Ehaerekoekiatauāwhitiakoeeōtīpunahaere,haere,eoki,eautemoe.Waihomātoukikonei.HenohotuakokaeNeitōiwi,ōmokopunaetangimōteateaanamōhouKoterereoroimatamengāwaioRakahuriereretoue,kotengākauehaehaeana.Auētemamaee...RuahineCrofts,aleadingadvocateofourlanguageandwaiata,haspassedawaybutnotbeforewewereabletorecognisehercontributionat theNgāiTahuReoMāoriAwards.Itwasmyprivilege toattend theseawardsand to joinwiththewhānauinacknowledgingalltheleadersattheforefrontofourreorevitalisationincludingRuahine,whowonthesupremeaward.Itissoimportantthatwetakethetimetorecogniseourpassionate and proficient te reo speakers and thosewhohavedevelopedtheKMKstrategy.Ilookforwardtofuturelanguagesymposiumsandawardsnights.Ithasbeenanextremelybusymonthwithmuchhappeningaroundthetakiwā,includingthespecialpresentationsbyourPapatipuRūnangaRepresentativeslastmonth.It was an opportunity for each of the Representativesto speak to each other about the aspirations of theirrūnanga, aswell as outline the extent of programmesthatareunderwaywithineachrohe.Capacityandleadershipbuildingwasacommonthemethat emerged from this event. At Papatipu Rūnangalevelthereisconsiderableinvestmentinbuildingculturalstrengthandlocalinfluence.Rūnangaarealsolookingtodevelopbusinessesthatwillprovide independence and fit well with cultural valuesandroles.Inmanyplacestheseareupandrunningorin theplanningstages. Iwas impressedwith thequietfortitudewithwhichsomanyofourrūnangapeoplearedevelopingtheseideasandmakingthemreality.Te Rūnanga has recorded these aspirationalpresentationsandwillbelookingtosupportwhānauandPapatipuRūnangaastheydrivethesevisionsforward.

AnotherkeydevelopmentinthispastmonthhasbeentheabilityofTeRūnangaandtheTeWaihoraManagementBoardtosuccessfullysecureanagreementwithfishersovercommercialfishingactivitiesonTeWaihora(LakeEllesmere).

Thisagreement,alongwiththemaimaiagreementwithDoC and Fish and Game and the Te Waihora JointManagement Plan, is another example of Ngāi Tahuengaging with the communities associated with TeWaihoratoachieveourultimategoalofrestoringthelakesothatitcontinuestosustainourmahingakaitraditionsforfuturegenerations.The agreement is a significantmilestone for us as aniwi and affirms manawhenua manamoana rights thatourtīpunafoughtforduringtheClaimandourongoingrelationshipwiththisprecioustaonga.Those conducting commercial fishing activities on thelakewillnowcontributeasetportionofrevenuetoafundthatwillgodirectlytoprojectstoprotectandenhancethehealthofTeWaihora.

Iwanttoacknowledgeandthankthemanagementboardforitshardworktoresolvewhatbecameacomplexissueanditscommitmenttoput inplaceasolutionthatbothrecognisestheownershipandmanaofNgāiTahuoverthelakebedaswellasthefishers’position.Andfinally,Icannotendthiscolumnwithoutreferringtothegovernment’sdecisiontoreplacetheForeshoreandSeabedAct2004withnewlegislation,largelybasedonitspreferredframework.This framework does not represent thewish list of iwileadersandwehavealreadyexpressedourhopethatinformulatingthedetailofthelegislation,thegovernmentwillallowiwi/hapūafairopportunitytoclaimcustomarytitle.Myconcernisthatifthetestsremainunreasonablyhigh, iwi suchasNgāiTahuwill notbeable to realisemeaningfuloutcomesfromthenewlegislation.Someofmyiwicolleaguesbelievethatwewillneedtobide our time and that it is still an achievement to beseeing a replacement of the legislation of 2004. It isdifficulttoknowclearlyhowtheresultinglegislationwillplayout in thecourts.Therewill beanopportunity forfurthercommentviatheParliamentarySelectCommitteeprocess.IwillcontinuetoreportbackonthisallimportantissueasIhavedonethroughout.

Te Hokinga Mai ExhibitionKaikōura held the paepae from the 2–9 May and thewhānauwhoparticipatedinthiskaupapaenjoyedeveryminute,somuchinfactthatoneofthewhānauwhowasrosteredontodoacoupleofdaysendedupstayingthewholeweek.

Our week was very busy with various pōwhiri (someexpected and some not) as well as two late nightfunctions:TraditionalMāoriInstrumentsandMusicwithRichard Nunns and Brian Flintoff held on 5 May andtheIwiLeadersForumcorporatenighton7May.Itwasfantastictoseeallthewhānaucominginforbothnightsto tautoko the paepae especially on the Iwi Leadersnight.

On 23 May, Kaikōura with Te Taumutu and WairewashowcasedsomekapahakaitemsatTeHokingaMai.

Manythankstoallthewhānauwhowereinvolved.

Rā Whānau ki a kōrua (Happy birthday to you both)Congratulations and birthday greetings to Taua LenaReardon (Breslin/Vincent) who celebrated her 93rdbirthday inMay. TauaLena is theonlysurvivingchild(10th of 15) of Ani Tui and Ernest Russell Wilson ofHunts Beach, South Westland and lives in Blenheim,whereshehasresidedforthelast40years.

Taua Lena remains fiercely independent, living aloneandmaintaining an active social life (with a little helpfromherwhānau).Shecontinuestokeepupwiththenewsofthedayanddespitesomehearingloss,keepsgoodoverallhealth.

Birthdaywishes also to Taua EileenHutchison. TauaEileenrecentlycelebratedher75thBirthday,surroundedbyherwhānau.

Māra Marae (Marae Gardens)GreenfingerswithintheKōmitiMarae,tumuwhakahaerehavebeenbusy tilling theground ready forourmaraegardens,whichwillbeplantedandreadyforthestartofspring.

ThespudboxesareespeciallyexcitingbecauseaswellaseverydayrïwaiforthekitchenwewillbespecialisinginMāoripotatoes,especiallytherepi,whichispeculiarto the Makaawhio-Mahitahi area. Repi spuds are aroundish, full, flavoursome,purple-veinedpotato.Theyarefamousforkeepingtheirconsistency,i.e.theydon’tgotomushwhenboiledorsteamed.

NgātiMāhakihavegrownrepiformanygenerations,andmanywhānaucontinuetodosointheSouthWestland-Hokitikaarea.Theoldpeopleinthisareawerefondof‘bushgardens’inwhichaclearingwasmadeinthebushand the brush etc was burned and then dug into thegroundtomakeitevenmorefertile.Repialsolovethesandysoilsclosetothecoast,butwillgrowjustaswellinwell-tendedgardensinthebackyard.

Te Rūnanga o Makaawhio

Hard at work, the garden that used to fill the area has been removed in preparation for the tunnel houses.

Located handy to the kitchen we have two six metre-long tunnel houses, which will soon be lush with daily vegetables for use in the marae, three large potato-growing boxes, a revamped herb garden, our own lemon tree and a garden implement shed.

There is a misconception, fostered by old Europeanaccounts,thatkūmarawasnotgrownsouthofTaumutubecause it was too cold. While this may be true ofCanterbury, it does not apply to the more temperateWestCoast,thereisclearwrittenevidencethatkūmara,andtarowerebothcultivatedsuccessfullyatMakaawhioat least until the early 1900s. Kūmara probably tooka lot of care and attention, but in the growing seasonSouthWestlandisnotascoldasoutsidersassume,andis renowned for pockets of microclimates, where thegrowingconditionsarejustright.

Asinotherpartsofthecountry,kūmarawas,eventuallyreplacedbytheeasiergrowingMāoripotatoes–inourcase,therepi.OnedaywemighttrycultivatingkūmaraatMakaawhio,butfornowwe’rejusthappytohaverepiandsucculent,freshveggiesonthemenu!

Ourwaiatawerealso inmemoryof thosewhoservedand/orwere‘killedinaction’inWorldWars1and2withonly four Ngāi Tahu members of the Māori Battalionsurvivingtoday.

Kaumoana Kāi Tahu In April this year a crew of Ngāi Tahu descendantsincludingmyselfboardedaWakaUnuainAucklandandsailedaroundtheHaurakiGulfforsixnights.Themainpurposeofthisvoyagewastolearnmoreabouttraditionalnavigationandfamiliariseourselveswithsailingthistypeofwakaasithasbeen100yearssincewe,asaniwihave

sailedthesewakaunua.WestartedouradventurewithanohomaraeatTakahanga,whereweallmetforthefirsttimeandspenttheweekendtogetherlearningdifferentsailing techniques and rope knots. What this means Theestuary is thenextstage incleaningour lakeandrestoring the fisheries but is essential to the feasibilityofV5withoutanestuaryatMeanSeaLevelwecannotdischargewaterfromTeWaihora.

We have always proposed turning the lower sectionof the lake intoanestuary,aspart of constructing thepermanent outlet. Theestuarywill be separated fromthemain lakebyaweir,so itcanfill froman incomingtideuninfluencedbythelakesittingat2mabovemeansea level, drainingwith velocity though theoutlet overevery low tide, refilling on the next incoming tide andremovinganygravelaccumulated in thegroyneoutlet.Theexperimentalweirwillbeconstructedusingexistingmaterial(gravelandsiltfromthelakebed).Therewillbeminimaldisturbance to theenvironment. Theestuarywillcoverapprox17hectares.

Furtherworkwill beundertakenwith key stakeholdersECan, CCC, DoC, Fish & Game and communityintereststoprogressthis.Atthisstage,theweirisonlyexperimental and easily disassembled and the gravelpushed back to where it came from. Consequentlywe don’twant to spend years debating itsmeritswithstakeholders.TheWairewaCommunityBoardbacksthisapproach.WeintenddoingdesktopresearchandthenhopetopositionECanandDoCtoevaluateandmonitoreffects.Intwoyearswewillhavebeenabletoobserveandgatherenoughdatatomakeanymodificationsandalterations.

Once all parties are satisfied with the performanceof this temporary weir and estuary in maintainingacceptable lake levels and keeping the outlet open,theweirstructurecanbemodified togivepreciseandadjustablecontroloflakelevels.Atthisstagetheweirwillberaisedtomaximumpermissiblefloodheightlevelandarmoured.Engineeredsluiceswillthenbeinstalledtoserveanumberoffunctions.Normaloutflowsuptoadesignfloodflowwillpass throughthesluices. Fishpassageandfishmonitoringarepriorities.Thesluiceshavealsobeendesignedtobothallowsalineintrusionsfor the purpose of nutrient flushing and withdrawal ofhypolimneticwater(oxygendepletedwater).Lakelevelswillbemanipulatedbetweenlowwinterlevelsandhighsummerlevelstoaidfarmingaroundthelake,controlofalgaebloomsandfishfeedingandspawning.Smallboatpassagebetweenthelakeandestuarywillbepossible.

IfpreliminaryresultsarepositivebeforetheendoftwoyearsthenthefeasibilityoftheV5projectisprogressed.Wealreadyhavethebasicengineeringspecsandcostsfrom Fulton Hogan on the construction of the canal.

Mostimportantlyiftheestuaryfunctionsthenweare75percentclosertoahealthylakemanagementregimeatWairewa.

CCC Open Lake down our infrastructure Theagreement fromECanmeansCCCcanopenourlake down the rūnanga canal and groyne. This wasundertaken successfully at the start of June. EverytimethishappenswelearnmoreandbuildthetrustandconfidencebetweenCCCandourselves. WearealsoexploringwaysthatthesavingsmadebyCCCinfulfillingtheirstatuaryobligationsare invested in improving theinfrastructure. Ultimately we may want to considerassuming and controlling this responsibility. InApril Iwas fortunate tobeoneof 20KāiTahuwhowereabletoexperiencefirsthand,sailingaWakaUnuain theHaurakiGulf forsixdays. Thekaupapawas torevivethemaritimetraditionsofKāiTahuwithastrongfocusonlearningKāiTahukarakia,mōteatea,hakaandoraltraditionsalongsidetraditionalwakanavigationandsailing techniques. This projectwas facilitated by theTeWakaPounamuOutriggerCanoeClubinassociationwith theTeToki VoyagingTrust and supported by theNgāiTahuFund.

PriortosailingintheHaurakiGulf,wehadawānakaatKaikōurapreparingforthevoyage.HoturoaKerr,wakaexpertandnavigator,andhiswhānaucamedowntohelpusprepare.Theybroughta20-footwakaunuamodel,Pumaiterangi,andriggingtohelpuspracticeputtingupand taking down sails. This weekend was invaluableasitgaveusallaninsightastowhatwecouldexpect.Toppedoffbysomepowerpointpresentationsbroughtarealitytothevoyagewewereabouttoembarkon.

We arrived in Whangaparaoa to a beautiful sunnyday.Thiswas tobeagoodomen for thewholeweek.AotearoaOne,adouble-hulledsailingwaka,sitsamongmega buck luxury yachts, but most tourists are stillfascinatedbyitspresence.Afterprovisioningthewaka,wesetsailoutintotheHaurakiGulf.

Thewholeweekwasperfect. Wesailed inandoutofthemanyinletsaroundtheHaurakiGulf,highlightsbeingManaia(CoromandelPeninsula),IslingtonBay(BetweenMotuTapuandRangitotoIslands),Aotea(GreatBarrierIsland)thenanightsailtoThamesandbackcappingoffanamazingjourney.Workinginteamswehadsix-hourshifts. The crew on the waka; Hoturoa Kerr, CaptainStu,CookFrog,Crew Jody,Sandra,Koro andNiwhaiwere always there to help but essentially sailing wasdowntothetwocrews.Youcanimaginetherivalryandcompetitionsthatwerehad.Iwas very fortunate to have been part of this voyageand I would encourage you to look at “youtube”kaimoanakaitahu for the many video clips that havebeenuploaded.

From cleaning at the UniversityofCanterbury, tocutting fabricsatMillers through toareceptionistatMāoriAffairs,Ma’slifeexperiencesmadeherveryknowledgeableaboutavarietyofthings.Acaringmotheroffive interestingchildrenandwifeofaseafarerhusband,Maranourhouseholdmuchofthetimebyherself, includingmovingusall fromourhomein Burnside to a dairy in Lyttelton that she and Dadpurchased.Aftersomeyearsandfollowingthesaleofthe dairy, she andDad adoptedmy daughter andMawent towork forMāoriAffairs. She didn’t let the factthatshedidnotknowhowtotypeorknewmuchaboutmoderntechnologiesphaseher.Insteadshesawitasachallengeandtreateditasonthejoblearning,somuchsothat(withthehelpofIhaia)inherlateryearssheusedemail to stay in contactwithwhānauand friendsonaregularbasis.What spare time Ma had, in between being a wife,motherandemployee,shegavetosupportingourlocalcommunityandneighbors.IrememberwhenIwas10years oldMa runningKōwhaiNetball team. us![TomethatwasfunnyasMāneverbelievedinanafterlife]. However arrangementswere agreed to andcarriedout.MythoughtsandfeelingsofMahaveonlynowstartedtoseepwithinme.HenceIwriteandsharethroughTe Pānui Rūnaka.

Kaumātua Trip to BluffOn Thursday 13May our kaumātua were on the busheadingforBlufftovisitTeRauArohaMarae.Twenty-sixkaumātuaandfourhelpersmadethejourneysouth.Thedaywasovercastandwet,butthewarmthshowntousonourarrivalmadeupforthis.KaumātuaCyrilspokewithrealwarmthat thepōwhiriasdidkaumātuaTaareinreply.Wehadfantastickaiofsandwiches,savouries,cakeandBluffoysters.Justsuperb!WhaeaJackiethentookusintothewharemoetogiveusanin-depthtalkonthepanelsaroundthewalls.Youcouldhaveheardapindropaseveryone listened so intensely towhat Jackiewas saying. Then it was time to say goodbye asweboardedthebuswithourdriverPeterforthetriphomeandwouldn’tbelieveitthesuncameout.

Gold Guitars 2010EveryQueensBirthdayweekendGorehoststheannualNZCountryMusicAwards.For thepast three years theband ‘BlueHighway’ andsomesingershavestayedat therūnanga.ThevisitorsledbyDickThomasmake themselvesavailable toourkaumātua byway of putting on a fantastic concert oneach visit. This year over 60 people turned up for anincredible afternoon’s entertainment. I think the bandwould have played on and on as the kaumātua werereallygettingintotheswingofthings.

Tū Kahika is an initiative launched in 2009 by theUniversityofOtagoandtheMinistryofHealthtosupportMāoristudentsinachievingtheirgoaltobecomehealthprofessionals. The name comes from a southernvariationonthekahikateatreewhichgrowsstrongerwiththesupportofothertreesaroundit.

This pre-university programme is one strand of arecruitment and retention strategy to encourageMāoristudents to study health sciences and ultimately tostimulatetheirinterestinworkinginthehealthsectorinNewZealandorTeWaipounamuinparticular.

We know that the numbers of Māori who are currentpractitionersinthehealthprofessionsissmallifmeasuredincomparisontodemographicsonhealthsectordemandanduse. Ouraimis totarget these inequitiesthroughpracticalengagementwithstudents, theirwhānau,andtheircommunitiesandovertimeseearedressinthesenumbers.

Through Tū Kahika and other University of OtagoprogrammessuchasScienceWānangaandHandsonScience,wecanpromoteopportunities to rangatahi tostudyprofessionalhealthsciencesatthisUniversityandatOtagoPolytechnic,andsupportstudents’choices ina positive and interactiveway for the duration of theirstudieshereinDunedin.

Te Waipounamu Garden recently showed the worldthat a garden themed from TeAo Māori and createdbyMāori couldanddidwinhonoursat theprestigiousEllerslie Flower Show.Awarded a bronze, the gardendisplays a cross section ofTeWaipounamu fromNgā
