ကရငျပညနယတြင ဘားအ၊ လငးဘြ႔၊ သေတာငၾကး၊ ျမဝတ၊ ေကာကရတ၊ ၾကာအငး
ဆပၾကးၿမ႕နယမားအတြငးရ ေကးရြာအပစအခ႕မဆႏၵခယပြမားက ႐တသမးခသည။ ထ႔နညးတစြာ
မြနျပညနယ ဘးလငးၿမ႕နယရ ေဘာေနာၾကး ေကးရြာအပစတြငလညး မဆႏၵခယျခငး မရခပါ။
ပခးတငးတြင ေကာကၾကးၿမ႕နယအတြငး ေကးရြာအပစ ၁၂ စ ႏင ေရႊကငၿမ႕နယအတြငး
အပစေကးရြာ ၂၉ စတြင ေရြးေကာကပြကငးပျခငးမရခပါ။
ေရြးေကာကပြ ႐တသမးျခငး၏အကးသကေရာကမႈမာ ရမးျပညနယတြင အထနာခၿပး ႏင
ျပညသ႔လႊတေတာတြင (၇) ေနရာႏင ရမးျပညနယလႊတေတာတြင ၁၄ ေနရာ လစလပခသည။
မဆႏၵခယျခငးက ေနရာေဒသအခ႕တြင ႐တသမးခေသာလညး တငးႏင ျပညနယလႊတေတာ ႏင
ျပညသ႔လႊတေတာ ႏစရပစလးတြင တပမေတာသားကယစားလယမား ပါရေနသည။ ထ႔ေၾကာင
ၾကားျဖတေရြးေကာကပြမျပလပပါက ဖြ႕စညးပအေျခခဥပေဒမ ျပဌာနးေသာ တပမေတာသား
ကယစားလယပါဝငမႈမာ ၂၅%ထက မားေနမညျဖစသည။

Townships Where Elections Were Cancelled The 2015 general elections were held on 8th November 2015 across
Myanmar. However, the elections were cancelled in 7 entire townships and around
600 village tracts nationwide, namely Kachin, Kayin, Mon, Shan states and Bago
regions, which were deemed unsuitable for free and fair elections by the Union
Election Commission. The data used in this article is derived from the UEC
notifications. The data used in this article is derived from the UEC notifications. This
article aims to highlight vacant seats in Pyithu hluttaw and state/region hluttaws
unless by-‐elections are conducted while providing the number of townships and
village tracts with no election.

In Shan State, elections were called off in seven entire townships: Hpansan,
Hpan Wain, Mongmaw, Napham and Mongla, Monghsu and Kyethi. In addition, some
village tracts in Muse, Kongyan, Mantong, Mongkhet, Mongyang, Mongyawng,
Mongtong, Metmong and Tangyan townships did not hold polling. Mongmaw, Hpan
Wain, Napham, Hpansan and Metmong are in “Wa” Self-‐Administered Division.
In Kachin State, some village tracts in Machanbaw, Sumprabum,
Kawnglanghpu, Waingmaw, Chibwe, Hsawlaw, Injangyang, Mansi, Tanai and
Shwegu Townships did not hold elections. In Kachin state alone, the number of
village tracts where the elections were cancelled amounted up to 211 in total.
In Kayin State, elections were called off in some village tracts in Hpa-‐an,
Hlinebwe, Phapun, Thantaunggyi, Myawady, Kawkareik and Kyainseikkyi
Townships. Similarly, there was no polling in Bawnaw Khee village tract in Bilin
Township, Mon State.
In Bago Region, elections were not held in 12 village-‐tracts in Kyaukkyi
Township and 29 wards and village-‐tracts in Shwekyin Township.
The cancellations particularly affected Shan State, which in turn
resulted in seven vacant seats in Pyithu Hluttaw and 14 vacant seats in Shan State
Hluttaw. Despite the poll cancellations, the military representatives took the full-
designated seats both in Pyithu and state/region hluttaws. This indicates that, unless
by-elections are held, the military representation is higher than the 25 per cent
prescribed in the Constitution.
