(AP) Republican legislators have creat- ed a bill that would shift federal road-building dollars from local work to state projects, a move that would exempt local projects from federal prevailing wage requirements. Sen. Duey Stroebel and Rep. Rob Brooks’ bill would move $47 million in federal funding away from local proj- ects and pour it into state projects such as freeway rehabili- tation. The measure would shift a corresponding amount of state dollars away from state projects to cover local work. The measure essentially swaps federal funding for state funding on local projects, Stroebel said in a news release. The bill, which was overwhelmingly approved by Congress a day earlier, provides a modest increase to highway and transit spend- ing but falls short of the $400 billion over six years administration officials said is necessary to keep traffic congestion from worsening. Nor does it resolve how to pay for transportation programs in the long term. Obama said he’ll continue to push for greater transportation spending to meet the nation’s infrastructure needs and create jobs. “This bill is not perfect, but it is a common- sense compromise, and an important first step in the right direction,” Obama said in a statement.     After a decades-long career,industry and U.S. Navy veteranHugh B. Goulding is retiring fromhis position as the executive secre-tary of the Illinois EquipmentDistributors Association. He willcontinue to run his company ETIP(Equipment Theft InformationProgram).

    Gouldings career began atHowell Equipment Co., Chicago,Ill., in 1952. The next year, heentered active duty in the U.S.Navy. Upon his discharge inJanuary of 1956, he returned toHowell Tractor and served in theposition of the service departmentoffice manager, and later in 1964,was promoted to used equipmentsupervisor at the Elk GroveVillage, Ill., location. He was pro-moted to used equipment managercompany-wide, and ultimatelywas elected as vice president,assistant general manager ofHowell Tractor, responsible for alloperations in 1971.

    A career-defining shift came in1975 and 1977 when Goulding waselected first as treasurer and later

    president of Illinois EquipmentDistributors Association (IED). In1977, while serving as president ofIED, he introduced ETIP as an IEDassociation service to help trace andrecover stolen and missing equip-

    ment.Goulding left Howell Tractor in

    1978 and advised IED to take overthe service operations of ETIP, butlater the next year, the organizationasked him and his wife Adrienne to

    incorporate the business. Theytook over the IED service as theirnew business. IED supported theeffort, and contributed funds tohelp with the startup, and in 1979accepted ETIP Inc. as the first

    associate member outside of finan-cial and publication organizations.

    Gouldings involvement withthe IED expanded in 1982 whenthe organization approached himto become the first paid executivesecretary of the association. Heaccepted, and continued to operateETIP Inc. as an independentorganization. He has served in thisposition ever since, and will beretiring in January 2016.

    During the recent IED member-ship meeting and Christmas party,Tom Smith, president of IED,thanked Goulding for his longservice to the organization, andthanked him for the coachinggiven to him personally. Gouldingthanked Smith and all the mem-bers who supported him throughthe years.

    Progressive Structures Succeeds With Help From Rototilt

    When Progressive Structures,located in Elkader, Iowa, was orig-inally established in August 2010by Travis Augustyn and John P.Moyna, it had two employees, andthe fleet consisted of one pick-uptruck and a lease-to-own backhoe.Within five short years, the compa-ny has expanded to 13 employeesand a fleet of 11 pieces of equip-ment, which consist of six excava-tors, two end loaders, a tractorbackhoe, skid loader, and rollerMost of Progressive Structuress

    jobs entail digging around under-ground utilities, which are veryexpensive to fix if damaged, so itsimperative that it has versatile toolsthat allow it to easily maneuveraround these utilities without slow-ing down production or decreasingthe quality of the work. In 2011,Augustyn was introduced toRototilt (formerly known asIndexator) at ConExpo in LasVegas, Nev. Compatible with anyexcavator from 1.6 to 33 ton (1.5 to30 t) capacity, Rototilt attachmentshave 360-degree continuous rota-tion and 40-degree tilt each way.Since then, Progressive

    Structures has purchased threeRototilt attachments. The latesttwo are equipped with Rototiltspin grabber to pick up standardOEM buckets and a high flowswivel to operate plate compactorsor other high flow tools under theRototilt. I cant imagine operating my

    business without them, saidAugustyn. My crews can lay pipetwo- to three-times faster, andmore efficiently. We are able tomaneuver around smaller spaces,in a faster time and with better effi-ciency than any other attachment Ihave found on the market. The ver-satility of this machine allows thecrews to become more creativewith their work and to also take onmore challenging jobs. When it comes to customer

    service, Progressive Structurescouldnt be happier. They [Rototilt] personally flew

    to Iowa to install our new attach-ments, and have been out to visitour job sites multiple times. Theyhave made us and continue tomake us feel like we are theirnumber one priority, saidAugustyn.In October 2012 Progressive

    Structures took on a project inEmmetsburg, Iowa, to makedrainage improvements to thefarmland. A large purpose of thisjob was to catch all the rainfall in awetland to help filter nitrates andother harmful chemicals to keepthem from going into the rivers.One-hundred sixty thousand cu.

    yds. (122,329 cu m) of dirt had tobe moved to build a wetland andnew drainage ditch, which includ-ed a 20,000+ LF of 12 to 54 in.(30.5 to 137 cm) concrete pipe.More than a mi. of this pipe was 16to 23 ft. (4.8 to 7 m) deep 54 in.

    pipe non stop during this phasebecause they could only haul fivepipes each load. We did our under-ground operation a little differentlythan we normally have in the past.We had one Cat 349 perform thesubcut to get 10 feet of the topmaterial off and a second 349 topull a trench box to dig down tograde. We had a ramp in from theback of the trench box to lay thepipe with our custom-built pipehook we used with our Rototilt.With each pull of the box wewould lay a pipe, compact it withour modified compactor and pusha road forward with a dozer. Withthis method our best day we laid400 feet of 54 inch concrete pipe,Augustyn said. In September 2013, Progressive

    Structures began a nearly three-year project to install storm sewerin Des Moines, Iowa.This road is a significant

    improvement to the city of DesMoines. Before we started the job,this area was an industrial waste-land. Some areas where we wereinstalling storm sewer were full oftires, car hoods, struts, you name it.The city and the contractors on thisjob have put a lot of effort intomaking sure this project is builtperfectly. There is a lot of industri-al traffic in this part of town, andthe current infrastructure is notvery efficient for the traffic vol-

    umes. This road will help that.The new grade and pave job is

    2.7 mi. (4.3 km) long, with morethan 18,000 ft. (5,486 m) of stormsewer and more than 150 cast-in-place intakes and manholes.Approximately 500,000 cu. yd.(382,277 cu m) of dirt had to behauled and more than 60,000 sq.yd. (50,167 sq m) of pavement. The storm sewer had to be

    installed under a live water main,buried electric and a phone line.We had to install a beam to supporta live 8 inch PVC water main. Wecould not fit a trench box under thewater main so we sloped out ourtrench using the Rototilt,Augustyn said. Digging around alot of existing utilities was thenorm on this job.

    Progressive Structures also usedits Rototilt to replace box culvertsin Humboldt, Iowa. Despite a 20-day schedule, the company fin-ished the job in only five days.This was one of four box cul-

    vert replacement jobs we did thisyear. Each one took five days. Weused an RT-80 Rototilt [the largestthat Rototilt makes] on our Cat329D. We did some customhydraulic work to this machine toallow us to run our compactor andhave full Rototilt functionalitywhile being able to run the com-pactor. This machine allowed usthe reach along with the ability toturn our compactor to be able tocompact right against the box.With the new culvert installed,

    Time Takes a Toll on Green BridgeBy John MolseedWATERLOO-CEDAR FALLS COURIER

    WAVERLY, Iowa (AP) Closed sinceFebruary, the Third Street Bridge ismore than a landmark in Waverly. For much of its 98 years of service,

    it has been a connector for the cityssoutheast neighborhood. It also hasbeen an alternate route for residents andcommuters. Now, in service beyond its intended

    lifespan, it has once again become asource of discussion. The bridge, known as the green

    bridge, was closed after inspectorsfrom WHKS of Mason City foundbearings on the bridge had failed andtwo stringers on the south span had sig-nificant corrosion. The Waterloo-Cedar Falls Courier

    reported that rust was so severe at thesoutheast bearing that one of two gus-set plates holding the bearing pin inplace was no longer touching the pin,said Casey Faber, bridge inspectionprogram manager of WHKS. In November, Faber gave members

    of the City Council a tour of the areasof concern on the bridge that promptedthe closure. Councilman Dan Lampehad a short walk. Lampe, who repre-sents the council ward in which thebridge sits, lives near the southapproach to the bridge. Im in a unique position, he said. A 2001 study looked at replacement

    options for the green bridge. The CityCouncil went so far as applying for $1million of funds through the IowaDepartment of Transportation bridgereplacement and rehabilitation programin 2002 to build a new two-lane bridgeat the site of the green bridge. A new bridge would have to follow

    FEMA and Iowa Department ofNatural Resources guidelines and beout of the flood plain. That would meanthe bridge and the approaching streetswould have to be raised. Lampeshome on Third Street may have to betorn down to make way for such abridge. My house would have to go,

    Lampe said. Despite that, he isnt advocating one

    course of action over another until heand his colleagues on the council havemore information. In 2003, a bridge task force commit-

    tee again recommended the greenbridge be replaced with a two-lanebridge in the same location. Public out-cry to save the historic structure haltedthose plans. However, no significantrepairs to the green bridge were initiat-ed either. It basically kind of stopped in its

    tracks, said Phil Jones, former cityadministrator. In 2006, the City Council voted to

    commit $10,000 per year for bridgemaintenance. There was a sentiment that because

    money was set aside for maintenance,that it could be maintained, Jones said. In the minutes of a March 2006 City

    Council meeting, Mike Cherry, cityengineer, said the bridge would needwork replacing steel floor beams,stringers and connections by 2015. I think most people knew we would

    arrive at this point without putting intoplace a major program, Jones said. After a decade of maintenance, dete-

    rioration forced inspectors to close itdown. Without a plan in place or fund-ing, residents have been left in limbo. We cant even walk that route any-

    more, said Beth Olson, who lives onthe north side of the crossing. The City Council voted Nov. 16 to

    commission a study from WHKS onwhat repairs the green bridge wouldneed to be open for five years, 10 yearsor beyond and to update the 2001 studywith new cost estimates. Council member Wes Gade voted

    against the measure, expressing frustra-tion that nine months after the closure,the city had yet to set a course of action.Lampe said at the meeting he wouldntfeel comfortable voting on a course ofaction until WHKS report informationwas before the council. Although decisive action hasnt been

    taken, some steps on the issue haveproceeded following the closure. VJ Engineering of Coralville was

    hired to give the city a second opinionto WHKS report. William Kehe ofWaverly-based Cedar ValleyEngineering also did an inspection andreport but concluded the bridge couldbe open immediately. We found he wasnt really qualified

    to give those opinions, and that side-tracked us, Jones said. Even once city leaders receive the

    report, the decision will not be clear-cut. Sentiment for the bridge, built in1917, still runs deep. Im torn, said Olson. I really

    understand about the two-lane bridge,but Im really attached to the greenbridge its such a landmark forsoutheast Waverly. The cost of rehabilitating the bridge

    might not be very popular, either. Faberwarned old structures can have hiddenproblems not seen until work begins.He said any rehabilitation estimates alsowill come with contingency estimates.Everythings an estimate, Faber

    said. We know ahead of time with thisstructure theres complexity and some

    unknowns. Depending on where its built, wait-

    ing for plans, funding and constructionof a new bridge might not be a popularoption either. Crossings proposed atSecond or Eighth streets have beensuggested, but no funding sources havebeen identified. Long-term city plans also call for a

    10th Avenue South to cross the CedarRiver. However, the road itself doesntyet extend to the Cedar River and nofunding for a structure there is in placeeither. Thats not a real popular option

    because of the timeline, Lampe said. After months of closure, having

    cross-town traffic return to Third Streetmight not be popular either. This time of day, thered be 30 cars

    through here in the time weve beentalking, Lampe said while standing atthe bridge outside his home on an earlyMonday evening. It seems conven-ient, but are these roads really built forthat traffic? Mike Strydom, who lives on the

    north side of the green bridge, had hiscar, which was parked on Third StreetNortheast, hit by a drunk driver. Heused to use the bridge to run errandsand go shopping. He thought the clo-sure was inconvenient at first. But now that it has been closed,

    there has been less traffic and thatskind of nice, Strydom said. The extra travel time now seems

    insignificant, he added. I used to think it was a big hassle,

    Holly Otto said. Now were used to itand its a quieter street. However, Southeast Elementary and

    baseball fields sit close to the crossing,which was convenient for some fami-lies. Construction earlier this year alsomade having the crossing closed incon-venient for some. That was definitely when I think we

    missed having a second bridge, saidBrian Birgen, adding he also appreci-ates the lighter traffic in his neighbor-hood. However, Birgen also said he wants

    to see the span stay. I would love to see it open again for

    pedestrians, he said. WHKS report is due in January.

    City action will come after. Dependingon costs and public input, Lampe mightvote to force himself to vacate hishome. Lampe said he doesnt worryabout that right now. Ill cross that bridge when I come to
