Pre-Construction Stage

Project Strategy and Benchmarking• To develop and obtain approval from client on the project

strategy including financial and contracting strategy w. r. t. time schedule and cost estimates for the project.

• Establish the project requirements, project phases, functionaries, project brief, design brief etc.

• Establish communication system for systematic project control in cost, quality and timely completion.

Design Brief Preparation

• Coordinate and manage the architect team, consultants and vendors, advisors and others involved in the project

• Provide inputs for the design and specification of materials with special emphasis to value engineering, proposed by the architect team and consultants for the project based on the project brief and in coordination with the cost and time schedule for the project with the prior approval of client.

• Review the designs suggested by the architect team and consultants in terms of build-ability / constructability, technical efficiency, life cycle costing, overall construction and maintenance friendly details and prepare comprehensive reports of same including cost saving for client’s approval.

Tendering / Packaging

• Prepare detailed strategy and management of work packages as well as supply and composite contracts.

• Finalize parameters for pre-qualifying and qualifying vendors based on guidelines approved by clients

• Evaluate detailed design and specification including make/ specified item of material and BOQ and DPR with the architect team and consultants.

• Prepare/vetting cost estimates of all packages including supply and composite items and provide to client

• Reviews, all contract documents (general and specific) provided by the architect team and consultants including BOQ, Technical Specifications, GCC, and SCC approved make of material etc.

• Assist in preparing and floating tenders to short-listed agencies• Techno commercially evaluate, recommend to client and assist in awarding of orders.• The cost of the packages/contracts will be prepared for calling of tenders/bids with

the prior approval of clients/his CA

Mobilization of Work and Material at Site through On-Site Coordination

• Strategize and put forward the mobilization strategy being adopted by the selected contracting agencies, with respect to men and material.

• The amount of mobilization for starting the project at site to be decided by the client after considering the amount of contract.

• Strategize and coordinate the site layout/ works with the architect team and consultants. • Ensure submission of shop drawings by various contractors as and when required• Check and report to Client about the quality of material brought into for the project in

consideration to the approved specifications including inspection of material locally or at outstations.

• Establish and monitor safety parameters for construction activities for the project in consultation with the architect team, the consultants, contractors and others.

• Conduct a comprehensive safety audit with the Running bills/payments to the contractor and report the same to client.

• Evaluate, examine and ensure the adequacy of mobilization and delivery of all necessary resources i.e. men, material and equipment at site by the contracting agencies.

Construction Stage• Prepare monthly execution strategies for work at project site• Ensure that the construction and installation are as per the design intent• Conduct kick-off and weekly on-site review meetings to be attended by all

concerned, consultants / architect and client to achieve quality, cost and adherence to time schedule

• Establish procedures for checking compliance with design and specification, monitor standard of workmanship, construction method and right sequence in accordance with the procedure laid-down and adequacy of materials

• Ensure to set up a laboratory at site by the contractor to conduct field tests and review all test results and compare with prescribed specification. If deviations are observed, suggest and initiate remedial actions

• Review payment requests / bills / invoices and reconciliation of material supplied by owner or as specified in tender documents, coordinate certification and other conditions for payment and submit to Client.

• Coordinate quality and specification of all works for the project and site.• Coordinate for checking approvals of finishes, material used, mock-ups and

details executed at site by the architect team, consultants, client and other entities, as required

• Track the project schedule and report probable slippages, in advance, to client along with a recommended strategy with corrective action to mitigate the impact of any slippage

• Check and validate contractors / suppliers claim for change / variation orders by rate analysis and evaluation before taking the approval from the client

• Monitor and report progress to Client on daily / weekly / monthly basis• Conduct Quality and Safety Audits and submit report to Client• Provide detailed cash flow management and report. Prepare and furnish the monthly fund

requirement in advance• Ensure the approved execution strategy for the contractors to be followed at works• Review the Good for Construction drawings being issued for construction and proposed

changes and their implications to Client• Establish and provide a comprehensive program to monitor, examine and reporting of the

Safety Parameters to be adhered to at site• Manage and attend all construction review meetings and report the critical issues to Client• Establish and provide a comprehensive program to ensure and evaluate all the necessary

checks and performance criteria for electrical, HVAC and fire fighting, and report the same to Client.

• Ensure compliances of requirements by the respective contractors for matters related to welfare and medical facilities to workmen.

Post Construction Stage

• Ensure preparation of a master document for Client underlining the variation in design and specification if any during the course of construction as against the design and specification originally agreed.

• Prepare defect / snag list and ensure removal of defects by the contractor, before giving recommendation of issuing completion certificate by the client.

• Ascertain a handing over strategy, underlining the list of documents, drawings, test certificates, performance guarantee, warrantee / guarantee cards, etc. for specified items and handover these to client.

• Coordinate to identify, list out and hand over the residual stock for materials.• Ensure that the As-built drawings, list of contacts and “Operation and Maintenance Manuals”

etc. are handed over to Client at the time of project closing out. • Ensure the receipt of all necessary statutory approvals, such as the occupation / completion

certificate.• Coordinate procedural commissioning of various equipments & integrated testing of all the

services including handing over the same to the maintenance agency.• Coordinate to establish a Project Completion Date in order to specify the Start and End of the

Defects Liability Period.• Ensure handing over the flats, building units to Client nominated representative..
