3. GENERAL RULES

For each car must register a team formed from two persons of with both drivers (1st and 2nd drivers) therefore are holders of valid driving licences A,B,R, Italian C Senior or C National with the following limitations. Drivers (1st and 2nd drivers) registered with cars in classes N4,R4,A8,super 1600,R3C,R3T,FGTmust hold a licence of at least type R international or Italian C Senior. Drivers (1st and 2nd drivers) registered with cars in classes Super 2000,R5,K11,must hold a licence of at least type R International or Italian C Senior and (only for Italian licence drivers) have passed an “Ability Test”. The second driver of this car that hasn't passed therefore mentioned Ability Test cannot dive the car at any stage of the competition. Foreign competitors and drivers who wish to participate in a national or international competition organised in must have authorisation from the appropriate ASN (Sporting Authority who released the licence).The authorisation must be presented to the organisers that have requested it. The absence of this document that comes to the knowledge of the ACI or FIA constitutes a violation under article 2.3.10 and 3.9.4 of the International Sporting Code and carries a sanction. Admitted:

• Competitors and Drivers holding International driving licences type A, B or C/R and Hosting ASN national licences

3.3 Car Registration To register the following cars, they should conform to the regulations of the Appendix J FIA 2018 and to the standard safety measures of FIA.

Cars with national homologations are allowed, they will be divided in hosting ASN Classes and they won’t score point for FIA ERT.

3.4 Subscription, number plates and race numbers a) Subscription Subscription will be open from 28th February 2018. Subscription requests should be sent to the following address; A.C. We are not able to accept more than 120 subscriptions. b) Number plates and race numbers Each enroled team will be supplied with, free, race numbers and the following materials: A race and number plate to be placed at the front of the car A number plate to be applied on the rear window Two panels with dimensions 67 cm in length and 17 in height to be applied on front doors Two 20cm high numbers to be placed on rear windows The car must be presented for scrutineering with race numbers and official plates applied. 3.5 Enrolment tax For each car, there will need to be a deposit, under penalty of nullity, for the following subscription fee fixed by the limits provided by the rules of the relative sector. This increase can be paid until the end of pre-race checks. 3.6 Insurance The Organisers, as holder of Sporting Licence, adhere, from the moment of subscription, to the present conditions in force for sports insurance. In this context, it is confirmed that with full knowledge of the facts of the policy RC, mentioned in article 56 of Italian RSN, responds to the fees forecast in article 124 of insurance codes, with the minimum of laws, and doesn't raise any responsibility of the Competitors and Crews in which they may eventually incur outside the object of the insurance and further general conditions and special policies as published on the federal site and in any case can be requested from the Insurance Company. The entry fees include the insurance premium, which guarantees the competitor cover for Civil Liability towards third parties up to 7.290.000,00 euro for accident. Throughout the event, the officials, the organising committee members,

their employees and all the organising staff are also considered as third parties. Insurance cover will come into effect from the start and will cease at the end of the rally or at the moment of withdrawal, disqualification or exclusion of the competitor. It is hereby stated that the civil insurance coverage provided by the Organisers will be valid only for the itinerary of the race published in the official Road-Book and in the times provided by the program of the race. All entrants must provide their own civil insurance for their racing car for all aspects not provided above. In case of accident, the competitor or his representative must notify the clerk of the course within 24 hours. On arrival at each leg the competitor must sign a declaration concerning any accident he may have had en route. The Organising Committee declines all liability due to consequences for breach of lows, regulations or prescriptions by Competitors in the countries they will cross, those consequences will be solely the liability of those who have incurred or committed them. The Organising Committee also declines all liability in case of riots, demonstrations, vandalism, natural disasters etc. from each Competitors or crew-members could suffer, or from consequences thereof. Any damages, fines or penalties will be borne by them. 3.7 Advertising a) Compulsory advertising: The advertising spaces on the official race panels containing the race number and number plate are to be reserved for the following sponsor; Casino di Sanremo. b) Optional advertising: Competitors who accept the optional advertising proposal from the Organisers must reserve a space of 1600cm2 to the following sponsor; TBA. The Organisers reserve the right, by means of a bulletin, to decide the position of the optional advertising on the car. Any infringement of advertising rules will be penalised by Stewards.

4. GENERAL OBBLIGATIONS 4.1 Checks and scrutineering The registered teams must present themselves together and with the correct car at the pre-race administrative checks and scrutineering as per programme (art. 1 of the present SR) at their individual summons times. Any late presentations will be penalised by Stewards. At scrutineering, competitors must present all items of clothing, including helmets and an FIA-Approved head retaining device (FHR), intended to be used. Compliance with Appendix L Chapter III will be checked. Scrutineers will also check the correct positioning and conformity of seatbelts and their links, seats, FHR on crash helmets, helmet itself and fireproof clothing. 4.2 Driver Safety - The Competitors and the crew members must comply permanently to art. 40 of FIA Regional Rally Sporting Regulations. - During special stages, it is compulsory for drivers to wear an helmet with approved type of fastening and approved type of seatbelt together with FHR devices and relative safety devices on penalty of exclusion. - All Drivers who are found not to conform to the international and national rules regarding dress/safety devices will be excluded from the race and submit themselves to Italian Sporting Judge. - Each registered car will carry on board a red triangle reflector that, in case of the car stopping during the race, must be placed in a visible position at least 50 meters behind the car. - In case of an accident that does not require immediate medical attention, an "OK" card at the side of the car must be clearly displayed to at least the three following cars. - If on the other hand, medical assistance becomes necessary, the card with the symbol S.O.S in red must be clearly displayed at the side of the car, with your race number, if possible to at least the three following cars. - Teams that are forced to retire, must send communication in the shortest time possible to the Race Control calling number +39 349 6709188 and press the button on tracking system device. - For the drivers who do not observe the instructions of the present article, Stewards may take disciplinary measures. - It is compulsory to have in the car a 'location system' or Tracking System, exclusively with the aim of helping the Race Control, in compliance to Italian NG Rally. 4.3 Team identification The first initial(s) and surname of both driver and co-driver, followed by the national flags of the country of the ASN from which they have obtained their licences, must appear on the rear side window on both sides of the car, adjacent to the competition number. The names must be: • In white Helvetica. • In upper case for the initial(s) and first letter of each name with the remainder in lower case. • 6 cm high (upper case letters) and with a stroke width of 1.0 cm. The driver’s name shall be the upper name on both sides of the car. Use of silver or smoked film is admitted on rear side and rear windows and on opening sun roof to following conditions: silver or tinted film on the side rear windows must have an aperture with a surface area equivalent to a circle of 70mm diameter to allow the driver to be seen from the outside and also to view contents of the car (FIA Appendix J, Art.253.11).

4.4 Reconnaissance

− Following Italian C.I.R. Format: Reconnaissance must be made after the delivery of the Road Book and reconnaissance card, following article 1 of the present SR, with cars strictly in street configuration and without any race tuning. For each Special Stage a maximum of two runs is allowed. 'relay' cars that precede cars during reconnaissance are forbidden; also radio link with those cars is forbidden. Any reconnaissance made outside the day and fixed hours will be considered a severe infringement, and will be notified to the Clerk of the Course for consequential measures. 4.5 Shakedown A road in the area of San Romolo, length 3.40 km will be available to competitors for testing the race cars on 13 April 2018:

• from 08.00 hours to 11.00 hours only for priority drivers and drivers that are members of CIR/FIA ERT • from 10.30 hours to 13.30 hours for all other crews.

All priority drivers must take part in the shakedown. Any other passengers, over the driver and co-driver, are not allowed. Before the shakedown the cars must pass scrutineering. For applicable cars, the engine block, the complete transmission and the mechanical parts mentioned in these regulations must be sealed. During the shakedown, any person on board must wear a homologated crash helmet, all required safety clothing and equipment in compliance with Appendix L Chapter III – Drivers’ Equipment and have their safety harness correctly fastened. Any infringement will be penalized. Service may be carried out only in the main service park. 4.6 Respect of the Highway Code Along all roads outside the SS, crews must conform to the rules of the Highway Code and all the regulations in force in matters of traffic and any special orders from the local police force of the location being crossed. It is the duty of the teams and any non-fulfillment will lead to disciplinary measures as noted in article 1.17 of Italian NG Rally. 4.7 Service Service is defined as each intervention, work or repair made on a car during the race. It is considered help even presence in the area of a kilometer around the race car of persons or any means of transport belonging to the competitor or to the technical assistance team (with the exceptions noted in article 13.2 of Italian NG Rally) and the abandonment of any race course title as indicated in the Road Book. During the rally, service must take place only inside the Service Park. Help outside the Service Park as ascertained by the Race Officials brings to exclusion from the race and if the race is valid for a national title, loss of points acquired up to this race. Service trucks can enter the Assistance Park from 08.00 hours to 20.00 hours on 12nd April 2018 and must keep to the rules of Race Officials. Nothing is allowed to jut outside assigned service area (service trucks or part of them as ramps or carriers, race cars, etc…. ). Each infraction to entering hours will be penalized according to article 13.4 of Italian NG Rally. 4.8 Number of tyres and their verification. In compliance with the FIA Regional Rally Sporting regulations - V1 art 60 and following

• Hand cutting or modification of the tread pattern of tires is forbidden • Art 62 there is no maximum amount of usable tires • The tires must be as per Appendix V to FIA Regional Rally Sporting Regulations Appendix V and FIA 2018 List of Asphalt Eligible Tires • The list of barcodes of the tires on board of the car must be fulfilled and given to a Scrutineer at the exit of each Service Park.

4.9 Supply of fuel Competitors must use only the official fuel that will be given to them, on payment, inside the refuelling zones. The only authorized fuel is the RON 98 and the MAX RON 102 sold and distributed by the company Panta spa. Refuelling of diesel or LPG cars, must take place inside the refuelling zones where the competitors must refuel with their own means of refuelling. LPG cars will also be able to refuel in public service areas (fuel stations) which the organizers will identify along the course and notify to the drivers. 4.9.1 Fuel Distribution On the site www.rallyesanremo.it is published the fuel order form to be completed and sent by mail to the supplier until the Friday before the rally. The supplier will distribute the fuel needed for shakedown and section 1 on April 13 from 07.00 to 12.00 in the refuelling Area provided in the service park – Sanremo – Piazzale Adolfo Rava. For all the other sections of the rally the fuel will be distributed exclusively and directly in the tank of race cars in Refuel Zones indicated in the Road book.

4.9.2 Range of cars All cars must have a range of at least km.121,54 between two RZ, including a maximum of Km 43,36 of special stages.

5. EVENTS 5.1 Start Park Fermè The Start Park Fermè is not foreseen. Competitors will have to line up in the starting area (TC 0) 10 minutes before their theoretical start time published by the Clerk of the Course. 5.2 Starting Order For the assignment of starting order the Clerk of the Course: for Section 1 only the order will be assigned based on the promotional needs of the event (TV shots); for Sections 2 and 3 the order will follow race numbers in increasing order; the starting order of Leg 2 will follow partial unofficial classification of Leg 1. Any crew which has failed to complete first Leg can re-start the rally from the start of the next Leg only if they confirm their intention to the Clerk of the Course until hour 02:30, 14th of April 2018. The competitor must advise the organizer of the reason for retirement (e.g. accident, technical problems, etc.) and the intention to have the car re-scrutineered. Cars that do not complete Leg 1 can be repaired in a place chosen by the competitors. Repaired cars must be checked by a scrutineer and placed in the overnight regroup within one hour before the starting time provided. Access to overnight regroup will be open 90 minutes before departure time of the first car, and the deadline to place the car inside is 60 minutes before the start time of the competitor concerned. 5.3 Timekeeping on special stages Timekeeping of special stages is made at 1/10 of second. 5.4 Official Time The official time of the race will be UTC+2. 5.5 Final Park Ferme After the last TC, the cars must be placed immediately in a final Park Fermè in Palafiori - Sanremo where they shall remain until released by the Stewards. The miss or late delivery of cars to Park Fermè, or leaving the park without authorization will be reported to the Stewards who may impose sanctions according to art. 11.9 of International Sporting Code. Park fermè, after its releasing, will not be overseen in the care of the Organizers. 5.6 Specific Procedures of the 65th Sanremo Rallye – SSS1 Porto Sole The stage will take place on a set up area in Porto Sole – Sanremo (IM). The super special stage consist of a closed circuit, with artificial slowdowns, of a length of mt 640 to be repeated four times for a total of km. 2,560. 5.6.1 Procedure for the Super Special Stage Starting time for T.C.0 – Service Park will be published according to the program and the interval between cars will be the one indicated in the same; This interval may not be the same for all cars. The Crews, once checked at Time Control before the SSS (TC1 - Porto Sole) will have to follow Marshals’ instruction and line up each on their starting line, ready to start on order of the Clerk of the Course. No ideal time and actual start time of the stage will me written on Time Cards. When both cars are ready, start will be given by lights (on each starting line) which will be indicated by using colored lights and countdown: 1) 10” seconds to start 2) 5", 4", 3", 2", 1" seconds to start 3) GO The start of the Super Special Stage can be given a fraction of a minute and does not coincide with the expiry of the full minute. Jump starts will be detected by timekeeping instruments, and are subject to the penalties provided by art. 37.6 of 2018 FIA Regional Rally Sporting Regulations. Each crew must complete four full laps of the track, crossing the finish line on the same line from which they started. As soon as the finish line has been crossed, each crew will have to slow down, follow marshals’ instruction to exit the stage and stop at the Stop control where they will have to hand in time card to timekeepers that will: a) write the time taken to complete the Special Stage, this time will be for each crew, the time between the green start light and their passage over stage finish line b) will assign the sector start time for reaching TC1B Regroup IN Between the TC1 and TC1A crews are neutralized for the time necessary to complete the super special stage.

5.6.2 Mistake on the Super Special Stage The crew in case of

• Leap or even partial demolition of chicane • Less laps than expected

will be inflicted a penalty of 30 seconds, added to the worst time in the class to which it belongs (or in the immediately higher class if only one crew is competing in the class) In case of anomalous worst time, Stewards can assign a time considered less anomalous among the other four worst times. The time calculated in this way will be the only one valid for the classification, regardless of what is noted on the timekeeping schedule. In case a crew would make more laps than previewed, stage time will be the effective time made by the crew including the extra laps. 5.6.3 Interruption of the Super Special Stage In case of interruption of SSS1, no matter for which reason, the competitors stopped on the stage, at the unquestionable decision of the Clerk of the Course, will be allowed to repeat the special stage receiving a new start respecting the starting order. The crew or crews that caused the interruption will not be able to restart, they will receive real time they made to get out of the stage. In case of temporary or definitive interruption of the Super Special Stage, the Stewards may assign to each of the crews involved in the interruption a time that they will judge the fairest. Lump-sum times may be awarded even if only one crew has been able to perform the test under normal race conditions. Only Stewards can apply this provision after having received the report of the Clerk of the Course with the exposition of the reasons that determined the interruption (or the delay). Times allocated will be used for the compilation of the ranking of the SSS only after the decision of the Stewards. The crews totally or partially responsible for the interruption of the SSS will not benefit in any case from this provision. Therefore, the time actually achieved will be allocated to them if this time is higher than the time allotted to crews not transited due to the interruption. The provisions on the interruption of SSS can also be applied to crews who have been delayed as a result of their intervention to remove an obstacle in case of obstruction of the route and / or to provide assistance in the event of an accident, and subsequently have completed the Stage, even if the same has not been definitively interrupted. 5.6.4 Retire in the Super Special Stage If the car fails to complete the test and is unable to continue, it will be transported ,in park fermè regime, and taken to the Service Park where it can be repaired in compliance of the S.R. if this is not possible the vehicle must be parked immediately after the stop control of the Super Special Stage. Both in the first and in the second case:

• The crew will be considered checked without penalty to the TC1A, 1B, 1C, 1D • The crew is subject to the usual rules regulations, service restrictions and penalties in time provided in the rally • Crews who fail to complete the stage will have the worst time achieved in the class they belonger in the immediately higher class if only one crew is competing in the class plus a penalty of 30” if they consider the worst time anomalous, the Steward can assign a time considered less anomalous among the other four worst times. • Crews who have a time that is at least three minutes higher than the best time in their class, will have assigned the worst time assigned of the class or in the next higher class if there is only one crew, see previous paragraph.

5.6.5 Flags used in the Super Special Stage For the signals to the crew, yellow and red flags will be used in accordance to Appendix H to FIA CODE. The Clerk of the Course may authorize a crew damaged by the yellow flag to repeat the stage. If not possible, the Clerk of the Course will propose to stewards to assign a specific time to the crew. In any case the crews partially or totally responsible for the exposure of a flag cannot benefit of the previous paragraph.

6. PENALTIES In accordance with FIA CODE.

7. PROTESTS AND APPEALS 7.1 Protests Any possible protest must be presented in the ways and terms provided in art. 55 of 2018 FIA Regional Rally Sporting Regulations. The paid deposit lodged for each protest will be Euro 1.000,00. For technical protests, you must lodge a deposit also for dismantling and assembling expenses, the amount for which will be decided, without appeal, by Stewards, on the hearings of Scrutineers and based on Appendix to Italian RSN. Decisions posted in official notice boards have value of notifying.

7.2 Appeals Any possible appeal should be presented in the ways and terms provided under the Italian Norma Generale. The paid deposit lodged for each appeal is Euro 1500.00

8. CLASSIFICATIONS The following classifications have been drawn up: General; group; class; female; under25; R1 Championship; Racing teams, ERT, ERT2, ERT3, ERT Junior.

9. PRIZES 9.1 Prizes of Honour - General classification: to the first ten crews classified. - Group classification: the first crew classified - Class classification: to the first three crews classified. - Racing teams: to the first crew classified. Racing teams in which a member is the absolute winner of the race (in case of which the driver is indicated on the membership card) and provided they are holder of an ACI license. Otherwise to the competitor only if Legal Position.

10. FINAL CHECKS Final checks will be carried out at Gino Concessionaria Mercedes – Via S. Francesco, 350 – Arma di Taggia - +39 0184 42257. Checked Cars’ Competitors, or Persons allowed from teams by written proxy are required in final checks. No other persons, except officers and CRO involved in final checks are allowed.
