• ITU first to start accessibility studies in 1991 with V.18 for Text Telephones
• Since then, many standards or “Recommendations” have been written for accessibility as stand alone Accessibility recommendations. “Accessibility Features” have also been written within many telecommunication/ICT recommendations for the purpose of mainstreaming Accessibility.
• ITU-T has been promoting accessibility with the concept of “Total Communication” and the principle of “Universal Design” since 2000 – with its Recommendation ITU-T F.703. Video content
• ITU-T first to Introduce Real Time Captioning and Accessibility workshops with both captioning ( we did both French and English captioning in Mali) and sign language at the ITU.

• “Resolution 70: Telecommunication/information and communication technology accessibility for persons with disabilities” It mandates the standardization sector to document best practices in the field of accessibility and to aim at encouraging participation by persons with disabilities in the standardization work of ITU

pioneered in the 1990s with Rec. V.18 on a multi-function text telephone• Question 4 of SG2 “Human Factors issues on international
telecommunication services”
aims at increasing usage and therefore revenues derived from international telecommunications services by improving ease of use and usability
• Joint Coordination Activity on Accessibility and Human Factors (JCA-AHF) coordinates related standardization activities and act as a single point of contact within ITU on accessibility matters standards, good practices and technical references on digital accessibility.

• Standards are not enough because without Implementation we do not have Accessibility
• Without Universal Design being used from the very beginning of the standard writing process or Accessibility implementation becomes expensive with retro refitting
• HELP stop the new barriers that are being created by new technology by using universal design from the beginning
• HELP discourage the use proprietary Standards (example: Instant messaging). It causes Exclusion and thwarts interoperability. This prevents accessibility for Persons with Disability and Older Persons with Age Related Disabilities.
