融诚林业是集林业资源管理、林产品加工和贸易于一体的综合性林业企业，由辽宁时代万恒股份有限公司和中非发展基金有限公司共同出资成立。Rongcheng Forestry Co. is a comprehensive forestry company integrating forestry resources management, forestry product processing and trade. It was established jointly by Liaoning Shidaiwanheng Group Co., Ltd. and China-Africa Development Fund.

融诚林业下设加蓬 SBL林业公司、中非林业（香港）有限公司、融诚贸易（北京）有限公司。 Rongcheng Forestry Co. has three subsidiaries: SBL Forestry Co. in Gabon, China-Africa Forestry

(Hong Kong) Co., Ltd., and Rongcheng Trade (Beijing) Co., Ltd.

l经营业务覆盖林业资源管理、原木采伐、生产加工、贸易等领域。公司在加蓬拥有 34万公顷林地，原木年开采能力约 20万立方米，建设有超大型的生产加工基地，产品主要销售市场为中国、欧洲、南非等地。 It business covers the fields of forestry resources management, logging, production, processing, and

trade. The Company has 340,000 hectares of forest in Gabon. The exploitation capacity of log is approximately 200,000m3. It has a super-large base for production and processing. The products are mainly sold to China, Europe, and South Africa.

SBL公司在加蓬一期投资约 5000万欧元，在当地政府的支持下，我们对原工厂进行了大面积的改扩建，同时推动林地和工厂的 FSC进程。目前项目进展顺利，各项投资基本到位。SBL Co. invests nearly 50 million Euros in Gabon for its Phase I project. It conducted large-scale reconstruction and expansion to the original factory under the support of local government. At the same time, its project has pushed for FSC processes of both forest land and the factory. He hopes that SBL will increase its investment, particularly the investment for acceleration of intensive timber processing. He welcomes SBL to set up floor and furniture factories. He expects that Gabon will see “made-in-Gabon” within the shortest time.

新建旋切生产线 3条，年生产单板约 3.6万立方米。单板主要销售到欧洲及中国 Three new rotary cutting production lines will be established

with annual production of approximately 36,000m3 of veneers, which will be mainly sold to Europe and China.

改造及新建锯材生产线 3条（包括实木地板半成品生产线），年生产锯材约 5万立方米。 Reconstruction and new establishment of 3 production lines for sawn timber

(including semi-finished product production lines for solid-wood floor.) 新建干燥窑系统，年干燥锯材约 2 万立方米。 Establishment of a new drying kilt system, which will dry about 20,000m3 of sawn

timber a year.

未来， SBL在单板、锯材、半成品加工的基础上，拟加快投资实木地板、实木复合地板、实木家具等领域。为尽快实现“加蓬制造”贡献力量。 SBL is intending to, based on processing veneers, sawn timber, and

semi-finished products, accelerate its investments in solid-wood-made flooring, compound flooring, and furniture in the future so as to make its contributions to realize “made-in-Gabon”.

加蓬当地产业配套较少，没有产业集群效应。 There’s not industrial cluster effect because of less supporting

industries in Gabon.企业需要自建相关产业配套系统，带来投资和成本上升。 Companies need to build supporting industry-related systems by

themselves, leading to higher investment amounts and costs.

木材的综合利用率低，例如：边角料利用程度低Low comprehensive utilization ratio of timber. For example, there’s low use rate of leftover materials.

木材相应行业配套不够，例如：机械维修，零配件供应，胶粘剂供应等。There’s less sufficient related trade, e.g. , mechanical maintenance, supply of spare parts and adhesives.

据我们的理解，加蓬产业工人 / 技术人才相对缺乏 Gabon is relatively lacking in industrial

workers/technical staff based on our understanding. 深加工领域需要专业、熟练的产业工人，而培养专业、熟练的产业工人是一个漫长的过程。需要企业付出大量的人力成本。 Deep processing needs professional and skilled industrial workers.

The cultivation of such workers is a long process, requiring companies to pay massive labor costs.

大量外来技术人员、产业工人的引进有一定的难度。 It is difficult to some extent to introduce lots of technicians and

industrial workers from other countries.

与中国相比，加蓬木材深加工行业资产运行效率较低，投资回收期变长。 Compared with that of China, asset operation efficiency of Deep Timber

processing in Gabon is lower with longer investment recovery period.

例如： For example:

相对严格的物流运输工作时间； Relatively strict working time on logistics transportation;

工人的加班制度限制等。 Regulation restrictions on working overtime.

综上所述，加蓬木材深加工虽然面临一些挑战和困难，但通过政府和企业的共同努力，扬长避短。我们坚信：不久的将来，加蓬木材深加工领域一定会取得伟大的成就！Above all, although there are some challenges and difficulties on Deep Timber processing in Gabon, we can play up strengths and avoid weakness through the mutual efforts of the government and the company.
