,警察也懒得管。在那种地方住着,永远是在社会 底层。要是不愿意认命,只有两条路可走,

一条是当兵,如现任国务卿鲍威尔,即是 成功范例。二是当体育或演艺明星,比如乔丹。但这种空前绝

后的成功故事在世界任何地方都可能上演,绝不仅限于美国。而且穷人区几乎清一色是有色人种,不能不

说有种族歧视的成分吧?

误导之二:对美国生活方式的无原则崇拜

这里面还包含着一层误解,就是什么是美国的生活方式。在一些人眼里,似乎无拘无束就是美国生

活方式的体现。自己做了什么事,受到社会舆论压力,往往会来一句“这要在美国,算什么呀!”

其实,只要在美国住的时间稍长,就可以明显地感到,美国社会的阶层分得很清楚,主流社会概念

清晰。主流社会控制着美国的政治、经济、社会生活,影响力强大,他们的孩子也基本上生下来就被决定

了今后的生活道路。美国的生活方式,绝对不是片面的吃汉堡,喝可乐,听摇滚,快车,随随便便地结婚

离婚。看看布什的母亲芭芭拉和夫人劳拉,再看看尼可·基德曼,怎么可能下结论后者就代表美国的生活

方式呢?

误导之三:美国的自由,特别是新闻自由

这一点在国内,是误解 深,也是争论 大的。“没有消息就是好消息”,“狗咬人不是新闻,人咬狗

才算新闻”之类。但是这一切,都是在一个大原则下进行的。那就是美国新闻界强烈的一致意识:美国是

世界上 好的,凡是美国做的事都是对的,和美国不一样的想法就是错的,不照美国规矩行事的国家都是

邪恶的。这一点从美国各大媒体的报道中不难看出来。

平时的报道看起来五花八门,包括尼克松的“水门事件”,克林顿的“拉链门事件”,都敢往外揭。

但是如果事关国家利益,主流媒体就会众口一词,一致对外。科索沃战争时期,有过任何一点质疑么?美

国主流媒体负责人自己都说,每天早晨一上班,头等大事就是看《纽约时报》的社论。不为别的,就是要

为自己的报纸“定方向”。美国媒体平时各说各的话,背后其实有两只看不见的手在操纵,一个是党派利益,

一个是经济利益。尼克松和克林顿,就是当了党派之争的“炮灰”。

误导之四:美国的政治

美国的政坛就像一个大舞台,各色人等“你方唱罢我登场”,热闹非凡。于是我们一些同胞就看戏入

了迷,以为美国政治真的那么透明,那么干净。再一提到国内的贪污腐败,就更痛心疾首了:“看看人家!”

这让我想起《围城》里的一句话,大意是说,贪官不肯放下身段去偷钱袋,是因为钱袋里的钱太少,根本

不值一偷。同样,美国大致是不会出贪污腐败案的,因为美国的政界人士几乎根本不用腐败。

首先,你要是没钱,根本就从不了政。要想当官,不论哪一级吧,总要竞选,竞选就要有经费,就

要拉赞助。赞助拉得多,以后高升的希望就大。做到州长的,哪个背后都得有几个响当当的大财团。总统

竞选就更不用说了。

其次,所有从政的人,从政坛退下之后,都自己“下海”或是做顾问,根据在任时的级别,收入各

有不同,但都极为可观。这些人靠的,全是当初政坛上的老关系。美国还有一些团体专靠吃政治饭发财的。

他们举行各种集资晚宴,每个桌上请来各路政坛人士,再留一些空位给各大公司。每个空位都有明码标价,

要想参加的公司就要掏钱。集来的钱,用于竞选,搞大型活动等等,提高政界人士声望。所以一个愿打一

个愿挨,完全用不着背后塞钱送礼,而是把腐败公开化,合理合法化了。

被误导的深层原因

其实某些误导,只要用自己的头脑冷静思考,是不难化解的。但是我们有不少人,偏偏愿意相信道

听途说而来的东西,而不愿认真地做一点研究。这其中,是有一些深层次原因的。

窃以为 根本的原因,是近百年来根植于部分中国人内心深处的自卑心理。自从鸦片战争打破中国

人的唯我独尊之后,对“洋”的东西既崇拜又恐惧的心理在长时间主导着部分中国人的意识。所以,改革

开放初期,国门一开,难免让我们认为“月亮都是外国的圆”了。改革开放不过20多年,我们取得的成就

应该说有目共睹。但用20多年的时间完全改变国人的心态,是不可能的一件事情。何况,我们仍然是发展

中国家,与西方,特别是美国相比,还有很大差距。这种差距可能激发的,一种是迎头赶上,奋发图强的

斗志,但是更多的,恐怕是慨叹己不如人的自卑了。有人往往会用人家的优点来比自己的缺点,越比越比

出了自己的不行。一旦听人说美国的缺点,就斥为谎言,甚至一副“老虎屁股摸不得”的架式,比别人说

了中国的坏话还要生气。

第二点原因,在于我们的部分宣传媒介多年来有一些误导。自改革开放以来,我们的部分媒体出于

一种希望,对西方,特别是对美国,先进的一面说得多,希望我们学习的一面说得多,给人的感觉好象整

个美国都笼罩在玫瑰色当中。

近几年,中国报刊大发展,又介绍了不少有关美国的另类生活方式,又使人觉得似乎美国人个个“酷

毙”,搞得我们国内的主流社会倒像另类。另一部分的误导,来自于翻译小说。读得多了,我们会以为洋人

个个温文尔雅,偶尔气急了说句“该死”,还要自责骂了粗话。想起当初在大学课堂上,老师突然来了兴致

大讲英文中的粗话,我们立刻目瞪口呆。原来所有的粗话都可以在汉语中一一对应,有的甚至更加难听。

前一阵读黑马的一篇文章,说到他正试图用北方乡村方言翻译英国诺丁汉的人说话,不禁拍手叫好。

第三点原因,还在于海外华人对国内的误导。海外华人在异国他乡创业艰难,大部分留学生过得也

相当艰苦。有人终于熬出头来,回家的时候,以一比八的汇率将美元换成人民币,隐去在餐馆打黑工的日

子不提,单捡当今的好日子说。在一些经济欠发达的地区,这点 为有效。

还有人即使说现在的日子,也添油加醋。比如说自己买了一座大HOUSE(房子)。只要跟华人多打打

交道,就知道很多人的大HOUSE分期付款还差很多没有还完,上面租出去给人住,自己全家挤在地下室里。

混得不好的,往远了说,一去几十年没有消息;往近了说,如今的留学生,很多连封信都不给家里写,

还编出众多理由,包括出国多年,已经忘了怎样写中文之类的离奇说法。说得不客气一点,在美国的华人,

要不扎在各地的唐人街和中国城,要不扎在各大学的实验室里打工,挤入主流社会的寥寥无几,他们说的

美国,有多少可信度?

一位移民母亲送儿子去哈佛的所见所闻

前一段,送儿子去波士顿哈佛大学医学院念书,顺便参观了举世闻名的哈佛大学。

走进哈佛校园,在古老的红砖建筑群中,有一尊哈佛坐姿铜像,

吸引很多来自世界各地的游客。据介绍,这个铜像铸于1884年,铜像基座上刻的字 约翰·哈佛,创

立者,1638 ,没有一个是正确的。首先这铜像雕的不是真的约翰·哈佛先生。第二,哈佛本人并不是学校

的创立者,而是主要捐赠者。第三,哈佛大学奠基是在1636,而不是1638年。

回来后查阅文献才知哈佛大学 初的校名是“剑桥学院”。据载有个毕业于英国剑桥大学伊曼纽尔学

院的年轻牧师约翰·哈佛,登陆美洲后不久就开始操心精神传播问题,到处游说 “我们接受了欧洲的文化,

但这里谋生太艰难,以至我们的子孙后代很有可能在开辟中遗忘了欧洲文化,一切又要从零开始。为了避

免这一荒唐,我们从现在起,就应节衣缩食,办一所大学,让我们的后代从欧洲教育的终点开始”。1636

年10月,由马萨诸塞海湾殖民地议会通过决议,拨款400英镑租校舍,筹建一所像英国剑桥大学那样的高等

学府,约翰·哈佛是70名学院筹委会成员之一。1638年在马萨诸塞的“剑桥学院”正式招生,第一届学生

共9名。1638年9月哈佛先生因肺病去世,临死前,将自己的全部图书(约400本)和一半财产 约780英镑 捐

定他就像哈佛,以那个学生为模特,换上十七世纪清教徒的服饰,于1884年完成铜像的浇铸。

但是“假”哈佛并不妨碍“真”哈佛应得到的敬意。一百多年过去了,那个“假”哈佛正襟危坐,

一本正经地领受世界各地游客仰视的目光。现在人们纪念他,不仅仅为他资助教育的捐赠行为,而在于他

踏上新开垦的处女地后,就认识到教育乃兴邦建国之本的远见卓识。

1780年哈佛学院升格为哈佛大学,此名沿用至今。历经三百多年的发展,哈佛大学现在规模庞大,

共设10个研究生院,2个招收大学本科生的学院。牙科医学、医学、公共卫生等3个研究生院设立在波士顿,

其余各学院均集中于剑桥。在校学生有一万九千多人,教授约有两千名。哈佛大学的学生来自美国各地以

及全世界100多个国家。毕业的校友中有7人先后当选为美国总统,有40名诺贝尔奖获得者和34名普利策奖

获得者,还有很多人成为杰出的文学家和科学家,对美国的政治、经济、科学、文化都起到重要的作用。

顺便说一句,尽管这样多的名人从哈佛大学毕业,但校园内只有这一尊“哈佛”铜像。

哈佛的校训是“AmicusPlato,AmicusAristotle,SedMagisAmicusVeritas”。它是拉丁文,中文的意思

是 “与柏拉图为友,与亚里士多德为友,更要与真理为友”。这是哈佛学生学习和为人的准则。其意义在

于让学生破除迷信去探求真理。众所周知,柏拉图作为一位古希腊的哲学家,对欧洲的哲学乃至整个文化

的发展,有深远的影响。亚里士多德是柏拉图的学生,在柏拉图死后,他不是简单地继承柏拉图的理论,

而是在总结和批判前人哲学思想的基础上,创立了与老师截然不同的哲学体系,亚里士多德有句名言:“吾

爱吾师,吾更爱真理”。哈佛的校训发挥这一理念,鼓励学生一切向权威提出质疑的思想和行为。正因这一

观念深入哈佛师生的脑海,所以做出许多影响重大的科学贡献。

能考上哈佛的高中生当然都是非常优秀的,但进了哈佛的大门,就不一定是 优秀的了,因为哈

佛集中了来自世界各地的优秀人才。另外大约只有10%到15%的哈佛本科生可以直接考入哈佛的研究生院,

这又是大多数的哈佛学生的奋斗目标,所以竞争相当激烈。初次走进哈佛的学生大都经历过一个心理调整

的阶段,要适应新的教学方式和承受更多的心理压力。走进哈佛校门的每个学生各有特长,你是小提琴的

一把手,他是某个考区的数学尖子。一个来自休斯顿的学生告诉我,进了哈佛才知天外有天。他原来是当

地高中的第一名,可到了哈佛就显不出来了,在选的几门功课中,门门都有曾参加过美国科学奥林匹克竞

赛的尖子。和这些同学竞争,很难进入前10%,所以心理有些承受不了。

我认识一个在哈佛读本科的韩国女孩,她在韩国念完小学才来的美国。入哈佛后第一年,选了一

门韩国文学课,由来自韩国的著名教授上课。课上所讲的韩国古典文学,使她感到很吃力,很不容易得到

“A”,她说真不知道其他非韩国来的同学是如何完成这门功课的。

如同每块奥运金牌的背后凝结大量训练的汗水一样,每个哈佛学生都要面对巨大的学业压力。还

是那个韩国女孩告诉我,在第一年,她选了五门课,每门课的教授都留下大量的作业和阅读材料。完成一

门没问题,两门还可以,三门就很紧张。要想出色地完成所有的作业,就只有缩短晚上睡觉时间和牺牲周

末休息。临近大考,很多学生每天只睡两三个小时。

我看哈佛医学院的学生个个身体都显得很健康,显得很“阳光”,且很有自信。几乎没见医学院的

学生穿很前卫的奇装异服或留有怪异的发型。一个学生告诉我,哈佛在学术上提倡百家争鸣,但校风还是

相对保守,生活上相对简朴,原因之一是学业上的巨大压力,看书都感到时间不够用,几乎都没时间化妆,

更没有时间去做一些前卫的打扮。

离别校园前,在哈佛的校门上看到这样一句话:“为增长智慧走进来,为更好地服务祖国和同胞走

出去”。这是哈佛的教育目标,也正是我们对孩子的殷切期望。
