Terms of Appointment if SecondmentThe successful candidate will remain an employee of their current employer which, will continue to pay their salary and the Association will reimburse the salary to the employer. In addition, their terms and conditions of employment will remain unchanged. The Association will reimburse travel and expenses incurred on secondment. Association employees are employed on the conditions of service adopted by the National Joint Council for Local Government Services, amended by local agreements. The principal provisions are outlined below:

Cyflog: Byddwn ni’n talu’ch cyflog fesul mis calendr trwy gredyd banc ar y 15fed diwrnod o bob mis neu oddeutu hynny.

Salary: Salary is payable calendar monthly by bank credit on or about the 15th of each month.

Travelling and subsistence expenses will be payable, in accordance with the Association’s scheme, when staff work away from their fixed centre.

JOB DESCRIPTIONPost: Unaccompanied Asylum Seeking Children Coordinator Employment conditions: Secondment or recruitment -3 days per week Salary: Grade 4 - SCP 36-41 (£32,233 - £37,107) pro rataTerm: Fixed Term to March 2020Reporting to: WSMP ManagerBased at: Local Government House, Cardiff

PURPOSE:

Working under the auspices of the Wales Strategic Migration Partnership (WSMP), to lead capacity building and coordination work on asylum and refugee children, in particular, to support the successful delivery of the UK Government Unaccompanied Asylum Seeker (UASC) National Transfer Scheme (NTS) in Wales. The Post Holder will work closely with the Home Office, Children’s Services and a wide range of partners across Wales on the identification of appropriate placements for children, delivering a person-centred and effective matching, coordination and transfer process, working to ensure that the appropriate support and services are in place.

This role will strengthen the capacity of local authorities (LAs) and key partners in Wales on refugee children’s issues, and feed into WSMP’s work around asylum dispersal, refugee resettlement and the wider migration agenda.

PRINCIPAL DUTIES AND RESPONSIBILITIES:

Support the development of a model for the NTS in Wales, working with UASC Regional Leads and WLGA

Working with LAs to source and make available the foster care or independent living placements required to accommodate Unaccompanied Asylum Seeking Children (UASC) in Wales.

Act as a single point of contact in Wales for LAs & Home Office, coordinating and facilitating placements of UASC in a prompt and efficient allocation process, according to the NTS protocol and Best Interest principles.

Receive referrals from the Home Office and match to participating LAs in Wales, working with them to identify appropriate placements for UASC (e.g. ages, gender, nationalities) under the NTS and according to an agreed allocation mechanism.

Provide information on the number and type of planned placements becoming available in Wales to best inform forward planning of transfers of children, working closely with colleagues from the WSMP and the Home Office Central Allocations Team.

Provide participating local authorities with information to support their engagement with UK Government schemes, ensuring all are aware of guidance on key children’s policy areas including safeguarding, and assisting with pre planning and preparation for children prior to arrival, liaising with other local authority departments and services.

Lead discussions with local authorities to resolve any difficulties, including brokering agreement where necessary to the transfer of UASC cases between local authorities in Wales.

Identify issues of concern that impact on successful placements, resolving where possible and escalating quickly to the Home Office or Welsh Government as necessary. This may include availability of key wraparound services.

Identify common issues and challenges faced by local authorities in Wales (e.g. in relation to the resettlement of refugees, asylum dispersal and the UASC National Transfer Scheme) and ensure information and solutions are shared to avoid duplication of effort.

With the agreement of local authorities in Wales, lead work to secure economies of scale in relation to participation in UASC transfer and other relevant schemes.

Lead work on behalf of WSMP to update relevant policy documents and toolkits/practice guidance and advise practitioners and partners on key policy issues, including age assessment.

Help in the management of communications and information flow, coordination of training, capture of key learning, good practice, issues and new developments and share with national, regional and local stakeholders.

Support WSMP in the development of strong Wales and regional/sub regional/local working on migration, including the convening of Wales multi agency UASC Practitioner Forum to facilitate partnership working on UASC.

Collate, provide and clarify information from local authorities in Wales to contribute to the review or evaluation of the UK Government refugee children schemes at national, regional and local levels where requested.

Monitor project expenditure, prepare claim forms and other relevant paperwork required for submission to Home Office.

If capacity allows, undertake other project work / related duties as defined by the WSMP Manager, undertaking any duties that are deemed commensurate with the responsibilities of this post.

The above duties and responsibilities cannot totally encompass or define all tasks which may be required of the employee. Therefore, the outlined duties and responsibilities may vary from time to time without materially changing either the character or level of responsibility. These factors are reflected in the post.

Other Information: The role requires some flexibility, involving occasional early morning and evening work,

this will be managed through the WLGA flexitime scheme. This post is a politically restricted post in line with the WLGA’s Politically Restricted

Posts Policy (based on the provisions of Part I of the Local Government and Housing Act 1989 and Local Government (Politically Restricted Posts) (Wales) Regulations 2008).

PERSON SPECIFICATION

Experience and Skills Essential

Educated to degree level or substantial relevant experience. Knowledge and understanding of integration issues related to asylum seekers, refugees

and migrants and knowledge of unaccompanied children and refugee children policy and practice issues.

Detailed knowledge of issues affecting the settlement and integration of refugees. Computer literate – in packages such as Word, excel, Power point etc. Ability to negotiate and broker agreements in challenging circumstances. Ability to work across organisational and geographical boundaries.
