11. External Factors to Be Considered in Curriculum Planning
11.1 Economic Situation/Development Since 19th century refer to bilateral relations between Japan and Thailand developed to
the point where Japan is today one of Thailand's foremost economic partners and the two countries now engage in many forms of personnel exchange, carried out in various fields, such as politics and economics, among others.
Currently, development of technology which combines knowledge from various diciplines, leads to rapid place of technological change, known as disruptive technology, especially in surgical practice, it is crucial for improvimg surgical patient outcomes.
However, further research and innovation in biomedical basic sciences, clinical sciences and health system sciences are needed to improve quality of care among individual patient and health care system under optimal resource and expenditure.
Therefore, Faculty of Medicine Siriraj Hospital, Mahidol University, incollabolation with Tokyo Medical and Dental University (TMDU), Japan recognized this objective and initiate the Doctor of Philosophy Program in Medical Science (International Program) which allows surgeons from international countries to join this program for research achievement and surgical experience. 11.2 Social and cultural Situation / Development
Thailand has been moving towards aging society. The total life expectancy of Thai population and number of Surgical cases has aslo been increasing. Together with the 20-year National Strategy framework and the Thailand 4.0 Policy which aim to enhance in-country innovation, the doctor of Philosopy in Medical Sciencs Program aims to produce graduates who are capable to improve or innovate surgical practice or techinique for improving surgical care and quality of patient control. 12. The Effects Mentioned in No.11.1 and 11.2 on Curriculum Development and Relevance to the Missions of the University/Institution
12.1 Curriculum Development According to items 11.1 an 11.2, the Faculty of Medicine Siriraj Hospital, Mahidol
University in collaboration with Tokyo Medical and Dental Univeristy, Japan corporately develop the curriculum of Doctor of Philosophy’s degree in Medical Sciencs. This curriculum mainly focuses on research, innovation in management, tehnology for patient care and surgical practice.

12.2 Relevance to the Missions of the University/Institution Mahidol University aims to become an excellence in medical research and
innovation including health and academic service internationally. In response to the Mahidol University's strategies, this curriculum therefore focuses on student’s knowledge and skill in biomedical or clinical research or innovation. Such knowledge and skills will be used for implementating a medical reseach or innovation for surgical patient care.

Section 2 Information of the Curriculum
1. Philosophy, Justification, and Objectives of the Curriculum 1.1 Philosophy and Justification of the Curriculum
This program aims to develop Ph.D graduate who are capable of designing innovation or conducting research for improving quality of patient care. Ph.D graduate have research skill, are able to continueously intigate their specialized diciplince with the other related discipline and have academic morality and ethics.
1.2 Objectives of the Program By the end of the study, students are able to 1.2.1 Demonstrate moral standard and professional ethics
1.2.2 Describe the principles and theories related to the fields of medical sciences and
conduct self-directed learning and clinical application
1.2.3 Apply, analyze and synthesize knowledge and conduct research of medical
sciences based on the professional moral and right procedures of research
1.2.4 Work cooperatively as a team and a leader and high responsibility for assigned works
1.2.5 Apply information technology to search for works and presentation effectively
1.2.6 Perform procedures for diagnosis and treatment of diseases and potential
complications.
1.3 Program Learning Outcomes (PLOs)
PLO1 Behave in accordance with moral principles and ethics. The students should have discipline, punctuality and responsibility. They should respect and follow to rules and regulations which based on knowledge and principles derived from widely acceptable references.
PLO2 Explain medical sciences knowledge including theories, principles and concepts of basic medical sciences.
PLO3 Analyze important issues and problems creatively and developing problem solutions using an integrated approach. They are also able to design and conduct research projects that contribute to the significant improvement in medical sciences.

PLO5 Demonstrate appropriate mathematical data for statistical analysis in order to find out problem solving methods. By focusing on issues related to medical sciences development, the students should communicate effectively by presenting reports through academic publications including dissatation.

5. Dissertation Requirement Considering Dissertation, it must be relevant to medical sciences, methodology, diagnosis,
treatment, or disease surveillance stated in requiring the correct pattern and specific date of submission.
5.1 Short Description Define research question for evidence-based study planning, design study, research
proposal, ethics approval, data collection, information analysis, discussion, and bring research results to compile into a dissertation.
Dissertation Presentation: Dissertation has ethics approval and related manuscript published in journals or academic publications, or proposed to conferences in the dissemination of research findings.
5.2 Standard Learning Outcomes Students are able to integrate and apply knowledge in the field of medical sciences. They
should also be able to develop research proposal, systematically plan for conducting research, analyze and synthesize research data for publishing in the academic journals.
5.3 Time Frame Semester 2 Academic Year 2 Onwards

5.5.1 Students are required to register for dissertation after passing qualifying examination, appoint with dissertation proposal advisor, develop research proposal under the supervision of advisor, and manage for oral dissertation proposal defence within 2 semesters after dissertation registration. 5.5.2 Students are required to report a research progress for each semester. 5.5.3 Students are required to submit the documents for research project that is relevant to human or animal to the related committee.
5.6 Evaluation Process 5.6.1 Knowledge of students must be evaluated by qualify examination before
dissertation registration and by dissertation proposal examination before conducting the research. 5.6.2 The research process must be evaluated by the advisor in each semester and shall be evaluated by the advisor after consultation during conducting the research. 5.6.3 The final oral examination is systematically evaluated by the graduate committee following the standards of the Faculty of Graduate Studies, Mahidol University. In addition, the research work or part(s) of the student’s Dissertation must be published in academic journals.

1. Regulatory Standard
The quality assurances at the program level, stipulated by the Faculty of Medicine Siriraj Hospital, are the National Qualifications Framework for Higher Education (TQF), Educational Criteria for Performance Excellence (EDPEx), and ASEAN University Network Quality Assurance Criteria (AUN-QA). The Graduate Studies Committees and the Graduate Committee of Faculty of Medicine Siriraj Hospital follow up and control the education operation at the faculty level to assure that the curriculum efficiently and systematically reaches the goals included budget allocation and educational-support resources. In addition, the faculty and university educational quality assurance systems have set the quality assessment criteria at the course level and the curriculum level in accordance with the policies and quality standards of graduate schools and universities. The aims, operation, and evaluation are as follows:

2. Graduates
Graduates from the curriculum are qualified and able to work in government agencies, private sectors, and international organizations in the field of medical science. In addition, they can work as experts, researchers, and lecturers in higher education institutions, universities and other institutions. In order to continuously improve the curriculum, the curriculum is required to assess changes in the economic and social situation in both Thailand and global for prediction of the labor-market direction including the needs of the market. Survey and follow-up of the quality of the graduates according to TQF, learning outcomes and satisfaction of users e.g. universities and educational institutions, hospitals, and other institutions are required to perform every 3-5 years, as well as employability of the graduates, their roles in academic field or career and the ability to continue to study in higher education.

3. Students Qualifications of the enrolled students, promotion of student development and the student
outputs are important requirements of the curriculum. 3.1 Qualifications of Enrolled Students
The criteria for student selection consist of a cumulative grade point average (GPA), examination scores on basic knowledge, and English proficiency test scores. The health examination and the interview for the assessment of students’ readiness and desire in biodesign-studying also require. The process of student admission follows the announcements and requirements of the Graduate School Mahidol University (specified in Section 3, Article 2.2)
3.2 Promotion of Student Development 3.2.1 The curriculum sets policies for instructors to organize learning experiences and
activities that promote academic skills and importance-and-necessity-potential development
3.2.2 The instructors of the curriculum provide the support and guidance systems for students who have problems in learning or other problems by inform students about the available date and time for getting advice through various channels.
3.2.3 Encourage students to participate in the department faculty’s and university’s activities to develop skills and knowledge.
3.2.4 Supporting the opportunities for scholarships application Students in the program can apply for scholarships granted by the Faculty of Medicine Siriraj Hospital, scholarships from the Graduate School Mahidol University and funding from external agencies; both government and private sectors.
3.3 Appealing Process Students who want to appeal or have general, academic or assessment result complaints
can directly contact the advisor or the course coordinator. As well as contact the Dean of the Faculty of Graduate Studies via either self-contact or a document. The Dean of the Faculty of Graduate Studies will consider the appeal.
3.4 Students’ Output Collecting data of students’ output, for example, student retention rates, graduation rate,
resignation rate and satisfaction towards the courses.

4.1 The criteria for new instructors The selecting criteria for the instructors are in accordance with the rules and regulations of
the university, in which they obtained a doctoral degree in related fields or equivalent, demonstrate teaching ability and IT skills, passing English proficiency test, and have moral ethics. They are required to pass the knowledge and competency assessment which appropriate for the course(s). The English interview will be performed to ensure sufficient qualifications and experience for teaching responsibilities.
4.2 Instructors’s Contribution in planning, tracking and reviewing the curriculum Arrange the meeting of the instructors who responsible for curriculum and teaching in order
to plan for teaching and evaluation, and deliberate on how to achieve the goals of the curriculum which aimed to produce the qualified graduates. The meeting will include evaluation agreement and scheduled-curriculum review based on collected data
4.3 Special Instructors The instructors of each course will appoint the special instructors in accordance with
approval from the curriculum committees. The number of special instructors is not exceeding 30 percent of the number of instructors in that course. The special instructors must not be the ones under the Mahidol University and have the knowledge or experience related to that topic or in related fields or have a doctoral degree or equivalent.
5. Program, Study and Student Assessment Major goal of this curriculum is to develop the curriculum to be qualified in accordance with
the National Higher Education Qualifications Framework, the quality assurance criteria of the university, the economic situation, society, the direction of the labor market. The curriculum design process is in response to the needs of stakeholders. The teaching and learning approach encourages learners to have lifelong learning skills and the curriculum management is as follows:
5.1 The curriculum set the curriculum committees consisting of the program director and instructors responsible for the curriculum acting to set policies of the curriculum, follow-up, evaluate the operation and control the quality of teaching and learning in every course for the continuously improvement and development of the curriculum. In order to provide the modern content, teaching approaches and compete at an international level. The term of the programme director is in accordance with the criteria of the graduate school. The board meeting is held at least 2 times a year.

5.2 Instructors responsible for the curriculum do the planning of teaching and learning to approach. The instructors follow up, collect data and report performance indicators to meet the criteria of the Higher Education Qualifications Framework and the quality assurance criteria of the university.
5.3 Instructors of each course do the evaluation which in accordance with the details in the course.
5.4 The Dissertation advisor and committees operate the teaching of Dissertation and evaluation of the study according to the quality of education.
5.5 Provide each course's teaching and learning resources in order to encourage teaching and learning and evaluation of teachers' teaching of every course smoothly.
5.6 Create the database of students, instructors, learning support, budget, and in house cooperation or between the institutions every academic year in order to develop the curriculum.
5.7 Evaluation and Verification 5.7.1 Evaluation Process and Development of Teaching Strategies
- Teaching of instructors evaluated by students and analysed the results to develop the strategies and teaching plans that suitable for instructors and students.
- Expected learning outcomes of the curriculum based on the general test results, mid-term and final examination including observing students from the discussions, answering questions in the classroom and the use of rubric assessment. If the learning outcomes do not meet the goals, must change teaching approaches to improve teaching and learning and students will get feedback to improve their learning.
5.7.2 Overall Evaluation of the curriculum
Overall curriculum evaluation is done by final year students, graduates, users and stakeholders.
5.7.3 Review of Evaluation Results and Improvement Plans Curriculum Committees attend the meeting to review the curriculum operation
results from the instructors’ evaluation, overall evaluation of the curriculum from graduate students and users. Including the problems of overall curriculum management and in each course to plan the implementation of the curriculum improvement of each course yearly and every 5 years in order for up-to-date curriculum and in accordance with the needs of the users.

6.1 Budget Allocation The curriculum has been allocated for the annual budget both the government budget and
income budget from the Faculty of Medicine Siriraj Hospital and Tokyo Medical and Dental university for the use in teaching and learning management, purchasing books, textbooks, teaching materials, audiovisual equipment and computer hardware supplies are sufficient to support teaching and learning and also create suitable environment of self-learning and the development of academic staff and support staff.
6.2 Current Teaching and Learning Resources The curriculum provides the adequate facilities for teaching and learning as follows:
(1) Lecture rooms, meeting rooms for seminar and laboratories with modern equipments are adequate for the students to practice their skills. And also can use equipment or research tools of other institutions and the private sector as well.
(2) Computers for students to use in searching and retrieving information by CD-ROM. Internet, both internal network systems and wireless systems in contacting with relevant agencies both inside and outside the country.
(3) The textbooks, books and searching through databases at all 3 faculties and the Central Library of the University for students to search adequately.
6.3 Providing the extra teaching and learning resources The curriculum allocates an annual budget for the purchase of textbooks, books and
related teaching materials by exploring the opinions of students and instructors in purchasing and requesting approval from the curriculum committee.
6.4 Assessment of resource adequacy Provide the meeting of curriculum committees to assess the resource adequacy for
supporting the teaching and learning and research for example, textbooks or journals in related field, teaching and learning materials as instructors and students’ needs. In the end of each semester, the students will evaluate each course including the adequate materials and textbooks for the budget allocation to support the education.
6.5 Management for support staff (1) Specific qualifications for positions.
Support staff must have a bachelor's degree or higher in the field of work. English skills, information technology and moral ethics are required.
(2) Training opportunities and additional knowledge to enhance the abilities for work.

Support staff must understand the structure and nature of the curriculum to facilitate the instructors for example, the use of teaching materials, laboratory preparation, and preparation of materials or chemicals used in practical class. Support staff needs to be trained and do the observation which related to their works and also have the chance to practice doing the research with the instructors to enhance their skills in being co-reseracher. Support staff will be trained about the curriculum management, IT and English skills for their self-development. 7. Key Performance Indicators The Doctor of Philosophy program in Medical Science, divides key performance based on the curriculum that meets the standards of Thai Qualifications Framework following conditions: (1) the compulsory performance indicators (numbers 1-5) Must achieve the goal for at least 2 consecutive years and (2) the total number of performance indicators must reach their goal by no less than 80 percent each year.
