hul gereedskap weggepak en reggemaak omhuiswaarts te keer. “Ek was besig om ankerte lig toe ’n fratsgolf van nêrens af op onsneerslaan. Legislation challengeHendri Terblanche (39) of Brack-
enfell made headlines last yearwhen he publicly challenged thecurrent legislation, which allowsfathers only three days paid familyresponsibility leave when their ba-by is born.
In terms of the Constitution, hesubmitted a petition to the Nation-al Council on 3 July 2014, askingthat working men be given 10 dayspaternity leave.He appeared before the Select
Committee on Petitions and ap-proached every member of Parlia-ment to urge them to draft a newBill to this affect.
Constitutional provisionIn November 2013, Terblanche’s
wife Giselle gave birth to twins,born three months prematurely.“Three days paternity leave is
not enough for parents who opt forCaesarean section or in the eventof other medical complications,”he says.At the time, his twins spent 139
and 79 days respectively in hospi-tal.However, only a handful ofMem-
bers of Parliament actually repliedand therefore the issue was neveraddressed in the National Assem-bly by means of members’ state-ments, as provided for in the Con-stitution.The purpose of the above proce-
dure is to bring important publicissues to the attention ofministers.
“Since then I have on numerousoccasions asked the secretary ofthe Select Committee on Petitionsand Executive Undertakings whenthe committee will make the rec-ommendation, but until today Istill haven’t received any confir-mation,” he said.

president to intervene and help fa-thers to claim back their role asprimary caregivers.“The law in its current format
changes a father’s role from a pri-mary caregiver to a secondarycaregiver with only three days’family responsibility leave availa-ble to fathers ina 12monthperiod.”Terblanche says the law needs to
be changed.

Hollywood het verlede week in Brac-kenfell geland!
Vervaardigers van die nuwe Afri-kaanse romantiese komedie, Hollywood inmy Huis, het leerders en personeel by dieHoërskool Brackenfell, waar groot dele vandie fliek verlede jaar verfilm is, Donderdag-oggend trakteer op ’n vertoning van die film
in die skoolsaal.Die langverwagte film word Vrydag in tea-
ters oor die land heen bekendgestel, en diewoord op straat is dat dit ’n groot opskud-ding gaan veroorsaak.
As die bekende fliekresensent Leon VanNierop die film ’n 8-ster-gradering gegee het,gee TygerBurger dit 10 uit 10 – kolskoot!
Nie net is dit een van die snaaksste Afri-kaanse flieks wat jy in ’n lang tyd sal siennie, maar ook ’n tere liefdesverhaal met ’n
sterk boodskap: die verwesenliking van joudrome is soms nader as wat jy dink.
En boonop is die film op eie bodem in ver-skeie noordelike voorstede verfilm.
Die storie speel hom af teen die agtergrondvan ’n matriekafskeid in 2004.
’n Gewone tienermeisie, Jana van Tonder,wat aan die “verkeerde kant van die spoor-lyn” woon, word geïnspireer om haar eierooitapyt-oomblik te skep, nadat sy op tele-visie sien hoe Charlize Theron haar Oscar-beeldjie wen.
Die verhaal bevat ’n goeie dosis romanse,nostalgie en selfs ’n tikkie hartseer met dieregte balans en is ’n lewendige komedie watjou lank gaan bybly.
By die geleentheid het André Pretorius,skoolhoof by Hoërskool Brackenfell, gesêdat dit ’n plesier en voorreg was vir dié skoolom deel te wees van die produksie, wat ooksowat 200 plaaslike leerlinge in rolle as film-ekstras gebruik het.
Dylan Voogt, mede-vervaardiger, sê dieskoolterrein en atmosfeer by die skool wasdie perfekte omgewing vir die draaiboek vandie film.
Christea Visser, wat die rol van Jana ver-tolk, sêditwas ’nuitdagingomweer ’n skool-kind te word.

A decision by the City of Cape Towncouncil on 2 June to shiftthe delegation for decisi-
ons about traffic calming toTransport for Cape Town (TCT),could be reconsidered.Gerhard Fourie said in his
chairperson’s report at themonthlymeeting of Subcouncil 7(Koeberg) last Monday that thedelegation to consider and ap-prove traffic calming measureswill in future resort with TCT.“We are awaiting the admini-
strative protocol in terms ofwhich applications – those on the waitinglists and new ones – will be dealt with in fu-ture,” he said.Fourie told TygerBurger subcouncil ma-
nagers will meet this week to discuss theway forward.“In the past, traffic calming was a delega-
tion of the subcouncil. Theward councillor,who serves the community,followed a process with theward committee, after which arecommendation was made interms of the traffic calming po-licy,” he said.“We want residents to take
part in public participationand for us to be able to overseethe process of traffic calming,”he said.The new draft traffic cal-
ming policy will soon be circu-lated for public input, he said.
In terms of this new draft policy, traffic cal-ming is only recommended near facilitiessuch as schools, public open spaces, shop-ping centres and retirement homes.

Skaars ’n week ná die tragiese dood vandie 14-jarige Royden Roode in diekruisvuur van vermoedelike bendege-
weld in Scottsdene, is nóg drie mense Sater-dagaand raakgeskiet – in dieselfde straatwaar Royden gewoon het.
Lt.-kol. André Traut van die provinsialepolisie semediakantoorhet bevestig dat driemans van onderskeidelik 17, 25 en 30 jaaroud om sowat 19:10 raakgeskiet is toe ’n on-bekende verdagte op hulle losgebrand het.
“Die voorval het plaasgevind op die hoekvan Yvonne- en Williestraat en die omstan-dighede rondom die skietery word nog deurdie polisie ondersoek.
“ ’n Saak van poging tot moord is geopenmaar geen arrestasies is nog gemaak nie,”sê Traut. Die toestand van die mans is onbe-kend.
Hoewel die polisie in dié stadium nie kanbevestig of die twee voorvalle bendeverwantwas nie, word daar vermoed dat die voorval-le voortslepend is uit hernude bende-konflikin die area.

breek toe ’n man in Josephstraat doodge-skiet is. “Die gemeenskap is baie onrustig enbekommerd oor die veiligheid van hul kin-ders, veral nou met die eksamentyd,” sê Ga-vin Riddles, voorsitter van die Wet-en-Orde-stigting in Kraaifontein.
Kort ná die voorval Saterdagaand hetRiddles vir Dan Plato, minister van gemeen-skapsveiligheid in die Wes-Kaap, verwittig.
“Plato het sy kommer uitgespreek oor dievoorvalle en onderneem om die gebied in dievolgende week te besoek,” sê Riddles.
Gemeenskapsleiers het ook ná die naweekse skietery saamgestaan om ’n gebeds- envredesoptog te reël.
“Dis veral Royden se dood wat die gemeen-skap diep ontstig het.
“Hy was ’n onskuldige kind wat nie be-trokke was in bendebedrywighede nie.”
Intussen het die ouers en beheerliggaamvan die buurskool, die Laerskool Petunia inScottsville, geld ingesamel om Royden se ou-ma, sy voog, finansieel by te staan met diebegrafnis.
Lillian Roode het na Royden omgesienvandat dié kleinseun ’n baba was.
“Al wat hy verkeerd gedoen het, was omop die verkeerde plek op die verkeerde tydte wees,” vertel sy hartseer.
Volgens Royden se maats het hy in sy laas-te minute ’n pak skyfies by die kafee gaankoop, wat hy buite gesit en eet het.
“Toe het een van sy maats verbygeloop ensy ‘kepsie’ speels van sy kop afgetrek. Dis toehy agter hom aangehardloop het, dat hy ge-skiet is,” het ’n gebrokeLillianMaandag aanTygerBurger gesê.

Royden sal Saterdag by die Kraaifontein-begraafplaas ter ruste gelê word.
Die voormalige subraad 6-voorsitter, WillieJaftha, is pas vervang deur die bekendeBellvillese politikus en gemeenskapsleier,Sam Pienaar.
Jaftha het vroeër vandeesmaand opslaegemaak toe hy in ’n brief sy steun – op ’nDA-briefhoof – aan ’n lid van die 28’s-bende-faksie in ’n hoëprofiel-saak te kenne gegeehet. Jaftha het in dié brief om versagtingvan die vonnis van ’n veroordeelde bendelidby ’n hooggeregshof-regter in ’n hoë-profiel-moordsaak gepleit. Hy is kort hierna uit dieDA geskors.
Intussen is die bekende plaaslike politi-kus Sam Pienaar, voorheen ’n proporsione-le raadslid met die Voortrekkerwegkorri-dor as sy bedieningsgebied, in Jaftha se plekas subraadvoorsitter aangestel. Pienaar isbekend vir sy aktiwiteite rondom probleem-geboue in die Bellville-gebied, en het asvoorsitter van dié werkskomitee reeds heel-wat verandering in die gebied teweegge-
bring. Pienaar, wat ook een van die stigters-lede van die Groter Tygerberg-vennootskapin Bellville in 2012 was, het TygerBurgermeer oor sy planne vir die subraad vertel.
“Die vele geleenthede wat subraad 6 kanopbou, is so belangrik vir die Stad Kaapstaden dra by tot dinamiese ontwikkelings-moontlikhede vir die Bellville-stadskern.
Pienaar sê om dié rede “droom ek graag”en wil hy hom daarop toespits om die ekono-miese potensiaal van die subraad te ontsluitvir beleggers en ontwikkelaars. Dít, meenhy, sal werkskepping stimuleer.
Pienaar hoop ook om die talle kreatieween innoverende ideeswatuit die gebied,metsy rykdom aan groot handelsname en on-derriginstellings, te institusionaliseer entot voordeel van die stad as wêreldbestem-ming te gebruik. “Daar rus ’n sware taak opalle rolspelers om die subraad ’n veilige eente maak en met oorgawe te veg teen velewanpraktyke wat die gebied kenmerk.”

Meet Joshua and Annie, the parents ofa nine-month-old baby.
Joshua is 38-years-old and used tostop reading any sentence that included thewords “testator”, “executor”, “fiduciary” or“estate”.
Not only didn’t he understand these words,but he had to deal with the nagging suspicionthat he really should.
If it wasn’t for Annie’s insistence, Joshuawouldn’t even have a will today.
He would be a personal finance simpleton,like the majority of South Africans.
Joshua understood the importance of ha-ving a will, but he never thought he ownedenough to go through all the trouble of actual-ly having one.
TygerBurger spoke to a few personalfinance gurus for their take on the matter.
“South Africans do not like to think abouttheir own mortality,” says Shalene Schreuderfrom Shalene Schreuder Attorneys.
“Some would even say they don’t concernthemselves with what happens after they’redead.”
Visagie Vos Attorneys’ Werner Greeff saysthat a large section neglect theirwills becausethey think they don’t have a cumbersomeestate.
“They might have a small house, but if theydie you don’t know how to transfer the pro-perty to whom,” he elaborates.
“Also, if there is an estate involved thenthere is a very big chance that those left be-hind will start to fight with one another. It’sbetter to just draft a will, say who inherits,who’s the executor and Bob’s your uncle.”
There are many reasons to have a will.To use the case studymentioned above, one
of the main reasons for Joshua to get a willwas to avoid Annie’s wrath.
AV Dawson & Co’s Abraham Dawson seesthe bigger picture: “Thewill is your voice fromthe grave. The final disposal of everythingyou’ve left behind and built up.
Freddie Steyn from FPS Law reckons thelack of proper education is the main reasonwhy themajority still don’t have bindingwills.
“Once you start educating someone theywill understand the importance of having awill and the good things that flow from that.If any one sector had to take the blame thenit must be the schools, but all the sectors playtheir part in this lack of education. Thereneeds to be a huge awareness campaign regar-ding wills,” he opinions.
When asked about statistics of all thosewith wills opposed to those without, Steyn
said he didn’t know the figures, but that “it’snot looking good at all”.
Greeff argues this lack of a sense of urgencyboils down to a lack of personal developmentand education.
The fact remains that people are not finan-cially savvy, but if they understood the reper-cussions of their ignorance then they wouldeducate themselves.
Says Ernest van Staden of Madeleyn Inc, “Ifyou don’t have a will your whole estate willbe divided in terms of the law of intestate suc-cession. This means your family will have nosay inhowyour estatewill bedivided. Theper-son who you most likely would have givenyour estate to runs the risk of not getting it.”
Van Staden uses the example of a man whodied without a will and lived with his belovedgirlfriend till the day he died.
Unfortunately his estate was handed overto his much-maligned ex-wife due to the law
of intestate succession.Schreuder’s example also highlights how
devastating it can be to die without a will.“The wife was in her secondmarriage when
she passed away. Her husband paid for every-thing because she didn’t work and they didn’thave a will. Then her children from herpreviousmarriage also became heirs and thenthe husband’s house had to be sold becausethe children also had to be paid out,” she says.
Dawson adds that if one dies without a willthen your estate will be managed by someonewho doesn’t have a clue as to what you reallywanted to happen to your possessions.
“The master of the high court would haveto appoint an executor, who in many caseswould be the spouse, who would obviously begrieving,” he explains.
Banks and estate companies also offer ser-vices to the public that assistwith the admini-stration of one’s estate, but Dawson has aword of caution.
“Very often the fees they charge areextremely high. It’s important to note thatyou can actually negotiatewith your executorbeforehand that their fee will be limited to acertain percentage of the asset value.”
Drafting a will is neither a lengthy nor anexpensive process (unless you are amulti-mil-lionaire).
If the reasonably insubstantial cost of draf-ting a will puts you off then it’s best to waitfor Wills Week in September.
“During thisweek all the lawyers that parti-cipate in this law society project will draft astandard, basic will for people at no charge,”says Greeff.
“Last year we had over 30 people who camein to draft wills,” concludes Steyn.

Een hiervan – ’n hartsaak vir haar,sê tannie Elna – is die Blankets for Blik-kies-projek wat deur haar en ’n vrien-din, Sandra Marais van Stellenbosch,begin is.
TannieElna verduidelik: “Ons leer ’ngroep van 25 vroue van Blikkiesdorpnaby Delft om te brei. Ons is ’n helegroep wat hieraan saamwerk.”
Die groep maak onder meer mussies,slaapsokkies en truie, maar kombersegeniet nou voorrang.
Kombersprojek“My vriendin Sandra het hierdie kom-
bersprojek begin nadat sy gehoor het datdaar verlede jaar mense dood is van diekoue in die ‘blikhuise’ daar.
“Dit raak vreeslik koud in daardiestrukture,” sê tannie Elna.
“Nou leer ons die vroue om die komber-se te brei.”
Sy sêwanneer hulle Vrydae naBlikkies-dorp vertrek, neem hulle al wat beskikba-re wol is saam.
Tans werk hulle aan ’n klomp kombersevir Mandeladag.
“Die vroue kan elk die eerste komberswathulle brei, vir eie gebruikhou.Die ver-dere komberse gaan dan aan behoeftigemense wat hulle identifiseer.
“Die oorhandiging word opMandeladagin die saal van die Hoërskool Linden inDelft gedoen,” sê sy.
“Sê vir die mense ons doen ‘double knit-ting’. Ons maak staat op allerhande dradewol, ook vier-draad, en gaan alles gebruikin die Mandeladag-projek.”

“Haar talente is nimmereindigend en sybly besig!” lag Alma.

the current Rotary year, Bar-ryEvans, president of theBell-ville Rotary Club, suggestedthe four clubs in Cape Town’snorthern suburbs – Bellville,Tygerberg, Durbanville andOostenberg – should join for-ces and startworking togetheron various proposed projects,share ideas, resources, and ge-nerally support one anotherin a greater effort to benefittheir communities, said ReneLesch, public relations officerof the Tygerberg Rotary Club.
BrainstormingThis proposition culminated in
regular quarterly meetings towhich the presidents of the fourclubs are invited to discuss andshare ideas.The Rotary Club of Tygerberg
then identified the need for anablution facility at the look-outpoint on top of the hill at the Tyger-berg Nature Reserve.“After obtaining quotations as to
the cost of this venture, we approa-ched theBellville club for financial
assistance. They agreed in a flashand so the wheels were set in moti-on,” said Lesch.“As permission was required
from the City of Cape Town as toexactly where the toilets would beplaced, the necessary plans had tobe submitted for approval.“Wewere fortunate andverygra-

Goldy Fuchs is making great strides inachieving his ultimate goal – being chosento compete in the 2016 Rio Paralympic Ga-
mes.The 23-year-old from Brackenfell won bronze
in the road race and a fourth place in the timetrial at the UCI Para-cycling Road World Cupheld in Maniago, Italy earlier this month.
“I am very happy winning a medal on theworld stage against some of the very best cy-clists. I have won some medals previously du-ring World Cup events but this one really takesthe pressure off. I hope to keep my good form andproduce more medals in the upcoming WorldCup and the World Championship therafter,”said Goldy.
Welldeserved place“The time trial route passed through the nar-
row streets of the villages of Alba and Campagnaand ended on a cobblestone section in Maniagowhere I claimed a well-deserved fourth place ina very competitive field of racers.
“The road race got of to a good start for TeamSouth Africa where I won bronze. A group of fourriders managed to break away but in the last lapwe caught up with two of them. On the finalstretch, I managed to take the best line throughthe 90 degree corner and sprinted into third place
on the cobbled finish line,” said Goldy.Through a friend, Goldy met up with his new
coach Boyd Roberts from Blaauwbergstrand.The two has been working together closely sin-ce the beginning of this year and the resultsare nothing short of remarkable.
PositiveGoldy will jet off to Germany on 20
July to compete in a World Cup eventbefore the ever important WorldChampionship in Switzerland from 28July to 2 August.
“My goal for now is a top five finishin Germany and I definitely want to fi-nish in the medals in Switzerland.
“My training is really going well andI am positive of some good results. The mo-re I compete overseas the more comforta-ble I get with the conditions and the levelof competition,” said Goldy, brimmingwith confidence.
Goldy has been selected for the SouthAfrican Para-cycling team that will com-pete in the UCI Para-cycling Road WorldCup to be held in Pietermaritzburg du-ring September.
“It is always nice to compete in front of yo-ur family and friends. I am really looking for-ward to the challenge and hopefully win-ning,” he said.

Dane Brand is not your ordinary 15-year-old. Standing 1,87m tall and weighing 95kg,it is no wonder he is competing on the Kyok-ushin-kan karate world stage.
The Grade 9 student at Durbanville HighSchool is the latest TygerBurger Sportstarof the Month winner.
According to his coach and mentor Shi-han Hennie Bosman, he has all the attrib-utes to be a champion.
“We travelled to the Junior KyokushinWorld Union championships in Russia lastDecember. Dane narrowly lost a very closefight with the eventual winner in the sec-ond round. He was also fighting in the un-der-15 category against older boys.
“He has tremendous work ethic and youwill go far to find a more humble and friend-ly young man. I am very proud of Dane. Weare now working towards the national LenBarnes tournament in September,” said
Bosman.It also comes as no surprise that he is part
his school’s under-15A rugby team and is noslouch with the discus during the athleticsseason.
“I want to thank everyone involved. It isa very big honour and surprise for me to bethe sportstar of the month,” said Dane.
Shihan Hennie might come across as in-timidating but he is nothing short of a greatcoach and inspiration to me. I also want tothank Sensei Sydney Veremu who alsoworks with me.”
