    there was only a very small group, possibly 10 to ?0 persons,

The activity then centered on this person

    Department withdrew from the area. He said he didnot knowif any fires or flares had beenleft burning in the ROTCbuilding after the Fire Department withdrew.

    been used for archery targets. He commented the person he-had first described as being active inthe area of the ROTC

    building had also been actively engaged inburning the smallarchery building, and in fact had been suceessul in kickingin the east wall of thisbuilding. He said during this same

    activity, the assembled crowd had bent over a chain link fencethat had beenerected alongside the sidewalk in the area ofthe tenniscourts. He said this had beena very controversialfence in that the students previously had opposed its erectionand he feels this was the reason for damaging this fence. Henoted that active in the group destroying the small archerybuilding and damaging the fence was a Hegro male, 20 yearsof age, 6l to 62, thin build, medium complexion, whowears glasses and always wears a black beret. He noted hehas previously observed this individual onthe RSO campus,but does not know his identity and could not furnish anyiurthcr information or description.

    because of the arrival oi the Ohio Naonal Guard, the crowdhad decided not to go into the downdown area. He added thatthis individual had talked with him previously and had beenVery excited about the fact that their activities would make"national news" and that this individual had hit the Ohio

    National Guard with stones.

    remarked the cuwdhad then moved in the opposite directionand had moved around the end of Engleman Hall and back onto the Commons area. It was at this time he first observed

    flames cominq from the ROTC Luilding. He estimated theseflames coming from the ROTC building wereapproximately 15feet in height and the budding had been burning ior some timebefore he had arrived hack at the Commons.

    the crowd. She recalledthat shortly thereafter an archeryshed on campus was set fire bysome students and she does notknow any identities and then some other students tried to put

    out this fire. She statedshe thinks there were some other

    small fires started that wereput out and then the crowd ofstudents started downtown toward the city of Kent. At thispoint the National Guard stopped them and sent em backtothe campus and ordered everybody to immediately get out ofsight and into any dormitory they could. Shortly thereaftera graceperiod of half hour or so was given for allof the

    students to return to their respective dormitories.

    On Shnday morning, Hay 3, 1970, she went backtoher office to work and heard about a rallyplanned for thatevening. The student body that night started marching allover the campus and she estimated the number to be two orthree thousand. The National Guard tear gased them on atleast one or tuo occasions and whenrthe crowd started

    downtown towards the city of Kent, the Sheriff'sDepartmentor Police Department told then to go backto campus and whenthe students did go back they were tear gassed again by theGuard. "

    ' She knew of no more incidents on that night and the

    following morning, whichwas Monday, May 4, 1970, classes wereresumed and she knew that there were at least afew bomb

    scares some placeon campus. She was leaving Fletcher Hallto go to Halton Hall and recalled seeing some tear gas andflares. She recalled hearing what she thought was fire-crackers and then afew seconds later heard noise that A

His response was to rndio oneof his patrol units, to ask ii they could see thobuilding burning. Their response was apparently nega-tive, and I told the desk sergeant that if he and

    I stood there discussing whether or not the buildingwas burning, for ten minutes, it certainly would ho.He thanked no ior my report, and was making othercalls on the radio, so Ileft and returned tothe vicinity of the R.O.T.C. building. Thedemonstrators were still throwing stones at thewindows, and at one point two or three of themrushed the building with a log and threw it

    through 3window, breaking the cr0ssfrnme. Thefirst railroad flare apparently did not do the

    job, sud utleast two other ottompts.were node toset the huilding eiirc. One demonstrator sotthecurtains at one of the windows aflnue. They burned,

    but did not appear to set the building on fire.Several ofthe demonstrators than aygroaehed two

    motorcycles on the cinder parking lot, soaked ragsin the gasoline from their tanks, and set theseaflnsoin the building. I still did not see any lawenforcement officials in the area.

    6 revolutionary looking young males. Hedescribed them as_ having long, shoulder length hair, red head bands. sleeve-lessshirts or denim jackets and blue jeans. Most,ifnot all, were wearing beards. Hecould not identify anyof these individuals.

    Two of these individuals appeared to be settingthe building afire by throwing lighted objects through a winat thisend of the ROTC building. Three or four oftheothers were gathered at a drum ora gasoline tank attachedto what appeared to be eithera small tractor ora coupleof motorcycles locateda short distance from the rear of theROTC building. These individuals seemed to be trying to get

    fuel from this tank. He also observed these individuals thlighted flares and other flaming articles into this building.

    20 Portage County Deputy Sheriffs lined up along side thebuildingat the opposite end from where the above describedindividuals were setting fire to the building. The studentsand demonstrators were throwing rocks. stones and otherobjects at the deputies and at the ROTC building. Theywere also shouting obscenities at the deputies. The deputiesseemed to be occupied fully in protecting themselves frombeing hit by the thrown missiles and were doing nothing toprotect theROTC building or disperse the crowds. They madno effort to stop the arsonists at the other end of the buildfrom setting the building afire.

He also stated that a campus police car waparked at this side of the building but he did not see anypolice officers. The firemen unloaded their hoses andother eqmoment from the trucks and proceeded around thebuilding behind the line of deputies toa position near

    the end of the building which had been set afire. As thefiremen began their efforts to put out the fire the studentsand demonstrators began hurling missiles at them. In

    " addition, he saw some individuals chop at the fire hoses

    with mechetes and axes.They apparently cut through thehoses because the firemen lostwater pressure and were help-less to put out the fire.'
