關於我們 About Us

災後心理輔導協會 (簡稱PCCN) 於2008年成立，是一閒香港註冊跨越宗教、跨越文化的心理救援慈善組織(編號:91/10067)。本會主要目標是期望在香港建立一個非物質的救災平台, 為世界上任何一個天然大災難發生後, 第一時間提供心理救援給有關的災民。

PCCN目前是亞洲最大的災後心理輔導機構。過去五年，PCCN提供災後心理輔導員課程及派出多

支專家隊到亞洲多個災難現場，包括內地的四川、青海、雲南、甘肅，還有台灣、泰國、柬埔寨，菲律賓和日本，也協助過輔導馬尼拉人質事件，埃及熱氣球事故及南丫島撞船事件生還者。

在提供災後心理輔導之餘，PCCN多年來在港或在災區，培育了一千多名災後心理輔導員，協助執行輔導工作。 PCCN于香港的傳媒及社區，開辦新聞發佈會及講座，提高香港市民對於世界及各

地的大型天災後災民的心理輔導支持的迫切性及了解，使香港市民明白到大約有四分之一的災後生存者，在物質足夠下，仍因爲親人/好友遇難或因每晚回憶災難的情景長期失眠，而會自殺或產生自殺念頭。

Post Crisis Counseling Network (PCCN) was established in 2008 as a non-profit charitable organization registered in Hong Kong (reg. no: 91/10067). Our main vision is to establish a non-materialistic, non-religious, cross cultural platform for immediate post crisis counseling support and services to survivors of major disaster globally.

Currently, PCCN is Asia’s largest post crisis counseling organization. In the past five years, PCCN has provided professional post crisis counseling services in Asian regions such as provinces in China including Sichuan, Qinghai, Gansu, Yunnan, as well as Taiwan, Thailand, Cambodia and Japan. We’ve also provided counseling services to Manila Hostage incident and Lamma Island ferry collision.

Besides expertise in post-crisis counseling, PCCN also trained more than 1,000 individuals to become post-crisis counselors to assist and implement counseling work, and wish to train a group of frontline volunteers in Hong Kong to be able to provide immediate post-crisis counseling when natural disaster strikes.

源於2008年5月12日中國四川大地震，PCCN創會義務總幹事、副總幹事及一些義工多次前往四川探訪

災民，為他們送上關心及支持，在過程中深深體會到災民縱使得到足夠的物質支援，但心理創傷仍舊未能痊愈，因而開始了災後心理輔導協會的概念並于2008年11月正式成立災後心理輔導協會。 In response to May 12, 2008 Sichuan Earthquake in China, PCCN’s volunteer Director, Vice-Director and several volunteers visited Sichuan’s survivors many times to show their care and support. During their visits, they realized that although survivors receive adequate materialistic support, but their psychological wounds hasn’t recovered, therefore, the idea of setting up an organization for post-crisis counseling was established and Post Crisis Counseling Network officially opened in November, 2008.

develop future work plans within the area.

2009年8月8日台灣 - 中部(阿里山及小林村等)發生泥石流，PCCN在關鍵時間内到達當地為災民進行輔導。 Mudslide devastated Taiwan Midland (Ali Mountain and Shiao Lin Village) on August 8th, 2009. PCCN arrived at a critical time to provide crisis counseling.

與四川綿竹廣播電台合作，邀請災後心理輔導專員為節目<心靈驛站> 作長期錄音，每星期播放5次。 In co-operation with Sichuan Mianzhu Broadcasting Station, PCCN Post Crisis Counselors were invited to an on-going radio show “Spiritual Mind” for recording which is aired 5 times a week.


帶領獲得刊登在“感恩的心” 書冊的選文的四川災區孩子訪港。 Organized a group of students from Sichuan Disaster area whose composition was selected to publish in the book “A Grateful Heart” to visit Hong Kong.

為四川災區孩子出書<感恩的心>及贈書到不同災區。

開展四川災後心理輔導員培訓課程，培訓當地的義工、老師、專業人員等。

Training (PCCT) course to train volunteers, teachers, and professionals working in the local disaster community.

於四川綿竹災區設立辦事處/服務處 /培訓中心 (11月) PCCN established field office, counseling and training center in November in Mianzhu, Sichuan.


2010

青海省玉樹藏族自治州 (4月14日大地震)救援工作並培訓青海玉樹當地救援隊伍，義工一些災後心理輔導

知識和輔導員培訓。

PCCN responded to disaster relief for the victims from the April 14th, 2010 Yushu Earthquake in

Qinghai’s Yushu Tibetan Autonomous Region in China. Conducted post crisis counseling training

for disaster relief workers and volunteers in the area.

首屆香港災後心理輔導員培訓課程，目的希望培訓更多香港義工到災區服務。

The first ever Post Crisis Counselor Training (PCCT)

was held, with an aim to train more Hong Kong volunteers to provide counseling services in disaster areas.

就康泰旅行團菲律賓人質事件提供團體心理輔導及講座並首次設立服務熱綫為受響的家人／朋友作個人心理治療。 In response to the Manila Hostage Incident, PCCN set up a 24 hour crisis hotline for the first time and conducted post crisis counseling talks to the Tourism Association.

2010

10月舟曲泥石流災區心理救援工作，首屆輔導員完成實習工作，為當地學校學生進行團體輔導並開展災後心理輔導員培訓課程，

培訓當地老師，義工和有關人士。

Volunteers went to Zhouqu, Gansu in respond to the Mudslide in October. Graduates from PCCT conducted counseling with the local

schools. PCCN trainers also worked with Chinese Science Institute to conduct PCCT

intensive course to relief workers, teachers etc..


2011

日本311海嘯，PCCN為香港首個團體于4月帶領義工深入災區救援工作並開展往後在日本的災後心理輔導工作 After the devastating Japan Tsunami on March, 11. PCCN was the first team of NGO to visit the area in April and also developed its future post crisis counseling work in the region.

PCCN and its post crisis counselors visited many temporary shelters in the disaster region, including Iwate region.

首次進入福島核電廠20公里禁區範圍內了解災民的心理狀況及為鎮長提供輔導服務，因此亦成為境內外第一隊進入該地區的心理救援組織。 Entering Fukushima Nuclear Power Station restricted area to understand the situation and provide post counseling services, and became the first psychological relief organization ever to enter.

為受南丫島撞船事件的受傷者及遇難者親朋設立24小時免費輔導熱線提供免費提供災後心理支援及心理治療服務。 In response to the Lamma Island Shipwreck Incident, PCCN set up a 24 hour hotline, to provide free counseling support and services to those impacted by the incident.

PCCN 相信，愛心沒有語言和地域的界限，所以PCCN長期統籌香港的心理專才，到達不同國家地區的災區，探訪及培訓當地老師或義工服務團體；PCCN亦不時統籌香港學校及社區中心

製作一些有心思的物品，由義工送到災區。 PCCN believes that there is no language or geographical barriers, thus, PCCN coordinate counselors to respond to disasters in various regions and countries to visit and train local teachers and relief workers and organizations. PCCN also coordinate with schools and communities within Hong Kong to make gifts for the survivors.

中國内地災後心理輔導服務 Post Crisis Counseling Services in Mainland China


2008年汶川及2013年雅安大地震，令數以千萬計的居

民受災，然而，金錢和物資上的捐助並不足以修補災民心靈的傷口。過去5年，PCCN曾探訪四川多達60多

次，並且在當地培訓長期服務的輔導員，探訪災民，至今已為超過5000名患有創傷後壓力症的災民提供治療。PCCN更定期派輔導員到綿竹負責錄製綿竹人民廣

播電視節目《心靈驛站》，每星期可接觸達一千萬聽衆。四川雅安心靈重建計劃 2013年4月20日上午8時40分，雅安發生黎克特制7級大地震，震碎了150多万人的家園及80所學校。PCCN

五月初接受重災區蘆山縣教育局邀請，協助震央地區之心理援助及援建民辦幼兒園。PCCN獲得康宏保險經

紀有限公司熱心資助，于地震重災區蘆山縣龍門鄉五星村興建臨時過渡板房校舍，讓受災兒童儘快重返校園。幼兒園在2013年7月正式開幕，校舍包括3個各可容納40名學生的課室、教師工作室、兒童圖書閣、獨立衛生間、戶外草坪操場、大型康樂設施等。爲了更加照顧到災民與學生的需要，PCCN更在6月從

綿竹辦事處及培訓中心遷移到雅安蘆山縣。並由一名香港心理輔導專員駐守當地，定期為五星幼兒園的學生提供遊戲治療訓練、幼師活動教學及心理輔導培訓等，務求讓農村學校無論在硬件或軟件上也能提升至國際級水平。 PCCN在中秋期間舉辦了“Art for Disaster”活動，邀請

香港數位藝術傢園挂蘆山縣農區，連同當地師生義務為五星幼兒園外墻作粉飾工程，將繽紛色彩帶進災區，給幼兒園學童帶來生氣及希望。為盼望籍幼兒園的歡樂氣氛感染村内居民，活動至今仍然由一班當地師生及義工持續進行。

Sichuan’s Wenchaun Earthquake in 2008 and Ya’an Earthquake in 2013 affected countless millions of residents in the area. Still, the materialistic contributions couldn’t help with the recovery of psychological wounds. In the last 5 years, PCCN visited Sichuan’s disaster area over 60 times, and trained long-term counselors in the area. As of 2013, there are over 5,000 patients with Post-Traumatic Stress Disorder (PTSD) recovered. In addition, PCCN sends counselors to Mianzhu to help record their radio station “A healing Heart” reaching to 10 million listeners each week. Sichuan Ya’an’s Psychological Recovery Program On the morning of April 20th, 2013 8:40a.m., an earthquake with a Richter Scale of 7 magnitude shook Ya’an city, turned the homes of 1.5 million people and 80 schools into rubbles. In May, Lu Shan County Education Bureau invited PCCN to give assistance to a major disaster area in Lu Shan County to set-up a kindergarten. The kindergarten is located in Lu Shan County, Long Men Township, Wu Xing Village. PCCN received a kind donation from Convoy Financial Holdings, to help build a temporary prefabricated school, so that the children can return to school as soon as possible. Wu Xing Kindergarten officially opened in July of the same year, the campus includes three classrooms with maximum capacity of 40 students, offices, reading corner, and equipped with washroom, outdoor playground, and recreational facilities. In order to attend to the needs of survivors and students, in June, PCCN moved its Mianzhu office and training center to Lu Shan County in Ya’an, and sent an experienced counselor from Hong Kong to station in Lu Shan. PCCN gave group therapy to students through fun and games, as well as give kindergarten teachers training on counseling, ensuring both infrastructures and software reaches international level. During Mid-Autumn Festival, PCCN held an event called “Art for Disaster”, inviting several volunteer artists from Hong Kong to Lu Shan, coordinating with local teachers to paint murals all around the kindergarten, creating a colorful atmosphere in the disaster area, and bring a sense of hope to students and hoping to spread that joyous atmosphere to the villagers. The activity is currently continued by local teachers and volunteers.

日本東北災心理支援服務 2011年日本311大地震引發海嘯及核輻射事件震

撼世界。能逃出生天的災民，每天仍要面對心理的恐懼和失去至親的創傷，PCCN的義工輔導

員，在翻譯員的協助下，打破語言隔膜，已為2000多戶災民提供心理治療及輔導服務、災後心理講座、舉辦花火大會及培訓輔導員。PCCN

更是現時福島縣南相馬市唯一提供免費災後心理援助的機構。在2013 年，PCCN帶領輔導員前往災區3次，探訪180多戶的災民，跟進個案

和為當地的災民送上來自香港的祝福，更每年都會與災民迎接新一年的來臨。 Japan Tohoku Region Psychological Support In 2011, Japan’s 311 Earthquake and Tsunami and the nuclear disaster devastated the world. Those who survived still live in fear and face the loss of their loved ones. PCCN’s volunteer counselors, assisted by translators, overcame language barriers, provided psychological therapy and counseling services, seminars, trainings and organized traditional Hana-bi (fireworks). Currently, PCCN is the only psychological support organization that provides services in the nuclear disaster area of Minami-soma, in Fukushima Prefecture. In 2013, PCCN and its counselors went to Japan 3 times, and visited more than 180 households, follow-up with their cases. Each year, PCCN also visits survivors and celebrate the new year with them to mark the start of a new beginning.

菲律賓風災心理支援服務 11月8日菲律賓東南部受超強颱風[海燕] 吹襲，

至今已經造成六千多人遇難及失蹤，四百四十多萬人失去家園，現時仍有屍體在偏遠的村落未被清理，雖然重災區塔克洛班市已經有部分商店、酒店及學校回復正常運作，但災民負面情緒仍然高漲，當地救災部門、志願組織及學校均表示現時災民的心理需要比物質需要大。就此，PCCN到菲律賓塔克洛班作初步評估與前

期工作，聯係當地政府，讓輔導員可以更有效地進行輔導工作。 Philippines’ Tacloban Hurricane Yolanda (Haiya) Disaster Psychological Support On November 8th, 2013, super tropical cyclone Yolanda struck Philippines’ Southeast region, causing more than 6,000 people missing or lost. Over 4.4 million people lost their home in an instant. There are still bodies missing. Although some shops, hotels and schools have re-opened, but survivors’ still face depression. Local authorities, volunteer organizations and schools have expressed the great need for psychological support over material support. Thus, PCCN visited Tacloban for preliminary assessment, preparatory work, and network with local authorities, ensuring counselors can provide counseling services more effectively.

雖天災不常於香港發生，但從菲律賓人質事件、南丫島船難,埃及熱氣球意外等慘劇，令到

港人增加危機感，部分更會患上「創傷後壓力症」，並出現失眠、噁心等現象。由於香港缺乏災後心理輔導支援，令患者未能有效治愈。所以，針對一些重要事故，PCCN會即時設立日間或24小

時電話熱綫及面談輔導服務，提供心理輔導及支援服務，為有需要的人提供輔導及治療。

2013年底是PCCN設在西灣河的災後心理輔

導中心開設一周年，註冊輔導員不斷增加，現已達200多名註冊為災後心理輔導員。均完成本會

舉辦的訓練課程及到外地實習逾一百小時，經驗豐富，並會運用較先進「情緒為本治療法」和「認知行為綜合治療法」，將災難事件的記憶與負面感受「分拆開」，可於一小時內紓解求助者情緒，較現時於本港較流行的認知治療和行為治療需要四至五會面更具效率。

除了為患上[創傷後壓力症]的市民提供心理

輔導服務外，更增設婚前性格評估及輔導Prepare/Enrich 服務，舉辦危機處理課程及應用心理學NLP證書課程等，並繼續提供[災後心理輔導員證書課程]，致力培訓更多[災後心理輔導員]為下一個災難作最好的準備

Although disasters rarely occurs in Hong Kong, but with Manila Hostage incident, Lamma Island Ferry Accident, and Egypt’s Hot Air Balloon crash, these tragedies increased people’s awareness and some people even developed Post Traumatic Stress Disorder (PTSD), showing symptoms such as sleeplessness, and nauseous etc. Since Hong Kong lacks resources in psychological counseling support, these sufferers cannot be treated. Therefore, aimed at major disasters and accidents, PCCN will establish a day-time or 24 hour hotline and counseling services, to provide psychological help for those in need of counseling and therapy.

At the end of 2013 marks the one year

anniversary of Post Crisis Counseling Center located in Sai Wan Ho. There is increasing number of registered counselors, there are more than 200 counselors as of date. All counselors have completed 100 hours or more practicum, they are experienced and they can also use EMDR therapy and “Cognitive-behavioral comprehensive Therapy”, to help patients to separate their memory from negative emotions which can relieve of their negative emotions within 1 hour. This is 4-5 times more effective than the more recognized Cognitive Therapy.

Besides providing treatment to people

with PTSD, PCCN also provides pre-marriage personality assessment and Prepare/Enrich Services, crisis intervention management and Applied Psychology NLP certificate courses etc.

本會其中一個項目是設立災後心理輔導員證書課程。2010年舉辦首屆至今已在香港培訓超過200

名輔導員，以至災難來臨的時候，可有更多人能代表香港出隊到災區提供專業的心理救援義務工作。過往，災後心理輔導員證書課程更在内地和海外不同災區舉辦，在四川、甘肅、青海、柬埔寨、日本等災區培訓當地一群義工、老師、和救援隊伍成爲災後心理輔導員，領他們可以更加關注災民的心理需要。

今年更首次在香港開辦災後心理輔導課程高級證書。已獲得初級證書及完成災區實習的畢業生可以參加高級證書課程。

One of PCCN’s program is Post Crisis Counselor Certificate Training (PCCT), since the first

graduating class in 2010, there has been more than 200 Post Crisis Counselor trained with the

hope that when disaster strikes, there are more volunteers representing Hong Kong to provide

professional post crisis counseling services. In the past, we have also held trainings in

Mainland China and overseas, including Sichuan, Gansu, Qinghai, Cambodia and Japan to

train a group of volunteers, teachers, and relief workers to become post crisis counselors, and

equip them to be more aware of survivors psychological needs.

This year, for the first time, Hong Kong center has developed the post crisis counseling

advanced training courses designed for students who have completed the basic training

course and practicum.

推廣及公共教育 Public Education and Awareness Raising

PCCN希望透過各方媒體及社區教育, 提高香港市民對世界各地大型天災後災民的心理支援的迫切性的認識, 改變過往著重於物資的救災文化, 強調心理救援的重要性。PCCN縂幹事一直積極推動這股力量，到各學校分與學生交流，參加不同講座與論壇，應邀接受媒體訪問，分享過往災區經驗及不斷鼓勵市民積極參與。在與港人有關的重要事故發生時，PCCN代表會即時在媒體宣傳提供災後心理輔導的咨詢的渠道，讓廣大市民可以尋求援助。 PCCN hopes to raise awareness of the Hong Kong citizens to help them understand the dire need for post disaster psychological relief around the world, in order to change a culture that is heavily focused on material support for disaster relief. PCCN’s Director promotes such forces through attending numerous forums, media interviews and press conferences to share his experiences in the disaster area and encourage Hong Kong people to actively involve in such cause. When there is a major crisis involving Hong Kong people, PCCN will provide post crisis psychological support on media so that people can seek necessary help.

Volunteers are an indispensible resource and support to PCCN. Whether it is post-crisis counseling services, administration and IT support, or event planning, PCCN volunteers have the same vision, and they give their full dedication in order to help PCCN to thrive.

PCCN provides Post Crisis Counselor Training to those who are interested in volunteering in disaster areas with professional training. We have always been supported by community, such as schools and local charitable organizations to help knit scarves, write cards and handicrafts to send to survivors.
