    Good eggs join the hunt

    Independent auditors have been given 12 months to investigate questions about Sunburys secession from Hume.

    But pro-split supporters believe the state government has broken a pre-election promise to allow the creation of an independent Sunbury, and they have doubts the city will come to exist.

    As reported by Star Weekly online, Star Weekly online, Star Weeklythe split has been delayed until July 1 next year in order to address queries about costings and service delivery.

    Speaking in Sunbury on Friday morning, Local Government Minister Natalie Hutchins said too many questions remained unanswered about the separation, which had been scheduled for July 1 this year.

    e decision comes aer Hume chief executive Domenic Isola wrote to Ms Hutchins outlining the councils fears about potential disruption to sta and implications for ratepayers.

    Ms Hutchins said the previous government, which gazetted orders for an independent Sunbury last October before it entered caretaker mode, had rushed the process.

    A developer has lost an appeal against Macedon Ranges councils decision to reject a controversial development on prime commercial land in Macedon.

    Residents were celebrating aer a Victorian Civil and Administrative Tribunal (VCAT) report released on Friday found that objections to the scale and density of the development were valid.

    e proposed $6.1 million development

    in Victoria Street included ve shops and 18 apartments in an area that is zoned commercial.

    Macedon resident Ronald Fitt said the 20- or-so members of a community group that organised a pro bono barrister and raised more than $8000 for expert witnesses were absolutely thrilled to bits.

    It was a huge eort, he said. Were still chewing it over, what it all means.

    Mr Fitt said residents, who feared the development would open the way for similar developments in Macedon, planned to meet

    December, came aer consultants lodged an appeal on behalf of a property developer when the council refused a planning permit in June 2014.

    e councils evidence against the development focused on scale and re risks.

    South ward councillor Russell Mowatt said VCATs decision was an excellent outcome achieved because of the collaborative eorts of residents, council ocers, experts and legal representatives. e developer could not be reached for comment.

    Macedon Ranges residents fed up with the wasp plague that has swept large parts of the state are calling for more research into ways to control the introduced pest.

    European wasps, which are especially attracted to sweet food, drinks and meat, are a regular sight in towns including Woodend, Kyneton, Lanceeld and Romsey.

    eir presence at picnics and other outdoor events has been so great that Kyneton District Health (KDH) and Macedon Ranges council recently issued public safety warnings.

    Unlike bees, wasps can sting multiple times and attacks to the throat can be fatal. According to KDH, there has been a noticeable rise in wasp stings this year.

    Museum Victoria entomologist Patrick Honan said climatic conditions had led to the surge in wasp numbers, and a typical nest had about 10,000 workers.

    We had a mild winter followed by a mild summer, he said. In mild winters, not all the hives die o from the previous year.

    Mr Honan said it was too late to eradicate European wasps, which were rst detected in Victoria in 1977.

    e only way now is biological control, he said. If an area of research was to be eective, it would be baits. Baiting is a ne balance, because youre trying to attract them with meat but the insecticide inside acts as a repellent.

    Lanceeld resident Justin Robinson agreed more research was needed. Its only a matter of time before someone cops one on the throat while trying to eat, he said.

    Extra police will be out in force from early this week as emergency services prepare for what is typically one of the most dangerous times on Macedon Ranges roads.

    e highway patrols Sergeant Geo Neil said regular units would join trac police in targeting drink driving and fatigue this Easter.

    e warning comes aer gures released by the Transport Accident Commission (TAC) revealed that one in 10 country drivers regularly drive while drowsy.

    With many people taking advantage of the chance to go on a short holiday, Sergeant Neil urged motorists to plan ahead.

    At this time of year, a lot of people will be making that long trip, he said. Unfortunately, many drivers are not properly prepared.

    One always hopes we get through the holiday period without any serious collisions, but experience tells us its unlikely to happen.

    Sergeant Neil urged drivers to take their time, schedule proper rest breaks and resist the temptation to speed.

    A TAC report released last week showed drowsiness was a factor in up to 20 per cent of road deaths. Drivers on country roads were at greater risk, given they usually travel at higher speeds over long distances.

    TAC chief executive Janet Dore urged motorists heading o on Easter road trips to plan breaks and stop for a 15-minute power nap if they noticed signs of drowsiness.

    Put simply, you cant ght sleep, Ms Dore said. Drowsiness is a chemical process, not a choice, and the only way to overcome it is sleep.

    Ms Dore said driver reviver sites staed by SES volunteers at highway rest stops around the state provided the ideal chance to break up a journey.

    e future of the Bulla tip awaits the outcome of a ve-day hearing held before the state tribunal earlier this month.

    Bulla residents made three separate appeals to the Victorian Civil and Administrative Tribunal against Hume councils decision last April to grant Bulla Tip and Quarry (BTQ) a two-and-a-half-year extension of its planning permit.

    e permit was granted until December 31, 2016, to allow landll and rehabilitation works to be carried out.

    BTQ also appealed against the councils decision. e quarry operators had originally sought a 10-year extension, aer having being granted a 20-year lease in 1993.

    Residents told the tribunal the tip was adversely aecting their health.

    Bulla resident Carmel Egan, who attended the week-long hearing, said residents complained of dust, smoke, an acrid stench, litter and ongoing underground res that had broken through the surface soil to menace the community for the past two years.

    Ms Egan said the tribunal was told the Environment Protection Authority had issued ve clean-up orders and pollution abatement notices to the tip since September, 2013.

    Tribunal chairman Russell Byard reserved his decision. BTQ declined to comment. Hume council did not respond to requests for comment before deadline.

    Shoppers are being encouraged to get out of their cars and take a good look around Sunburys laneway arcades as traders deal with sluggish business conditions.

    Sunbury Business Association (SBA) president Michael Osborne said that while service industries, including real estate and lending, were doing well thanks to low interest rates, retail in the town was a massive struggle.

    He said many business owners hoped the opening of major developments such as Bunnings on Vineyard Road would encourage more people to shop locally.

    is has been most evident along OShannassy Street, which has continued its transformation into a premier dining district, Mr Walsh said.

    Overall commercial vacancy rates are low, which is a good indicator that high-quality, long-term businesses are being established.

    Mr Walsh said streetscape improvements, including a $2 million upgrade of OShannassy Street and improvements to the Village Green,

    e real problem is getting a consistent cash ow, Mr Osborne said. If the cash ow is inconsistent, as it oen is with retail, it can make it really hard to plan.

    Mr Osborne said Sunburys laneway arcades were one of the towns best-kept secrets.

    We would encourage people to treat shopping as an experience, he said.

    People oen go to the major shopping centres because theres parking and its convenient, but theres some great little shops down those laneways.

    Hume city sustainability director Kelvin Walsh said there had been signicant investment in Sunbury in the past 12 to 18 months.

    Volunteers will hit the streets of Sunbury and the Macedon Ranges on Good Friday, raising funds for the annual Royal Childrens Hospital Appeal.

    Fireghters, junior reghters and Scouts will team up to doorknock houses in Gisborne and surrounds, while SES volunteers will take part in a joint emergency services eort in Sunbury.

    Gisborne CFA organiser Mark Carter says volunteers collected more than $11,000 last year and aim to raise even more in 2015.

    A new ambulance station in Kyneton is expected to help ease some of the fatigue and morale problems that have plagued the service.

    e station, next to Kyneton hospital in Caroline Chisholm Drive, includes light-controlled, soundproof bedrooms for paramedics on night shi, a kitchen, meeting spaces and a sta barbecue.

    Macedon Labor MP Mary-Anne omas said last Fridays ocial opening was also a chance for Health Minister Jill Hennessy to meet paramedics and discuss the work of a parliamentary committee which is looking into the states ambulance crisis.

    As reported by Star Weekly, an interim Star Weekly, an interim Star Weeklyreport released late last month found paramedics reported considerable fatigue and low morale, and close to 45 per cent of ambulance ocers said last year they would not recommend the service as a good place to work.

    e government has already promised $60 million for initiatives to reduce response times and $40 million to upgrade ambulance stations, equipment and vehicles.

    Ms Hennessy and Ms omas also toured Kyneton District Healths $7.4 million ambulatory care centre. e site, which will include relocated community health and GP facilities, is expected to be ocially opened mid-year.

    New station to help morale

    Knitters and crocheters are being encouraged to pick up their needles and add to the colour of Sunburys annual StreetLife festival.

    Organisers of this years showcase of local businesses, to be held on Sunday, November 22, are seeking volunteers to yarn bomb trees on OShannassy Street.

    e emerging artform was a feature of the inaugural StreetLife held in 2013 but was not part of last years program.

    Event spokeswoman Sharyn Snook says more than 10 people have already volunteered

    and are ready to get started, while the Sunbury Visitor Information Centre is accepting donations of yarn for the project.

    Were aiming to yarn bomb at least every second tree, Ms Snook says. eyll be using plenty of bright wool it really adds to the colour and excitement and thats what a good community street festival is all about.

    Hume council has turned to social media to bolster support for its campaign to reinstate funding for preventative health programs.

    e council is spruiking the hashtag #anappleaday and #fundprevention in a bid to attract state government attention to its ght to have funding for obesity and disease prevention measures reinstated beyond June 30.

    e council wants community members to take photos of themselves eating apples and post them on Facebook, Twitter or Instagram with the #anappleaday and #fundprevention

    manager Bernadette Hetherington said the future of dozens of programs held under the Healthy Together banner were in jeopardy.

    ere needs to be a co-ordinating force, where people committed to change can get together and access support and resources, she said.

    Without further prevention funding, there will be limited capacity and resources to support the many prevention eorts that have sprung up around Sunbury.

    Hume mayor Adem Atmaca said Healthy Together programs delivered vital health promotion services to communities facing high

    e survey found most respondents came from another rural area.

    Of those people who came from a city, the overwhelming majority were from Melbourne.

    More than half the respondents worked in Melbourne.

    e most common age group of survey respondents was 41-64.

    Mayor Jennifer Anderson said the survey showed ratepayers had a real connection with the area in which they had chosen to live.

    Its encouraging to see that we attract, and keep, residents with a strong appreciation of the lifestyle, beauty and character of our region, Cr Anderson said.

    Learning centre goes to tenderA $3.7 million early-learning centre will be built in Gisborne after Macedon Ranges council agreed to seek a tender for the project last week. The proposed centre, at 71 Robertson Street, will feature an environmentally friendly design, including two kinder rooms, two maternal child and health rooms, a toy library and shared community space. Work is expected to start in June and be completed by 2016.

    Cool for catsA cattery will be built in Redesdale Road, Kyneton, after being approved by Macedon Ranges council last Wednesday. Councillors voted 6-3 to support an alternative motion from Cr Roger Jukes to approve plans for an animal boarding facility and dwelling on 16.57 hectares of farming-zone land. Council ofcers had recommended that the proposal be rejected, citing the permanent loss of agricultural land.

    Owner ned over angry dogA Lanceeld dog owner has been convicted and ned $1400 after a Staffordshire terrier escaped and rushed people on nine occasions. The owner was also ordered to pay impoundment costs of $2013 after facing Kyneton Magistrates Court on March 16. The unregistered dog, seized by Macedon Ranges council on January 15, must be muzzled and kept on a leash at all times when off its property.

    Drink-driver chargedA Sunbury driver who was involved in a minor collision at a busy supermarket

    will be charged with drink driving after returning a blood-alcohol reading of 0.231, almost ve times the legal limit. The woman, 64, had her licence suspended after her car and another vehicle collided at Woolworths in Horne Street about 5pm last Tuesday. No one was injured.

    Fire starter to pay CFAResidents are being reminded to register all burn-offs after an Ashbourne man was put on a good behaviour bond for lighting a large re on his land in November last year. The man, who faced Kyneton Magistrates Court on March 16, was also ordered to donate $600 to Woodend CFA. The court heard the CFA and police were called after neighbours reported explosions and a plume of black smoke. The man had no re protection equipment, and some spot res occurred. The re restriction period ended in the Macedon Ranges on Monday, but burn-offs must still be registered with the CFA. Permits are not required on land of less than 4000 square metres during April.
