We have ambitious plans to develop the Airport business over the next 20 years as a key gateway to the
Wales and the UK. The Masterplan sets out the Airport’s aspirations to grow to three million passengers
and beyond. Facilities must therefore meet the needs of the increased passenger numbers but also meet
and exceed modern traveller’s expectations.

T H E R O L E
P U R P O S E A N D S C O P E
The following accountabilities and roles apply to Cardiff Airport and St Athan aerodrome:
• The post holder is responsible for ensuring the safe, effective and efficient operational output across both sites in line with both EASA and CAA regulatory requirements.
• Strong leadership, management and communication skills are crucial, with such a large team delivering operations across 2 sites. A focus on staff engagement is paramount in within all aspects of the role.
• The Fire Service Manager (FSM) has Level 3 responsibility as part of the Safety Management System as detailed within the Aerodrome Manual and reports to the Head of Airfield Operations. The FSM has overall responsibility for the function of the RFFS at both Cardiff Airport and St Athan Aerodrome.
• The day to day function of the department, strategic planning, budget planning, exercise planning and management, mitigation of risk and business continuity.
• Providing oversight of Third Party Income Generated activities, including ensuring the relevant training facilities are maintained and where necessary developed in line with the CWL business plan.
K E Y A C C O U N T A B I L I T I E S A N D R O L E O U T P U T S
• To ensure safety processes and procedures are set, promulgated, implemented and reviewed within the RFFS to a level commensurate with those specific risks identified and agreed with the Airport management where appropriate, and that adequate resources are introduced/available to a level appropriate to ensure this.
• Ensure the introduction and continual maintenance of a system of reporting and record keeping which readily identifies standards of safety and competency, and through monitoring and reviewing, overcome any areas of deficiency found.
• Responsible for maintaining the Fire Service Operating Manuals.
• Determine, communicate and ensure that clearly defined role accountabilities and responsibilities are both understood and adhered to by all personnel within the RFFS.
• Ensure that the company’s safety culture and Safety Management System is communicated and understood by all RFFS personnel.
• Support the Head of Airfield Operations in reviewing accidents/incidents and make recommendations on remedial action where appropriate to prevent recurrence.
• Ensure a robust risk management strategy for all levels of the RFFS in place and adhered to at all times; this includes the review and amendment of Task Resource Analysis (TRA) documents to ensure safe operational output is maintained.
• Ensure strategic overview of operational procedures to ensure their safety and effectiveness.
• Prepare for and support annual, and any ad hoc, regulatory audits conducted by the CAA.
• Supervise and control the provision of budgeted finance to ensure the correct and effective allocation of resources.
• Review and devise contingency plans, working in collaboration with the Airfield Operations Manager and Contingency Planning Officer.
• Provide specialist support to the planning, delivery and post-exercise reporting of routine regulatory Emergency Response Exercises
• To ensure adequate systems and facilities are available so that all Fire Service personnel receive comprehensive training in conformity to EASA, CAP168 CAP1168 and CAP699 requirements and to ensure the Training Manager has all the resources readily available to manage the training program.
• Provide strategic direction all aspects of Cardiff Airport and St Athan Aerodrome RFFS.
• Promote leadership, development and talent management throughout the RFFS.
• In line with CIAL business plan, ensure the RFFS deliverables are communicated, monitored and achieved throughout the department.
• Deliver on budget the capital expenditure programme for each financial period.
• Deliver on budget the operational expenditure programme for each financial period.
• In line with HR policy promote and encourage continuous professional development for all staff.
• Form part of the on call management cover in line with airport policy.
• Sit on all required steering groups, working groups and committees as required by Cardiff Airport directors.
• The above duties are not exhaustive and the Company may require you from time to time and in exceptional circumstances, to do further ad hoc duties within your capability and capacity.

S K I L L S , K N O W L E D G EA N D E X P E R I E N C E
Essential Desirable
Qualifications • IFTC, or equivalent, Managerial courses.• IFTC, or equivalent, Supervisors course.
• Breathing Apparatus instructor/supervisor.
• Fire Appliance driver.• Degree or equivalent in Incident
Management, Incident Investigation, Incident Command and Control or Emergency/Contingency Planning.
Experience • Minimum of 5 years relevant experience in a Fire and Rescue management role.
• Budget management.
Knowledge • In depth knowledge of Fire Fighting operations and associated regulatory requirements.
• Good understanding of the employment of Fire Fighting Tactics, Techniques and Procedures.
• Solid understanding of Safety Management Systems and associated risk and hazard management.
• Detailed knowledge of regulatory requirements (CAA and EASA) for RFFS, in particular CAP1168, CAP699 and CAP168.
• Understanding of the employment of aviation/RFFS Tactics, Techniques and Procedures.
• Good understanding of aviation Safety Management Systems and associated risk and hazard management.
• Solid understanding of the method of carrying out fire ground calculations including area, volume and capacities.
Skills • Ability to use Microsoft Office programmes; PowerPoint, Word and Outlook.
• Strong communication skills, both verbal and written.
General • Able to show strong leadership, engagement and influencing skills to ensure safe delivery.
• Display strong interpersonal skills.• Be self-disciplined.• Ability to self-motivate.• Ability to be flexible and innovative when
confronted with tasks or challenges.

The kind of information we will hold about you
In connection with your application for work with us, we will collect, store, and use the following categories of personal information about you:
• The information you have provided to us in your curriculum vitae and covering letter.
• The information you have provided on our application form, including name, title, address, telephone number, personal email address, date of birth, gender, employment history and qualifications.
• Any information you provide to us during an interview.
• The outcomes of any selection tests including, but not limited to, psychometric tests, in-tray exercises, case study examples, Ishara tests, smell test (Security roles), driving tests, qualifications relevant to the role and DBS and CTC (If required for role) records.
We may also collect, store and use the following “special categories” of more sensitive personal information:
• Information about your race or ethnicity, religious beliefs, sexual orientation and political opinions.
• Information about your health, including any medical condition, health and sickness records.
• Information about criminal convictions and offences.
How is your personal information collected?
We collect personal information about candidates from the following sources:
• You, the candidate.
• The applicable recruitment agency from which you have been referred. We collect the following categories of data from recruitment agencies: CV, application forms, salary expectations.
• Disclosure and Barring Service in respect of criminal convictions.
• Your named referees, from whom we collect the following categories of data: Name, address, previous role history, employment dates, suitability for role being recruited.
How we will use information about you
We will use the personal information we collect about you to:
• Assess your skills, qualifications, and suitability for the role/work;
• Carry out background and reference checks, where applicable.
• Communicate with you about the recruitment process.
• Keep records related to our hiring processes.
• Comply with legal or regulatory requirements.
We will require the above information only if it is in our legitimate interests to consider you for a role / work.
We also need to process your personal information to decide whether to enter into a contract of employment or work with you.
Having received your CV and/or covering letter and/or your application form, and the results from any tests which we require you to take as part of our recruitment selection process, we will then process that information to decide whether you meet the basic requirements to be shortlisted for the role. If you do, we will decide whether your application is strong enough to invite you for an interview. If we decide to call you for an interview, we will use the information you provide to us at the interview to decide whether to offer you the role or alternative work. If we decide to offer you work, we will then take up references and carry out a criminal record and, for some roles, a CTC check before confirming your appointment.
If you fail to provide personal information
If you fail to provide information when requested which is necessary for us to consider your application (such as evidence of qualifications or work history), we will not be able to process your application successfully. For example, if we require a DBS check or references for this role and you fail to provide us with relevant details, we will not be able to take your application further.
How we use particularly sensitive personal information
We will use your particularly sensitive personal information in the following ways:
• We will use information about your disability status to consider whether we need to provide appropriate adjustments during the recruitment process, for example whether adjustments need to be made during a test or interview.

Information about criminal convictions
We envisage that we will process information about criminal convictions.
We may be required to collect information about your criminal convictions history if we would like to offer you work (conditional on checks and any other conditions, such as references, being satisfactory). We are entitled, and on occasions required, to carry out a criminal records check in order to satisfy ourselves that there is nothing in your
criminal convictions history which makes you unsuitable for the role. In particular:
• [We are legally required by the Civil Aviation Authority (CAA) to carry out criminal record checks for those being recruited to roles at Cardiff Airport.
• Roles at the Airport are listed on the Rehabilitation of Offenders Act 1974 (Exceptions) Order 1975 (SI 1975/1023) so is eligible for a standard check from the Disclosure and Barring Service.
• Roles at Cardiff Airport require a high degree of trust and integrity and so we would like to ask you to seek a basic disclosure of your criminal records history.
We have in place an appropriate policy document and safeguards which we are required by law to maintain when processing such data. We will notify you throughout the recruitment process if and when this requirement becomes applicable to you.
Automated decision-making
You will not be subject to decisions that will have a significant impact on you based solely on automated decision-making.
Data sharing
Why might you share my personal information with third parties?
We will only share your personal information with the following third parties for the purposes of processing your application. All our third-party service providers and other entities in the group are required to take appropriate security measures to protect your personal information in line with our policies. We do not allow our third-party service providers to use your personal data for their own purposes. We only permit them to process your personal data for specified purposes and in accordance with our instructions.
Data security
We have put in place appropriate security measures to prevent your personal information from being accidentally lost, used or accessed in an unauthorised way, altered or disclosed. In addition, we limit access to your personal information to those employees, agents, contractors and other third parties who have a business need-to-know. They will only process your personal information on our instructions and they are subject to a duty of confidentiality. Details of these measures may be obtained from our Head of HR.
We have put in place procedures to deal with any suspected data security breach and will notify you and any applicable regulator of a suspected breach where we are legally required to do so.
Data retention
How long will you use my information for?We will retain your personal information for a period of months after we have communicated to you our decision about whether to appoint you work. We retain your personal information for that period so that we can show, in the event
of a legal claim, that we have not discriminated against candidates on prohibited grounds and that we have conducted the recruitment exercise in a fair and transparent way. After the specified periods, (see Data Retention Policy), we will securely destroy your personal information in accordance with data protection legislation.
If we wish to retain your personal information on file, on the basis that a further opportunity may arise in future and we may wish to consider you for that, we will write to you separately, seeking your explicit consent to retain your personal information for a fixed period on that basis.
Rights of access, correction, erasure, and restriction
Your rights in connection with personal information
Under certain circumstances, by law you have the right to:
• Request access to your personal information (commonly known as a “data subject access request”). This enables you to receive a copy of the personal information we hold about you and to check that we are lawfully processing it.
• Request correction of the personal information that we hold about you. This enables you to have any incomplete or inaccurate information we hold about you corrected.
• Request erasure of your personal information. This enables you to ask us to delete or remove personal information where there is no good reason for us continuing to process it. You also have the right to ask us to delete or remove your personal information where you have exercised your right to object to processing (see below).
• Object to processing of your personal information where we are relying on a legitimate interest (or those of a third party) and there is something about your
particular situation which makes you want to object to processing on this ground. You also have the right to object where we are processing your personal information for direct marketing purposes.
• Request the restriction of processing of your personal information. This enables you to ask us to suspend the processing of personal information about you, for example if you want us to establish its accuracy or the reason for processing it.
• Request the transfer of your personal information to another party.
