    In order that the Agency members may have sufficient time to review the meeting packet, please submit all support, rebuttal and comments for matters on the Agency's agenda no later than noon (Central Time) on the thirteenth day before the meeting at which that matter will be Heard. The parties are encouraged to provide 15 copies. In accordance with T.C.A., Section 68-11-1609(g)(1), any health care institution wishing to oppose a Certificate of Need application must file a written objection with the Agency and serve a copy on the applicant no later than fifteen days before the agency meeting at which time the application is originally scheduled.

    The modification of the nursing home requiring a capital expenditure greater than 2 million dollars. A new addition includes the construction of a building to house 22 of its existing skilled nursing home beds in a more home-like environment while the remaining 67-bed facility will be renovated into a 45-bed facility. There will be no change in the licensed bed count of the facility or the licensure status of this facility (two buildings, one license). The facility is located at 100 Netherland Lane, Kingsport (Hawkins County), Tennessee 37660, which is on the campus of the existing Continuing Care Retirement Community (CCRC). The estimated project cost is $7,904,823. .

The project is the final part of the applicants plan to consolidate all medical services at its current 481 Interstate Drive satellite campus acquired in July 2015 (the former Manchester Medical Center) and discontinue use of all medical services at its 1001 McArthur Street campus. The estimated project cost is $986,691.00.
