The Rieth-Riley Construction Co. Inc.(RR) has already finished the first (thesouth side) of two highway reconstruc-tion/upgrade projects to freeway status inWestfield for the Indiana Department ofTransportation (INDOT) and it will com-plete the northern section by December2015.The southern section, which cost $63

million, covered 2.5 mi. (4 km) from 146thStreet to 161st Street, had work start inMarch 2013 and end in June 2014. Thisincluded a new round-about interchange at161st Street. The northern section, $59million, covers 3.5 mi. (5.6 km) from161st Street to state Road 38 and hadcrews begin the work in October 2013.This project also includes the constructionof new interchanges at state Road 32 and191st Street, and some work on SR 32.As they finished the first contract,

The Ohio Department ofTransportation is at risk oflosing more than $1.3 billionin federal funding used topay for new roads, bridgesand highway repairsthroughout the state.That would be the worst

possible outcome of areview that found ODOThas fallen short of federalregulations when it comes toawarding contracts to so-called "disadvantaged busi-

ness enterprises, or DBEs,according to a previouslyunreported DBE ProgramCompliance Review of theOhio Department ofTransportation. DBEs areprimarily companies ownedby minorities and women.The scathing review

GeoShack recently hosted the companys annual TopconTechnology Roadshow, designed to provide informationand updates regarding the latest technologies for the con-struction, survey, civil engineering, architecture and design indus-tries. This year the event was held in Burbank, Ohio, offering easytravel time from both Cleveland and Akron, Ohio, markets.

Classroom sessions were conducted onsite in Topcons 53-ft.multi-media mobile training center after which lunch was providedby GeoShack. Following lunch, attendees were given an opportu-nity to try out the equipment in hands-on demonstrations. OhiosJohn Deere construction equipment dealer, Murphy Tractor &Equipment, and Case dealer Southeastern Equipment Companyprovided machines for the live demonstrations.

Emphasizing the latest technologies for greater productivity,educational sessions focused on construction, survey, BIM andmachine control industries. Information regarding the impact offield computer technology on project data and administration aswell as the latest software for both field and office were presented.With both Topcon representatives and GeoShack team members onhand, the event was designed to provide a general overview of newtechnologies combined with personal one on one time with atten-dees where specific applications could be addressed.

IOWA CITY, Iowa (AP) WhenTom Werderitsch II of Iowa Cityheard his son, Jace, wanted to builda bridge for his Eagle Scout proj-ect, he had no idea how big theproject was going to be. Six months and more than

$12,000 later, a 5-ft. (1.5 m) talland more than 16-ft. (4.8 m) longarched wooden bridge stands in thenortheast corner of Hickory HillPark due to dozens of vendors,thousands of volunteer hours andmore than 20 tons of rock, the IowaCity Press-Citizen reported. Its been described as ambi-

tious since the beginning, andthats putting it lightly,Werderitsch said. Nothing aboutthis project has been small. Jace, a 15-year-old Boy Scout

out of Troop 212, got the idea tobuild the bridge early this yearbecause members of his troop hadbuilt bridges for Hickory Hillbefore. In fact, they were replacingone that had been built by a Boy

Scout, but had been washed outafter a heavy rain in April. My dad and I made the blue-

print, took it to a professionalarchitect to make sure it would besafe and then we went to work,Jace said. Before construction of the proj-

ect could actually begin, the fatherand son had to seek approval fromthe city of Iowa City, includingparks and forestry superintendentZac Hall. We thought it was a great idea

from the day we heard it, Hallsaid. We offered manpower, help,additional funding, but Jace reallygrabbed this by the horns. He didall the fundraising, he was respon-sible for a lot of the work andorganizing. Then, all the materials had to be

collected. Lucky for Jace, hisfather is the vice president of theIowa City construction companySelzer Werderitsch Associates.With Toms connections, the fatherand son visited dozens of vendorsto ask for donations, discounts ortime to help build the bridge.

Overall, 50 vendors helped sup-ply the project from the wood andnails to the food and beverages thathelped fuel the volunteers. Theoriginal estimated cost of the proj-ect was $7,000, Tom said, but itended up ballooning to about$12,000. Tom said that with the help of

six other Boy Scouts and 18 most-ly adult volunteers more than1,000 hours were put into thebridge, mostly on weekends. Adam Holmes, a 12-year-old

Iowa City Boy Scout in Jacestroop, helped May 16. Though hewas too young to use power tools,he carried rocks that would form afoundation for the bridge and did

countless other small tasks. It feels good to put in work on

something thats going to bearound for a long time, Holmessaid. Tom and Jace put in more than

350 hours of work each, Tom said,with the two often meeting afterthey got out of school and work. Ithink Jace has a bit of pride goinginto this bridge, and he should,Tom said. Hall said the bridge lifts a real

burden off the city. For the firsttime in a long time, Hall said, thecity will be able to transport equip-ment directly to the northeast cor-ner of the park by using the newerand wider bridge.

I know we will be continuingto work with Boy Scouts and otherorganizations like that in thefuture, Hall said. It helps usengage with the community on adifferent level, which is somethingwe should be doing more of. While smaller tasks remain

like mulching the trail up to thebridge and putting the bridge theyreplaced in a new location mostof the heavy lifting is done. Jace said hes excited to visit the

bridge over its expected 20 to 30years of use, but he may cherishbecoming an Eagle Scout just asmuch. For future Boy Scouts, however,

Jaces bridge project may be a littledaunting. You always want to try to do

something bigger than the scoutbefore you, Holmes said. Imnot sure its going to be possible totop this bridge.

NIPSCO Unit 12 Projects 2016 Deadline Well in SightBy Lori TobiasCEG CORRESPONDENT

After more than three years of planningand highly choreographed work, crews onthe job to complete the dry flue-gas desulfu-rization environmental upgrade project ofNorthern Indiana Public Service Co.s (NIP-SCO) Unit 12 have the spring 2016 deadlinewell in sight.The project, located in Michigan City,

Ind., on Lake Michigan, comes with morethan the usual challenges, none more so thanspace constraints and wild weather condi-tions.We have a very small footprint, said

Clint Jolliff, project manager with majorprojects. The property is bounded by thelake on the north, the creek on the east andthere is no room for expansion on the west.We had some limitations.The $250 million project is designed to

bring the coal-fired generating plant intocompliance with the 2010 NIPSCO/EPAConsent Decree, the Cross State AirPollution Rule and (CSAPR) mercury airtoxics standards. To do that, crews are installing a circulat-

ing dry sorbent (CDS) flue gas desulfuriza-tion system (FGD). This is a dry scrubber,

meaning we dont havethe large water use anddischarge that the wetsystems have, Jolliffsaid. It uses pebble lime,run through a hydratorand injected into twoabsorbers. All the flue gaswill run through the FGDthrough two absorbers.The lime is injected intothe absorbers and comesinto contact with the gasresulting in a reactionbetween the lime and var-ious pollutants. The fluegas is then put through abag house which is com-prised of 14,200 six-inchdiameter, 30-foot longbags. The scrubberremoves pollutants, such as sulfur dioxide,and particulate matter.Before work began in October 2012, NIP-

SCO held numerous planning meetings withvendors. Because the footprint on the job siteis so tight with little area for fabrication andassembly of components, they selected anarea 20 mi. (32 km) away at the Port ofIndiana to have the project materials deliv-ered to by truck. We asked all of the vendors to provide

the components in their largest truck ship-pable pieces and deliver to the ports of

Indiana, Jolliff said. We wanted them aslarge as we could build them to avoid to theneed to have permitted loads for the truckdeliveries. We just wanted to make it asseamless as possible. We leased two barges. The pieces that

were fabricated at the Ports of Indiana sitewere put onto Goldhofers to transport to thedockside. The components were then loadedon the barge for transport on Lake Michiganand offloaded by the Kobelco 600 onsite atthe Michigan City Generating Station. Thesecomponents consisted of duct work,

absorbers and the bag house modules.Due to the small footprint of the project

site, the crews are challenged with a verticaljob site, stacking much of the manpower ontop of one another. That meant efficiencywas critical.We have about 14,000 yards of concrete

on the job, Jolliff said. We put in 1,206friction piles which are 18 feet diameter and70-feet long, which provides the necessarysupport for the foundation. There is approx-imately 3,000 tons of structural steel andabout 163 miles of cable.Adding to the complexity of the project is

the constant changing, largely unpredictableweather.Being on the lake, we experience a lot of

challenging weather conditions, Jolliff said.We have a lot of wind days that shut downour crane. Then, theres the lake effect snowalong with the wind and this year, a lot ofrain days. Even if you get a clear day, wecant lift if the wind picks up.Other equipment on the job includes a

couple of 4100 Manitowocs, man baskets,scissors lifts and cherry pickers. They origi-nally built a crane pad for a Manitowoc21,000, but later determined they didnt needone quite so big. There are currently 300

skilled tradesmen on the job with the numberexpected to grow to about 350 before theproject is completed. Because of the location of the unit, envi-

ronmental considerations were especiallyimportant, and significant efforts are beingmade to help ensure that all the standards forenvironmental controls are met.NIPSCOs generating station is set right

on Lake Michigan, Jolliff said. And, it isright next to Trail Creek. Just past our prop-erty line, within 50 yards, is the water. So, itis important that our environmental teamplays close attention to ensure we meet allthe standards, which includes the location ofsilt fencing, condition and location silt socks,making sure we keep the roads watered,making sure our water run offs are going inthe right direction and more.The newly compliant Unit 12 must be in

service by April 2016. But for the most part, theunit will remain on line during construction.The only time it will come off is during

the fall outage, Jolliff said. We have to tiein the duct work, and it will be off line dur-ing that time.
