It has been 18 months since the horrific

live broadcast of the Fukushima Daichii

Nuclear Power Plant reactors explosion

wreaked fear and dread throughout Ja-

pan. Visions of Chernobyl and Three Mile

Island came into my mind, and the minds of

the many friends and relatives who called and

told me to get out of Japan. However, being

1,200 km from Fukushima, my common sense

prevailed and I stayed, but since then I have

been overcome with a feeling of guilt - that

my tacit acceptance of nuclear power was

one of the causes of the disaster.

I grew up in Australia during the Cold War,

and one of the big political issues was the

banning of uranium exports. Apart from New

Zealand, Australia was about as antinuclear

as you could get. The mere thought of build-

ing a nuke power station would be an election-

loser for any party. However, in my 25 years in

Japan I wasn’t that worried

that there was a nuclear re-

actor only 50 km from my

house in Fukuoka.

That is not to say that

I didn’t raise the question.

After a few beers I once

challenged a Kyuden em-

ployee, saying that it was

silly for them to build such

a station in Sendai, Ka-

goshima, an area prone to

earthquakes, to which his

tone turned aggressive. He

told me that, “It is people

like you spreading such

unfounded rumors that is

the bigger problem.” There

were all those questions to

be asked: what will happen

福島原子力発電所の原子炉の事故をライブで目の当たりにしてから 18 カ月が経った。チェルノブイリとスリー

マイル島の悲劇が記憶に蘇り、友人や親戚達は一刻も早く日本を去れと言った。しかし福島から 1,200 キロ離れた福岡に住む僕は、日本を離れなくても大丈夫という気持ちが勝り現在に至るわけだが、在住を決めてからは罪悪感に苛まれるようになった。この大惨事の

原因のひとつは、これまで原子力発電所の存在を当然のように受け入れていた自分にあるからだ。　僕は冷戦時代のオーストラリアで育った。当時の政治的な問題はウランの輸出を廃止することだった。ニュージーランドに次いで、オーストラリアは反原子力体制を最後まで貫き通した。それなのに、日本在住 25 年目になる僕は、福岡の自宅からほんの 50 キロ先

に原子炉があるという事実にそれほど不安を感じていなかった。　しかし全く疑問を抱かなかった訳ではない。以前、九州電力の社員とビールを飲み交わし、疑問を投げかけたことがある。「地震が頻繁に発生する鹿児島の川内に原子力発電所を建てるなんて馬鹿げている」と。すると彼は強い口調でこう答えた。「それよりも、あなたの様な人たちが根も葉もない噂を立てて騒いでいることの方が問題なんだよ。」使用済み核燃料はどうなる？原子炉が廃炉になったら？高い放射能を放つ核廃棄物を保管する予算は原子力発電の予算に組み込まれているのか？　さて、話を現代に戻そう。大多数の日本人

lar installed – costing about ¥1.5 million for

a 3.7kw system. The loan repayments will be

about ¥12,000 per month, about how much I

pay for electricity now. Only when I am elec-

trically self-sufficient will I have the moral

ground to join the demonstrators and demand

that these potential disasters in the form

of nuclear power stations be shut down for

good, so that families can raise their children

without the fear of another Fukushima rain-

ing down on us. I urge as many as possible to

do what you can to make nuclear power his-

to the spent fuel, what will happen when the

plants are decommissioned, is the cost of

storing the high radioactive nuclear waste

included in the cost of nuclear power? All

these questions I should have been asking

just didn’t seem as important as turning on

the air conditioning during the summer heat.

Fast-forward to the present. The majority

of Japanese don’t see nuclear power as an

acceptable form of energy. The cost of the

Fukushima cleanup will never be covered by

the nuclear power industry, and there is no

insurance against another disaster. Industry

wants the power, and donation-taking politi-

cians are still willing to take the nuclear risk,

but the people are not standing for it. I see the

tens of thousands of people demonstrating

against nuclear power in front of the Diet, and

I think I should be there with them. But I’m not.

I do not feel I have the moral ground to

protest, after being so accepting of nuclear

power for so long. Am I willing to take a 40%

cut in electricity to see nuke reactors go? Do

I have a better alternative? The answer is yes.

Having the luxury of being a homeowner,

I have a roof over my head that gets its daily

dose of sunlight. It makes perfect sense– get

solar power. It wasn’t long before I was flooded

by companies measuring up my roof for their

free quotes, and I have been presented with

numerous options.

The government has just passed a bill guar-

anteeing the buyback of your unused solar

electricity at ¥42 per KWh for 10 years. Com-

pare that to the cost of electricity: ¥30 peak,

¥19 shoulder and ¥9 off peak, and it is a gen-

erous offer. Add a national subsidy of about

¥100K and the Fukuoka City subsidy of ¥100K

and solar power generation starts looking at-

tractive. If I installed a solar power genera-

tion system, the money I save and make on

electricity would be roughly equivalent to the

monthly payments for the loan to pay for the

system. Of course there are some questions

– will the amount of power generated be as

much as the salesman is telling me? Will the

panels really last for 10 years? How much will

the maintenance cost? Will it get cloudy as

soon as I get them installed? Will it actually

cost me money in the long run?

But after weighing up the alternatives, I

は原子力をエネルギー源として受け入れていない。福島原発の後片付けにかかる費用は原子力会社によって補填されることはないし、次なる悲劇が起こらないという保証も無い。しかし企業は電力を必要とし、政治献金を受け取っている政治家は未だに原子力発電所の建設に賭けている。が、表立って反対の立場を示す個人も多くいる。国会議事堂の前に集まり、反原発を掲げ、デモを行なう何万人という人々を見て、僕もその場に居るべきだと思うが、実際のところ僕は参加しない。なぜなら、これほど長い期間、原子力の存在を受け入れて来た自分が、今さら原子力に反対するのに違和感を感じているからだ。原子炉がストップし、自分の消費電力が 40％カットさ

れることに賛成できるだろうか？もしくは、原子力に変わる何か良いものはあるのだろうか？そう考えた時、自分でもできることを見つけた。一戸建てを持つという贅沢に恵まれた僕の頭上には、一日中太陽光線を浴びている屋根があるじゃないか。そう、太陽光発電を取り付ければいいのだ！すでにいくつかの会社が無料で見積もりしてくれた上に、多様なシミュレーションも付けてくれた。しかも政府は、太陽光発電による電力を KWh につき 42 円で 10 年間買い取るという法案が成立した。さらには国や福岡市からの補助金も豊富な今、太陽発電に切り替えることはとても魅力的だ。太陽光発電のソーラーパネルを設置して節約できる電気代を試算してみると、

設置費の月々の返済金額に相当するが、もちろん疑問も残る。　しかし、メリット、デメリットなど色々と慎重に検討した結果、150 万円という大金をはたいて太陽光発電を設置することを決めた。ローンの支払いは 1 カ月あたり約 12,000円で、これは現在の我が家の電気代に相当する。電力を自分で得ることが出来る時に限り、僕はデモに参加して、原子力発電所の事故災害の可能性を叫び、子供たちを安心して育てるためにも完全閉鎖が必要で、福島の二の舞はあってはならないことを訴える権利があるのだと考える。僕は、原子力発電を過ぎ去った歴史の産物とするために、出来る限りのことをすべきだと主張したい。

Fukuoka City Museum福岡市博物館

This museum opened in 1999, aiming to

promote interactions between Japan and

different Asian cultures. The exclusive

collection of Asian modern and contem-

porary art on display is as rich in diversity

as it is in color.

Opened in 1990, this museum is a great

place to learn about Fukuoka’s history and

cultural development. The Fukuoka City

Museum is also home to the “Gold Seal”–

a national treasure.

In Fukuoka

Otherwise known as Das — stemming from his stage

name, Das Funkt -- Duncan is far from your typical

DJ. A dedicated follower of electronic music hail-

ing from London, England, Duncan already had a

notable amount of DJ-ing experience at house parties, bars

and clubs under his belt upon his arrival. But a combination of

his ambitious exploration of the local dance-music scene and

a timely opportunity early in his arrival to open for well-known

U.S DJ, Derrick May, soon made Duncan an instrumental part

of Fukuoka’s nightlife. Today, Duncan spends his time DJ-ing

at several different clubs across town, putting on events of-

fering credible dance music to underground scenesters and

new listeners alike, teaching Fukuoka’s future DJs, and co-

running an online publication, Experimence, geared to make

Fukuoka’s club scene more accessible to fans and curious

listeners alike. Duncan's talented artistry has taken him to

various other parts of the world as well, including Shanghai

and Hong Kong. There’s no knowing where DJ-ing will take

Duncan next -- but for now, he’s currently making Fukuoka a

better place to party in.

a court dancer. A seminar with a dance dem-

YIPEE! FOR FREE!Machinaka Art GalleryRSolicitations are now being held for young

artists to use public spaces as sites for

artistic expression in seven locations be-

tween Hakata and Tenjin. (They are Amu

Plaza Hakata, Reizenso, the former Hakata

Primary School, Kawabata Chuo Shoten-

gai, two spots in Kego Park, and Nakasu

Hakatabune, a boat cruising the river. The

art will be judged on the theme of Change,

and the work of five groups of artists in dif-

ferent genres, including paintings and graf-

fiti, and the works of two groups of artists

from Busan, South Korea, will be exhibited

from Sep. 14 ~ Oct. 8.

◊ Fukuoka Asia Month 2012Asia Month has been held as a gathering

of people from throughout Asia in Fukuoka

City since 1990. It is both an opportunity for

people to transcend language and borders to

deepen their mutual understanding, and an

Asian festival in which the citizens can eas-

ily participate. Several events are planned

throughout the city during the month. They

include the Focus on Asia – Fukuoka Interna-

tional Film Festival, based on the concept of

offering contemporary Asian entertainment;

the Fukuoka Prize, which is an expression of

respect for the people who have contributed

to scholarship and culture in Asia, and a venue

for providing awards that communicate those

contributions to the world; and the Asian Pa-

cific Festival Fukuoka, which features stage

performances, food stalls, merchandise sales,

and PR events for tourism.

◊ Fukuoka Independent Film FestivalThe objective of this film festival is for ex-

change through the presentation of films

made by people in Japan and overseas. This

year, more than 160 films by independent

filmmakers will be screened.

tal philosopher Vandana Shiva of India. She

has expressed original ideas about the love

of nature and protecting the dignity of life. A

commemorative seminar in English, Earth

Democracy, will be held from 18:30~20:30

on Tuesday, Sep. 11, at ACROS Fukuoka B2F.

The Academic Prize was awarded to Thai

historian Charnvit Kasetsiri. There will be

a seminar with Prof. Kasetsiri on the topic

Maritime Relations Involving the Interna-

tional Capital Ayutthaya: From Japan to Ara-

bia on Sep. 14 from 18:30~20:30 at ACROS

Fukuoka B2F.

One Arts and Culture Prize went to film-

maker Kidlat Tahimik of The Philippines. There

will be a seminar and film screening at Elgala

Hall from 13:30~18:30 on Sep. 16.
