    PART I : BIG ECONOMIESText 1: U.S. Economy: Service Companies Expanded Faster in

    JulyService industries expanded in July at a faster pace than forecast, reflecting an

    increase in employment that eases the risk U.S. economic growth will slacken in thesecond half of the year.

    The Institute for Supply Managements index of non- manufacturing businesses,which covers about 90 percent of the economy, rose to 54.3 from 53.8 in June.Readings above 50 signal expansion and the median estimate of economists surveyed

    by Bloomberg News called for a drop to 53. Another report showed companies addedmore jobs than projected last month.

    Record-low mortgage ratesmay prevent housing from slumping much more, whileJulys rebound in stock prices, the first gain in three months and the biggest in a year,will probably help underpin consumer confidence. Coming on the heels of ISMsmanufacturing data this week that showed the factory rebound cooled, the report

    diminishes the risk the recovery will fade.This should alleviate concern that we suddenly hit a wall and things are getting

    worse, said David Resler, chief economist at Nomura Securities International Inc. in New York, who projected the index would rise. We are not developing themomentum needed to get the unemployment rate down any faster, but its a sign weare not in danger of a free fall.

    Payrolls excluding government agencies climbed by 42,000 workers last monthafter a 19,000 June increase, according to figures from ADP Employer Services.Economists surveyed by Bloomberg had forecast a gain of 30,000, according to themedian estimate.

    Shares GainStocks rose on the brighter economic outlook. The Standard & Poors 500 Index

    rose 0.6 percent to 1,127.24 at the 4 p.m. close in New York. Treasury securities fell,pushing the yield on the benchmark 10-year note up to 2.95 percent from 2.91 percentlate yesterday.

    The median forecast for the ISM services index was based on 77 projections.Estimates ranged from 51.5 to 54.7. The index averaged 53.7 in data going back to1997.

    The ISM non-manufacturing employment gauge climbed to 50.9, the highest levelsince the recession began in December 2007, from 49.7 in June. The measure of neworders rose to 56.7 from 54.4.

    The key thing in looking at this report has always been the employment index,Anthony Nieves, chairman of the ISM services survey, said in a conference call fromBeverly Hills, California, with reporters.

    A Good SignUntil we see this as a sustainable index above 50 for at least a full quarter, we

    wont know exactly where were heading, Nieves said. The gain in the overall indexis a good sign, especially with employment breaking above the 50 base line.

    The Labor Department in two days may report private payrolls grew by 90,000 lastmonth while total employment fell by 63,000 due to the winding down of thedecennial census, according to the median estimate of economists surveyed byBloomberg. Unemployment probably rose to 9.6 percent from 9.5 percent, they

    forecast.

    Text 3: China allows release of IMF report

    China had previously blocked the annual report's release because it objected to the

    IMF's view that its currency, the yuan, needed to be a lot stronger.

    The report contained some criticism, saying "several directors agreed that theexchange rate is undervalued", but added that others disagreed.

    However, it has been suggested that the report has been toned down.The Reuters news agency said that the final report omitted a staff estimate,

    contained in a draft version, that the yuan was between 5% and 27% undervalued.Many commentators believe that China manipulates its exchange rate to give it a

    competitive advantage, keeping its value low in order to boost its exports.The European Union and the US have both called for China to allow its currency to

    strengthen, and last month Beijing took its first step toward making the yuan moreflexible, when its central bank raised the centre point of the currency's official trading

    band."I would hope to believe the fact that the Chinese decided to release the staff report

    reflects a view on their part that the report was balanced, was fairly reflective of theirviews as well as the staff's views and the overall picture... was even-handed," said theIMF China mission chief Nigel Chalk.

    China has not been the only country to refrain from publishing the IMF's staffreport. According to a review of the IMF's transparency policy in 2009, about 88% ofreports are published.

    Text 5: UK house prices rose 0.6% in July,UK house prices have continued to stabilise, according to the latest report from the

    Halifax.Prices rose 0.6% in July, the Halifax said, reversing a fall seen in June, but values

    have changed little since the start of the year.The annual house price inflation rate fell from 6.3% to 4.9%, with the averageproperty now costing 167,425.

    Halifax said that the mixed pattern of prices rises and falls so far this year was"consistent with a slowing market".

    It reiterated its view that prices would be "broadly unchanged" over 2010 as awhole.

    "The increase in the number of properties for sale over the past few months,boosted by the recent abolition of home information packs, has relieved much of thepressure that was driving up prices in 2009," said Martin Ellis of the Halifax.

    After the banking crisis of 2007 and 2008 prices started rising briskly again in the

    spring of last year, but have been easing off for much of this year.According to the Halifax, the average house price hit a recent peak in January at

    just over 169,000 but after falling back slightly since then they are now no higherthan they were last November.

    The Halifax's survey is showing a very similar trend to that of its rival lender theNationwide.

    Although the building society was less certain about the prospects for house pricesthis year, when it published its own report last week, its picture for the year so far isvery similar to that of the Halifax.

    "The Halifax figures confirm that what we are seeing is a stabilisation in theproperty market rather than, as some have suggested, the beginnings of a sharpcorrection," said David Smith of property consultancy Carter Jonas.

    Text 7: German business confidence in biggest jump for 20

    years

    German business confidence jumped in July by the largest amount for 20 years, asurvey has indicated.

    The Ifo Business Climate Index climbed to 106.2 in July, up from 101.8 in June, amuch bigger rise than analysts had expected.

    The survey also showed improved expectations for the coming six months."This increase is the largest since German reunification. The German economy is

    in a party mood," said Hans-Werner Sinn, the Ifo's president.The institute said the business climate in the manufacturing sector had "brightened

    strongly".Promising signsAnalysts were surprised at the size of the jump in confidence."These are fantastic numbers. It's incredible what's going on," said Andreas

    Scheuerle at Deka Bank."These great numbers underscore the fact that the German economy is really

    running strong, especially compared to the rest of Europe."Ralph Solvern at Commerzbank said: "These numbers are just insane. The

    economy is really growing strongly. We'll see a strong growth rate in the third quarteras well - the Ifo Business Climate Index is often spot on."

    The survey was the third set of encouraging economic data in Europe in the past

    two days.Also on Friday, official figures showed the UK economy grew by 1.1% between

    April and June, almost double the 0.6% rate that many economists had forecast.On Thursday, another closely-watched survey - the European purchasing managers

    index - also rose by more than expected, boosting confidence in the economicrecovery.

    Investors are now awaiting the results of the European bank stress tests publishedlater, designed to assess how well banks are positioned to cope with future financialcrises.

    The following is a simple breakdown of some of the different types of businessstructures most commonly formed in the United States.

    CorporationsTo incorporate a business you must file Articles of Incorporation with your

    Secretary of State. All nonprofit corporations require a board of directors, officers anddirectors. Most corporations can also have shareholders and voting members (whousually pay dues).

    Corporations are governed by a set of Bylaws, which are usually filed along withArticles of Incorporation. Corporations become a legal entity that "owns" itself.Corporations can have their own bank accounts, assets, and even secure financing.

    Advantages: Personal liability is usually limited to the amount an individualinvestor has invested in the corporation. Certain representatives of the corporation cansign for loans on behalf of the corporation, rather than having to personally co-signfor loans.

    Disadvantages: Corporations are subject to regulations that do not apply toother types of business structures. Incorporating can be expensive, and foundingdocuments require specific legal language. Since no one person owns a corporation,founders can lose control if a board of directors or membership votes to change theway business is done.

    Limited Liability Corporation (LLC)To establish an LLC you must also incorporate. It is one of the simpler ways to

    start a business, and is becoming one of the most popular ways to structure a business. Advantages: The owners of an LLC are generally not personally liable for the

    LLCs debts. LLCs have the choice of paying taxes as a partnership, corporation, orsole proprietorship. For individuals who do not meet the criteria for an IRS Scorporation, this may reduce taxes.

    Disadvantages: Incorporating a business can be expensive and requires filingArticles of Incorporation with your Secretary of State. You may need an attorney tohelp you write your founding documents.

    The Limited Liability Partnership (LLP)An LLP is similar to a general partnership; however, in an LLP, each partner is not

    liable for the actions of other partners. If one partner dies, the LLP automatically

    ceases. Advantages: LLPs do not need to have a board of directors or hold meetings.

    The LLP is not liable for taxes because income passes through to the partners, whoare individually responsible for taxes. Partners are not liable for the actions of other

    partners. Disadvantages: Many states do not recognize LLPs and those that do often

    limit LLPs to professionals (i.e., lawyers, accountants, architects, etc).Sole ProprietorshipsThe sole proprietorship is the easiest way to form a business. It is subject to the

    fewest regulations of all business structures. For tax and legal purposes, the businessis the owner. When the owner dies the business automatically ceases.

    Advantages: Sole proprietors own the business and everything the businessowns. They maintain control over the business, and there are no legal regulations that

    Text 2: Leather, footwear exports riseHCM CITY Leather and footwear exports rose 13.8 per cent in the first

    seven months to US$2.75 billion, according to the Viet Nam Leather and Footwear

    Association.

    Nguyen Van Khanh, its general secretary, said the country remained the world's

    fourth largest footwear producer and exporter.

    Viet Nam turns out 800 million pairs of shoes of various kinds, 120 million bags,

    and 150 million square feet of tanned leather products a year and exports them mainly

    to the US, EU and Japan.

    Exports to the US rose sharply in the first seven months to $700 million,

    accounting for 25 per cent of the country's total exports.

    The growth in exports to the US was a positive sign since the EU, Viet Nam's key

    market, no longer offered preferential tariffs for Vietnamese shoe products under the

    GSP (Generalised System of Preferences), he said.

    The EU was also set to extend anti-dumping duties on Vietnamese leather-capped

    shoes until 2011.

    Tran Ngoc Quan, head of the EU Division at the Ministry of Industry and Trade's

    Europe Market Department, said the obstacles to exporting leather and footwear to the

    EU could still remain this year.

    To boost exports in remaining months this year, Vietnamese exporters should

    focus on high-value contracts, the association said.

    If the sector continued to maintain the current export growth rate, however, the

    year's target of $4.6 billion could be achieved, it said.

    However, a shortage of labour had become the biggest problem for footwear

    companies and was affecting exports.

    Large companies should consider building dormitories for workers to retain them,the association added. VNS

    A special Sales Promotion Month will kick off in HCMC on September 1,featuring a consumer goods fair and mobile sales teams in 87 different sites plusspecial discounts at scores of shopping venues, the organizers said on Monday.

    Tran Vinh Nhung, deputy director of the Department of Industry and Trade, told apress conference held on Tuesday at the Saigon Times Group that the 6th SalesPromotion Month would be joined by hundreds of traders and would reach out toconsumers far and wide. Nhungs department is collaborating with the Department ofCulture, Sports and Tourism to launch the month-long shopping spree.

    Nhung said this Sales Promotion Month will include many activities.Firstly, the Sales Promotion Fair with almost 400 display booths selling clothes,

    food, cosmetics, and tourist services will be a gathering place for both traders andconsumers, while mobile sales teams will be dispatched to outlying districts such asBinh Chanh, Hoc Mon, Cu Chi, Nha Be, and Can Gio. These teams will also targetworkers from industrial parks and export processing zones in the city.

    A new activity in the month is a road show for enterprises that have been awardedwith green prizes for use of eco-friendly materials, or have done well in wastetreatment. Accordingly, between September 11 and 26, products of four greenenterprises comprising Vinamilk, Colgate, Unilever and Kido will be exhibited in

    private areas in 46 stores of Saigon Co.op across the country.So far some 270 enterprises with over 1,000 sites have agreed to join the program

    selling goods with prices marked down by between 4% and 49%. The discount is at

    17% on average for garment and textile products, 15% for food and beverage, and13% for cosmetics.

    "Enterprises will continue to register with the department from now to the end ofAugust," a department official said.

    Vietnam earned 5.87 billion USD from garment exports in the first seven months

    of this year, a year-on-year rise of 17.4 percent.The country has also seen a positive growth in most of its export markets as

    compared to the same period last year, reported the Vietnam Garments and ApparelAssociation (Vitas).

    The Republic of Korea (RoK) topped the list of markets with an 80 percent growthrate thanks to a reduction in tariff in line with the ASEAN-RoK Free TradeAgreement. It was followed by ASEAN, with a growth rate of 30 percent; the US, 23

    percent and Japan, 15 percent.In addition, domestic companies have begun to ship raw materials overseas,

    especially fibres, instead of only finished products as previously.

    The Chairman of Vitas, Le Quoc An, said that many businesses have receivedorders for the third quarter and some even for the whole year plus prices have risen by10-15 percent year-on-year.

    The industry is likely to reach its yearly target of 10.5 billion USD in exportturnover, including 1.8-1.9 billion USD from fibres, he said.

    To ensure sustainable development, businesses have made every effort to boostdomestic sales, with an average annual growth rate up to between 15-18 percent.

    General Director of the Vietnam Garments and Textiles Group Vu Duc Giang saidthat the industry earned 6 trillion VND from the domestic market in the first half ofthe year, a year-on-year increase of 28 percent.

    The sector now has more than 1,500 shops and distributors across the country.

    Many companies, including May 10, Nha Be, Viet Tien and Thang Long, haveopened shops to sell tailor-made products and linked up with others to set up chains ofstores.
