Development ofT h a i l a n d ’ stransportation mustalign with consistent

development that is theconsideration of environment,good management, people’s goodethics and morals. Keydevelopment of transportation islogistics issue, transportationsystem and efficient serviceswhich involve in physicalmanagement, administration,roles of private and governmentsegment which need to focus onsystem efficiency. Economicpolicy of government is to focuson logistics issue.

There are many dimensionsof transportation such as socialdimension, open opportunity and

giving opportunity to lowerincome people, less chancepeople, handicap people. Theimportant of transportationsystem is care and socialcompensation. Government islooking for PSO transportationor Public Service Optimizationsuch as PSO fare in that how toset the rate, Accounting systemneeds to separate such as bus, railand plane. Maehongsorn forexample need to have separateaccounting and compensateMaehongsorn people to travel byplane.

Transportation to saveenergy and environment must lookthat our globe has been changedrapidly. Oil is more expensive andscare, the use of NGV, solving trafficproblem, income distribution tooutbound, encourage people to useless car and take public bus. Othercities need to adapt themselves tosolve the traffic problem. In order todo this, the area plan, city plan andtransportation project must be thesame direction. Transportation has tobe more environmental friendly suchas not to build the road into the forestwhich will be resisted by people anddestroy natural resources.

Tr a n s p o r t a t i o n fordeveloping outbound such asEastern Seaboard or SouthernSeaboard which need planningconsistent with development policy.The bigger ci ty, the moretransportation problem such asSriracha has many Japaneses

working there in the EasternSeaboard, now traffic is badand they may withdraw theirinvestment. We must relook thedevelopment that we did not thinkabout transportation such as in thepast. This will not only impact toforeigners but also local people.

Transportation dimensionconnects to the neighbor countriesmust focus far and widely opensuch as we encourage opening ofChiangkhong bridge, Chiangsaenport in cluding Pakbara port in thesouth.

Dimension of administra-tive management to transportationand people development is themost importance. If we ignorethese two issues, all mentions willnot be in efficient. If administrativemanagement is not good such asdidn’t study, did wrong steps, willlead to problems. Therefore,system and management areimportant things. Transportationmanagement is all about importantrules. Now, one of the goodst ranspor t a t ion l aw wi l l beconsidered. That is managementlaw of transportation. Keyconcept of this law is to separateRegulator from Operator. Then,project management, projectprocedure will follow. For peopledevelopment, the importance ishow to ensure efficiency of peoplein transportation segment havingethics which is related toeducational institutes anduniversities.

Thai people needs to involve more intransportation such as transportationsystem, design, constructionsupervision, including learning fromthe step of construction. This isbecause when construction iscompleted, Thai people have tomaintenance and fix ourselves. I wouldinsist in the management system andpeople for future and consistency.These are directions of ministry oftransportation.

Outlook for west coast portsconstruction

Western ports construction isa project since the time of SouthernSeaboard. We have idea to build landbridge. At present, we have 4 ports atthe west of Thailand such as Kangtang,Ranong, Krabi, and Phuket. Each porthas different size but they are not thedeep port. For the deep port, theproblem is environmental impact, whatis the goods, where is the market. Inthe past, Southern Seaboard aimed todevelop for petrochemical industrywhich is connected with land bridgeboth road and pipeline. If theenvironmental management is notgood, problem will follow.

Saturation of Laemchabangport in the next 10 years leads to thepoint that government is looking toshift petrochemical industry to otherareas. There are two possible locations,Khanorm – NakhornsrithammaratProvince, and Pattani Province.Petrochemical industry will be theground for other down streams whichis relocated along gulf of Thailand. Forposts at the west, relocation is difficult.Longer look, we can develop port atthe west at Thawaii. We can releasegoods there.

Why ports in the west cannot bebuilt until today?

We have studied suitability ofmany areas to be developed butenvironmental issues. The other issueis demand of using port which we arenot sure yet where is the productionbase and industry located, demandjustification. If everything is clear, wecan discuss this more.

The route of Land Bridgebetween Krabi and Suratthani is 200

metres. for both sides of the sea. Thereare routes for petroleum and gaspipelines and rail route. This projectis prepared for petrochemical industry.It is not so easy when work hasproceeded with environment as wedon’t want oil vessel to come in thewest and demand is not clear. Projectis completed only 4 lanes which is notused for any benefit except touristroute. If the ports are built bothKhanom or Suratthani, this area canbe developed to industrial base at theend.

However, among the 3transportation routes of land, sea andrail, Ministry of Transportation isweighing to land transportation.This is because for Thailand mostservices are Door to Door. Roadtransportation is still importance thanrail because rail can access industrialarea better than sea. Our country is notexpertise in sea transportation. Gulf ofThailand is not deep enough to servelarge vessels. We have potential todevelop more on rail route.

Strategy to connect neighborcountries especially China

Thailand is not the passing

way up or down as it is not good foreconomic. Therefore, Thailand mustbuild production base, employment,including service industry along theway that goods are transported acrossThailand. If we can do this, we willget the advantage. Mukdaharn routethrough Lao for example, Lao peopledo not get the advantage if it is the onlypassing way. The connection withGMS has to be proceeded. Thailandmust have service and industrystrategy such as if Chinese goods passThailand, there must have tourismbusiness along the way or rawmaterials have to be intermediate thanpassing to other countries.

For international laws oftransportation which are in troubleat present, in GMS convention, wediscussed on equitably issue in the useof transportation laws. Thailandnegotiated that we can go along theneighbor countries. What passing isinfrastructure goods but we don’tprepare on regulations and rules. Whenthe project completed, we cannot makeuse such as Thai-Lao bride atMukdaharn Province.

Moreover, problem andbarr ier o f t ransporta t iondevelopment of Thailand is themethodology of management insystem, regulations, lacking of goodplanning. Transportation developmentis not only involved with Ministry ofTransportation but also Ministry ofDefence and other bodies such asbuilding the road, we need to returnthe land but we cannot. Budget thatfour lanes road is bottlenecked to twolanes. We need to cooperate amongdepartments and manage well.

The assessment of Federationof Thai Industries point onthat Eastern Seaboard

Industrial area will not be able tosupport industrial growth in thefuture. It is forecasted that in thenext 5 years, The Eastern Seaboardarea will not be able to expandvertically. Besides, Laemchabang SeaPort which is the main port of Thailandwill be fully expanded to the maximumcapacity of about 10.5 – 11.0 millionTEU. It is necessary that Thailand hasto look for the area to supportindustrial growth in the next 10 years.South of Thailand has many potentialsites to become Southern Seaboard.

Moreover, Laemchabang Sea Port islocated on the East Coast and this leads tothe lack of advantageous usage of lands atthe West Coast. International seatransportation which contributes to almost95% of all transportation modes willimpact to logistics cost that Thailand willhave less competitive comparing toMalaysia. Export from Thailand by sea tothe western countries needs to ship viaSingapore and Malaysia. Wishing to reducelogistics cost to be ready to compete onthe stage of stable international politics,Thailand needs to consider the suitabilityof Western Ports construction to supportgrowth in 2017.

Therefore, Thailand needsto prepare the area to support futureindustry in southern provinces fromSongkhla to Pattalung. Satoon has flatarea and suit for supporting SouthernS e a b o a r d w h i l e S u r a t t h a n i ,Nakornsrithammarat has suitability tobe logistics center of upper South andindustrial zone. Some parts ofPangngha which is not impacted bytourism can be East part sea port andhas to be deep sea port to reducetransportation through Malaka Strait.Moreover, lead time can be shortenedby 4-7 days but the port must be ableto handle vessel with 6,000 TEU. Thesea port which is going to be built mustat least be Regional Port to handle seatransportation connected to BIMSTECcountries and must be competent bybenchmarking with Penang Port ofMalaysia which presently handles0.8 – 1.0 million containers a year.More than 30% is goods from Thailandand must handle goods from China viaNorth – South Corridor routeconnecting route R3E Chiangkhong –Jingmonk – South China. In long term,there must be considered railtransportation from Chiangkhong –Denchai – Nan and/or Nhongkai – TnNaraeng. This is 10 years projectionof which road transportation will bethe most important mode in Asia.

Nevertheless, considerationfor West Coast should include portsin Burma consisting of Marid Port,Thawaii Port and Pokpean Port asalternatives but some groupscommented that ports of Thailandshould be located in Thailand. Political

issue in Burma may need some yearsto be stable, a sea port which is goingto be built should be able to supporteconomic growth in Burma in thefuture. If we consider to build ports inBurma, it should be for BusinessInterest rather than the Nation Interest.However, west coast area of Thailandis only 500 km., most of them aretourist attractions of Thailand. Themost important areas to build ports areport at Pakbara and port at Pangnghar.The most suitable area locate at BannTublamu in front of Na-Yak hill butenvironmental and zoning issues havenot yet studied. Area of Taimuang ofPangnghar should be developed fortourist port or Coastal Ship. Fromstudying under limited data and time,Pakbara port has suitability to be deepsea port for supporting the newindustry of Southern part of Thailandbecause Pakbara area has clear issue,and people can accept the overlyingof tourism attractions. EIA used tostudy environmental issue and hassolved the problem timely. Constrctionof Pakbara port needs to build a bridge4 km. into the sea to support 15 m.

deep sea level is possible as all ports builtin Southern part of Thailand need to buildbridge and Water Break. This is good forlong term maintenance.

With regard to the supply sidefrom some freight carriers unanimouscommented that Pakbara is the most suitableplace to build sea port. Private sector shouldmanage this port or joint venture withcarriers similar to Tunchungpereplast ofMalaysia. Capability of Pakbara port musthave efficiency and potentiality as Penangport which can handle container, bulk andpipe line goods. Data from carriers showthat demand for containers in Thailand andASEAN countries will increase for exportportion. Port in the south should be able tohandle future market of the region whichcontributes to about 20% of export – importfrom western countries. Present number is1.8 million containers per year and in thenext 10 years will be increased to 3.6 – 4.0million containers at least. Pakbara port willbe suitable for commercial scale of whichautomotive cars exporter is foreseeing thispotential. At present the export to westerncountries is 300,000 units per year and thegrowth will be port’s customers by shippingfrom Laemchabang port to Songkhla portand then change transportation to landbridge.

Factors to be considered to buildPakbara port, the project has to designedto enable build and fix containers. Thereare numbers of empty containers fromEurope and USA to get the services to shipto Thailand and China. The key reason ofThai’s goods to be loaded at Penangbecause Penang has many empty containersthat must be shipped to China. This willmake freight cost cheaper. In the futurePakbara port will be the importantcompetitor with Penang port but it needs tohave a center for build and repair container.The back port area must be designed tosupport logistics activities and has valueadded. For the issue of incomedistribution, this has to be promoted localpeople to understand benefit, hence theyhave to be aware of including environmentalaspect. This is also nescessary to considerfor zoning area in value chain of PakbaraPort which will facilitate Southern SeaboardEconomic Zone.
