Carla in San Francisco

Carla grew up in the East Bay in a city called Concord, but was born inCuernavaca, Morelos, Mexico. She has lived in Mexico, Orange County,the Bay Area, and now Sacramento. She attended UC Irvine for her Bachelor's degree in Civil Engineering with aspecialization in Structural Engineering. Afterwards, Carla obtained a Master'sDegree in Engineering and Project Management from UC Berkeley. Carla began working for CH2M immediately after graduating from Berkeley a yearand a half ago. She practically grew up on construction sites as her father is acontractor, the reason behind her initial interest in Civil Engineering. During school,she developed an obsession with the structural design of bridges, so that when sheobtained her position in CH2M as a structural engineer, she thought she wouldfocus entirely on bridges, that is until she came across transportation design andrealized how much she enjoyed it. Carla loves big picture decisions and looking atoverall design schemes, which is most of the emphasis in transportation. She became involved with WTS through a coworker who invited her to WTSevents. The first event Carla attended was the first Annual Fashion Show; sheremembers feeling timid because she was a recent hire with only a month behindher and everything was so new and overwhelming. However, the event enthralledher and made her excited about the prospects of her career and everything thatcould and would follow. She deeply admires the people she has had the opportunity of meeting at WTS.What she enjoys most about WTS is the amazing group of women that inspire herevery day in their continued efforts to make a difference in society by advocatingfor the advancement of women in engineering and science fields. Carla hopes to one day be in charge of projects that contribute to the well­being ofsociety, both domestically and abroad in terms of sustainability and environmentalimpacts. Carla's hobbies and leisure activities include being part of Engineers withoutBorders, where she has had the opportunity of working on projects that are beyondher training and expertise, forcing her to be practical and flexible. This pastsummer, Carla traveled to Shissasari, Kenya to implement a water filtration systemfor a primary and secondary school. During the trip, she also organized and taughtlessons on water sanitation, holding class every morning, something she did notknow she could do. Carla loves travel and spontaneous adventures and broadening her horizons bothintellectually and in terms of entertainment. She draws often and a couple monthsago, she picked up some paint and a canvas and began painting. She loves hikingand also is teaching herself to play the guitar. She grew up singing with a Mariachi,she sings at every family party and basically anywhere where her loudvoice doesn't incite the authorities. Into the future, she plans learning Argentinetango, wall climbing, and kayaking. Carla brings amazing energy to our WTS Sacramento Board and her enthusiasm isinfections. As Finance Chair, she plays a critical role in our Chapter operations.

We are pleased to welcome Ofelia Avalos, Associate CivilEngineer for the City of Sacramento and Dennis Haglan, Presidentand CEO of Drake Haglan and Associates to give a fun andinformative presentation of the Sacramento City CollegeBicycle/Pedestrian Bridge Project. This is a unique bridge to theregion and will be an iconic overcrossing in Sacramento!

About our Speakers:Ofelia Avalos, P.E. commenced her career with the City of Sacramentoas a student in 1991 working in various City sections from plan checkingin Development Engineering to performing construction staking andtopographic surveys. She received a BS degree in Civil Engineering fromCSUS in 1996 and found she enjoyed designing Capital ImprovementProjects. "I like working with our Sacramento community and taking adilapidated or nonexistent street or other infrastructure and converting itinto a useful road that will improve a resident's quality of life." In her 18years with the City of Sacramento, she has worked on more than 40projects mostly as a Project Manager and designer while also serving inan inspector role on a few of those projects. In her spare time, Ofeliaenjoys spending time with her two daughters, one of which is in collegeand the other in high school.

Dennis Haglan, PE, co­founded Drake Haglan and Associates (DHA) in2007 and serves as the President and Chief Executive Officer. With over25 years of experience, Dennis specializes in project finance andinnovative delivery methods on major transportation projects, includingbridge replacement, rehabilitation, and seismic retrofit. A graduate fromUC Davis, Dennis spent eight years at Caltrans as a StructuresRepresentative, Resident Engineer, and Structures Local AssistanceEngineer, and provided oversight for the federal Highway BridgeProgram (HBP). After Caltrans, Dennis worked as a Project Manager forJ. Mueller and Associates from 1997 to 2002, then joined T.Y. LinInternational as Vice President of the Sacramento office from 2002 to2007. Since 2007, DHA has grown to a staff of 38, providing full­servicetransportation engineering specializing in the initiation, management,design, environmental clearance, delivery, and constructionmanagement of transportation infrastructure. Dennis and his wife,Leslie, live in Folsom with their children, Nick, Natalie, and Nathan. Nickcurrently attends the University of Arizona (Go Wildcats!).

March Lunch Program Recap On Tuesday, March 24, 2015, WTS Sacramento welcomed Lisa Marie Alley,Deputy Director of Public Affairs of the California High­Speed Rail Authority toprovide an update on California high speed rail. Ms. Alley highlighted that no majortransformative project in the history of California has been implemented withoutcriticism and debate. Examples includ ed the Golden Gate Bridge which waspredicted to mar the beauty of the bay and faced more than 2,000 lawsuits, andBART, called the train to nowhere. The history of a statewide high speed railsystem dates back to the 1970s under the original Jerry Brown administration. Thetimeline has rapidly accelerated since 2012 when a new business plan, legislativebacking, and funding & environmental approvals came together. Groundbreakingoccurred earlier this year. High­speed rail will provide many advantages to residents and visitors alike. Onceimplemented, high­speed rail will curb congestion, provide air quality benefits, andhelp transport the 50 million people expected to live in California by 2050. Thisproject will also tie California economies together, both powerhouses such as LosAngeles and the Silicon Valley as well as smaller cities with major markets, whileproviding both short­term and permanent jobs in hard­hit sectors and communities.The first phase of the project spans 520 miles from San Francisco to LosAngeles/Anaheim and in addition to implementation of high­speed rail, includes

regional improvements such as Caltrain electrification, LA Union Station passingtracks, positive train control, and grade separations. Ms. Alley encourages everyone to use the #Iwillride hashtag on social media tosupport both high­speed rail and other transit investments. April Lunch Program Recap On Monday, April 20, 2015, WTS Sacramento welcomed Colt Esenwein, DeputyDirector of Stanislaus County Department of Public Works and Matt Satow,Project Manager with Drake Haglan and Associates, to provide an update onthe North County Corridor Project and demonstrate some tools used tocommunicate the project with the public. The North County Corridor project is a $450 million + project that will serve as thenew State Route 108 through the northern part of Stanislaus County and the citiesof Modesto, Riverbank and Oakdale. The proposed project will be afreeway/expressway with interchanges, at­grade intersections controlled by trafficsignals or roundabouts, grade­separated railroad crossings, irrigation districtcrossings and frontage access roads. Mr. Esenwein utilized the Stanislaus Countyon­line GIS portal to interactively demonstrate some of the project features andalternatives being considered. The proposed project is approximately 20 miles long and would extend from alocation on Tully Road to a location on State Route 120 east of the City of Oakdale.Spanning across 4 jurisdictions, this project seeks to establish a new east­westroute to facilitate both local and interregional travel in northern Stanislaus County.Given the magnitude of the North County Corridor project, the public outreachprocess has been extensive. Mr. Esenwein and Mr. Satow outlined theengagement efforts to date with property­owners and residents within thesurrounding communities. The proposed project involves thousands of parcels, sensitive environmentalresources, and other alignment and design challenges including waterinfrastructure and active agricultural operations throughout the project vicinity. Coltand Matt underscored the importance of a robust public outreach and engagementprocess and the use of interactive mapping and other communication tools toeducate the public and facilitate meaningful discussion regarding potential projectalternatives. The North County Corridor Joint Power Authority (JPA) in cooperation with theCalifornia Department of Transportation (Caltrans) is currently working oncompleting the Project Approval and Environmental Documentation (PA&ED)phase for the North County Corridor Freeway/Expressway project, the DraftEnvironmental Impact Report is expected to be circulated in approximately 3months, followed by the selection of the locally preferred alternative and ultimatelyCaltrans selection of the project alignment.

On March 23rd, thirteen girls from San Juan High School gathered for acareer building workshop led by Katie Carr, Director of ProfessionalDevelopment at Fehr & Peers and Leadership Development at Left LaneAdvisors. Katie led the girls in a discussion on the process of establishinga strong resume. Whether it be for future jobs, scholarships, or collegeapplications, each young lady was able to learn valuable skills that willallow them to strengthen their resumes and expand their academic andprofessional horizons. Not only did the girls receive insight on the topic of resume­building, butthey were able to put the newfound knowledge into practice as Katieconducted mock interviews right there on the spot. Katie's guidanceallowed the girls to gain exposure and awareness of the businessworld including practical experience conducting interviews and beinginterviewed. These ladies were able to walk away with a stronger senseof who they are and what it is that's going to set themselves apart fromthe rest of society to get them to where they want to go in their lives. Thank you Katie for shedding light on such a meaningful topic to ouryouth!
