The Vessel of Opportunity Skimming System (VOSS) . Class XI P16310 is a modular oil recovery skimmer system, which can be secured to and operated from a large vessel of opportunity at a spill site. Through this system, a vessel such as an offshore towboat, supply boat, or fishing vessel can be transformed into an oil recovery vessel. The VOSS allows for continuous skimming operations, limited only by adverse weather conditions and darkness. It consists of an in-water oil recovery unit, oil collection (V-) boom, a portable outrigger system to support the leading end of the outboard V-boom leg, and the ancillary equipment necessary to set up, maintain, and operate the VOSS.

The Class XI VOSS consists of the following: a. two 8' x 8' x 20' vans used to store and ship the system components and ancillaries b. four lifting slings per van c. an in-water oil recovery unit with two 55' sections of boom to contain and control spilled oil d. a hydraulic power unit to power the hydraulic components of the system e. two machinery containment pools to catch and contain any oil, fuel, or contaminants leaking or spilled from the equipment f. a pressure washer for cleaning system equipment g. tool boxes with tools for assembly and maintenance of the system.

Alternate ESSM number configurations are functionally the same as the primary component; however, the performance characteristics of the alternates may vary slightly the primary. Alternate configurations are not shown in the catalog.

The VOSS Outrigger Assembly OA0010 is designed to meet the rigorous requirements for a boom that is light in weight, high in strength, and easily deployed. The outrigger arm assembly consists of three truss sections with flanged ends, an outboard float with mounting flange, a universal assembly with mounting bolt flange, and a pad eye plate for attachment of rigging to the outboard end of the arm with mounting bolt pattern. Each truss section has welded end plates with a symmetrical bolt pattern for a strong connection and easy alignment.

The outrigger sections are completely interchangeable. The outrigger assembly can be assembled from two sections to form a 28-foot wide sweep or from three sections to form a 42-foot sweep. The outrigger arm length must be determined based on limitations of the available vessel and expected skimming conditions. The design working compressive strength of the 42-foot outrigger arm is 8000-lbs and is substantially higher for the 28-foot arm.

The Class XI System Sorbent Belt Oil Skimmer SK0924 consists of a filterbelt module, an induction pump, a squeeze roller assembly, and an offloading pump. The skimmer assembly is designed to be towed through spilled oil and pick up the water and oil emulsion. As the mixture flows up the filterbelt, the oil and water separate. The water passes through the belt while the oil and debris continues on. A scraper located at the top of the belt scrapes off solid debris and heavy oil, while the oil entrained in the belt is forced out by a squeeze roller. The oil then drips into a hopper, where it is eventually pumped to a support ship or other vessel by the offloading pump.

The Oil Containment Boom, Model USS-42HB, BM0737 is constructed of nitrile/vinyl rubber- impregnated, high strength nylon cloth that resists abrasions, gouging, oil, and salt water. The standard 55-ft section has five 10-ft long, 18-inch diameter inflation chambers with inflation/deflation valves. There is a 10-inch piece of rubberized fabric that separates adjoining chambers and provides flexibility for the boom. Each inflation section is completely vulcanized, with no stitched seams that can pull apart.

The boom has a skirt that extends 24 inches below the inflation chambers for containing the oil. A 1/2-inch galvanized chain runs through a reinforced pocket on the bottom of the skirt. This chain acts as a ballast/tension member to keep the skirt in a vertical position. There are six metal lifting handles vulcanized to each inflation section for deployment and recovery of the boom. In addition, there are two large lifting eyes vulcanized to the end chamber sections for lifting the boom sections into and out of the water. Highly visible orange strips are located at the first and third handle positions of each inflation chamber for improved visibility of the boom when it is waterborne. The boom is high in buoyancy and will float higher in the water than standard boom.

The Hydraulic Power Unit PW0924 is a portable control and power package that operates the skimmer assembly. The power unit consists of a diesel engine that drives a triple hydraulic pump, a hydraulic reservoir, and a fuel tank. The unit is furnished with a sound dampening housing. A hydraulic starting system is employed so that the unit can be operated without an outside power source. An engine-driven air compressor and storage tank are provided to inflate the flotation cells on the skimmer assembly. The hydraulic control console on the hydraulic power unit contains controls and indicators necessary to operate the engine and remote skimmer assembly systems. Selector valves and auxiliary hydraulic supply and return ports are furnished so that auxiliary equipment can be powered by the hydraulic power unit.
