b) 11th Annual Soapbox Derby

Recommendation: That the Community Services Committee recommends to Council that it approve the 2nd Wasaga Beach Scouts Soap Box Derby be held on June 1, 2013 along Beach Drive; and

Further that Beach Drive be closed starting at 1st Street to 3rd Street, 2nd Street north of the former Fire Station #1 and 3rd Street north of the Public parking lot be closed from 6:00 a.m. until 1:00 p.m. on June 1, 2013; and

Further that the Town of Wasaga Beach provides 100 parking passes to be used exclusively in 3rd Street parking lot for participants valid only on June 1, 2013.

c) Kitefest Approval

Recommendation: That the Community Services Committee recommends to Council that it approve the annual Chamber of Commerce Kitefest be held on June 15-16, 2013 at Beach Area 2; and

Further that the Town of Wasaga Beach provides the event organizers with 15 complimentary parking passes to be used exclusively in the 3rd Street parking lot, valid only from June 15-16, 2013.

d) Beachfest Event

Recommendation: That the Community Services Committee recommend to Council that that it approve the Wasaga Beachfest be held on June 22-23, 2013 on Beach Drive; and

Further that Beach Drive be closed from Spruce Street to 1st Street and that Spruce Street be converted into a two-way street, starting on Friday, June 21 at 7:00 a.m. until Sunday, June 23, 2013 at 8:00 p.m.; and

Further that the Town of Wasaga Beach provides the event organizers with 15 complimentary parking passes to be used exclusively in the Spruce Street parking lot, valid only from June 21-23, 2013.

e) Rockin� the Beach Approval

Recommendation: That the Community Services Committee recommend to Council that that it approve the Rockin� the Beach event be held on historic Main Street on June 29, 2013 from 12:00 p.m. to 6:00 p.m.; and

Further that the Town of Wasaga Beach provides the event organizers with 25 complimentary parking passes to be used exclusively in the Spruce Street parking lot, valid only on June 29, 2013; and

Further that the Town of Wasaga Beach provide an in-kind sponsorship for the use of the Town�s portable event stage, pop up tents, garbage receptacles and plastic event chairs.

f) Canada Day Celebration

Recommendation: That the Community Services Committee recommend to Council that it approve the Canada Day celebration with fireworks at Stonebridge Town Centre be held on Monday, July 1, 2013.

g) Marketplace Approval

Recommendation: That the Community Services Committee recommends to Council that it approve the annual Marketplace in the RecPlex parking lot be held on Tuesday from 3:00 p.m. until 8:00 p.m. in July & August 2013.

h) Jazz in the Park

Recommendation: That the Community Services Committee recommend to Council that it approve the Jazz in the Park concert series be held on Tuesday evenings in July and August, 2013 at the Wasaga Beach RecPlex.

i) Not So Pro Beach Volleyball Tournament Approval

Recommendation: That the Community Services Committee recommends to Council that it approve the Not So Pro Beach Volleyball Tournament be held on July 6-7, 2013 at Beach Area 2; and

Further that the Town of Wasaga Beach provides the event organizers with up to 15 complimentary parking passes to be used exclusively in the 3rd Street parking lot, valid only from July 6-7, 2013.

j) Underground Series Event

Recommendation: That the Community Services Committee recommend to Council that it approve the Underground Series Event be held on Saturday July 13, 2013 along Beach Area 1 and 2; and

Further that Beach Drive be closed from 1st Street to 3rd Street and that 3rd Street be closed north of the parking lot entrance for the duration of the event; and

Further that the event occupies one third of the 3rd Street Parking Lot for the duration of the event.

k) Multisport Canada Triathlon

Recommendation: That the Community Services Committee recommend to Council that it approve the Multisport Canada Triathlon be held in the Playland parking lot on September 7-8, 2013.

l) Special Event Accounts � March 2013

Recommendation: That the Special Event accounts for the month of March 2013, as reviewed by the Community Services Committee, are hereby confirmed.

b) Structural and Building Assessment

Recommendation: That the Community Services Committee recommend to Council that it approve the contract from Barill Engineering/GB Architect Inc. to develop a structural and building assessment report on the Wasaga Stars Arena and Recreation Camp in the amount of $27,500.00 plus applicable taxes.

c) Royal Lepage Shelter Foundation Yard Sale

Recommendation: That the Community Services Committee recommend to Council that it approve the Royal Lepage Shelter Foundation yard sale event be held at the RecPlex Parking lot on May 11, 2013.

d) Parks, Facilities and Recreation Accounts � March 2013

Recommendation: That the Parks, Facilities and Recreation accounts for the month of March 2013, as reviewed by the Community Services Committee, are hereby confirmed.

Administration

a) Establishment of a New Permit Parking Only Parking Lot on 24th Street North

Recommendation: That the Community Services Committee recommend to Council that it authorize the Chief Administrative Officer�s Office to coordinate the establishment of a new permit parking only parking lot on vacant municipal property at the north end of 24th

Street North, known municipally as 31 and 35 24th Street North.

David Foster served as chair in absence of Debbie Grant and Andre Gougeon. He wished all in attendance best wishes for a Happy New Year on behalf of the Chair and Vice Chair.

Senior Library Page, Kathleen Lindsay was introduced and welcomed by the Board. Kathleen has expressed an interest in attending a Library Board meeting to have some insight into how the board works.

2.2.1 STATEMENT OF OPERATIONS (MODIFIED):

2.3 BUSINESS ARISING STATEMENT OF OPERATIONS: The board reviewed Revenue portion of Statement of Operations and Jackie Beaudin

noted the $30,000 grant from the Ministry of Culture and Communications has not been received.

The $6,000 Education Grant has been received.

3) REPORT FROM: 3.1 Board Chair:

None. 3.2 CEO: Retirement Tea for Pat Ferguson Monday, January 28, 2013, 2 pm to 4 pm. Staff replacements: Audrey Donnelly will replace Pat Ferguson as Circulation

Supervisor. Audrey has been with the library for over 10 years on the circulation desk and as Acting Circulation Supervisor for the past year. She has extensive supervisory experience and is very familiar with library automated system and computer systems.

Casual call-in staff Pam Pal and Jeannette Hess have been hired as permanent part time Library Assistants 1-Circulation. These positions will fill existing vacancies. I will be advertising for the position of casual call/in to fill that vacant position and for a page to replace the page we lost in November.

Food for Fines event throughout December was very successful. We dropped off a total of 325lbs of food.

I will be completing a Year in Review with 2012 stats and highlights. I will be attending the OLA conference in Toronto at the end of January. Cathy Turrie

will be there to do a presentation on Georgian Bay Reads. Pat Heath will be attending for one day to attend a session on new catalogue standards.

Brittany Pampalone has been updating the website to make it more user friendly. Pam Pal ran a program on downloading eBooks through PULSE. This is still a challenge

for staff because each eReader is different. The library received a donation of books from past board member Stanley Shier before he

moved to Toronto. Most of the books are history centering on History of the Jews, anti-Semitism, etc.

4) FOLLOW-UP BUSINESS: 4.1 Strategic Plan The board discussed the revisions to the Strategic Plan. Board members agreed the new

version is effective and easier to read. The board voted in favour of the revised version of the Strategic Plan.

5) NEW BUSINESS: 5.1 Friday Hours The Library will be open from 10 am until 8 pm on Friday evenings as of February 15th to

coincide with Snowman Mania.

5.2 Simcoe County Remote Access J. Beaudin presented a confidentiality agreement that would permit Simcoe County I.T.

Department to access the computers at the library and resolve issues remotely. Permission must be granted by library staff as well.

David Foster suggested showing the confidentially agreement to Twyla at Town hall as a courtesy. A decision to move forward will be deferred to the next board meeting.

ACTION: J. Beaudin to contact Twyla at Town Hall for input 5.3 Garden Tour The board discussed the popularity of this event and agreed staff time and effort involved

was not worth the funds generated. Several suggestions were made to offer the event to an outside organization, such as a

local service club or the Horticultural Society.ACTION: J. Beaudin to ask Cathy Turrie to contact the Garden Club or Horticulture Club to ask if they are interested in partnering with the event.

Sarah�s topic was �Moving Beyond Social Media to 'Cloud' Computing�. Sarah addressed moving beyond social media and explained what it means to work on �The Cloud�. She educated us on some of the changes that we will expect to see in the future.

On February 28th, we had an outstanding Business After 5 at Career Solutions. Our host Janet Davie enlightened all of us as to the great services Career Solutions can provide, not just for those searching for employment, but also for those businesses looking to hire. They also have a wonderful boardroom that is available to book/rent for any of your business meetings or seminars.

For March, on Thursday the 28th, we will be at Boston Pizza where Sandy and Alex Smardenka will co-host with Tanya Snell, showcasing her new resource mobile kiosk, The What�s Up Hut. There will be 3 fabulous auction prizes available to be won, auctioning with your After 5 bucks, which attendees receive if they are a member of The Wasaga Beach Chamber or The Wasaga Beach Women�s Business Association.

And...this month we are launching our new Business After 5 online notification/media release distribution through Constant Contact to get our Business After 5 notices out to everyone. Of course

At this point, we only have one 2013 date left, in October, but we are also booking for 2014, so register online of you would like to host an After 5, or, as always, call Denise Potter at 705-429-0017.

We are also looking to grow our committee! Being an After 5 committee member, gives you an opportunity to chat with and meet some of our businesses in town, and increase your own presence in the community. It involves very little of your time, with one After 5 event a month and a committee meeting approximately every 2 months, but it is rewarding! So come out...get involved! Background� The tourism economy in Wasaga Beach has been declining over the

last 5 years due to erosion of the beach brand, competition from growing tourists attractions across the Southern Georgian Region and a few business set-backs from the beach front fire and business closures.

� A Promote Wasaga Committee was created by the Wasaga Beach Chamber of Commerce to kick start an innovative approach to bring new tourism events to Wasaga Beach and help encourage Wasaga Beach businesses to step to the challenges of improving the accommodations and hospitality infrastructure and their respective service levels to support more substantive tourism events and align with the 2007 Wasaga Beach Tourism Vision and Mission.

� The Wasaga Beach Short Film Festival event surfaced from a myriad of ideas brainstormed to create an action plan for the Promote Wasaga Committee.

� A film festival would be a very effective means to grow shoulder season tourism events in Wasaga Beach.

� A film festival would be an ideal venue to engage the entire Wasaga Beach Community in providing an event that can be shared with visitors and add to the quality of life in the community.

� Wasaga Beach can manifest itself into an international destination given its natural capital of being the longest fresh water beach in the world with �Blue Flag� status providing the film festival a possibility of gaining international scope.

came in under budget!� The WBSFF took on two partners, Switch Video and

Henry�s Photo Digital to put on 2 workshops for Wasaga Beach Businesses that will help hone their business value proposition and produce a video advertisement for the third annual WBSFF

� The Town of Wasaga Beach has purchased outdoor viewing equipment that will be used to show WBSFF films throughout the year at other community events and promote the WBSFF and cross promote events and Wasaga Beach businesses.

goes to the Beach has entered into the $1 Million Dollar CineCoup competition providing additional exposure for the WBSFF.

� Shaun Goldsmith, Pen Name Productions will be filming �DARK WATERS� a drama/horror/thriller this year in Wasaga Beach (as a result of the WBSFF) about a Ghost Hunter travels to a town haunted by several spirits and discovers the key to unlocking the truth to his own past.

Our Model:The Sundance Film Festival is an American film festival that started in1978 with meager beginnings and takes place annually in Park City, Utah.The film festival was founded on a love for independent film and a lack ofmoney. Today, it is the largest independent cinema festival in the UnitedStates. Held in January of each year in a resort community, the festival isa showcase for new work from American and international independentfilm makers. Many famous independent filmmakers received their bigbreak at Sundance.

� We have recruited a strong volunteer and have a line on a few more to help us.

� It is planned to investigate working with the Collingwood Cinema Group to add one day to the WBSFF where we would show (possible; Banff FF) films at the RecPlex and the Gayety theatre.

In March station tours and fire safety education were provided to the Stepping Stones Child Care group.

THAT the Community Services Committee does hereby receive the Special Events Report for information.

Easter Eggstravaganza

This year, the Town hosted the 5th annual Easter Eggstravaganza on March 30th at the RecPlex/YMCA/Oakview Woods Gazebo. The event ran from 10am to 3pm, with an Easter Egg Hunt at 10:30am. Children had the opportunity to find one of four golden eggs. These golden eggs contained a certificate to win one of four different prizes, including:

- a saving account with Scotiabank, - a six month child membership at the YMCA-Wasaga Beach, - a Gift Basket from 97.7 the Beach and Foodland, and - a huge chocolate bunny from Royal LaPage Trinity Reality.

Various activities and entertainment were provided both indoors and outdoors for attendees to participate in. Over 500 children were present and participated in the event throughout the course of the day. Overall, the event was a success and many attendees are looking forward to next year�s event.

Corvette Weekend

The writer has been in contact with the Wasaga Beach Corvette Club, with regards to the 23rd annual Corvette Beach Cruize. The writer anticipates that a report for approval will come forward in May, 2013 which will include a request for sponsorship as identified in the 2013 budget.

WaterCross Event

The writer has been in contact with the organizers of the new 2013 Watercross Event. Event organizers will be meeting with local agencies, including Town Staff, Ontario Parks, etc. to discuss concerns relating to the event. The event organizer is willing to make a deputation to Committee if Committee deems necessary.

Wasaga Beach Scouts Soap Box Derby on June 1, 2013 along Beach Drive;

FURTHER THAT Beach Drive be closed starting at 1st Street to 3rd Street, 2nd Street north of the Former Fire Station #1 and 3rd Street north of the Public Parking lot be closed from 6:00 a.m. until 1:00 p.m. on June 1, 2013;

FURTHER THAT the Town of Wasaga Beach provides 100 parking passes to be used exclusively in 3rd Street parking lot for participants valid only on June 1, 2013.

BACKGROUND

2013 will mark the 11th anniversary of the Soapbox Derby. Scout groups are invited to enter a home made derby car and race it along 2nd St and Beach Drive.

Historically given the time of year, the event has raised no inconveniences for vehicle or pedestrian traffic.

DISCUSSION

The event is status quo with no foreseen issues. The Town has provided parking passes for participants for many years. The Town�s Bylaw department has provided positive feedback and supports the distribution of the passes and road closures. Barricades will be used for the closures and historically, the OPP were not required officers to monitor the closure. The event runs from 9:00 a.m. until 1:00 p.m. with the road closure beginning at approximately 6:00 a.m.

BACKGROUND

This year will mark the 14th anniversary of the Wasaga Beach Chamber of Commerce Kitefest. The event consists of various kite clubs gathering in Wasaga Beach to participate in demonstrations of single line kites, dual line kites, stunt & sport kites and more.

The Kitefest event benefits Wasaga residents, visitors and local businesses with a healthy, admission free, outdoor event, where everyone can learn, participate and enjoy kiting on the longest freshwater beach. Local businesses benefit from revenue brought in from transportation needs, food orders, overnight accommodations and leisurely shopping. It is an event that creates positive attention for Wasaga Beach and encourages families to celebrate Father�s Day in an active and productive way.

DISCUSSION

As with all events on Ontario Parks property, a meeting to discuss logistics and policies with Ontario Parks, the writer, and the Chamber of Commerce will take place in the coming weeks. As this event has been taking place for the past 13 years, the writer does not foresee any issues.

BACKGROUND

This year marks the eight annual Wasaga Beachfest event. Despite inconsistent weather over the years, the event has been successful and attracts many attendees.

The event will be very similar to previous years. It is proposed that Beach Drive be closed on the morning of June 21st and reopen on the evening of June 23rd as in past years to accommodate the set up and duration of the event stage and entertainment. The event provides a positive economic spin off to local restaurants and accommodations.

DISCUSSION

The event organizers are very appreciative of the support that the Town of Wasaga Beach has provided in the past and are working hard to ensure a successful event for 2013.

Staff has reviewed the event details and will be meeting to discuss the event logistics in greater detail in the coming weeks. As the event is very similar to past year, the writer does not anticipate any issues and feels the event will be as successful as in previous years.

FURTHER THAT the Town of Wasaga Beach provides 25 parking passes to be used exclusively in Spruce Street parking lot for event staff and performers valid only on June 29, 2013;

FURTHER THAT The Town of Wasaga Beach provide in-kind sponsorship for the use of the Town�s portable event stage, pop up tents, garbage receptacles and plastic event chairs.

BACKGROUND

This is a new event concept brought forward by Beach Booster Group. This event is expected to be an afternoon of lively, family friendly live music performances by Brendan DiStefano, Slow Motion Victory, Beat 350 and Fire & Sound. Beat 350 and Fire & Sound are local to the Wasaga Beach area.

The event is expected to run from 12pm until 6pm and would be a beneficial trial for the event space as defined by the Beach Area 1 & 2 Visioning process. Events such as this could be utilized to increase pedestrian traffic on historic Main Street, as well as draw in patrons to the area and provide economic spin off for local businesses.

DISCUSSION

Beach Booster Group is eager to bring this family friendly afternoon of live entertainment to historic Main Street at Beach Drive to add to the celebrations of the Canada Day weekend. The live music performed by Canadian bands will entertain those already in the area along with the wide spread promotion draw in local residents and visitors to the area.

With Beach Booster Group�s hope of the proposed event becoming a great annual tradition for Wasaga Beach�s Canada Day Festivities, Beach Booster Group recognizes that they cannot expect this first event to generate enough revenue to provide a profit for the organizers, but know that this can be possible in future years with a well-run, recognized and entertaining event. The in-kind sponsorship

BACKGROUND

In 2012, the Town of Wasaga Beach hosted its 3nd annual Canada Day celebration within the Stonebridge Town Centre. The location of the event is well suited for activates and entertainment that take place. The event included many family activities and has been very well attended by residents and tourists.

DISCUSSION

Plans are underway for the celebrations and activities include fireworks, children and youth entertainment, food and beverage tent, face painting and more. Events and entertainment could include: Rock Wall, Inflatable activities, Animal Show, Horse & Buggy Rides, BMX/Skateboard stunt show, etc.

The writer is currently working with Stonebridge Town Centre, Mark Crowe and Hamount Investments with regards to sponsoring the cost associated with the fireworks component of the event.

This event has been budgeted for in the 2013 Special Events operating budget.

BACKGROUND

2013 will be the 8th season for the Wasaga Beach outdoor Marketplace. Historically, the Marketplace has had challenges with weather, construction, recruitment and retention of vendors, location and variety of products. The 2012 season looked promising as the beginning of the season showed an increase in vendors, including more local farmers, artisans, etc. The writer has high hopes for a successful 2013 Marketplace.

Products to be sold at the Marketplace include: Fruits and Vegetables, Crafts and Artisan Works, Food and Baked Goods, etc.. All products must be preapproved by the Marketplace Committee.

DISCUSSION

It is the writers understanding that the 2012 committee involved in organizing and retaining vendors, although worked very hard, were not able to accomplish all of the goals set out. As such, the writer will continue working with those involved to ensure a successful 2013 Marketplace.

THAT the Community Services Committee recommends to Council that it approve hosting the Jazz in the Park concert series every Tuesday evening in July and August, 2013 at the Wasaga Beach RecPlex.

BACKGROUND

As in past years, the 2012 season of Jazz in the Park was well received by the community. Both residents and tourists enjoy the sounds of local top jazz performers. The concert series runs alongside our Marketplace on Tuesday evenings. It is anticipated that the market will draw an increased number of patrons which will enhance the profile of Jazz in the Park. Last season, both the Rotary Band Shell and the Oakview Woods Gazebo was utilized by the performers.

DISCUSSION

2013 will be the 13th season of Jazz in the Park. The event consists of talented jazz bands from primarily the Georgian Triangle area, performing from 7pm to 9pm each Tuesday evening in July & August. Depending on the size of the band and their professional preference, they will perform in either the Oakview Woods Gazebo or the Rotary Band Shell.

Sponsorship for the concert series will be solicited for and a comprehensive marketing and promotional campaign will be executed to promote the series to both tourists and residents.

This event has been budgeted for in the 2013 Special Events operating budget.

THAT the Community Services Committee does hereby recommend to Council to grant permission for hosting the Not So Pro Beach Volleyball Tournament on July 6 & 7, 2013 at Beach Area Two.

FURTHER THAT the Town of Wasaga Beach provides up to 15 parking passes to be used exclusively in 3rd Street parking lot for event staff valid only on July 6 & 7, 2013.

BACKGROUND

2013 will mark the 15th annual Not So Pro Volleyball Tour. The event is expected to bring in 1,500 participants and spectators. The tour draws people from Toronto, Barrie, Wasaga Beach, Collingwood, and Orillia area. Over the course of the weekend, male and female athletes compete for cash prizing in different amateur division levels.

The Not So Pro Tour benefits the community by promoting Wasaga Beach on their website. The Tour supports healthy living by promoting sports and fun. Not So Pro also makes an effort to include local business in the event. A local organizer is solicited for the beverage garden and to host the Friday and Saturday social events. The tournament prizing is purchased from local stores and $50 from every team registration is donated to a local charity. This Tour has a positive impact on the local accommodations, as nearly all of the participants stay over for the weekend. The Town of Wasaga Beach and its local business benefit significantly from the Not So Pro Beach Volleyball Tour. 100% of tournament participants are over the age of 19 and the vast majority of participants are young professionals that spend significant amounts of money at local motels, restaurants, shops and bars.

Not So Pro promotes their Tour with flyers distributed in Wasaga Beach, Toronto and St. Catherine�s and surrounding areas. News segments have been broadcasted on CTV 2, Breakfast Television as well as articles in the Toronto Star. Not So Pro also promotes the tour with radio advertising through 102.1 the Edge, in Toronto. Previous sponsors include Corona, Gatorade, Sirius Radio, Nordic, Rogers Street Team, Red Rain and many more.

DISCUSSION

The event is well received by local businesses. The event organizers are working with the Town of Wasaga Beach, the Ontario Provincial Police and the Ministry of Natural Resources to ensure a smooth

RECOMMENDATION

THAT the Community Services Committee does hereby recommend to Council that it approve hosting the Underground Series Event on Saturday, July 13, 2013 along Beach Area One/Two;

FURTHER THAT Beach Drive be closed from 1st Street to 3rd Street and 3rd Street be closed north of the Parking lot entrance for the duration of the event;

FURTHER THAT the event occupies 1/3 of the 3rd Street Parking Lot for the duration of the event.

BACKGROUND

2013 will mark the 2nd annual Underground Series Event. 2012�s event was successfully organized and attended. The event is a one day fitness challenge including Cross Fit, Strong Man and possibly a new Stand Up Paddle Board component. The event is anticipated to bring approximately 400 participants and 2,000 spectators. Vendors will be selling and sampling products targeted towards athletes and will not be in direct competition of the established businesses along Beach Drive. The event organizers would like to work more closely with the local business and as such, are looking into the possibility of having a licensed area, run by a local beach front establishment. Should the licensed area not be approved, the event organizers will continue to run the event status quo.

This year, set up is anticipated to begin on Friday, July 12th, in which case the event organizers will be providing overnight security. The event will run on Saturday July 13th from 9am to 5pm. Teardown and cleanup will commence immediately after the event ends.

DISCUSSION

This year, due to a similar large scale event of this type occurring in another location, the event organizers have requested to change the date from last year as many of their participants would be watching, attending and/or participating in the other event. To prevent the attendee numbers from declining, the event organizers have requested to hold this event two weeks earlier than last year. No other events have been requested on this weekend.

The event is pending the approval from Ontario Parks however, as the event ran smoothly last year, there are no foreseen issues. The event organizers, Ontario Parks and other agencies will be meeting in the coming weeks to discuss event logistics and requirements.

THAT the Community Services Committee does hereby recommend to Council that it approve holding the annual Multisport Canada Triathlon in Playland Parking Lot on September 7 & 8, 2013;

BACKGROUND

This year marks the 11th annual Multisport Canada Triathlon Race Weekend. The triathlon benefits the Town of Wasaga Beach by providing an enhanced image of the Town as a place that hosts family focussed events that include participants and spectators alike that strive for a fit and healthy lifestyle. As in past years, the event will include an Olympic distance Triathlon, a Sprint distance Triathlon and Duathlon and Give-it-a-Tri. Events will be split throughout the weekend with Olympic and Give-it-a Tri events on Saturday and Sprint Triathlon and Duathlons on Sunday.

DISCUSSION

Over the course of the two days, approximately 1,500 athletes attend the event and there are upwards of 2,000 spectators. A 2012 Post event Survey indicated that 30% of athletes and spectators contribute to the local economy by staying in Town over the course of the weekend.

In addition, the event raises funds for the Collingwood General and Marine Hospital. Over 40 teams of 120 health professionals participate in the fundraiser and the race.

Event Organizers will be meeting with town staff, OPP and Ontario Parks in the coming weeks. As in past years, no issues are foreseen for this event. Historically, OPP has assisted with traffic control and escorting athletes. Please refer to the attached site plan maps.

THAT the Community Services Committee does hereby receive the Parks, Facilities and Recreation monthly activity report as information.

BACKGROUND:

Discussions with the March CSC meeting delegation from the Probus Club have taken place with a draft report completed. With the weather staying reasonably cool were able to keep the Outdoor Rink open until the end of March Break. This year�s attendance for the rink came in at 5,598 compared to 5,470 in 2012. Following the shutdown of the refrigeration plant on March 17th, the staff did some repairs and cleaned up the facility so that it�s ready for the Information Center, which will open later in the spring.

Site preparation work has commenced at the Community Garden site this past week with the area being graded and the installation of the water meter pit. The Wasaga Beach Wood Workers Club is on board to cut and prepare all the wood for each of the 50 garden plots and they�ll also be manufacturing numbers to be installed on each bed. If the weather cooperates we are aiming for the week of May 13th to have the site ready for planting, which will take place after the long weekend.

On Friday April 5th, we were able to remove the tarps and complete a ramp inspection of the Skate Board Park to get it open for the season. Shortly after the inspection was completed the park was full of youth anxious to start boarding.

We met with the designer of the BMX Park this past week who�ll be implementing a few changes to the circuit just to give the youth a little more variety in the jumps and mounds. The material used for the circuit is marl that was removed from the Sports Park parking lot paving project, which stands up well to the wear and tear of the bikes.

The Mayors Golf Challenge will be held at the Marlwood Golf & Country Club on Friday, June 7th. Invitations and requests for prize donations have been sent out and we�re looking forward to

having another sold out tournament. The Mayor has chosen to split the proceeds among three projects this year which include; accessible fitness equipment for the Y (through the Georgian Triangle Accessible Sports Council); the Community Garden Project; additional equipment for the Skate Park.

SK8 Georgian Bay�s Spring Skating School is presently underway at the arena and they�ve had a better than expected registration so it�s good to see this program continue to expand. We have been able to accommodate them with some additional ice time to meet their needs.

The arena ice lights were changed from metal halide to a more efficient T5 fixture approximately 5 years ago. Staff has just completed the replacement of all 192 tubes in the fixtures which has brought the light levels over the ice surface back up to par.

Facilities staff are presently repairing drywall and painting areas in the Town Hall and also painting dressing rooms and lobby areas in the Wasaga Stars Arena. At this time of year the ice rentals are down a bit, as we�re between winter and summer seasons, so staff is able to perform some of this work on the weekends when it doesn�t interrupt other municipal staff during regular work hours.

The Youth Center had 455 visits in March which is an increase of 200 from February. Total membership is now at 218 with 241 now archived.

The lunch time Youth Centre�s continue to create a very positive response with both youth and the schools.

The Youth Centre is holding Video Game Workshops for youth to learn the effects that participating in gaming have on them. We have another workshop set for April.

11 Year old try It days have been successful for the youth to try the youth center prior to turning 12. We now have 5 new youth signed up from this initiative to date.

Pay it forward week encouraged youth to do something nice for someone and watch the positive impact that was returned. 14 youth participated.

Youth Centre Grill Team had a very successful fund raiser to start out the summer by participating at the Easter Eggstravaganza. They were able to raise $1,025.67 which will go towards enhancing their programs.

The Youth Center will be coordinating the Children�s Mental Health Walk in the schools as part of the programming in the schools at lunch during Children�s Mental Health Week May 5 � 11. We also have an Earth Day Walk & Cleanup day scheduled for the 22nd.

Seniors Pickle-ball spring session had 12 registered in the beginning but with the seniors returning from the south this month we�re up to 20 registered. This is a fast growing sport for seniors and we continue getting calls from seasonal residents to join for our summer outdoor program. We�re presently working with the group to see if there�s a facility where courts can be accommodated for an expanded summer program.

RECOMMENDATION:

THAT the Community Services Committee does support the recommendation from the Manager of Parks, Facilities and Recreation to award the contract, to develop a structural and building assessment report on the Wasaga Stars Arena and Recreation Camp, to the team of Barill Engineering/GB Architect Inc. at a cost of $27,500, plus HST.

BACKGROUND:

In the 2012 Wasaga Beach Parks, Facilities and Recreation Master Plan document, it recommends that �we evaluate the facilities for their potential to continue to serve the public, to determine the point at which each facility is in its lifespan, and whether to continue to invest in such facilities.�

The arena is now 40 years old and, with the community continuing to grow, the demands for four-season sports opportunities in expanded facilities will increase over time. As indicated in the Master Plan document, �the trigger for the timing of such a facility will be the cessation of the useful life of the Wasaga Stars Arena.�

It was felt that a structural assessment on these facilities would help determine; the useful lifespan for its present use as a municipal arena; what upgrades are required to do so along with the projected costs for those upgrades; if it is worthwhile continuing to invest in the facility and; the existing condition of the building in the context of it continuing to be used for other municipal purposes; or for private business; or for a combination of public/private partners for other alternative uses.

DISCUSSION:

An RFP outlining the requirements for the structural assessment report was advertised according to the municipality�s procurement policy with a total of seven firms requesting the document. By the March 26th deadline we had received proposals from two (2) area engineering firms with both coming in over the budgeted amount of $25,000:

Barill Engineering/GB Architect Inc. - $27,500 plus HST R.J. Burnside & Associates Limited - $30,628 plus HST

Following an evaluation of the proposals, it was felt that both had the qualifications and experience to perform the building audits and we would receive a thorough report from both firms. Both proposals scored fairly even on all criteria with Barill Engineering/GB Architect Inc. coming in closer to the budgeted amount for the project.

The two proposals covered all the requirements as described in the RFP which included the assessment of structural components, building envelopes, building & operating systems, hazardous substances, fire safety retrofit, energy efficiency, accessibility, repositioning of building, life expectancy and demolition considerations.

Barill Engineering/GB Architect Inc. seems to have more experience in dealing with facilities such as arenas and multi-purpose municipal recreational facilities.

As mentioned earlier in the report, I believe both firms would provide us with the information we are seeking and am therefore recommending that we go with the low bid of $27,500.00 from Barill Engineering/GB Architect Inc.

BACKGROUND:

The Royal Lepage Shelter Foundation has requested to use the RecPlex for their annual garage sale in support of My Friends House in Collingwood and also the National Shelter.

The event would not interfere with any other events being held that day at the RecPlex or the YMCA. The yard sale would operate from 7:00am-3:00pm and they would be looking at an area approximately the same size as what the Market Place uses in the summer months. They require no assistance from our department for this event.
