Un año más se aproxima a su fin. Han transcurrido uno a uno los días de este 2016, algunos más intensos que otros pero todos importantes.

Este año 2016 ha sido un año lleno de importantes momentos en la historia de nuestra Región Scout Interamericana. Iniciamos los festejos de los primeros 70 años de vida como región scout. Nos dimos a la tarea de conocer más sobre los orígenes de nuestra región, de las personas que tuvieron la visión en aquellos años 40 para trabajar en conjunto y así fortalecer al Movimiento Scout en las Américas, lo que dio pie a la primera región a nivel mundial. Iniciamos este festejo de platino recordando aquél momento clave en el que se realizó la primera Conferencia Scout Interamericana y todo lo que después de ella ha surgido.

Hoy sabemos que este festejo es un buen motivo, no solo para mirar al pasado y honrar la memoria de los que nos antecedieron, sino sobre todo para ver el futuro. Descubrir que aún hay un largo camino que recorrer, que son muchos los jóvenes que en nuestro continente aún no acceden a los beneficios del Movimiento Scout con su Programa de Jóvenes. Hay mucho por hacer para desarrollar nuestras Organizaciones Scouts Nacionales y que estas sean más sólidas, con mejores recursos, con estructuras de liderazgo que surjan de la decisión de la mayoría, que tengan bien claro su papel en la construcción del bien común.

La Visión 2023 nos impulsa a crecer, no solo en cantidad sino en calidad. Son 100 millones los que esperamos ser en el 2023, en todo el mundo. Son 10 millones de scouts los que la Región Interamericana deberá aportar a esta visión desafiante. Esto implica asumir un compromiso personal con el crecimiento. Un compromiso de dar lo mejor de nosotros mismos, no importando cuál sea nuestro rol en la OMMS para atraer y retener con nosotros a más niños, niñas, jóvenes y adultos. Niños, niñas y jóvenes que puedan obtener lo mejor de nuestro Movimiento y adultos que se comprometan en servir a la juventud.

Esperemos que el año 2017 sea un año lleno de acciones y proyectos que detonen este crecimiento que tanto deseamos obtener.

A nombre de todo el equipo de la Oficina Scout Mundial – Centro de Apoyo Interamérica, les envío un fuerte abrazo con los mejores deseos para el año 2017. Que la Paz del Señor inunde sus corazones y los de sus familias en estas fiestas navideñas.

One more year is coming to an end. The days of this 2016 have gone, one by one, some more intense than others but all important.

This year 2016 has been a year full of important moments in the history of our Interamerican Scout Region. We began the celebrations of the first 70 years of life as a scout region. We investigated about the origins of our region, the people who had the vision in those years to work together, to strengthen the Scout Movement in the Americas, which gave life to the first region in the world. We began this our platinum celebration recalling that key moment in which the first Interamerican Scout Conference was held and all the moments after it.

Today we know that this celebration is a good reason, not only to look to the past and honor the memory of those who preceded us, but above all to see the future. To discover that there is still a longer way to go, that many young people on our continent still do not have access to the benefits of the Scouting and the Youth Program. There is tons of work to be done in developing our National Scout Organizations, so they can become more solid, better-resourced, with leadership structures that emerge from the decision of the majority, and that have a clear role in the construction of the common good.

Vision 2023 encourages us to grow, not only in quantity but also in quality. By 2013 we hope to be 100 million scouts, all over the world. The Interamerican Region must contribute with 10 million Scouts to this challenging vision. This implies a personal commitment to growth. A commitment to give the best of ourselves, no matter what our role we are in WOSM, is to attract and retain with our commitment more children, youth and adults. Children and young people who can obtain the best of our Movement and adults who are committed to serving the youth.

We hope that the year 2017 will be a year full of actions and projects that will oriented to the growth we wish to accomplish.

On behalf of the entire team of the World Scout Bureau - Interamerica Support Centre, I send you a warm hug with the best wishes for 2017. May peace and love fill you hearts and those of your families during these Christmas holidays.

Last October, the 26th Interamerican Scout Conference was held in the city of Houston Texas, USA; With the presence of approximately 220 representatives, delegates and observers of the National Scout Organizations that make up the Interamerican Region, we had a few days where we greeted new and old friends, collective construction and took part of the important decision the future of our Region.

We have several members of the World Scout Committee, led by Joao Armando and several members of the World Scout Bureau and the Asia Pacific, Eurasia and Europe Regions.

In the preamble to the agenda, we began the week with the Subregional meetings in which the Caribbean, the Southern Cone, Andean and Central American countries tightened their ties, formed alliances, coordinated agendas and discussed issues of great importance to work hand in hand and to maintain objectives for the benefit of all National Scout Organizations.

On the morning of the first official day, 12 workshops related to the strategic priorities were held for those attending the Conference. The participants were able to clarify doubts and share experiences enriching their work of every day in their organizations.

At the inauguration we had emotional moments, perhaps the most significant, the welcoming of the Organizations of Curacao and Aruba, that became full members of the WOSM last year, their flags were received with the tears of emotion of many and the ovation of the whole plenary.

With the presentation of the reports, we were able to see the strengthening of the Region through the joint work of the National Scout Organizations, the Interamerican Scout Committee and the Interamerican Support Centre. Being the Interamerican Youth Forum report and their contribution to their communities

one of the highlighting points of the agenda. Also the video of Diversity and Inclusion marks in an important effort one of the main priorities of work at this moment.

During the following three days we visited the NASA, Jhonson Space Center. The Conference was a sample of the purest participation and democracy. 5 new members of the Interamerican Scout Committee were elected, the new Regional Constitution was unanimously approved , 8 Resolutions proposed by the National Scout Organizations were adopted, the Regional Plan for the period 2016-2018 was approved and the venues for the next Regional events were chosen: JamCam Brasil 2020, Moot Argentina 2021 and 6th Youth Forum and 27th Scout Conference Inter-American Conference in Panama in 2018. All within the special celebration of the 70 years of the Region in which, with the motto of the Conference “Mission Possible”, the Organizations built the Book of the Jubilee in which they declared and deposited their commitments with children and young people, With society, movement and the construction of a better world.

This is the synthesis of five days in which many stories remain untold, in which our wonderful hosts welcomed us with their arms wide open, with warm and permanent smile, worked tirelessly to make us feel part of the great brotherhood what are we. Five days of which we have experiences to share, more friends, memorable memories and lessons learned, but above all, many challenges and tasks to continue growing and strengthening our Organizations and educating young that become self-made and leaders of their own worlds. We look forward to seeing you in Panama in November 2018!

El pasado mes de octubre se realizó la 26ª Conferencia scout Interamericana en la ciudad de Houston Texas, USA; con la presencia de aproximadamente 220 representantes, entre delegados y observadores de las Organizaciones Scout Nacionales que conforman la Región Interamericana, tuvimos unos días de reencuentro con amigos del corazón, construcción colectiva e importantes decisiones para el futuro de nuestra Región.

Contamos con la presencia de varios miembros del Comité Scout Mundial, encabezados por Joao Armando y por varios miembros de la Oficina Scout Mundial y las Regiones Asia Pacífico, Eurasia y Europa.

En el preámbulo de la agenda, iniciamos la semana, con las reuniones Subregionales en las que el Caribe, el Cono Sur, Andina y Centroamérica estrecharon sus lazos, realizaron alianzas, coordinaron agendas y discutieron temas de relevante importancia para trabajar de la mano y mantener objetivos comunes en beneficio de todas las Organizaciones Scout Nacionales.

En la mañana del primer día oficial, se realizaron 12 talleres relacionados con las prioridades estratégicas, para los asistentes a la Conferencia, en estos espacios se lograron aclarar dudas y compartir experiencias enriqueciendo el trabajo que todos a diario realizan en sus Organizaciones.

En la inauguración tuvimos momentos emotivos, tal vez el más significativo, el recibimiento de las Organizaciones de Curazao y Aruba quienes entraron a ser miembros plenos de la OMMS desde el año pasado, sus banderas fueron recibidas con las lágrimas de emoción de muchos y la ovación de todo el auditorio.

Con la presentación de los informes pudimos evidenciar el fortalecimiento de la Región gracias al trabajo conjunto de las Organizaciones Scout Nacionales, El Comité Scout

Interamericano y el Centro de Apoyo Interamérica, siendo los jóvenes un punto a resaltar con su informe del Foro Interamericano de Jóvenes y su contribución al entorno en el que se encuentran. El lanzamiento del video de Diversidad e Inclusión que marca de manera importante uno de los focos primordiales de trabajo en este momento.

Durante los tres días siguientes y luego de una maravillosa visita al Centro Espacial Jhonson de la NASA, la Conferencia fue una muestra de la más pura participación y democracia, se eligieron 5 nuevos miembros del Comité Scout Interamericano, se aprobó la nueva Constitución Regional por unanimidad, se adoptaron 8 Resoluciones propuestas por las Organizaciones Scout Nacionales, se aprobó el Plan Regional para el período 2016-2018 y se eligieron las sedes para los próximos eventos Regionales: JamCam Brasil 2020, Moot Argentina 2021 y 6º Foro de Jóvenes y 27ª Conferencia Scout Interamericana en Panamá en el 2018; todo esto, enmarcado dentro de la especial celebración de los 70 años de la Región en la que, con el lema de la Conferencia “Misión Posible” las Organizaciones construyeron el Libro del Jubileo en el que declararon y depositaron sus compromisos con los niños y jóvenes, con la sociedad, el movimiento y la construcción de un mundo mejor.

Esta, es la síntesis de cinco días en la que se quedan muchas historias sin contar, en la que fuimos recibidos por unos maravillosos anfitriones que con sus brazos abiertos y su fraternal y permanente sonrisa, trabajaron sin descanso para hacernos sentir parte de la gran hermandad que somos; cinco días de los que nos quedan experiencias para compartir, más amigos, recuerdos memorables y lecciones aprendidas, pero sobre todo, muchos retos y tareas para continuar creciendo y fortaleciendo a nuestras Organizaciones y educando jóvenes auto realizados y líderes de sus propios mundos. ¡Los esperamos en Panamá en noviembre de 2018!

A Salvo del Peligro ( Safe From Harm) en la formación de adultos.Esta resolución fue tomada por la Conferencia Scout Interamericana tomando en cuenta que desde hace algunos años el Movimiento Scout a nivel mundial ha puesto énfasis en que nuestros scouts deben estar a salvo del peligro en todas y cada una de las actividades que se realizan. Esta resolución pide que el tema se incluya en el proceso de formación de los Adultos en el Movimiento Scout.

1/16Política de RedesEl modelo de redes ha sido utilizado en la Región Scout Interamericana desde los años 90 y ha demostrado su efectividad, propiciando el trabajo en conjunto y el intercambio de conocimiento y experiencias entre las Organizaciones Scouts Nacionales de la Región Interamericana, ayudando así en su desarrollo. Actualmente se cuenta con las redes de Jóvenes, Programa de Jóvenes, Adultos en el Movimiento Scout, Desarrollo Institucional y Comunicaciones.La Conferencia tomó esta resolución solicitando sea desarrollada una política regional para las redes que permita su fortalecimiento.

Cuota de Eventos Regionales y Sub RegionalesUn ingrediente importantísimo en el desarrollo del Programa de Jóvenes es la realización de eventos que permitan el encuentro entre scouts de diversos países. La participación en estos eventos, ya sea a nivel regional o subregional, considera el pago de una cuota de participación.La Conferencia solicitó a través de esta resolución que la cuota que el participante paga por un evento regional o subregional tenga incluido el cargo bancario y los impuestos correspondientes al país que organiza el evento.

Política Interamericana de Diversidad e InclusiónDiversidad e Inclusión es una de las seis Prioridades Estratégicasincluidas en la Estrategia para el Movimiento Scout. Esta prioridad ha sido abordada ya en la Región Interamericana y como resultado de las primeras acciones realizadas ha surgido la necesidad de crear una política regional al respecto. La Conferencia adoptó la Política Interamericana de Diversidad e Inclusión a través de esta resolución e invitó a las Organizaciones Scouts Nacionales a implementar sus disposiciones desarrollando sus propias políticas nacionales en el tema en consonancia con la PolíticaInteramericana.

Análisis de Cuotas Anuales RegionalesLas Organizaciones Scouts Nacionales que forman parte de la Región Scout Interamericana contribuyen económicamente al desarrollo del Movimiento Scout en la Región a través del pago de una cuota anual.La Conferencia solicitó al Comité Scout Interamericano, a través de esta resolución, que se realice un análisis del cálculo de estas cuotas regionales.

Participantes mejor preparados para el Foro Interamericano de JóvenesEl Foro Interamericano de Jóvenes es una plataforma para que los jóvenes dentro de la Región Interamericana expresen sus opiniones. Ha demostrado su importancia en el proceso de participación juvenil en la Región,La Conferencia tomó esta resolución para solicitar al Comité Scout Interamericano que se implemente una plataforma de formación en línea para preparar, con anticipación, a los participantes al foro. Esto permitirá hacer mejor uso del tiempo durante el foro y obtener una mejor contribución de los asistentes..

Involucramiento juvenil en la organización de eventos regionalesCuando los jóvenes se involucran en la organización de un evento regional, tienen la oportunidad de obtener conocimiento y experiencia de los adultos que asumen roles de dirección en los mismos. La Conferencia recomendó, a través de esta resolución, que en cada evento regional se cuente con jóvenes calificados para apoyar en las etapas de planificación y ejecución del evento y que las Organizaciones Scouts Nacionales que se postulen como sede de eventos regionales, presenten un plan sobre el proceso de involucramiento juvenil en sus etapas de planificación y ejecución.

Traducción de Documentación al EspañolEn nuestra Región un número importante de países son de habla hispana, el contar con acceso a la información que genera la Oficina Scout Mundial en idioma español es muy importante. Aun y cuando se ha realizado un esfuerzo importante, por parte del Centro de Apoyo Interamérica, para contar con los documentos en Español, la Conferencia solicitó que se revise la posibilidad de establecer una estrategia que permita que la Documentación Mundial sea enviada lo más pronto posible, en los idiomas de la región..

Safe from Harm in Adults Training. This resolution was taken by the Interamerican Scout Conference considering that for some years the Scout Movement worldwide has emphasized, that our scouts should be safe from danger in each and every one of the activities we execute. This resolution asks this issue be included in the adult training process in Scouting.

1/16Network PoliciesThe network model has been used in the Interamerican Scout Region since the 1990s and has demonstrated its effectiveness, fostering joint work and the exchange of knowledge and experiences among the National Scout Organizations of the Interamerican Region, helping each other in their development. There are currently 5 networks: Youth, Youth Program, Adults in the Scout Movement, Institutional Development and Communications.The Conference took this resolution aiming for the development of a regional policy for the networks that would allow them to strengthen.

Fees for Regional and Sub-Regional Events An important element for the Youth Programme development is the execution of events that will allow the encounter of several countries. To participate in any of these events, no matter if it is at a regional or subregional level, a participation fee is taken on account. The Conference suggested that this fee includes the baking charge and the taxes from the hosting country, in regional or sub regional event.

Interamerican Policy on Diversity and Inclusion Diversity and Inclusion is one of the six strategic priorities from WOSMs Strategy. This priority has been addressed in the Interamerican Region and as a result of if, a regional policy has been developed. The Conference adopted the Interamerican Scout Policy on Diversity and Inclusion and with this resolution is inviting all NSOs to implement it by developing their own national policy aligned with the Interamerican Policy.

Analysis of the Regional Annual Fees The National Scout Organizations, that are part of the Interamerican Scout Region, contribute financially to the development of the Scout Movement in the Region through the payment of an annual fee.The Conference requested the Interamerican Scout Committee, through this resolution, to carry out an analysis of the calculation of these regional fees.

Preparation for Interamerican Youth Forum Participants The Interamerican Youth Forum is a platform for young people within the Interamerican Region to express their opinions. It has demonstrated its importance in the youth involvement process in the Region. The Conference took this resolution to request the Interamerican Scout Committee to implement an online training platform to prepare participants before the forum. This will allow to make better use of the time during the event and to obtain a better result from all the attendees.

Engaging Youth in the Organizing of Regional Events When young people get involved in organizing a regional event, they have the opportunity to gain knowledge and experience from adults who assume leadership roles in them. The Conference recommended, through this resolution, that in each regional event, qualified young people should be included in the stages of planning and execution of the event. And all National Scout Organizations, that apply as hosts of regional events, present a plan on the process of youth involvement in its planning and implementation stages.

Translation of Documentation in Spanish In our Region a significant number of countries are Spanish speaking, having access to information generated by the World Scout Bureau in Spanish is very important. Even though a significant effort was has been made by the Interamerica Support Centre, to have the documents in Spanish, the Conference requested the possibility of establishing a strategy that allows the Global Documentation be sent as soon as possible in the languages of the region.

La participación de Mundo Mejor en la Conferencia Scout Interamericana 2016, celebrada en la ciudad de Houston en Cockrell Scout Center, se llevó a cabo mediante un Stand en el Lobby del Centro preparado por la WOSM. Compuesto por 3 piezas, cada una dedicada a: Programa Scout Mundial de Medioambiente, Mensajeros de Paz y Reconocimiento Scout del Mundo, además otros acerca de la nueva plataforma de donaciones a través del portal Scout.org. Fue impresionante ver como de toda la región, más los invitados de otras regiones se emocionaban al escuchar #Betterworld o #Mundomejor, pues todos comprendían conceptualmente el impacto positivo que busca generar en las comunidades y en los scouts, a través de proyectos que unificados a la comunidad, puedan transformar a nuestros jóvenes scouts y no scouts en ciudadanos activos, que desde lo local, puedan generar impacto global. El Stand se caracterizó por su dinamismo, debido a las diferentes actividades que se realizaban motivadas por el equipo de WOSM, liderados por Cyntia Márquez y Peter Blach, que incluían: mensajes de paz en unos globos, colocar una idea de proyecto de servicio en el mapa mundial, hacer el juego de memoria con las cartas de los servicios realizados por Scouts de todo el mundo que han sido subidos al portal Scout.org, etc. Algo que me llamo mucho la atención es lo ávido de información acerca de los programas que estaba el público que se acercaba al Stand, ya que el más conocido de todos era Mensajeros de Paz y aun en este, no tenían muy claros los criterios del mismo, lo que fue parte de mi labor, el explicar detalladamente en qué consisten cada uno de estos programas y lo que pueden lograr. Hay una gran oportunidad de llevar más información, de capacitar a más personas, pues existe un grandísimo interés en desarrollar los programas en los diferentes países y alinearse con la motivación global de impulsar #BetterWorld y el registro de los servicios y las horas en Scout.org. Para mí fue un gran privilegio participar con ese equipo de impresionantes y divertidos dirigentes, como: Peter (Australia), Cynthia (El Salvador), Lynn (G. Bretaña), Mari (Japon) y Jemima (Ghana), demostrando una vez más que estamos unidos por una Ley

The participation of Better World in the Interamerican Scout Conference 2016, held in the city of Houston at the Cockrell Scout Center, was carried out through a stand in the Lobby of the Center prepared by WOSM. It was impressive to see how from all over the region, adding the guests from other regions were excited when hearing #Betterworld or #Mundomejor, because everyone conceptually understood the positive impact it seeks to generate on communities and Scouts, through projects that unified with the community, can transform our young Scouts and non-Scouts into active citizens who, from the local aspect, can generate a global impact.The Stand was characterized by its dynamism, due to the different activities that were carried out by the WOSM team, led by Cyntia Márquez and Peter Blach, which included: messages of peace in balloons, place an idea of service project in the World map, make the memory game with the letters of the services made by Scouts from all over the world that have been uploaded to the scout.org website, etc. Something that caught my attention from those who approached the Stand, was the information they knew about the programs, since the best known was Messengers of Peace and even in this, they were not very clear the criteria of the same, which was part Of my work, to explain in detail what each of these programs consist of and what they can achieve.

There is a great opportunity to bring more information, to train more people, there is already great interest in developing programs in different countries and to be aligned with the global motivation of promoting #BetterWorld and the registration of services and hours in scout.org . For me it was a great privilege to participate in this team of impressive and fun leaders, such as Peter (Australia), Cynthia (El Salvador), Lynn (Brittany), Mari (Japan) and Jemima (Ghana), demostrating once again that we are united by a Law and a Promise that we share and live. Mi participación en el V Foro Interamericano de Jovenes y en la XXVI Conferencia Scout Interamericana en Houston, Texas, Estados Unidos, en octubre de 2016, me brindó experiencias extraordinarias.

La visita al Centro Espacial Johnson fue mágica. Pudimos visitar el lugar donde vivían, estudiaron y entrenaron los astronautas, estos héroes de la humanidad, que con grandes límites tecnológicos, se enfrentaron a lo desconocido para completar sus grandes misiones. A nuestra llegada, nos impresiono el gigantesco transbordador espacial acoplado al avión que lo lleva a la misión. Esta vista, en vivo, es una experiencia increíble.

Después fuimos en el “Tour de tranvía de la NASA”, donde tuvimos la oportunidad de visitar las diferentes instalaciones que componen el complejo.Visitamos la sala de mando, cuyas películas y documentales se han eternizado, y donde algunos de los más grandes expertos fueron responsables de la explotación de la exploración espacial, a través de numerosas misiones, y particularmente para llevar con seguridad a Apolo XI y a su tripulación a la Luna.

También observamos prototipos de módulos de la estación espacial, donde nuestros científicos e ingenieros se aventuran a realizar las más diversas experiencias. Lo más destacado de esta visita fue poder ver lo que se está haciendo para llegar a Marte.Durante el V Interamericano de Jovenes y la XXVI Con-ferencia Scout Interamericana pudimos hablar con Mike Fossum, un astronauta y Boy Scout que compartió sus experiencias y el difícil camino que tuvo que tomar para convertirse en astronauta.Los testimonios de Mike nos permitieron identificar la fuerza de voluntad, la dedicación y la capacitación necesa-rias para que los astronautas, ingenieros y científicos lleven a cabo sus misiones.La experiencia fue inspiradora, y de ella podemos estable-cer una comparación con nuestra misión en el Movimiento Scout, que también es difícil, pero con voluntad, esfuerzo, capacidad y trabajo conjunto, podemos cumplirlo.

My participation in the V Interamerican Youth Forum and XXVI Interamerican Scout Conference in Texas, USA, in October 2016, gave me extraordinary experiences.

The visit to the Johnson Space Center was magical. We were able to visit the place where the astronauts, these heroes of humanity lived, studied and trained to, with great technological limits, faced the unknown to complete their great missions. On arrival we are impressed by the giant space shuttle coupled to the plane that takes him to the mission. This sight, live, is an incredible experience.

Afterwards we went in the “NASA Tram Tour”, where we had the opportunity to visit the different facilities that make up the complex.We visited the command room, whose image films and documentaries have eternalized, and where some of the greatest experts were responsible for the exploit of space exploration, through numerous missions, and particularly for safely taking Apollo XI and its crew to the Moon and back again.

We also saw prototypes of modules of the space station, where our scientists and engineers venture to make the most diverse experiences. The highlight of this visit was being able to see what is being done to get to Mars.During the V Interamerican Scout Youth Forum and the XXVI Interamerican Scout Conference, we were able to talk to Mike Fossum, an astronaut and boy scout who shared his experiences, and the difficult path he had to take to becoming an astronaut.Mike’s testimonies have enabled us to identify the willpower, dedication, and training necessary for astronauts, engineers, and scientists to carry out their missions.

The experience was inspiring, and from it we can establish a comparison with our mission in Scouting, which is also difficult, but with will, effort, capacity and joint work, we can fulfill it.

El pasado 22 a 25 de Octubre del 2016 se llevó a cabo la V versión del Foro Interamericano de Jóvenes en Galveston cerca a Houston - Texas, para algunos jóvenes la dinámica del evento era familiar y para muchos otros era totalmente una nueva experiencia y un sueño hecho realidad, tener la oportunidad de conocer a otros líderes juveniles de todos los lugares del continente y tener la oportunidad de compartir experiencias, conocimientos, ideas y preocupaciones para juntos emprender un camino en la toma de decisiones que van a generar incidencia en todos los jóvenes de la Región.

Pero más allá conocer jóvenes con los cuales puedes compartir la visión de juventud marchante, empoderada con el fiel propósito de servir al Movimiento y a la sociedad, considero que este tipo de espacios permiten la sinergia de ideas para construir firmes soportes que permitirán abrir los horizontes de la participación Juvenil en la Región Interamericana afianzando su evolución hacia el empoderamiento e involucramiento juvenil.

Ahora bien, el Foro fue concurrido por 59 delegados de 25 Organizaciones Scout Nacionales, los dos primeros días del Foro, los participantes tuvieron la oportunidad de tener un simposio en Diálogo para la Paz ofrecido por KAICCIID en convenio con la Oficina Scout Mundial.

En los dos días siguientes, se tuvo el espacio propiamente del Foro Interamericano de Jóvenes en el cual se trataron temas muy importantes como Mundo Mejor, Visión 2023, U-Report entre otros con el fin de entregar herramientas a los jóvenes para dinamizar la participación juvenil desde distintos enfoques.

Por lo pronto quiero extender a todos los jóvenes una invitación para que lean los materiales sobre Participación Juvenil generados desde la Oficina Scout Interamericana y si tienen alguna duda o pregunta, no duden en contactarnos porque estamos a su servicio, sabemos que juntos podemos llegar mucho más lejos para así poder materializar nuestro lema: La Red Somos Todos.

Last October 22nd to 25th, 2016, the V version of the Interamerican Youth Forum was held in Galveston, near Houston - Texas. For some, the dynamic of the event was familiar and for many others it was totally a new experience, and a dream come true. To have the opportunity to meet other youth leaders from all over the continent and have the space to share experiences, knowledge, ideas and concerns to jointly take a road in decision making process that will generate incidence in all young people of the Region.

But beyond knowing young people with whom we share the vision of youth participation, empowered with the sole purpose of serving Scouting and society. I consider that this type of space allows the synergy of ideas of Youth participation in the Interamerican Region, strengthening its evolution towards youth empowerment and involvement.

The Forum attended by 59 delegates from 25 National Scout Organizations, the first two days of the Forum, participants had the opportunity to have a dialogue Training offered by KAICCIID and the World Scout Bureau agreement.

The next two days, the agenda was merely to the Interamerican Youth Forum, with important issues such as Better World, Vision 2023, U-Report among others, in order to provide tools to youth to boost youth participation from different approaches.

For now, I want to extend to all young people an invitation to read the materials on Youth Participation generated from the Interamerican Scout Office and if you have any questions or doubts, do not hesitate to contact us because we are at your service, we know that together we can reach much more Away so we can materialize our motto: We all are the Network.

REFORMA DE LA CONST I TUC IÓN

Durante la Conferencia Scout Interamericana se apro-bó la reforma de la Constitución Regional, que contiene los siguientes puntos:

Establecimos la preeminencia del nivel Mundial de la OMMS y de sus órganos sobre el nivel Regional y la ali-neación que la Región debe mantener con al nivel Mun-dial, al mismo tiempo establecimos el carácter vinculante de las decisiones de del nivel Mundial sobre el nivel Regional.

Profundizamos la democracia en la composición del Comité Scout Interamericano al garantizar más que la simple realización de elecciones de sus Miembros con derecho a voto, ello gracias a la inclusión el concepto de “Representación Proporcional”, en virtud del cual las OSN van a votar solo por 5 de los 8 miembros a ser elegi-dos en cada Conferencia Regional.

Hicimos más eficiente y económico el funcionamiento del órgano de gobierno regional, al llevar el CSI de 10 a 8 miembros.

Consagramos con absoluta claridad el modelo de gober-nanza de la OMMS, de órganos de gobierno y órgano ejecutivo, que antes estaba bastante difuso.

Establecimos un sistema expreso y bien balanceado de derechos y deberes de las OSN, que antes no existía.

Le dimos rango constitucional a la Participación Juvenil en el órgano de gobierno regional al incorporar a los Asesores Juveniles como miembros Ex-Oficio del Comité Scout Interamericano.

During the Interamerican Scout Conference, the reform of the Regional Constitution was approved, with the following points:

We established the pre-eminence of the World level of WOSM and its bodies on the Regional level, at the same time we secured the binding nature of the decisions of the World level to the Regional level in other to maintain alignment.

We improved democracy in the Interamerican Scout Committee by introducing the concept of “Proportional Representation”, NSOs vote alone by 5 of the 8 members to be elected at each Regional Conference,

We made the operation of the regional governing body more efficient and economic, by bringing the ISC from 10 to 8 members.

We clarify the governance model of WOSM, of governing bodies and executive body, which before was quite diffuse.

We established an express and well-balanced system of rights and duties of the NSOs, which did not exist before.

We gave constitutional status to Youth Participation in the regional governing body by incorporating the Youth Advisors as Ex-Officio (Non-Voting) members of the Inter-American Scout Committee.
