    Three new interchange ramps on the$440 million I-290 interchange project onIllinois Route 390 opened recently, mov-ing the massive undertaking one step clos-er to the finish.Work on the highway, formerly known

    as the Elgin OHare Expressway, hasbeen ongoing since 2013 and expected tobe completed in 2017. It is a key segmentof the $3.4 billion Elgin OHare WesternAccess Project, and will include 17 rampsand 15 new bridges, as well as 17 mi.(27.3 km) of new road and 15 new orimproved interchanges as part of an all-electronic toll road.

    The interchange will relieve congestionalong Illinois Route 390, while reducingtravel times by up to 35 percent, said PaulKovacs, Illinois Tollway chief engineer.The new interchange will accommo-

    date an anticipated increase in trafficthrough the area, Kovacs said. Up to240,000 vehicles currently travel throughthe Illinois Route 390/I-290 area anumber expected to increase to 340,000vehicles daily by 2030. When completed,up to 127,000 vehicles per day are expect-ed to use the interchange ramps, anincrease of more than 53 percent from83,000 vehicles that currently use theramps daily.The new interchange ramps opened last

    JEFFERSON CITY, Mo. (AP) While Congress remainsstalled on a long-term plan for funding highways, state law-makers and governors arent waiting around. Nearly one-third of the states have approved measures this

    year that could collectively raise billions of dollars throughhigher fuel taxes, vehicle fees and bonds to repair old bridgesand roads and relieve traffic congestion, according to ananalysis by The Associated Press. The surge of activity means at least half of the states

    from coast to coast, in both Republican and Democratic areas now have passed transportation funding measures since2013. And the movement may not be done yet. Tennessees governor made a 15-city tour highlighting the

    states transportation needs. North Carolina lawmakers aredebating a road-bonding proposal. And legislators are return-ing to work in California and Michigan with transportationfunding on the agenda. I dont know of a state thats not having the conversation

    about raising revenue for transportation, said IowaTransportation Director Paul Trombino III, who is vice presi-dent of the American Association of State Highway andTransportation Officials and whose home state recently raisedfuel taxes by 10 cents a gallon.     Five Strategies to Finding (and Hiring) the Best Employees By Jeff WinkeCEG CORRESPONDENT

    Attracting good, smart employ-ees is a challenge. In a way, theodds are against finding the best,because stereotypes persist. Askany high school guidance coun-selor why they dont recommend acareer in construction to their topstudents and the reasons fall shortof todays technologicallyadvanced, entrepreneurial, soft-ware-saturated contractor. Thesame thing is true with the averageperson on the street. Ask them todescribe what a construction con-tractor is like and the response willmore likely resemble theNeanderthal exhibit at the muse-um.Hiring good employees today

    means breaking through stereo-types or sneaking around them toreach the good candidates youneed, said Ann Torry, vice presi-dent of marketing of BirdDogHR,a talent management service basedin Des Moines, Iowa, that servesthe construction market. To do this means looking at the

    recruitment methods that havebeen used and refreshing some,reinventing others, and tossing outthe ineffectual ones.Here are five ideas to consider.(1) Create excitement in your

    ad: Do you like working outside,thinking on your feet, and operat-ing a piece of advanced technolo-gy? sounds more exciting thanWanted: bulldozer operator.Shift the emphasis from a standardjob description to the skills, inter-ests and passion needed in thebusiness.(2) Use social media: Post your

    employee needs on Facebook,LinkedIn, Google+, Plaxo andTwitter. If youre hoping to hireanyone under the age of 40, socialmedia will get you there faster. (3) Use local employment job

    boards and Web sites: Most medi-um to large cities will have a com-mercial jobs/positions open sitethat connects job seekers withpotential employers. Dont ignoreCraigslist, which is localized tocities all over the United States(and much of the world for thatmatter). The only bugaboo with

    Craigslist is they currently donthave a category (yet!) forConstruction, so constructionopenings are found underArchitect/Engineer or GeneralLabor. Post your ad on Monster,Workhands, Big Shoes and anyother sites you can find. (4) Network with career coun-

    selors, civic groups, and socialservice agencies: Good, smartemployees can come from any-where, but it may require someeducating of your sources. To dothis, create a simple recruitment kitwith these three elements: (1) WhoWe Are, (2) What We Do, and (3)What Kind of Employees WeNeed. This should be a small pdfthat can be emailed to contactsafter you talk to them or meet withthem. Make a point to reach out tosomeone new weekly who can beadded to your database. Call andintroduce yourself to a high schoolguidance counselor one week, thepresident of the local chamber ofcommerce the next week, the headof the Hispanic or African-American or Asian chamber ofcommerce the next week and con-

    tinue reaching out to the communi-ty opinion leaders, elected officials,and the movers and shakers in yourlocale. The goal is build a referralnetwork that you can send out jobnotices when they arise along witha note that says: Make sure thatany candidate you send me usesyour name as the referral so Iknow that Im receiving a high-quality candidate. That kind ofnote puts them on notice that whothey refer will reflect on them. (5) Use technology to your

    advantage: Save time by carefullyscreening the pile of resumesand/or applications you receive.Every rejected candidate deservesa sincere and clear email that saysthey will not be hired but thankthem for their interest. Include abrief elevator-speech-lengthdescription of the company. Youwant to leave a positive impressionof the company. Todays rejectedcandidate could be tomorrowscustomer, influencer or employee.Follow up the email with a mailedletter that says the same thing. Amailed letter is classy and unex-pected. It reaches them through a

    different channel and is designed toleave them with a positive sense ofthe company. If this sounds like agrueling task, there is HR softwareavailable that can help automatethese processes with templates anda few mouse clicks and documentthe communication with appli-cants.With select candidates, conduct

    a Skype or FaceTime interview forinitial screening. It saves time andprovides a visual impression of thecandidates. These digital commu-nication services are easy to useand can help confirm or screen outcandidates before bringing them infor a face-to-face interview. Thevery best candidates deserve an in-person interview. Its clear that in todays market

    recruiting the best employeesrequires smart thinking and efforton the part of the hiring construc-tion contractor, said Torry.Investing in value, will yield valu-able results.

    July 2015 Construction Employment Up in 37 States, D.C. Construction employment expanded in 37

    states and the District of Columbia betweenJuly 2014 and July 2015 while only 28 statesand D.C. added jobs between June and July,according to an analysis of LaborDepartment data by the Associated GeneralContractors of America. Association offi-cials noted that the construction industryappears caught between divergent economictrends that help employment in some areasand hurt it in others.Construction continues to grow overall

    but fewer states are participating in theexpansion than was true a year ago, saidKen Simonson, the associations chiefeconomist. The uneven growth reflects thecross-cutting trends in the overall economy,as tight government budgets, plungingcommodity prices and weak overseasdemand lead to project cancellations insome states even while activity accelerateselsewhere.California added more new construction

    jobs (48,900 jobs, 7.3 percent) between July

    2014 and July 2015 than any other state.Other states adding a high number of newconstruction jobs for the past 12 monthsinclude Florida (26,500 jobs, 6.6 percent),Washington (15,300 jobs, 9.6 percent),Texas (14,400 jobs, 2.2 percent) andMichigan (12,400 jobs, 8.7 percent).Arkansas (14.9 percent, 6,800 jobs) addedthe highest percentage of new constructionjobs during the past year, followed by Idaho(13.7 percent, 4,900 jobs), Nevada (10.7 per-cent, 6,800 jobs), Washington and Michigan.Thirteen states shed construction jobs dur-

    ing the past 12 months, up from only threewith construction job decreases a year earli-er. West Virginia (minus 16.0 percent, minus5,400 jobs) lost the highest percent of con-struction jobs. Other states that lost a highpercentage of jobs for the year includeRhode Island (minus 7.9 percent, minus1,300 jobs), Ohio (minus 7.0 percent, minus13,800 jobs) and Mississippi (minus 4.3 per-cent, minus 2,100 jobs). The largest job loss-es occurred in Ohio, West Virginia, Indiana

    (minus 5,100 jobs, minus 4.1 percent) andMississippi. Construction employment wasflat in Vermont.Florida (4,800 jobs, 1.1 percent) added the

    most construction jobs between June andJuly. Other states adding a high number ofconstruction jobs include Oklahoma (3,000jobs, 3.9 percent), California (3,000 jobs, 0.4percent) and Arizona (2,400 jobs, 1.9 per-cent). New Mexico (4.9 percent, 2,000 jobs)added the highest percentage of constructionjobs during the past month, followed byOklahoma, Arkansas (3.6 percent, 1,800jobs) and Oregon (2.9 percent, 2,300 jobs).Twenty-one states lost construction jobs

    during the past month while constructionemployment was unchanged in Virginia.New York (minus 4,500 jobs, minus 1.3 per-cent) shed more construction jobs than anyother state, followed by Indiana (minus4,400 jobs, minus 3.6 percent), Ohio (minus2,300 jobs, minus 1.2 percent) andConnecticut (minus 2,200 jobs, minus 3.6percent). Indiana and Connecticut lost the

    highest percentage of construction jobsbetween June and July, followed by WestVirginia (minus 2.4 percent, minus 700 jobs)and Minnesota (minus 1.8 percent, minus2,000 jobs).Association officials said that contractors

    in parts of the country where constructiondemand is growing report growing shortagesof qualified workers to fill available posi-tions. They said that as demand for construc-tion continues to grow, those shortages willonly get more severe. That is why they urgedfederal, state and local officials to act on themeasures outlined in the associationsWorkforce Development Plan.Education officials need to include

    high-paying jobs in construction among thecareer choices they encourage and help pre-pare students to pursue, said Stephen E.Sandherr, the associations chief executiveofficer.

    Ronson Equipment Celebrates 15 Years of ServiceFifteen years ago, in September 2000,

    Ronson Equipment Co. opened its doors inGriffith, Ind. At the start, it was a four-manoperation David and Ron Wietbrock,Skip Henson and Terry Miller. The quartetdid not constitute the entire staff of the fledg-ling company, however, just the visible part:Their wives helped out around the officewithout being on the payroll.We started with a dream, a five-year

    business plan, a rented building, a couple ofused pickup trucks, one used service truck,and an unshakable desire to succeed, recallsDavid Wietbrock. We thought we had apretty cool logo, too.New Holland Construction was looking

    for a dealer in northwest Indiana, and settledon Ronson Equipment. New HollandConstruction believed in our ability and ourplan and trusted that our years of combinedexperience would support our ambition andaccomplish their goals in northwestIndiana, Dave Weitbrock said. The relationship blossomed and Ronson

    prospered. It relocated one year after open-ing to roomier facilities in Lowell, Ind. TheRonson product line kept growing. In 2002,the company became a dealer for Kobelcoequipment, and three years after that took onDoosan products. Ronsons first decade ofbusiness expansion was capped in 2009 bythe opening of a second sales and parts officein Westville, Ind.Kobelco, Doosan, ASV and Kioti quick-

    ly became our dominant suppliers in theyears following our start-up, Wietbrocksaid. Today, those four core brands lead theway with a large sector of our sales comingfrom the sale of late model used equipment.Times were good for Ronson, and then

    the nations financial crisis fully unfoldedand all but smothered the construction indus-try. Contractors and equipment dealershipsbegan a years-long economic struggle ascontracts and jobs disappeared. The tough construction market from

    2008 and the years that followed taught usmuch, Wietbrock says in retrospect. It

    helped us realize just how fortunate we real-ly are to be surrounded by great customers,and to have great employees and equipmentmanufacturers who stuck with us during thetough times. We were able to endure throughthe worst of it and business is much betternow.Indeed. Doosan singled out Ronson

    Equipment in 2013 as one of its top 10 deal-erships. A year later, the company moved upto rank among the top 5 Doosan dealers in

    North America. These past 15 years havebeen quite an adventure for us, and our cus-tomers made it happen.Let the history books show that Ronson

    Equipments first invoice was for two batter-ies purchased by Grimmer Construction onSept. 28, 2000, bringing $383.40 into thecompany till. David Weitbrock recalls nothaving an envelope in which to sendGrimmer the bill. That first sale was fol-lowed a few days later by delivery of a 24-volt strobe light to B & D Sewer, grossinganother $235 for the company. Then in November of the inaugural year,

    a customer named Brian Lenting represent-ing Forest Landscaping showed up atRonson. Referred to the equipment dealer-ship by Dewey Excavating, Lenting becamethe first Ronson customer to buy a newmachine. We were off and running, said

    Wietbrock of those exciting start-up days.He adds: These customers, and dozensmore, weren't done helping us. They wouldtake the time to tell us what they liked anddisliked. They helped us come up with cus-tomer-friendly solutions that we still usetoday. From the beginning, Ronson becamea customer-driven company. We will be eter-nally grateful to all of our genuine friends individuals, families and contractors whocontributed to our success during the first 15years.The fact is, Ronson Equipment wouldnt

    have quality customers if it didnt offer qual-ity equipment. From the beginning, premi-um manufacturers stocked RonsonEquipment shelves with proven parts anddevices and filled Ronsons equipment yardwith superior machinery. That was the cata-lyst for all that followed.

    Now serving customers in parts of three states, Ronson Equipment operates a fleet of fully equipped service trucks so cus-tomers can keep their machinery serviced and on job sites.

    DETROIT (AP) Highway officials are beginning to installsensors and cameras that will be able to provide construction,traffic and weather updates to motorists on roads nearDetroit.

    The Michigan Department of Transportation recentlyinstalled 17 of the devices along 20 mi. of Interstate 96 andI-696. The agency hopes to deploy sensors along 50 mi. ofthe expressways as part of its connected-corridor initiative.

    The goal of the initiative is to establish the longest stretchof technology-enabled smart roads in the country, with theability to talk with certain vehicles, The Detroit Newsreported.

    Although no dealerships currently sell vehicles that canconnect with the system, the 2017 Cadillac CTS is beingdeveloped as the first car with that capability. Several otherautomakers, including Ford Motor Co., and the University ofMichigan are working with the agency to equip future vehi-cles with the necessary technology and address security con-cerns.

    Once its fully implemented, the system will collect infor-mation such as location, speed and driving habits from vehi-cles that connect to the network, and then send the data to avirtual warehouse, where it will be analyzed, interpretedand shared with connected vehicles on the roadway.

    In addition to alerting drivers about lane closures and thelike, the system will be able to warn them about icy stretch-es of road and inform the Department of Transportation thatsalt trucks should be dispatched.

    Testing for the project is being done at the University ofMichigans Mcity, an automotive proving ground thatsaimed at helping the state take the lead in driverless-car tech-nology, which opened last month in Ann Arbor.

    Adding this technology on roads around southeastMichigan is important, especially since its the home of theauto industry, said John Maddox, assistant director of the U-M Mobility Transformation Center, which operates Mcity.

    The knowledge thats been gained through testing atMcity and on the streets of Ann Arbor will improve driversafety and save gasoline by helping pick the most efficientroutes, he said.

    Its going to help move people and goods around south-east Michigan in the most efficient manner, Maddox said.
