SANAN WANTHAE: INFORMATION SYSTEM DEVELOPMENT FOR STORING AND RETRIEVING FOR PERSONNEL MANAGEMENT IN FACULTY OF ARTS SILPAKORN UNIVERSITY. INDEPENDENT STUDY ADVISOR: ASSOC.PROF.SOMYING JAROENJITTAKAM. 191 pp. The purposes of this research were to 1) study expert’s opinion on development information system for storing and retrieving for personnel management in the Faculty of Arts, Silpakorn University, 2) analyze, design and develop information system for storing and retrieving for personnel management in the Faculty of Arts, Silpakorn University, and 3) assess the efficiency of an information system for storing and retrieving for personnel management in the Faculty of Arts, Silpakorn University. The analysis based on 70 samples of government officials and member of staff of the Faculty of Arts, Silpakorn University collected during the fiscal year 2553 by way of specific choosing. The research instruments were 1) structured interview form for retrieving of experts in the field, 2) the information system for storing and retrieving for personnel management currently in use at the Faculty of Arts, Silpakorn University, and 3) the evaluation form for information system for storing and retrieving for personnel management used by the Faculty of Arts, Silpakorn University. The retrieved data were statistically analyzed by mean ( X ), standard deviation (S.D.). The results of this research were as following:

1. The field expert’s opinion showed that personnel administration in higher education institutions should comprise of the following fields: manpower planning, recruitment, personnel management, training and skill development, compensation and promotion, and discipline action. The personnel information should consist of following data: personal, educational, insignia, academic position, training and development, operation, periods of leave, promotion and discipline action. The process of information system development should survey the availability of hardware, requirements of user and then system analysis design and development with procedure of system development life cycle theory. For choosing database should consider the security, volume of data, investment worthiness. For the report design should support the user requirements and show on screen or print out. For the security system should grant a privilege differently and every user has to fill out username and password before accessing.

2. The result of information system development was implemented into the local network; special attention was paid to matters of ssecurity, recording, editing, retrieving and reporting for personnel management. In addition, the new system had functions support 4 groups following operator, quality assurance staff, executives, and end user. 3. The result of the evaluation by experts revealed that the information system shows a level of good overall sufficiency ( X =4.01), an equally good sufficiency in term of operator staff ( X =4.13), as well as by end users ( X =4.05).
