Waste Report Using eDRUMS

Before you Begin eBiz Roles:

Read-Only view, cannot change or submit, No PIN

Preparer add/update & delete data, cannot

GM consists of:

transported off-site for treatment, storage or

disposal

Waste Received from Off-

Site Form (WR)

Only required for receiving facilities

This means the facility received

RCRA hazardous waste from off-site

and managed the waste on-site

during the reporting year

Process System

Information Form (PS)

Commercial receiving facilities ONLY

Lists the influent quantity for each

hazardous waste treatment, disposal, or

recycling process system that operated

during the reporting year

Prep

Before you begin have the following organized and ready:

Copies of records of quantities of hazardous waste

generated or accumulated

Hazardous Waste Manifest(s)

Results of laboratory analyses of your wastes

Contracts or agreements with off-site facilities that manage

your waste

Copies of permits for on-site waste management systems

Creating the Report from Scratch

Main Screen Dashboard

Main Screen Choices (Validate, Save, Submit, View PDF, Close)

Create New Report

Screen

Select the eDRUMS Service:

Login to eBIZ

Click “Hazardous Waste Report (eDRUMS)“

If user has only one Facility Create New

Screen

If user has multiple Facilities Select and

Manage Facilities screen with hyperlinked pick

list

Log In:

Click on Hazardous Waste Report (eDRUMS)

Click on the Facility you want to Create a Report for

Tips

There can be only one in-progress report at a time

If the Facility name on the Create New Report

screen is outdated, once the new report is

submitted it will get updated based on the Site ID Form

Create New Report

Click “Create New Report”

Report Summary section on top of each form

screen as well as hyperlinks to HW Report email

and web page with instructions

Red asterisk = required field

Site Identification Form Multiple screens that together comprise a single

Site ID Form

Complete all screens initially

Make changes later by clicking on the hyperlinks

in the Site ID Summary section

Facility & Contact Basic info about the facility and contact

Update as needed

location address shouldn’t change unless the US

Postal Service has changed the physical location’s

address

NAICS Codes: hyperlink to Census Bureau’s Web

site to obtain information about the codes

Report Generator Status distinctions

One box is for the Current generator status

One box for the generator status of the Report

Year

This is how Ohio EPA can discern which sites were temporary or one-time LQGs

Two Places for Generator Status First Box is for the sites current generator status, if the site is no

longer a generator leave blank

Second Box is for the sites generator status for the purpose of filing

the Hazardous Waste Report

Universal Waste & Used Oil

These are Uncommon activities if you do not do any of these

activities click: Save/Continue

Large Quantity Handler of Universal Waste (LQHUW) is indicated by

checking one of the universal waste (UW) type boxes

The LQHUW box will then populate

LQHUW = 5000 kg or more accumulated on-site

Owner/Operator One of each required

Can enter multiples of each

Use copy feature, after you add at least one entry

COPY

Waste Code(s) Select code from one at a time from list, click Add Code

Edit Multiple Codes – select and add many at same time

Delete individual codes by clicking on blue hyperlink labeled

“delete”

Atypical situations or changes should be noted

General comments that apply to the report as a whole should be

listed here

Click on the blue hyperlinked text to add, edit, or

delete forms

Validate Button

Run to check for errors after data has been entered

Two types of messages, “warning” and “error”

Warning: read the message and act if necessary

Error: must be fixed or cannot submit

Validations run automatically when submit is clicked

Re-run validation after the report is updated

Save Button

Click “Save” on the Main Screen periodically

There are also Save buttons on individual form screens

Form-specific validations occur during data entry

when Save is clicked

View PDF Button

At any time, a Preparer or Submitter can create a

PDF of a report to view the contents

This PDF is the same format as the one the

Submitter receives via email after the report is

certified

Close Button

Clicking this takes you back to the Create New

Report screen

Generation &

Management (GM) Form

Getting Started:

Report waste

generated and how it was managed

Click “add new GM”

Enter data

GM Consists of: Waste description

Quantity generated

Management methods (on-

site and/or off-site)

Add New GM

New Waste Minimization

Code

If facility began new waste min effort during the

reporting year, select appropriate code

Comment on the GM Form explaining the activity

is required if the code is N (implemented but not

successful) or Y (implemented and was

successful)

If no new activity, select code X

Quantity Information

Previous year quantity is optional

If Unit of Measure is in volume, density is

required; otherwise density is optional

Reporting Management

On-site Management and Off-Site Shipment sections will

open a data entry area when the radio button for Yes is

clicked.

On-site Management

Can enter up to two parallel on-site systems

Reportable if the activity requires a permit OR if the waste is

accumulated prior to being managed in an exempt unit

Off-site Management

(Shipment)

Click “add off-site facility” to start entry

Pop-up screen with data entry fields

Pick receivers from a list sorted by EPA ID

If you don’t see the receiver in the list, verify the ID

number on the manifest(s) before clicking the HW

Report email link to request it be added

Management Method

Codes for Receivers

List the Code representing the management

method used by the initial receiver on the manifest

The Code is checked in the Validation report

Warning issued if doesn’t match Ohio EPA’s

reference information

Complete list can be found on the HW Report

web page in the National List of Treatment

Storage, Disposal or Recycling Facilities

Adding/Updating

Receivers

Can enter multiple receivers

Edit and delete rows by clicking on hyperlink

Added to OI Form automatically when GM Form is saved

You can only add receivers by adding them to the GM Form,

you cannot add receivers individually on the OI Form

End of Year

Storage/Disposal

GM Section 4 (most generators will skip this

section)

>90 day storage requiring a permit

Not for routine accumulation

Default “No”

“Yes” pop-up data entry area

If Storage is Yes then one or both boxes 1.a and

1.b must be checked

GM Form Complete

Click on “Add GM form” to save and go back to

the Main Screen Dashboard

If there are problems with the Form a message will

appear in a red box at the top of the screen

Fix and then Save again

Off-site Transporters and

Receivers (OI) Form

Enter GM forms first, to populate the receivers

automatically

In the OI Form section of the Main Screen, click on

“add/edit transporters”

Transporter vs. Receiver

Check the Transporter box if receiving facility and

transporter have same EPA ID

Note that some companies use different EPA ID’s

for their transporters and receivers

Error message will display if information does not

match Ohio EPA’s reference information

Selecting Transporters

from list Add Transporters from pick list

Transporter name and address automatically populated

If transporter is not listed, verify the ID number on the manifest(s)

before clicking on the HW Report email link to request it be

added

Removing OI Entries

Receiver removal must be done by GM Form deletions, not OI

Transporters can be deleted via hyperlinks:

OI Form section in the Main Screen

From within the OI Form screen

Minimum of one Transporter required if waste was shipped

Waste Received from Off-Site

(WR) Form

Click on add new WR form in the Main Screen

Enter customer identification first in a pop-up screen

Click add waste received enter wastes, one at a

time

Click edit or delete to update or delete a waste

WR Continued Click Save to return to the Main Screen and enter another

generator

To search for a specific generator enter criteria to the box near

the top of the column

To delete a customer and all wastes, click delete from the Main Screen

Click edit to update customer identification or their wastes

Process System Information (PS)

Form (Submitted by facilities that file WR Forms)

One PS Form per management method (but not

for H141-storage/transfer)

Click add new PS form from Main Screen

Enter data and click add new PS form

Click edit or delete to update or delete a PS form

Click Save PS Form to save the form(s) and return to the Main Screen

To Exit & Return

Click Close

Taken back to Create New Screen

Cancel to return to eBiz Main Screen

Click on Edit in-process report to pick up where you

left off

You can also delete the in-process report and start

over

Submission Process

Submitter opens the report and clicks the Submit button at the

bottom

A Validation Report automatically runs to check for fatal errors

that prevent submittal

Submitter enters PIN and answers a security question

After clicking the final Submit button, an acknowledgment

appears and the Submitter gets an e-mailed receipt

Submission Copy

Report has a status of Submitted until Ohio EPA

reviews it and posts it as final

Users can view a PDF of the report from the

Create New Report screen

If the report needs edited after submission,

contact Ohio EPA and request to have it put

back in Edit mode

Create from Partial Copy

Partial copy contains:

Site ID Form: everything except certification information and year

All GM Forms

All of Section 1 (waste description, waste codes, Source Code, Form

Code)

Everything else is blank because it changes from year to year

WR & PS: everything except quantity

Copy Tips

Weigh how much work it may be to copy and

update versus start from scratch

If waste streams are consistent easier to copy

Click the create report from copy hyperlink for the

report you want to use

Editing a Copied Report

Click View PDF to run report of currently entered information

Click on each hyperlink in the Site ID Summary, review and

update, do the same for Owner/Operator

Open each GM and update information, delete GMs that are

not needed

Add transporters to OI

Run the Validation Report
