Kushida Shrine. "Many people think you only

eat the skin of Peking duck, but in parts of Chi-

I'm not good at reading maps,

so when I venture to a new

city, I almost always get lost

at least once. With my trusty

old smartphone in one hand,

I keep checking my current loca-

tion and the distance to my des-

tination, but I still end up getting

lost. This is why I tend to use sub-

ways instead of buses when I trav-

el. I think it's better to ride the bus

because you can enjoy the scenery

of the city, but it's easier to get off

at the wrong stop on a bus. That's

why riding the subway gives me

peace of mind. Subways also have

another advantage: As opposed

to the front-facing seats on a bus,

the seats face each other so you

can enjoy people-watching. Japan

places a lot of importance on man-

ners, so you rarely see anyone too

out of the ordinary, but you can get

a feel of how people live by the way

they dress, for example.

The other day, however, I did

see something funny. When I went

to visit my friend in Nagoya, I saw

people eating hamburgers on the

train—twice! It wasn't a packed

morning train, but still, no one else

seemed to pay the burger eaters

any attention. It made me wonder:

Are there different levels of toler-

ance for accepted behavior on pub-

lic transport in different regions?

I'm from Busan in Korea. Busan

has had a subway for quite some

time, but even now, older people

speak on cell phones without con-

sidering those around them, and

on older lines, you're likely to meet

at least one vendor loudly hawking

his wares, a beggar or a missionary.

気持ちよい電車内マナーとは？

地図読みが苦手な私は、新しい街に行くと高い確率で必ず 1 回は道に迷ってしまう。使い慣れたはずの古い

スマートフォン片手に、現在位置や行き先までの距離を何度も何度も確認するけれど、余計に迷ってしまうことが多い。そのため旅行先での交通手段は、バスより地下鉄を

よく使う。もちろんバスに乗った方が街の様子が見えて良いとは思うけれど、乗降りを間違いやすいバスより、目的地が明確にわかる地下鉄の方が旅行者には便利で、何よりも安心できる。そして地下鉄にはもう 1つメリットがある。バスの大半の座席は前を向いているから、窓越しに周りの風景を

見るに適している。しかし反面、地下鉄は座席が向かい合っているから、乗っている人々を観察するには抜群だ。日本はマナー意識がすごく高い国だから、特別珍しい人を見つけることはあまりないけど、服装をとおしてここで生活している人々の生活感がわかるから面白い。　でもこの前、ちょっと面白い発見があった。先日、名古屋の友だちに会いに行ったときのことだけど、電車内でいたって普通にハンバーガーを食べている人を 2 回も見かけた。もちろん朝の満員電車内ではなかったけれ

The same applies in Seoul. Lately, however,

everyone has smartphones, so I hear news

reports of people taking pictures or videos

of people who are clearly being a nuisance to

others and posting them to social networking

sites—like modern day witch-hunting. Setting

aside whether this is right or wrong, it does

seem like people are becoming more con-

scious of etiquette.

In Fukuoka, local high school students par-

ticipate in campaigns to raise awareness of

subway etiquette. Student posters are hung

on the walls and messages are broadcast

throughout the stations to remind people of

proper etiquette. Recently, I have heard sto-

ries of poor rider manners, but I don't think it

is at a level that is a cause for concern.

Japan places value on living in harmony

with others, so by living here you can acquire

kuki wo yomu noryoku—the special skill of

"reading the situation". Japanese people who

have learned this skill from a young age are

more than mindful of others, so I think they

could relax a bit. Trying not to bother other

people is the right thing to do, but I think peo-

ple could be little more tolerant. Dodesho? Af-

ter all, rules are the natural result of people

living together in one place.

ど、乗っている他の人は誰もそのことを気にする様子はなかった。地域によっては、公共施設におけるマナーの寛容度が違うのかな？　私の実家は韓国の釜山。釜山は地下鉄が市民の一般的な乗り物になって久しいけれど、いまだ年配の人々は電車内で周りを気にせず携帯電話でお喋りするし、古い路線に乗っていると、大きな声で物を売ったり、物乞い、宣教活動をする人の誰か 1 人には会える。ソウルでもそう。しかし最近はスマートフォンを皆持っているから、明らかに人に不快感を与えるマナー違反行為をしている人は、

写真か映像で撮られて SNS サービスで共有され、現代版魔女狩りにあうニュースも聞くから、それが正しいかどうかはさておき、マナーへの市民の意識は確実に高まっている印象がある。　福岡では地下鉄利用のマナーについて、地域高校生が参加してキャンペーンをしている。学生が描いたポスターを展示したり、駅の構内放送でマナーを守るよう呼びかけたり。最近、公共交通機関での利用マナーが荒れているとも聞くけれど、心配するほど荒れていないと、私は思う。

　日本では周りと争うことなく調和の取れた生活が好まれるから、暮らしてみると「場の雰囲気を把握すること」つまり「空気を読む能力」というスペシャルな能力を身につけることができる。幼い頃からその能力を学習してきた日本人は、もうすでに充分皆が気を使っているし、もっと肩の力を抜いていいとも思う。人に不快感を与えないように注意することは正しいことだけれど、少し寛容になってみるのもいいんじゃないかと思うけど、ドーデショ？ルールは結局、人が集まることで生まれるものだからね。

IN FUKUOKA

After joining the UN in 1998, Srinivasa Popuri was appointed

the Senior Human Settlements Officer of the UN-Habitat

Regional Office for Asia last year. He’s worked in count-

less countries, speaks a host of regional languages, and

has experienced enormous success, particularly using the “people’s

process” as a tool for development. By establishing a mutual dia-

logue in a specific disaster-struck community to build cohesion, the

“people’s process” works as a self-help mechanism for communi-

ties to decide their own priorities which the UN then helps to fulfil. In

Myanmar, Srinivasa is proud of how this opened up communities to

international agencies, creating trust in outsiders where there had

previously been cynicism. The UN-Habitat Office, in ACROS building,

has a staff of over 20 and enjoys a strong collaboration with Fukuo-

ka Prefecture authorities, Kyushu academia, private sector and the

broader international community in Fukuoka– regular lectures and

talks are held in both English and Japanese. Srinivasa is convinced

that the unparalleled efficiency of Japanese office environments is

a central reason for the success of the office, plus financial support

from the government and the use of Japanese environmental tech-

nology that can be adapted elsewhere.

9월 24일~30일은, 결핵 예방 주간입니다.

일본에서는 연간 2만 명 이상의 결핵 환자가 발생하고 있습니다. 젊은 세대에서도

발병하는 등 결핵은 현대인의 병이라고 해도 이상할 것이 없습니다. 조기에 발견했을

경우에는 평소와 같이 생활하면서 통원 치료만 해도 괜찮지만 조치를 취하지 않았을

때에는 주위 사람들에게 병을 옮길 수도 있고 심할 경우 사망에 이르기도 합니다.

결핵의 주된 증상은, 기침, 가래, 발열, 권태감 등으로 일반적인 감기 증상과

비슷합니다. 기침 등이 오래가거나 할 경우(2주 이상)에는 병원을 찾아 진찰을 받는

것이 좋습니다.

※후쿠오카시에서는 일본어 교육시설의 유학생과 유학생 가족 등 입국 5년 이내의 단기

재일 외국인 중 검진기회가 없는 분께 무료로 흉부 X선검사를 실시하고 있습니다.

心字池に巡らされた千本のローソクに火が灯され、天神さまの御神霊をお慰めする神事。水面に映えるローソクの灯りに包まれた水上舞台では、巫女による神楽舞が奏上され、千本のロウソクの光と音楽が幽玄の世界へと誘う。また、天満宮の中では道筋や文書館でも灯明が点され、灯りの美しさのなかで過ごすことが出来る。

◊ Yatai Basic Ordinance Takes Effect 9/1To ensure the continued presence of food

stalls in Fukuoka, the City has passed a

law stipulating the various obligations

pertaining to yatai. Details are available

on the City Hall homepage. Operators

are permitted to run yatai on public prop-

erty as long as they comply with rules

on stall size and hours. The new law also

sets out rules for new yatai applications,

but the application period has not been

determined.

◊ Emergency Warnings for Extreme WeatherThe Japan Meteorological Agency issues

warnings to alert people to possible dam-

age from heavy rain, storms, earthquakes

and tsunami, but on Aug. 30 it began issu-

ing new Emergency Warnings for weather

phenomena expected to far exceed the

standard warnings. When an Emergency

Warning is issued for a region, it indicates

extreme risk of a magnitude observed

once every 20-30 years. Please take note

of the situation, follow any evacuation or-

ders and take immediate and appropriate

to be held next October, the City will dis-

continue City Marathon Fukuoka starting

◊ New Asian Party Starts in September!To enhance the long-running Asian Month,

the popular event has been renamed

Asian Party and will run from Sept. to Oct.

The existing Focus on Asia Fukuoka Inter-

national Film Festival, Fukuoka Prize and

Asian Pacific Festival will be improved, and

a new creative, hands-on event will be held

to cultivate local creators and promote

the film industry. There will also an inter-

national symposium with globally-active

◊ Welfare and Management of Animals Act RevisedAmendments to the Welfare and Manage-

ment of Animals Act were passed on Sept.

1. The revised law adds restrictions on the

sale of kittens and puppies by pet shop

owners and requires them to provide expla-

nations of an animal's condition in person.

It also boosts fines for the killing of protect-

ed animals (max. 2 years in prison or fine

up to ¥2 million) and for abuse/abandon-

ment (fine up to ¥1 million). Details: MOE
