Founded in the 1830’s, the village of Weeksville (currently part of Crown Heights/Brownsville, Brooklyn) was one of the first independent, free black communities in the country.

The Green Weeksville stewardship program enabled dozens of local youth to explore their heritage through gardening, art and environmental education.

For their final project, participants collected and painted plastic bottles and created a sculpture inspired by the bottle trees of the African-American gardens of the South.

A proposal for a new kind of community park in Brownsville, including: - adventure playground- community center and patio- community food garden- memorial art garden featuring African-American sculpture

This multi-functional community space will provide opportunities for Brownsville residents to connect with their heritage and build community. The design and program are intended to evoke the spirit of Brownsville’s stoop culture and Weeksville’s art gardens of the past.

A plan to transform 3.5 miles stretch of abandoned railway into landscaped walking and biking paths,

play areas, and cultural programming

A community-led e�ort to create linear park in Central Queens that will link to and enhance Forest Park.

Located within a 20 minute walk for over 250,000 Queens residents; within a 5 minute walk of 12

schools.

Includes 7 acres of parkland in Forest Park and 2 little league �elds.

As part of the QueensWay feasibility study led by the Trust for Public Land, WXY Urban Design and dland Studio Landscape Architecture, organizers from Friends of the QueensWay and Hester St Collaborative led an multi-faceted, targeted outreach campaign to build grassroots support among the dozens of communities and ethnic groups in the area.

Outreach activities included guided tours, cleanups, forming alliances with local businesses and religious groups, and facilitating community workshops in schools, community centers and at public events.

A community-initiated proposal to refurbish an abandoned lot-turned-informal community space.

Part of a larger effort by the Puerto Rican (Borinquen) Harlem community to memorialize the 65th Infantry Regiment, AKA the Borinqueneers; the only Hispanic-segregated, active duty military unity in the armed forces. The unit was recently awarded a Congressional Gold Medal for their service.

In 1969, Sherry Arnstein published “A Ladder of Citizen Participation”, categorizing eight forms of community participation, from engineering support to legitimate agency. According to Arnstein, the vast majority of development project fall under the fifth rung (“Placation”) or lower, where “citizens may indeed hear and be heard. But under these conditions they lack the power to insure that their views will be heeded.”

(1) Manipulation

“educating” residents or engineering their support - the distortion of participation into a public relations vehicle by powerholders

(2) Therapy

citizens are engaged in extensive activity, but the focus of it is on curing them of their “pathology” - an attempt to adjust values and attitudes of a particular group to those of the larger society. A diversion from dealing with matters of importance

(3) Informing

informing locals can be the most important first step toward legitimate participation - unfortunately this process can often be a one-way flow of information - providing information at a late stage in planning gives little opportunity to influence the program designed “for their benefit.” - providing superficial information, discouraging questions, or giving irrelevant answers

(4) Consultation

when not combined with other modes of participation, consulting local opinion offers no assurance that citizen concerns and ideas will be taken into account - - perceiving people as statistical abstractions (x amount showed up to our meetings!) - all the community has achieved is that they have “participated in participation” - attitude surveys, neighborhood meetings, and public hearings are often no more than a window-dressing ritual - attitude surveys are not very valid indicators of community opinion when used without other input - often participants are unaware as to what other options they have

(5) Placation

residents begin to take on some degree of influence though tokenism is still apparent - placing a few “worthy” poor on boards of Community Action Agencies or on public bodies not accountable to a constituency and essentially powerless if the traditional power elite hold the majority of seats - planning committees will often field community input ad infinitum (or ad nauseum) but retain for powerholders the right to judge the legitimacy or feasibility of the advice given

(6) Partnership

in some cases, power is in fact redistributed through negotiation between citizens and powerholders and citizens have some genuine bargaining influence over the outcome of the plan - joint policy boards, planning committees and mechanisms for resolving impasses are formed - after ground rules have been established through some form of give-and-take, they are not subject to unilateral change - this happen most effectively when there is an organized power-base in the community and when the group has the resources to hire its own technicians, lawyers, and community organizers.

(7) Delegated Power

a citizen group achieving dominant decision-making authority over a particular plan or program - policy boards on which citizens have a clear majority of seats and genuine specified powers

(8) Citizen Control

demanding a degree of power control which guarantees that residents can be in full charge of policy and managerial aspects of a program or an institution and be able to negotiate the conditions under which “outsiders” may change them - e.g. a neighborhood corporation with no intermediaries between it and the source of funds - among the arguments against community control are: it supports separatism; it creates balkanization of public services; it is more costly and less efficient

For decades, the residents of Altgeld Gardens in South Chicago have been surrounded by a “toxic doughnut” of factories and waste-treatment plants emitting airborne pollutants. We proposed a modular shelter connecting residences with the local grocery and health center, as well as provide opportunities for socializing and recreation within the protected public space.

In creating a new master plan to revitalize the post-industrial region of Calumet, students from multiple design disciplines at City College (CCNY), Harvard, and Illinois Institute of Technology collaborated to conduct research relating to social, environmental, economic, and infrastructure issues. Layers of research collected by CCNY was analyzed and rendered collaboratively on ArcGIS.
