Chairman’s Message

The water sector in the Kingdom of Saudi Arabia enjoys

great support and sustained attention from our rulers, God

bless them. Saline Water Conversion Corporation (SWCC)

is deserving of such support because of its significant

achievement considering that its water desalination is the

world’s first and is a pioneer in the industry. SWCC’s annual

report in 2015 includes a brief of its most significant

achievements during the year along with the future

projects and expectations that the organization plants to

implement based on a comprehensive vision to further

develop the water sector in the Kingdom and to secure

more reliable water resources for potable water for all

regions. SWCC, praised be to Allah, proved its capability to

develop the production system and work mechanism. This

was recognized this year by garnering two international

awards during the Global Water Intelligence Summit held

in Greece with the participation of the world’s largest

water desalination and technology companies. It was

awarded World’s Best Desalination Company and the Ras

Al-Khair Desalination Plant for its modern technologies

and the advanced levels of operation used largely due to

the efficient design of the plant.

Since its establishment and towards the end of this

year, SWCC constructed 28 desalination plants and has a

produced 1.3 billion cubic meters of desalinated water this

year, 55% of which was from the Eastern Coast and the

remaining 45% from the Western Coast or an increase of

13% compared to last year’s which covers 60% of the water

needs of the Kingdom and 18% of the global production.

In addition to the desalinated water production, SWCC

contributes to the production of electric power through dual

purpose plants, where its production for this year reached

37,028,635 MWh, an increase of almost 25% compared to

last to the previous year. Furthermore, SWCC continues in

improving the water supply networks, pumping stations

and reservoir to guarantee continuous flow of water to all

cities and governorates of the Kingdom.

The SWCC achievements would not have been realized

without God’s grace and thanks to its investment in the

Saudi cadre which is the core element in the production,

transmission, research and system development. The

organization gives top priority to its staff to improve their

efficiency by conducting trainings and development programs,

as well as specialized scholarship courses and programs. It

continues to develop techniques of desalination through

scientific researches and studies conducted by its Desalination

Technologies Research Institute (DTRI), in collaboration with

local and international universities and research centers

to develop and update production mechanisms, as well as

signing of some joint research agreements with international

research and development centers.

On this occasion, I highly praise SWCC’s efforts for the

development of the production and transmission system

through hard work and by implementing new projects,

construction of new plants, according to the drawn plans of

Ras Al-Khair plant, and maintenance of its pipelines.

I pray to God Almighty to reward these efforts with success

and to maintain the leading position of the Kingdom in this

area and other areas of comprehensive development, under

the auspices of the Custodian of the Two Holy Mosque, His

Royal Highness Crown Prince and His Royal Highness Deputy

Crown Prince, may God make them more successful, and to

guide us all to keep this grace, make the best use of it and

rationalization of consumption.

I also extend my thanks to all SWCC employees for their best

efforts, wishing them more success and prosperity, and I ask

God to grant us all sincerity in words and deeds.

With the grace of God, this year 2015, Saudi Arabia represented

by the Saline Water Conversion Corporation (SWCC) garnered

two international awards; the first, the World’s Best Desalination

Company for its tremendous development of tools used in the

management of its business and its operational, the second award

was granted to the (Ras Al-Khair) Desalination Plant for its use of

modern technologies and the advanced and unprecedented levels

of operation used due to the efficient use of the plants design.

Actually, these awards are the culmination of the determined

efforts of SWCC over the past decades to realize its strategic vision

and objectives. As a matter of fact, the Custodian of the Two Holy

Mosques, King Salman Bin Abdulaziz Al Saud, may God bless him, in

receiving the two awards himself, implies his high estimation – may

God make him more successful, for the value of such fundamental

and important sector and commits his attention and support

for all that could achieve prosperity, security and stability to our

beloved Kingdom, may

God guard it.

As SWCC believes that its remarkable achievements and global

leading position was granted by God’s grace and by the

hands of its staff, it is keen to provide a work environment

where the developments of skills are made possible and given

importance. It conducted various training programs; internal and

external workshops all for the purpose of enhancing the skills of

its staff and contribute to the progress of the organization. SWCC’s

Training Institute conducted various development and specialized

programs. It seeks to attract more Saudis either engineers or

technicians, provide them training programs to make them more

competent and knowledgeable in the field. Thus, SWCC achieved

a percentage of Saudization that reached about 91% out of the

total number of employees and workers totaling more than

10,000.

SWCC continues its efforts this year to accomplish its mission to

meet its customers’ needs of desalinated sea water and electricity

with efficiency and reliability at the lowest possible cost and a

more value for the money of its customers.

The water sector has now a total number of 28 plants this year, or

an increase of 13% from last year.

Electrical power production, through its dual purpose plants, has

produced 25% more than the previous year.

Furthermore, in pursuit of transferring desalinated water from

the plants to the cities and governorates of the Kingdom, it

continues in establishing more water transmission network,

now totaling 7000 Kms, with diameters ranging from 8-80

inches, or an increase of 8% as compared to previous year. To

ensure the steady and sustained water flow from the plant to the

SWCC’s reservoirs, the SWCC’s pumping stations to the pipelines

has now reached 56 stations; an increase of 24%, with total 285

reservoirs an increase of 17% with total storage capacity that

reached 12,698,200 cubic meters; an increase of 10%.

Realizing the significant importance of the development and

localization of the desalination techniques, SWCC’s Desalination

Technologies Research Institute (DTRI) has conducted advanced

scientific researches and studies to improve the industry’s

capacity, and to reduce production cost. In fact, the certificates

of appreciation and the patents are the best witnesses of the

efficiency and the great outcome of the remarkable efforts of

SWCC’s staff.

Believing in the importance of local and international

partnerships, SWCC signed some joint local and international

agreements, with SNDAB Global, DOOSAN Korean Company, the

French Corrosion Institute and the American CORTEC Company.

This year SWCC has effective and remarkable participation in

different events and conferences as well as local, regional and

international exhibitions.

Owing to its national and social responsibility, SWCC fulfills its role

in society by organizing events and social activities and support

its staff and their families, by awarding prizes for innovators by

organizing annual meetings and cultural camps. It introduced this

year the Creativity and Innovation Award (Innovators) which aims

to encourage employees to think, be creative and as a motivation

to contribute to the development of SWCC, which may be achieved

through reduced energy consumption and less time and effort. The

number of participants has reached 156 came up with five winning

ideas.

Since its establishment and throughout its existence, SWCC

adopted its own vision to maintain its leadership and distinction in

the industry of seawater desalination and electric power production,

to provide potable water as a safe source of life for Saudi citizen

and every resident in the Kingdom of Saudi Arabia. This has been

strengthened by the support of our national government under the

leadership of the Custodian of the Two Holy Mosques, King Salman

bin Abdul Aziz - may God protect him. SWCC will steadily pursue

its efforts to guarantee, maintain and develop research and work

techniques for that same purpose.

Finally, I take this opportunity to extend my deep gratitude to the

Custodian of the Two Holy Mosques, His Royal Highness Crown

Prince and His Royal Highness Deputy Crown Prince- may God bless

them-, to H.E. Minister of Water and Electricity, SWCC Board Chairman

and Their Excellencies, Members of the Board for their great efforts

and their high level of professionalism. I also thank and appreciate

all SWCC’s employees for their dedication and efforts in serving

this entity for further success and progress, to maintain its leading

position regionally and globally.

Historical Landmarks

1907A coal – actuated mechanism is invented to

distill water steam out of some wrecked ships.

The mechanism was installed at Jeddah seaside

and called "Al Kindasah" derived from the

English origin "condenser".

The late King Abdul Aziz Abdul Rahman Al Saud

ordered the importation of two big distillatories

to provide adequate drinking water to pilgrims

and visitors to Makkah and Madina

as well as the local people of Jeddah.

1926

1965A Saline Water Conversion General

Administration was founded at the Ministry of

Agriculture under the management of Prince

Mohammed Al Faisal.

1969Commission of the 1st Phase of Al Wajh and

Diya’a Plants.

1970

Jeddah Plant (1st Phase) was first launched.

1972The Administration was turned into a department in the Ministry of Agriculture and Water titled the Deputy Ministry for Water Desalination Affairs in the Ministry of Agriculture and Water.

1973

Al Khubar Plant (1st Phase) and the Water

System for transmission water to the Eastern

Region (1st Phase) have been commissioned.

1974The Royal Decree # M/49 was issued on 20

Sha’ban 1394 forming SWCC as an independent

entity. In the same year, Al Khafji Plant (1st

Phase) was first operated.

1975

Umluj Plant (1st Phase) was first operated.

1978Jeddah Plants (2nd Phase) and Jeddah (RO)

and Al Khafji (Quick Units) in which SWCC

assumed the responsibility of operation and

maintenance.

1979Al Wajh and Dhaba’a (2nd Phase), Farasan (1st

Phase), Jeddah (3rd Phase), and Hakl (1st Phase)

plants have all been operated.

1981Yanbu (1st Phase), Jeddah (4th Phase), Umlug

(Quick Units), Yanbu- Madina Water Transmis-

sion System (1st Phase) have all been operated.

1982The 2 Jubail Plants (1st Phase), Rabigh (1st

Phase), Water Transmission System to Royal

Commission and Naval Base and Al Jubail City

have all been operated. Al Jubail Training Center

has been commissioned and delivered its first

courses.

1983Al Bark Plant (1st Phase) and the 2nd Phase for Jubail and Khubar Plants, Al Khafgi Plant (Quick Units), Water Transmission to Riyadh System (A and B), Riyadh Water Feeding Lines, and Water Transmission Lines to the Eastern Region (2nd Phase) have all been operated.

1986The 1st expansion for Al Wajh Plant, 2nd phase

for Al Khafji and Umluj Plants and the Water

Transmission System to Khafji was initiated.

1987The 1st Phase of Al Aziziah Plant has been

operated. This year, Al Jubail R&D Center was

opened.

1989Dhaba Plants (3rd Phase), Al Wajh (2nd

Phase), Jeddah (RO) (1st Phase), Shieba

Plant (1st Phase ), Shuqaiq (1st Phase), and

the 1st Phase of Water Transmission System

to Makahand Taif and Water Transmission

System to Asir.

1990

The 2nd Phase of Haql Plant, and the 1st

Expansion of Farasan Plant have been initiated.

1993Al Wajh Plant (3rd Expansion) plant was

operated.

1994

RO Jeddah Plant (2nd Phase) and Rabigh Plant

(1st Expansion ) have been operated.

20002 Yanbu Stations (2nd Phase) have been operated by glimmer vaporization + reverse osmosis and Yanbu - Madina Water Transmission System (2nd Phase) have been all been operated.

2002

Al Khubar Plant (3rd Phase), Jubail Plant (RO)

and ShuaibaPlant (2nd Phase) have all been

operated.

2003Mekkah-Jeddah-Taif Water Transmission

System (2nd Phase) was operated. The

Supreme Economic Council issued resolution

# 5/23 dated 23/3/1422 H that defined rules

and criteria for private participation to water

desalination projects.

2004

Water Transmission System was installed from

Al Khubar to Ahsa’a and Begiq.

2008

King Abdullah approves the Executive Program

for SWCC Privatization # 2/29 dated 29/6/1429

H, 3/7/2008. First phase and water transmission

pipeline established for Qunfidah plant.

2009Launch of the 3rd Phase of Shoeba, Wajh, Umluj

Plants, and 2nd Phase of Rabigh and Farasan

Board of Directors

The SWCC’s Board of Directors held its 111th meeting chaired by H.E.

Eng. Abdullah Bin Abdulrahman Al Hussayen, Minister of Water and

Electricity, Chairman of SWCC Board of Directors, and attended by

H.E. Dr. Abdulrahman bin Mohammed Al-Ibrahim, SWCC Governor,

Vice Chairman of the SWCC Board, and Their Excellencies Members

of the Board, on Tuesday 7/4/2015 at the SWCC Headquarter in

Riyadh. The Board discussed the following:

Verification on the final financial (governmental) statement of

SWCC for the fiscal year 2014.

The SWCC’s memo on the custodies for the same as included in

the final financial (governmental) statement for the fiscal year

2013.

Verification on the final financial (governmental) statement for

the fiscal year 2011.

SWCC’s memo on the project of developing the production cost

system for water transmission, electric power generation and

verification of water cost production tariff.

Presentation Memos for Board briefing :

a. SWCC’s memo on selling the desalination plant third stage in

Jeddah for public auction according to the provisions of the

regulations.

b. SWCC’s memo on its strategic plan, initiatives and performance

indicators.

c. SWCC’s memo on its projects and technical studies.

The Kingdom of Saudi Arabia represented by the Saline Water Conversion Corporation (SWCC) obtained this year 2015 two international

awards; first, for being the world’s best Desalination Company for its tremendous development tools used in the management of its

business and its operational. While the second award was awarded to the (Ras Al-Khair) Desalination Plant for the modern technologies

and the advanced and unprecedented levels of operation used largely due to the efficiency of the design of the plant. These rewards

are the culmination of the vigorous efforts of SWCC over the past decades to achieve its strategic vision and objectives.

The Custodian of the Two Holy Mosques, King Salman Bin Abdulaziz Al Saud, may God bless Him,

received the two awards granted for SWCC for this year 2015: "Desalination Company of the Year

and Ras Al-Khair Desalination Plant for the modern technologies".

SWCC continues to exert efforts to provide desalinated water

from its 28 operational plants in the Kingdom scattered

across the Eastern and Western Coasts, Saven of which are on

the Arabian Gulf and 21 are on the Red Sea. During the year

2015, the total desalinated water exports amounted to 1247.9

million cubic meters. Around 686.3 million cubic meters of

which came from the Eastern Coast plants, making up 55% of total

SWCC water exports, and 561.6 million cubic meters is from the

Western Coast plants, making up 45% of total exports. SWCC water

production increased this year by 13% compared to the previous

year.

Actual Desalinated Water Exports to Beneficiary Areas

Western Coast:The total water exports from Shuaiba plants amounted to 180.1 million

cubic meters supplying water to Makkah (holy sites), Jeddah, Taif and

Al-Baha. The total water exports from Jeddah plants were estimated to

be 193.8 million cubic meters feeding Jeddah. In addition, total water

exports from Yanbu plant reached 132.2 million cubic meters to meet

the water supply requirements of Madinah, Yanbu, and the governorates

located along the pipelines path. Similarly, the total water exports from

Al Shuqaiq plant were estimated at 30.5 million cubic meters serving

Asir and Jizan regions, whereas the total water exports from the satellite

plants along the Western Coast totaled 25 million cubic meters feeding

the nearby governorates.

Eastern Coast:At Jubail desalination plants, its total water exports amounted

to 359.9 million cubic meters, serving Riyadh and Qassim

regions as well as Jubail governorate. Further, the total water

exports from Khubar plants were estimated to be 127.2 million

cubic meters feeding Eastern Province and Al Ahsa, whereas

the total water exports from Khafji plant was 7.5 million cubic

meters feeding Khafji governorate. Additionally, the total water

exports from Ras Al-Khair desalination plant estimated to be

191.7 million cubic meters feeding Riyadh region and Metal

Company at present time.

In parallel with its efforts for the production of desalinated

water, SWCC also pursuits its efforts to generate electric

power through its dual-purpose plants producing

electric power as well as water, and operated by Multi

Stage Flash (MSF) system in which part of the power is

used to operate facilities of a plant, and the remaining is

exported to Saudi Electricity Company (SEC)

Electric Power Generation

During the year 2015, SWCC increased its production of

electric power to 37.03 million MWH as compared to 29.69

million MWH in the year 2014, an increase of 24.7% percent,

This is considerably attributed to the commissioning of Ras Al-Khair

desalination plant and the increase of electric power generation from

Khubar desalination plants by 19.2% percent,

In the year 2015 the actual electric power export amounted to

26.41 million MWH; about 22.78 million MWH were exported from

the Eastern coast plants by 86.3% percent of total SWCC’s export,

whereas 3.63 million MWH were exported from the Western coast

plants by 13.7% percent of total SWCC’s export, This

year SWCC’s electric power export increased by 35.6%

percent as compared to the past year.

Peak Loads

During the year 2015, the peak load exported from Khuber plants increased

by 39.8% as compared to the previous year while it increased from Yanbu

plants by 20.4%. Further, the peak load from Jeddah plants decreased by

14.7% while it decreased from Shuqaiq plant by 14.5%.

Water Transmission

In an endeavor to secure sustained water supply to different

governorates and cities of the vast Kingdom, due to the urgent,

constant need for water, and the ever-increasing population,

SWCC has carried out 21 water transmission systems to transmit

water via a very long piping system totaling 7,175.5 Km in length,

with diameters ranging between 8 - 80 inches. To ensure sustained

pumping capacity, despite the long distances of these pipelines

and terrain ruggedness in some areas, SWCC has also installed

56 pumping stations along the pipelines to pump water to its

reservoirs numbering 285 with capacities of 12,698,200 cubic

meters combined with 3 mixing stations to blend desalinated

water with groundwater, and 9 other terminal stations.

SWCC undertakes the following projects:

Ras Al-Khair desalination plant is under way, with water production

capacity of 1,025,000 cubic meters a day, and electric power

generation of 2400 MW, The Plant’s production of desalinated

water is amounted this year with 1600 MWH of electric power,

Yanbu desalination plant (phase III), with production capacity of

550,000 cubic meters a day, and 2500 MW,

the studies and designs needed for SWCC projects. Further,

it looks into the requirements and sites of the projects hence

The Department of materials is keen to continue safe, cost-effective operation and production of different plants therefore it provides

SWCC’s departments and plants with their needs and requirements Of spare parts, chemicals, vehicles, tools, and equipment.

Moreover, it also classifies materials; monitors inventory; fulfill purchase procedures; cares about fulfilling necessary works in a

timely manner.

Materials

During this fiscal year, the total contracts value amounted to SR 877,335,331.

Warehouses Management Division

The division manages the plants warehouses and creates

purchase orders.

Total materials entered into the inventory amounted to SR

279.1 million.

Total material used out of the inventory totaled SR 247.7

million.

Total value of SWCC’s overall inventory is estimated to be

SR 2,382,757,060.

Number of items existed in SWCC’s warehouses are

214,633.

Purchase orders numbered 2,734.

Manufacturing Division

A total of 84 purchase orders were awarded to manufacturers, with

total value of SR 4,671,656. The total saving achieved from these

orders amounted to SR 3,617,702.

External Purchases Division

12,409 items in purchasing orders were approved.

2903 external supplying orders were issued.

External purchases for 2015 amounted to SR

452,595,063.

Planning and Support Division

The division manages spare parts advance allocated in SWCC’s

budget. It also performs the following tasks:

1. Open and amend letters of documentary credits for foreign

suppliers.

2. Receive foreign suppliers’ invoices of spare parts, the shipper’s

invoices, and audit and reimburse them through bank remittance

to the beneficiaries’ bank accounts.

3. Submit financial substitutions to the General Department for

Financial Affairs.

4. Insure foreign purchase orders of spare parts at insurance

company.

5. Track insurance claims to maintain the corporation’s rights at the

related parties.

6. Monitor bank accounts.

7. Do the final settlements of foreign purchase orders whose formal

documents are complete.

An amount of SR 488,029,500 of spare parts appropriations

was expended to purchase spare parts for SWCC’s plants

from foreign vendors.

An amount of SR 47,134 was collected from Malath

Insurance Company as reimbursement in claims for

damaged and unavailable materials.

The indemnifications that were received from foreign

suppliers for supplying alternative materials amounted

to SR 196,619.

The project entitles:

Evaluation of SENDAB Company’s product Chlorine

dioxide (ClO2) in RO product water of SWCC Desalination

Plant.

Objective of the Convention:

1. To evaluate the performance of SENDAB ClO2

generating system in RO product water of SWCC plant.

2. Optimization of the required Chlorine Dioxide dosage

to disinfect the RO product water.

3. To study the DBPs formation with the use of SENDAB

ClO2 generating system.

Output of the collaboration:This study will help in choosing an alternative disinfectant that will not form inorganic DBPs bromate as well as THMs..

The project entitles:

Development of Optimized Pretreatment Configuration for SWRO.

Objective of the Convention:

Performance verification of competitive new pretreatment (NBG-DAF and

H.V.DMF) configuration.

Optimization of new pretreatment technologies.

Verification of membrane filtration characteristics in accordance with

pretreatments.

Output of the collaboration:

Optimization of pretreatment configuration.

Optimization of operating parameters for SWRO process.

Minimization of chemical consumption & membrane fouling.

Process design guideline for the optimization of pretreatment configuration.

Techno economic analysis of the configuration of SWRO desalination

process.

Desalination Technologies Research Institute (DTRI)

1. Agreements – Collabrative Projects

Desalination Technologies Research Institute (DTRI) embarks upon to play active role on driving seat of economic growth and development,

where the Institute provides solutions to the problems encountered by Saline Water Conversion Corporation Plants. Further, DTRI is engaged with

its objectives in improving work stations mechanism and developing the existing desalination systems and improving the efficiency of operating

plants. DTRI is to raise plants’ productivity and reduce the cost of production through applied research support and the conclusion of cooperative

research agreements with local and global specialized agencies and contribute to the provision of information necessary for decision makers

and consulting. Moreover, Institute seeks to support research institute through the provision of technical and scientific consulting and business

analysis necessary to external bodies. The aim of DTRI’s Annual Progress Report 2015 is to highlight that the Institute has been playing its leading

role in serving SWCC’s commercial desalination plants and outside agencies in addition to its development of desalination technologies.

1.3 Cooperative Agreement with Environmental Protection Technical

Services for Trading & Contracting Co., LLC

Signing of Research Agreement: 15/09/2014

The project entitles:

Evaluation of Helamine in high pressure boiler of SWCC’s power

plant.

Objective of the Convention:

To evaluate the suitability and efficiency of the chemical as

alternative to hydrazine in the high pressure boiler.

To determine the consequences of degradation by-products on

boiler system.

To evaluate the ability of the alternative chemical in maintaining a

passivation layer in the boiler.

Residual control of chemical Helamin.

Thermal efficiency of the boiler at or above design values.

Corrosion Rate will be determined.

Output of the collaboration:

Safe to handle alternative to hydrazine.

Reduction of blow down rate. Improvement efficiency.

The use of other chemicals like, phosphate and ammonia will not be

required

1.4 Cooperative Agreement with the French Institute of Corrosion (FCI):

Signing Research Agreement: 30/05/2013

Project title:

Crevice Corrosion behavior of stainless steels and nickel based alloy

in the natural seawater – Effect of crevice geometry, temperature and

seawater world location.

Objective of the Collaboration:

To study the impact of microbial film and related factors on the initiation

and the propagation of crevice corrosion for different SWRO materials.

The study locations include Jubail and Brest (France) sites.

Output of the collaboration:

Up-date the knowledge on crevice corrosion of high grades SS and

nickel alloys and materials selection for SWRO plants.

Scientific publication where the first article will be presented during

EDS 2016 in Italy.

1.5 Research collaboration agreement with the CORTEC Company:

Signing Research Agreement: 17/06/2014

Project title:

Mitigation of Soil Side Corrosion of aboveground storage tank bottom

using amine carboxylate vapor phase corrosion inhibitor.

Objective of the Collaboration:

Provide supplementary corrosion protection method for area not

receiving cathodic protection current under tank in SWCC storage

tanks.

Sharing of experience in the field of eco-friendly volatile corrosion

inhibitors.

Scientific production where a conference paper has been accepted

for presentation during the NACE Middle east corrosion conference at

Bahrain in February 2016.

1.6 Cooperative Agreement with Doosan Heavy Industry & Construction

Company Limited

Signing Research Agreement: 30/03/2013.

Objective of the Agreement:

Explore the possibility of operating once-through Multistage Flash Desalination (OT-MSF) processes at a maximum temperature of 130 °C.

The ultimate project objective is to identify the optimum design and operating conditions of a large scale (up to 25 MIGD) OT-MSF commercial

distiller and raise the efficiency of thermal desalination units.

Output of the Collaboration:

Exchange of experiences and transfer of technology.

Establish a unit Once-through Multistage Flash Desalination (OT-MSF)

with a capacity of 24 m3/ day at the Institute.

The project is going well according to the plan and has been completed 66% up till now where it was underway to conduct extensive field trials.

1.7 Cooperative Agreement With King Saud University in the field of solar energy

Signing Research Agreement: 09/04/2012

Objective of the Agreement:The project aims to build and develop a solar energy collector locally by national effort and utilize local materials with low-cost which will contribute to reduce the cost of water production by using clean energy.

Output of the Collaboration: Local manufacturing of the parts of the projects to reduce the cost.

Establishing and building model solar unit to be able to produce fresh water. The project is going well and has been completed nearly 54% of the total project which has been finished the preliminary tests at King Saud University and will build experimental unit at Desalination Technologies Research Institute (DTRI) located at Al- Jubail to determine the conditions of roads and design and operational optimal system innovative

1.8 Cooperative Agreement With Doosan Heavy Industry & Construction

Company in the field of solar energy

Signing Research Agreement: 01/04/2014

Objective of the Agreement:The project aims to conduct a theoretical research study to determine the economic feasibility of the use of solar energy in thermal desalination processes depending on the climatic conditions of the Kingdom and this is the second part of the

agreement.

Output of the Collaboration: Configuration database on the cost of production of desalinated water using solar energy and compare the cost of desalinated water produced by conventional methods, in which the fossil fuel is used as the main source. The project is going well and has been completed 60% of the total project.

The Saline Water Desalination Research Institute obtained One new patents no (9090491) issued from the Director of the United States Patent and Trademark Office “Removal of Boron from Saline Water using Alkalized Membrane Pretreatment”

The Researchers of Institute have participated with many scientific papers and research abstracts at national, international and regional level conferences.

International Cooperation

Coordinated with International Desalination Association (IDA)for preparation of documentation film about SWCC which was screened at the opening of IDA World congress conference 2015 at San Diego, USA.

Industrial Security

The General Department for Industrial Security ensures the security,

safety and fire protection of plants, facilities, buildings, and also ensures

full and comprehensive protection to all elements of work, production

and transmission, and particularly work force since it is the essential

axis of the industry. It also protects properties and equipment and

develops plans and studies to avoid risks and threats thereby assuring

the continuity of production according to goals and plans. By virtue of

constant support and interest accorded by SWCC, the industrial security

sector continues work to achieve SWCC’s goals, and to realize the desired

outcomes that ensure progress and achievements to SWCC.

During the past year 2015, some projects have been completed, in the

meanwhile SWCC began to execute other large ones (plants, piping

system). Moreover, a number of major achievements either on the

human or the machine scale were implemented

The following are synopses of achievements:

1. The approval of the High Commission for Industrial Security (HCIS) to

create a number of 267 engineering jobs as well as top management

supervising jobs for the industrial security, and to benefit from

operation and maintenance jobs to cover the existing shortage.

2. An agreement was signed with the Saudi Communication company

to provide IT services which already started with installing a follow up

system of all the SWCC’s vehicles.

3. A project of Security Consultancy has started for the installation of

Integrated Security System, the following have been achieved:

Phases of Security gaps evaluation, 10% initial designs and 30%

initial designs for Shuaiba plants. The project is being submitted for

general competition.

6. Signing a contract to supply fire pump (6000 gallons) for Jeddah Plants.

7. Completion of job descriptions for all Industrial Security jobs.

8. Completion of the final structure of the Industrial Security and

submitting it to SWCC’s higher committee.

9. Continuation of issuing general instructions and specifications (ISD#)

programs for all activities and tasks related to the General Department

for Industrial Security.

10. Hiring a number of 85 employees at the Industrial Security jobs.

11. Supervising the Electronic Control System to enter and exit from the

SWCC’s headquarter.

Implemented more than 200 fire drills (fire – evacuation)

at desalination plants and piping system.

Liaised with the Civil Defense to prepare, implement,

and enable emergency plans and evacuation during

crises and disasters.

Conducted practical training for maintenance and operation

as well as pipeline employees on using fire distinguishers

and fire hoses in all plants.

Inspected and maintain all firefighting equipment and

systems , water taps with its fire hoses and equipments in

SWCC’s all plants and residential complexes.

Issued and re-issued around 23500 work permits to SWCC

plants and facilities.

Excellently tacked accidents and rescuing works as well as

first aid for causalities.

Conducted several qualification programs for new

employees on rules and instructions of occupational safety

systems.

Conducted outreach courses for the schools of residential

complexes inside the plants, and presented shows of

firefighting and evacuation processes in emergencies.

Safety prizes were given for sections and individuals who

scored higher points at the Assessment Checklist applied at

safety and firefighting sections.

Qualified SWCC’s contractors to work as per rules and

instructions of safety systems through integrated lecturers

on safety systems and requirements at workplace, and

procedures applied in emergencies.

Conducted training courses for volunteers on firefighting,

rescuing, and first aid works.

The General Department for Legal Affairs as one of the specialized

departments provides high quality legal, control, and consulting

services consistent with the laws and regulations applicable, to all

SWCC administrative units. The department is keen to contribute

to the promotion of legal work of the corporation and activating

supervisory role therein. The department is constantly striving to

help legal advisors how to apply a strategic approach, administrat-

ing legal affairs and develop their skills in respect issues of

drafting legal memorandums and the results thereof, and in

the art of pleading and major issues of pleadings, the theory

These transactions included revising and preparation of

instructions to bidders, conditions and specifications, responding

to requests for opinions regarding what is raised through the

Accomplishments of Lawsuits and Investigation Office

The General Department for Legal Affairs prepared and investigated

the bills of particulars that were filed by or against SWCC in the lawsuits

mentioned hereafter. The Department also prepared bills of particulars

and pleaded the lawsuits in the Board of Grievances, Labor Committees,

and other judiciary bodies as well as arbitration until final verdicts. The

Department investigated the verdicts and quashed these verdicts or

appealed/against the convictions after coordination with the concerned

SWCC departments.

Total number of lawsuits filed by or against SWCC amounted

to 70; 53 lawsuits are still pending before the Administrative

Courts (Board of Grievances) and these are followed up; and

14 other suits are pending before the labor committees; final

verdicts for 17 of these lawsuits were passed SWCC to be

committed to apply the expropriation law of property for the

public benefit and temporary lay hands on the property issued

by the Royal Decree No. 15/m dated 12/5/2003. It was the Saudi

Lawyers who pleaded and prosecuted in all these lawsuits

without the aid of any law firm or otherwise.

Based on the agreement entered on 13/1/2007 with Ahmed

Najdat Abdel Khader Bazerbashi’s law firm as an attorney for

registering patents and trademarks, SWCC Logo has been

duly registered. Additionally, based on the agreement entered

30/6/2004 with the same law firm, two other patents were

registered. These patents focus the use of Carbon Nanotube

Membranes to enhance the productivity of desalination plants

and conserve electric power as well. The department also liaises with the General Department for Research to register patents.

The Department has prepared a simple plan to develop legal

work. The plan is based on training its advisors and personnel

administrators. In this context, 5 legal advisor have been

awarded scholarships to pursue their master degree in law.

Moreover, several training courses were conducted in the scopes

of arbitration, corporate governance, pleading ...etc, with a view

of habilitating the legal advisors and personnel administrators,

and developing work in SWCC. Further, 15 specialized legal

courses were conducted for the department’s employees

inside KSA and abroad. Additionally, 8 training courses were

fulfilled for personnel administrators in the strategic planning of

human resources, administrative support, electronic document

archiving, information technology and communication, English

terms of secretary.

The General Department for Legal Affairs has a considerable and

remarkable attendance in some committees such as: tenders

opening committee, investigation committee, discussion

committee of the Board of Public Control’s remarks, saving fund

project and residents’ breaches committee, the Organizational

Structure of the Internal Audit Unit committee, setting up

SWCC’s procedures for vehicles’ insurance and use committee

and preparation of SWCC’s organizational directory of primary health care committee.

The General Department for Legal Affairs represents SWCC

with respect to the legal issues with other entities, of which

the discussions that are going on with the Ministry of Labor on

amendment of Labor, Penalties and Rewards Regulations and

the discussions on updating Electricity Law with the Ministry of

Water and Electricity, Electricity and Cogeneration Regulatory

Authority, and the Saudi Electricity Company.

The Director General of legal affairs heads the SWCC’s central bid

evaluation committee for two consecutive sessions, in addition

to a legal advisor from the department or his duly deputized

representative.

Auditor General

The Department of Auditor General is tasked with observing work

progress in SWCC and the affiliated plants to make sure that it

complies with the approved laws, regulations, and procedures.

It also suggests amendments it sees essential on financial and

functional regulations of SWCC; work to concept develops self-

observation to employees through regular visits to worksites and

meet with officials. The Auditor General or whomever it mandates

investigates records or documents on records and documents,

and tracking inventories and warehouses on Regular basis to

avoid any errors, mistakes or violations; additionally, it makes

unannounced visits to worksites and follows up employees

working hours. It receives inquiries from control entities and

responds to them.

Financial Auditing

5221 payment orders were audited.

47 Tours for unannounced inventory of advance

payment were made.

18 Tours for unannounced inventory of SWCC’s

Prepared replies for 12 transactions to the General

Auditing Board with respect to expenditure vouchers,

Participated in a workshop “Financial indicators in

government agencies” which aims at designing and

developing of the main performance indicators, so

that the government performance could be measured

within the financial management themes at the General

Department Institution.

Different Topics

The Department of Auditor General designed a

program for recording and the follow up of the

observations made by Regulators in cooperation with

the Department of Computer and Information aiming

at work organization, flow of procedures, to follow

up the progress of transactions, saving and achieving

documents and obtaining required regular reports.

The Department of Auditor General employees

conducted a number of training courses and

specialized workshops in the financial, administrative

and inspection fields. This is to raise the employees’

efficiency and professionalism and to develop work at

SWCC.

Headquarters Correspondence

Replied 77 transactions from SWCC’s control entities

this year.

1276 contract and alteration orders were sent to the

General Auditing Board, Zakat and Income Department

and The General Organization for Social Insurance

(GOSI).

Prepared replies to one correspondence from the

Royal Commission, another one to Anti-Corruption

Commission and 6 correspondences to Auditing and

investigation Organization.

Archiving and saving of expired General Auditing

Board’s observations for the years 2005 to 2010, and

sending them to general archive.

Launching Technology “Auto Audit”

During the year 2015, Auto Audit system was supplied

with former auditing tasks and was customized

according to SWCC’s needs. The Organizational

Structure was also uploaded as well as all necessary data

and information needed for the work of the program.

Training

In addition to the participations in a number of

specialized conferences and training courses, a

training course about internal audit was added to

SWCC’s training plan which was implemented by the

Internal Audi Unit.

Recruiting a number of Employees at Internal

Audit Unit

It has been hiring a group of employees from the

organization and attach them to the internal audit

unit and began to start their duties after receiving the

required training .

Being the approach recommended by the institute of internal auditors (IIA), SWCC adopted the Risk Based internal audit methodology,

as it helps the internal audit function to be more efficient in performing the work as it focuses on the strategic objectives and gives

priority to risks affecting those objectives. Moreover, their methodology is widely used by the biggest organizations worldwide

Risk register is considered as one of the main deliverables of the internal audit functions adopting the risk based approach in the

absence of risk management function. Thus, the internal audit unit at SWCC developed the first risk register in history of organization

during the year 2013. Moreover, the risk register was updated to reflect new changes and updates in SWCC business and the details

obtained during the execution of internal audits throughout the year 2015.

The General Department for Strategic Planning and Budgeting has

accomplished several key achievements during the fiscal year 2015

including:

SWCC worked on reviewing and updating its strategic plan

through joint and fruitful cooperation with all its organizational

departments. This is to achieve its vision and to meet its future

needs and requirements. To achieve this, SWCC set three main

expectations to be implemented within a three time prospective

period from five to ten years. In order to achieve its first time

prospective, SWCC developed 8 strategic initiatives which will

be applied gradually within the next three years. It designed a

description for each initiative which includes objectives, expected

impact, risks, and integration with other initiatives, teamwork and

the time table for implementing each initiative.

Updating EPM system for tracking the implementation of SWCC’s

projects (version 2013) which enables the use of the application

by tablets devices.

Releasing of SWCC Strategy monitoring dashboard with the

objective to track the status of SWCC strategic goals and to supply

SWCC’s officials and leaders with information in a timely and

accurate manner.

Developing business planning system; this entails the governance

of all procedures and linking business plans with the Budget.

Providing the IT system with the data of business plans of all

sectors and departments for the year 2016, according to a

specified mechanism and sequence. This enhanced the ability of

the management to rapidly collect the needs of the organizational

units and preparing the SWCC’s Budget for 2016 based on actual

needs and priorities of business plans that will be implemented,

and preparing summaries and bids to be submitted to the General

Management for their reference during discussing the draft budget

with Ministry of Finance.

Conduct several workshops for concerned project managers

to enhance their skills and efficiency in their filed. Additional, to

increase awareness of the tasks, methodology and models of the

projects’ implementation follow up office.

Developing and launching project tracking system of planning

and development sector (SPMO); which is a central business unit

that works on the levels of planning and development sector

projects. It offers great support to the sector’s department through

applying the best global management practices for its projects

and programs, offering advice and guidance, unifying operations

and methods, and providing departments with necessary tools so

that they contribute to the transfer of knowledge and raising the

intellectual levels of projects managers.

Updating the budget’s screens to Oracle Performance Appraisal

(OPA) system. As the problems facing the employees at the Budget

department has been determined and required improvements

to these screens have been made within the project of the new

classification implemented in cooperation with digital transfer

program, and testing solutions have been conducted to the system

to ensure its implementation.

Applying the spending plan to Oracle Performance Appraisal (OPA)

system. This had a positive impact as it improved the efficiency

of utilizing SWCC’s financial resources through issuing actual

performance reports and the flow up of the departments.

Technical support to the application of the new classification project

on Oracle Performance Appraisal (OPA) system. This is by ensuring

that the accounts at the new classification is compatible with the

old one, and increasing awareness about the new classification

System through conducting a number of workshops. This is to

prepare SWCC to actually begin working with the new classification

during the fiscal year 2016.

Preparing the organizational structure of the Performance Unit

which includes tasks, responsibilities and job description.

Holding briefing meetings and workshops for the organizational

units managers and specialists to discuss and determine

performance indicators for each unit, briefing the results to the

Directive Committee, determining who are the representatives

of the organizational Unites before the Performance Unit, and

determining the performance indicators for each unit.

The completion of the design of the Performance Measurements

System and testing it as a prelude for its application by the beginning

of the year 2016.

Planning for the SWCC’s needs of jobs within its budget project for

the fiscal year 2016, and presenting it to the Ministry of Finance.

The total spending on SWCC’s projects amounted SR 123.88

billion until the end if the fiscal year 2015. While an amount of

SR 58.1 billions was the total spending on the operation and

maintenance of the desalination plants and its utilities.

Financial Affairs

Accounting Administration

The accounting administration is responsible for

automatically registering all financial transactions,

issuing financial reports upon request, preparing SWCC’s

closing accounts according to government accounting

(cash basis), and preparing financial statements in

accordance with commercial accounting (accrual basis)

as well as follow up payment for desalinated water and

electric power export, and assets accounts control.

Cash Administration

Cash administration is in charge of preparing payment

vouchers, collecting SWCC’s receivables, maintaining

valued financial vouchers (Cheques and payment orders).

Audit Administration

Audit administration is tasked with auditing the

implementation of SWCC procedures and financial

policies as appropriate, accounting administration

systems ensuring the optimal use thereof, verifying

payables, and auditing all SWCC’s transactions in

accordance with regulations, financial instructions, and

authorization before payment in order to avoid errors or

financial breaches.

The General Department for Financial Affairs is in charge of accounting and preparing consolidated financial statements for SWCC and

its subsidiaries according to the Generally Accepted Accounting Principles for all commercial institutions, supporting SWCC plan for

privatization. The department consists of three main administrations:

Employment and Contracting

Internal job vacancies have been announced by all SWCC’s

departments, and internal sorting and transferring - for those

who wished - have been made in coordination with Transfer

Committee between and Eastern and Western Coasts and

SWCC’s headquarter. Moreover, a local announcement has been

made for recruiting 364 jobs for various SWCC’s departments

through announcing at local newspapers and establishing a

recruitment platform which received about 70,000 job requests

that were sorted. Interview committees received 10 candidates

for each job and a number of 384 citizens were hired including

those who were polarized. Another 40 laborers were brought

from India due to the lack of Saudi Specialists.

Organizational Structure

Organizational Structure has been updated and applied on

ground and has been fixed to work with Oracle Performance

Appraisal (OPA) system. Costs of all new departments have

been counted.

Training and Human Resources

Being one of its strategic goals, SWCC has paid top priorities to develop

its national workforce’s skills and capabilities; operate and maintain its

facilities cost-effectively to prolong life span thereof. Therefore, SWCC

strives hard to qualify and develop the national efficient cadre serving

the gradual nationalization of jobs. Further, the decision to establish

the General Department for Human Resources stresses the significance

of sound strategic investment in human resources by associating job

promotion with training, and developing the employees as per their

assigned duties. Also by creating an attracting work environment,

altering work culture positively, establishing and updating SWCC’s

organizational structure so as to cope with work development,

optimum linking between departments to achieve better outcomes,

along with following the Human resources’ plan and policy of SWCC

in general and ensuring that it is up to date with modern managerial

methods and the labor market.

This year, Human Resources Department has made the following

projects:

Adopting development project of the Human Resources Department

which innovated the performance and incentive department. It

was assigned career path tasks and performance and incentive

management.

Comprehensive reviewing and updating of SWCC’s career description

added to them job skills in addition to linking every job description

to the certified job chains.

Launching of the multi-sources evaluation project (360 degree) to all

SWCC’s leaderships to recognize the required development areas for

each leadership.

The project of relocating 392 employees from civil service to operation

and maintenance career after reviewing their qualifications and

years of service.

Updating employee’s contracts according to new changes in work

system to provide legal protection for SWCC and the employee.

The project of Civil Service job equivalence and evaluation to unify

SWCC’s work system.

Developing local recruitment operations through the following:

1. Unification of SWCC’s interview committees.

2. Developing the electronic recruitment portal by establishing an

electronic recruitment platform.

3. Unification of recruitment procedures at SWCC’s headquarter and

Eastern and Western Coasts.

Making the Saudization report for the year 2015 as an implementation

of the High Polices of Saudization.

The project of (your job and scholarship) which is a national project

that aims at creating highly qualified and distinguished cadres.

Your Job & Scholarship Program

The Human Resources Department, through forming a committee

from SWCC’s headquarter and Eastern and Western Coasts,

received about 600 candidates from Ministry of Education to

allocate 200 scholarships in the Specialties that it needs. After

sorting, 122 candidates were accredited scholarships to obtain

Bachelor's, master's and doctoral degrees for the year 2015.

Saudization

During the fiscal year 2015, the number of SWCC’s employees

are estimated at 10147, of which 9755 listed in operation and

maintenance, while 392 are employed according the civil

service system. Saudi employees totaled 9192 making up 91%.

Contracted laborers amounted to 955, making up 9%. Comparing

the past 5 years from 2011 – 2015, one can find that Saudization

rate rose by 6.4%.

Employees’ Care Service Unit is concerned with collecting

inquiries, proposals, and summons as well as complaints of

the employee, examining and finding appropriate solutions

for such issues with respecting privacy and confidentiality as

appropriate. Moreover, the unit also reports to the specialized

bodies with a view to enhancing procedures, avoiding errors,

or introducing new initiatives as appropriate. Regular meetings

between coordinators from Eastern and Western coasts plants

and the headquarters are convened to tackle such issues as well

as recruitment services and resignation interview. the following

are the positive effects of it:

1. Spreading the concept of Employees’ Care Unit.

2. Solving a lot of employees’ complains which was acceptable

for them.

3. The Unite contributed in minimizing the burden on officials

and decision makers.

4. A direct means of communication between SWCC and

employees to connect them and claim their rights.

5. Educating employees with their rights in an organized manner

and sound procedures.

6. Direct and effective means of communication with Managers,

direct head of departments to find solutions as soon as possible.

7. Identifying deficiencies in some procedures, policies and

systems to report observations to be discussed and amended.

In consistence with SWCC’s general strategy and operation plan a department for Performance and Incentives has lately been created to

regulate and develop performance appraisal process and performance based incentives as well as policies, procedures, information, and

forms thereof. In consistent pursuit for development and to enable department to practice its duty from day one on sound bases and

principles and according to leading practices in this field, two projects were implemented:

1. Develop policies and procedures of performance appraisal, including organizational structure, performance and incentives management

strategy as well as conduct workshops for performance appraisal managers.

2. Enabling Oracle Performance Appraisal (OPA) system in accordance with the new procedures, and training the competent employees

on using the system.

The General Department of Internal Communication and

Knowledge Management undertakes the implementation of

concept of knowledge management throughout SWCC, lines up

its corporate strategy, policies and goals, encourage employees

to realize innovative thoughts, provide the requirement needed

for this objective, follow up and benchmark the benefits gained

by SWCC by employing such concept. In addition, the department

activates the objectives and plans of internal communication,

whether horizontal and vertical, and carries out change

management related to institutional development programs in

cooperation with relevant authorities like but not limited to Human

Resources Dept. to determine and announce the benefits granted

to employees, supervise the Intranet, including its updates, post-

ups, announcements and news, supervise and develop the library at

SWCC headquarter. Furthermore, the department is also responsible

for organizing SWCC events and occasions and evaluating them.

The Department is divided into three sub departments as follows:

Most distinguished achievements during this year:

Rolled out SWCC first prize for Creativity and Innovation “Mobdioun”

in its first edition (Mobdioun-1) which consists of 8 innovators

“Mobdioun”, and according to the following procedures:

Selected members of examination panel; obtained approval for

the committee.

Drawn up the prize requirements, criteria, examination

mechanism applied, and necessary forms after they are endorsed

by the authorized entity.

Endorsed prizewinners by the authorized entity.

Created electronic system to manage subscription to the prize

and the documents thereof.

Collected readable, visual education material to encourage

innovators “Mobdioun” to participate and know how to invest their

innovative thoughts.

Advertise the roll out of the competition and receiving subscriptions.

Prepared educational campaign to disseminate the principles

of creativity and innovation in coordination with the general

department of human resources.

Subscriptions are exanimate and an acceptance or rejection reply

was sent, giving reasons for rejection to benefits from the work in

the future.

Prepared launching of SWCC second prize for Creativity and

Innovation (Mobdioun-2), and encouraging employees to

contribute with their creative ideas to enhance the development of

SWCC through the marketing of the Prize.

Planning to begin a mechanical system for ideas so that to ensure

recording ideas, support selective projects and encourage employees

to innovation and creativity.

unofficial periodical interviews with SWCC’s officials so as to select a

specific subject to be discussed and to come out with recommendations

that enhance SWCC’s development.

The completion of a serial of Knowledge interviews with SWCC’s experts,

their No. is 5 at (phase1), through recording their cumulated experiences

and making montage to the videos to be documented and distributed

among employees.

Some SWCC info graphics were published to make the information

available to the reader.

Working with all SWCC’s sectors and plants to set up internal electronic

websites connected to the SWCC’s internal website to be like information

and document storage for these entities. In addition to its internal media

role to convey its mission to employees.

Provided other bodies with periodical and non-periodical information on

SWCC; of which (Ministry of Water and Electricity, Ministry of Economy,

Ministry of Health, and Chamber of Industry and Commerce, General

Authority of Statics and Information, and Electricity & Co-Generation

Regulatory Authority).

Secured some E-paper subscriptions to lots of websites, E-books,

periodicals, Arabic and International relevant reports. Working is

proceeding on supplying the plants with electronic copies and books

for water labs standards.

Provided the headquarters’ library with the books the readers ask

for electronically if available or hard copies to contribute to SWCC’s

employees knowledge.

Internal Communication

Implemented Video Conferencing Polycom project (phase 4) and linking it

with Microsoft Lync System in seven areas: Riyadh, Khobar, Jubail, Jeddah,

shuaibah, shuqaiq. The following are major goals:

Encouraged cooperation and communication among SWCC’s

employees through new communication channels. Such as

simultaneous conversation and video calls.

Live transmission of the parties of El Fitr and Adha Feasts between

SWCC’s headquarter and all plants in the big internal network

through Polycom systems.

Implemented Media Campaigns for:

The first SWCC prize for creativity and innovation “Mobdioun”.

Most distinguished achievements during this year:

1- Organized the annual meeting for SWCC employees of the H.Q

in Riyadh at King Khaled's Sanctuary in Al Thumamah Park on

6/2/2015.

2- Organized congratulation party for Al Fitr Feast.

3- Organized Congratulation paty for Al Adha Feast.

4- Supervised the preparation of H.E the Governor’s meetings

with SWCC’s officials and employees at the main meeting hall.

These meeting exceeded 113 in number.

5- Supervised SWCC’s camp at King Khaled’s Sanctuary in

Information Technology IT

SWCC has long taken the initiative to use state-of-the-art IT and

communication solutions to transform into a knowledge-based

organization, to present its identity and to provide water and power

services at the highest world standards and specifications, to facilities

the communication between SWCC employees thro safe and reliable

network boosting E-services. It has been keen to be compatible with

the State’s policy to offer electronic governmental services. Information

Technology IT Department fulfilled some major achievements:

Launching SWCC’s new website by H. E. the Governor on 14/10/2015,

to fulfill its visitors’ needs and requirements.

After being granted the validation of the National Center for Digital

Certification of the Ministry of Communication & Information

Technology, SWCC has been certified as a digital authorization service

entity. Therefore, it has the authorization to issue digital certifications

to its employees, which is a digital Identity certificate to prove its holder

identity to be used in electronic signing, data encryption and emails.

A new data center has been established which is compatible with

SWCC’s strategic plans and world standard specifications (ISO9001,

ISO27001, and ISO20000). It was equipped with all devices and systems

as well as alarm, fire-fighting systems, water leak control system,

camera monitoring system and motion sensor system. it also includes

developed closed cabins (CAC System) with cable interconnection

organizer, backup generator, conditioning system providing 30 tons

of cooling for the data centers (N+1), as it will provide highly efficient

and speed infrastructure with tremendous storage capacity for

increasingly current and future needs of the data bases , systems and

various applications.

Installed new Service Desk System to manage requests and inquires

more easily and flexibly, and it has more profession options for

communication between the end user and Specialists to achieve the

following goals:

The possibility to make the system available for various

departments which offer services or receive inquires.

Increasing effectiveness in receiving technical support requests.

Regulating the Technical Services department system to be

integrated with incoming requests.

Ability to monitor and issuing reports and statistics.

It is worth mentioning that the System handled more than 5900

requests to the IT department and more than 1000 requests to other

beneficent departments during the year 2015.

Installation of unified Call Center receive all inquires, requests and

complaints on a one call center number to serve all employees,

the departments which currently benefit from it are:

1. General Information & It Department.

2. Human Resources Department.

3. General Housing and Offices Department.

4. Internal Communication and Knowledge Management

Department.

5. Strategic Planning and Budget Department.

6. Quality Department.

The System provides a tool for monitoring incoming communications

from beneficiaries and it record them, and then ask for evaluation

of it. It also has other advantages as it issues reports and statistics

for answered and not answered calls, calls durations and other

reports. Furthermore, it provides information panel to show current

and waiting calls. All that aims to contribute to improving service

level and satisfaction of beneficiaries. Any department is eligible to

benefit from the System and can insert its own services.

The IT Department used E-signing for employees according to

SWCC’s identity without influencing email service. This is through

listing the employee’s data electronically SWCC’s Active Directory.

Increasing communication speed between SWCC’s

headquarters and small plants from speeds that don’t

exceed 512 Kbps to speeds up to 10 Mbps. This was

reflected as a qualitative shift to the electronic services

of the plants, as the number of plants which benefited

from speed increase reached 11.

Increasing the speed connecting the plants (Shuaiba-

Shaqeeq- Yanbu) with SWCC’s headquarter to 30 Mbps

to fulfill the best level of technical service.

Two new Data Center were established in Jeddah and

Shuaiba which are fully equipped with technical devices

such as electricity, cooling, and networks to set up an

infrastructure for the plants to benefit from e-services.

Number of 16 new buildings in Jeddah were connected

to the main network and it was renewed.

Implemented and operating the project connecting

Shaqeeq Plant to new pumping pipelines and installing

the wireless network in preparation to connecting it to

SWCC’s Network.

Networks Development and Improvement at Headquarter and Plants as follows:

Cooperated with the National Electronic Security Center to prepare the

infrastructure for connecting it with SWWC, with the goal of providing

leading technical solutions and services for the Ministry of Interiors and

SWCC in order to fulfill the Nation’s Safety and protection, and facilitate

smart services offered to citizens, residents and visitors.

Completion of Developing Laboratory System which is a developing

business administration system for laboratories in Plants, by collecting data

samples with its analyses and results so that to enhance raising the quality

level of the final product.

Developed Insurance System to manage insurance documents of properties,

cars and ships bodies, in addition to providing information about insurance

for projects under implementation which are supervised by General

Department for Project’s Implementation. Furthermore, scheduling Risk

management in the Plants and boilers to be back to work.

Developed a System for the work of Local Procurement Unit and its

contracts. It aims at following up implementation steps of the projects and

their contracts according to the mechanism used since preparation phase to

completion phase, and displaying information panel and reports showing

their progress and status.

Developed a System to follow up the operational plan of the plants which

aims at monitoring costs, tasks and production, and providing a rich

information panel for decision makers.

Developed the Achieve System to save correspondences and documents

related to each entity to facilitate search and retrieval.

Completion of developing civil tours System of the follow Department for

the General Controller by specifying the tours required from each specialist

and recoding the actual data of the civil tours, then displaying indications

and reports.

Developed an attendance System for SWCC’s Civil Service employees.

Developed the information panel to display the performance details of plants,

water and electricity, costs and projects status, as it allows decision makers to

obtain information quickly, easily and accurately.

A number of 31 training courses were conducted of which

a total of 139 specialists benefited in the IT field and various

information technology.

Information Technology (IT)

SWCC faces many challenges with the persistently high demand for

desalinated water due to high population growth in the Kingdom,

and the widely spread urban areas. The other challenge lies in long

geographic distances separating central and northern cities of

the Kingdom where water transmission requires large projects. In

addition, SWCC has the challenge to cope with the constant change

and evolution of plant operational and maintenance technologies. We

should also not forget the importance of IT and the fast development

in this area. Despite all these challenges, SWCC, being the largest

producer of desalinated water in the world, is positioned to achieve

significant successes.

In relation to Information Technology, SWCC, represented through

e-TP, has achieved distinctive successes in implementing Enterprise

Resource Planning (ERP) technology. Recently, e-TP was launched

which includes the deployment of a new range of administrative and

technical capabilities in order to serve the remaining SWCC sectors.

This all occurred after the implementation of the ERP system which

was managed by a group of some of the largest international and

local implementation companies, with participation of work teams

from within SWCC. An ambitious plan is also in place to complete the

rest of the projects as per plan.

The nature of SWCC’s industrial facilities and its geographic dispersion

poses extensive challenges and regulatory compliance issues. SWCC

consists of more than 27 desalination plants and 16 sites along the

Kingdom’s East and West coast. In addition, SWCC staff exceeds 10,000

employees. Also, SWCC operates a Kingdom-wide water transmission

pipeline network of over 5,000 kilometers, covering all urban areas of

the Kingdom.

SWCC forms the strategic source for desalinated water in

the Kingdom which increases work pressure, and Executive

Management attention to safeguard production at all times.

This makes the time necessary to develop systems and quick

adaptation of them an additional burden to the employees

affected by these programs. Despite the fact that SWCC is

a corporation of industrial facilities responsible in the first

place for desalinated water production and electrical power

generation, the initiatives for modernizing infrastructure and

deploying the best and latest technologies is a priority for

SWCC’s top Management and its leader H.E. Governor. While

Distributed Control Systems (DCS) have taken a firm place

in controlling production units, SWCC has launched many

initiatives to update the infrastructure and build a strategy

for Information Technology as well. It has also launched an

initiative for IT-led transformation, e-TP, which is envisaged to

transform business capabilities through introduction of best-

in-class end-to-end processes, employee development, as well

as introduction of industry best practices.

Through concentrated efforts, Senior Management support,

the dedication of SWCC work teams, and the professionalism

of implementation partners on the program, SWCC’s e-TP Program

was internationally recognized and received the award for best

practices in managing projects (PMO) ) for 2011, SWCC competed

against a large number of international utility companies in

countries all over the world. SWCC’s e-TP Program is viewed as a

model program that represents a long-term successful initiative for

such a large corporation as SWCC. As a result of this success, the

program received the support and appreciation of SWCC’s Board

of Directors which showed its satisfaction with work progress on

the program, achievements to date, and the local and international

prizes awarded. The Board of Directors recommended continuous

support to the program as strategic to SWCC.

The main objective of e-TP is an IT-led transformation which is

envisaged to transform business capabilities through introduction

of best-in-class end-to-end processes, employee development,

as well as introduction of industry best practices, with that, IT

within the company will shift from a pure Service-Provider role to

a Strategic-Partner role.

Understandably, achieving this goal requires a lot of effort, planning

and coordination. Therefore, since the beginning of the Program, it

has been decided that work should be done through sophisticated

technical and strategic plans. Additionally, internationally

recognized methodologies are used in implementing all aspects

of the Program. Among these methodologies, for example, are:

Program Management Institute (PMI), and the Oracle methodology

has a policy of adopting best international practices (Best Practice

Approach) as an optimum way to achieve the best results, based

on successful experiences as the fastest way to get direct practical

results, without the need to enter into projects with uncertain

results.

To ensure a successful implementation Methodology, e-TP adapts

the Project Management Institute (PMI) standard for which it

established the Program Management Office (PMO). The PMO

undertakes management of the projects according to approved

internationally recognized methodologies. A program was designed

and implemented for Change Management in order to prepare

the organization and workers to deal with the new processes and

systems. This is considered to be one of the most important success

factors of such projects and is based on the maturity level and skills

of the employees within the Corporation.

3- Projects

One of the core functionality for the e-TP is to implement the user

requirements efficiently and to enable the business users to work

in digitally transformed environment for better performance, and

this requires the initiation of several ERP implementation projects,

using generally accepted project management methodology and

putting more effort in QA and change management.

In 2016 e-TP plan is to address more business functions in order

to digital transform them just like the budget preparation and

performance management,on the other hand enhancing the

Prequalification Program

Prequalification Department is separated out from Computer & Information Department with effect from 2/1/2007, upon the Governor’s

decree. The Department is now working independently under the direct patronage of H.E. The Deputy Governor for Projects and Technical

Affairs. The main responsibilities of the Department are:

Prequalification of Contractors for SWCC Tenders, Prequalification of Subcontractors for SWCC Projects, Prequalification of Consultants,

Prequalification of Manufacturers and Prequalification of Subcontractors & sub-subcontractors for the Projects under construction with SWCC.

Issuing Performance Certificates to the Companies which have executed works for SWCC Projects. For the fiscal year 2015, SWCC Prequalification

Department has received 574 prequalification requests in 128 competitions, 344 of which have been approved. Furthermore, more than

4293 Companies have been Registered with SWCC’s Prequalification Program. We are prequalifying a number of 114 of Subcontractors for

our 14 On-Going Main Projects find below the table:

Quality Department

Quality Standards Application

Completed SWCC’s plan in applying quality management system (ISO 9001:2008) through by attaching the related entities to the desalinated plants, where quality management system (ISO 9001:2008) were applied at schools complex of Jeddah Plant. Moreover, the quality standards and global updates have been maintained by updating (ISO 9001:2008) to 2015 version and its application began at the following entities:

Jubail Desalinated Plants

Khobar Desalinated Plants

Planning and Development Sector at SWCC’s headquarter.

Technical Affairs and Projects Sector at SWCC’s headquarter and branches.

Administrative and Financial Affairs Department at SWCC’s headquarter.

Coping with the rapid progress in Quality sector, various number of Quality standards were widely applied as follows:

Quality environment Standards (ISO 14000).

Quality laboratory Standards (ISO 17000).

Quality Health and Safety Standards (ISO 18000).

Quality European Excellence (EMQF) Standards (ISO 17000).

In pursuit to its efforts to cope with international organizations policies of development and adopting the most recent methods in

Management, SWCC introduced the Quality Department in 2007. This in its turn adopted SWCC’s strategic policy towards global

quality standards by applying various quality management systems. Moreover, SWCC has not only implemented quality management

systems but it has also enabled business-modeling process using modern approaches, and innovative systems as a strategic initiative

among the Quality Departments various tasks. The following are major achievements of Quality Department for this year:

Business Process Management As a part of the appraisal of the Quality Standards and its outcomes, efforts have been made to achieve and modeling the procedures with a professional work management method. That was through using appropriate procedures with the best practices to put them in templates by using the related technical tools. As for The Executive Program for Privatization & Restructuring, SWCC

have already been completed the first two stages and some tasks of

the third stages.

The remaining tasks of the Third Stage (Privatization & Restructuring

Implementation) and all tasks of the Fourth Stage (Privatization of

Holding Company) requires the concerned authorities approval for

transforming SWCC into a holding company, where the documents

were submitted to the Supreme Economic Council on 9/3/2010.

In this regard, The department has achieved the following:

Prepared report for SWCC vision, mission and Objectives, and

privatization program as a future of SWCC, This report was presented

to The Council of Economic and Development Affairs on 13/5/2015.

Prepared report highlighting economic benefits to be gained from

the Approved SWCC Privatization Model.

Al Shuaibah desalination plant (third phase), and expansion of

RO Al Shuaibah desalination plant, both projects are owned by

Al Shuaibah Water and Electricity Company. They include also the

project of Al Shuaibah desalination plant (second phase), owned

by Shuaibah Water and Electricity Company, and the project of

Jubail desalination plant owned by Electricity and Water Utilities

Company in Al Jubail and Yanbu, and the two floating plants owned

by International Barges Limited Company for Water Desalination

(Bowarege).

SWCC owns only 500,000 (m3/d).

Saline Water Conversion Corporation (SWCC) has taken serious

procedures in the way of privatizing its utilities and providing

more opportunities to participation of the private sector in its

activities and encouraging it to take part in investment in the

field of water desalination. Within the projects operated by the

Media and PublicationsThe General Department of Public and Industrial Relations exerts

great efforts to sustain SWCC progress in desalination industry,

and to keep pace with the massive and rapid development in

information Technology, communication and digital development,

in order to highlight SWCC’s economic, social and cultural role on

the local, regional and international level.

Further, the department also prepares all various advertising and

media events based on structured strategy and in collaboration with

media and publication of specialized agencies, and implements

local and international exhibitions. In addition to supervising

the preparation of SWCC’s featured publications which highlight

SWCC’s local and global status.

Organized several radio, TV, and press interviews to H.E the

Governor.

Responded to media inquiries (print, visual, and audio).

Followed up local press. In this context, around 3900 media

materials covering news, articles, interviews related to

SWCC particularly water and power were released.

Prepared the daily press file and it is electronically

distributed to SWCC’s employees.

Edited and published SWCC’s news and press releases.

Cooperated with various mass media to provide them with

SWCC specific information.

Followed up SWCC’s accounts on social media (Twitter,

Facebook, and YouTube).
