Approximately two hundred people, in-cluding school childrenand infants,wereleft homeless after a fire destroyed theirhomes in the Langrug informal settle-ment near Franschhoek on Saturday.

The fire started at around 17:30 when anelectrical appliance in one of the houses wasallegedly left on during a power cut. This ap-pliance then overheatedwhen the electricitywas restored and started the fire.

Load shedding was implemented nation-wide from 08:00–22:00 on Saturday, causingblackouts of about two hours in most areas.

With no suitable access roads to the settle-ment,otherwaysofextinguishingthefirehadto be found.

Fortunately the non-profit organisationWorkingonFirehadthreehelicoptersavaila-

ble, that had just extinguished another fireat Jim Fouché Picnic Park, and were able tohelp prevent any further damage.

AccordingtoareportfromtheStellenboschMunicipality, their fire anddisastermanage-ment division, in cooperation with partnersFranco (FranschhoekResourceandNetworkCo-ordination) and Medicare EMR, was abletoaccommodateand feed thoseaffectedat theLord Acre Christian Centre that night.

Latest figures showthat 71 structureswereburnt to theground, leaving184peoplehome-less. The verification process is still ongoingtodeterminehowmanyresidentswereaffect-ed.

Since the fire, all role players have beenworking continuously to assist the affectedresidents. Town planners have also visitedthe site and are in the process of building aroad to give emergencyvehicles access to thearea and prevent similar incidents.

Municipal spokesperson,VernonBowersyesterday said affected families will behanded “fire kits” and material to rebuildtheir structures.

Monika Vermeulen fromMedicare EMR,who ishelpingwith fundraisingandcollect-ing parcels for the victims, says many ofthose affected by the fire have lost their IDdocumentsorcliniccardsorboth in the fire.

She says the situation has been stressfulasmanyof theaffectedpeoplearedependenton social grants andneed their identity doc-uments in order to claim the monthly pay-ments, while others need their clinic cardsto receive urgent chronic medication suchas ARVs.

TheDepartmentofHomeAffairshasbeennotified and is assisting in the re-issuing ofID documents.

Vermeulen says although they have re-ceived a number of donations, they still

need a great deal of assistance.As many school children have lost their

uniforms in the fire, Vermeulen says theywant toprovide themwith thebasicnecessi-ties to continue their school year withoutfurther disruption.

According to Vermeulen, they also des-peratelyneedpeoplewhoarewilling to giveof their time and energy and to get theirhands dirty to help relieve the situation.

A disaster management volunteer grouphas also since been formed in Franschhoekto assist affected communities, should asimilar disaster occur.

While load shedding continues, localbusinesses stand to lose hundreds ofthousands of rands and household ac-tivities can expect to be severely dis-rupted.

Local residents have been confrontedduring the past week with the gloom ofrolling power cuts, due to power giant Es-kom’s inability to provide sufficient elec-tricity.Although the public was warned last

year about looming load shedding due tovarious problems at Eskom, few individu-al businesses were actually equipped todeal with the situation.Localbusinessesthatdohavegenerators

produce just enough power for basic run-ning needs, and in many cases productivi-ty slumps to below 50% per day.OnFridaymorningwhen the powerwas off

in Paarl between 08:00 and 10:30, the CBDwasvirtually a ghost townwithmany large retail-ers closed.André de Bruyn, the owner of Wimpy, said

that this situation is terrible for his business.“Why cut the power here during peak

hours? We are losing a lot of money.”Other retailerswhomanage to remainopen

say that they too lose business as people areturned off by the idea of shopping in a darkbuilding and only go out for their basic neces-sities.A business manager in the CBD said that

it is quite risky for shops to be open duringpower cuts, as this is a timewhen shop-liftingis rife, as the dark shops are easy targets for

thieves.And it is a very difficult situation for the

agricultural sector which are in the middleof harvesting and wine production.Christo Conradie of Vinpro said that when

load shedding started last year, the local agri-culture sector called a meeting with Eskomrepresentatives to discuss the matter.“We realised that we could not stop load-

shedding, butwe askedEskom to listen to ourneeds, as the height of the harvest season isnow in full swing. They agreed to draw up aschedule of the load shedding hours and tryto stick to it.“If we have a schedule, we can prepare be-

forehand for the times that we would be withor without power. So far they have stuck to

this schedule.”Conradie added, however, that many

wine cellars have taken precautions andhave spent huge amounts ofmoney on theinstallation of generators.But other large industries in Paarl who

are dependent on electricity, come to astandstill when load shedding is imple-mented.Arthur Ulyate of Cape Heat Exchange,

amanufacturerofvehicleradiatorswhicharedistributedcountrywide, says that theequipment they use for production needsahugesupplyofelectricity,whichagener-ator would not be able to provide.“Thus the factory stands still during

load shedding andwemustwork overtimeto complete projects.”Afewbusinesseshave,however,benefit-

ed from the power cuts with a growing de-mand for generators, gas appliances, can-dles, torches and batteries.At Paarl Hospital, however, it is business

as usual. Spokesperson Jo-Anne Otto, saidthatalthoughEskom’s loadshedding is incon-venient, it has little effect on their service de-livery.Thehospital is equippedwithpowerful gen-

erators that automatically start up whenthere isapower failure. This immediatestart-up ensures that there is no negative effect onany life-support equipment.“However, to conserve the diesel upon

which generators run as well as keep an eyeon the costs of running the generators, thehospital switches off all non-essential equip-ment such as air-conditioners, which, in turnaffects the comfort of patients and staff,” Ottosaid.

The LK Zeeman and Bergrivier PrimarySchools, together with another 12 schools inthe Western Cape are overjoyed by the deci-sion of theWesternCapeDepartment of Edu-cation (WCED) not to close their schools.The former minister of education, Donald

Grant,announcedin2012 thatunderperform-ing schools with small pupil numbers andmulti-grade teaching classes would have toclose their doors at the end of that year.A court battle followedwith first theWest-

ern Cape High Court putting the closures on

hold when it was found that the minister’sdecision was inadequate and irrational.Another court application ruled again for

the department, whereafter the affectedschools planned to take the case to the consti-tutional court.this week it was, however, decided by the

affected parties to set aside the planned ap-peal as theyand thedepartmenthavenowde-cided to revisit thematter and start the proc-ess over again.Despite these battles, dedicated educators

of LK Zeeman and Bergrivier PrimarySchools have continued as per usual to fur-

ther the education of the learners.But this is not the end of the line for this

matter.Education minister, Debbie Schäfer says

that the departmentwill look at the situationas a whole in the province and in the eventthatclosure isrecommendedagain,newnoti-ces will be published and representationsmay again be made.MyrnaWilliams,actingprincipal,saidthat

Volgens die hofuitspraak het die staat wel ’nDNS-verslag ingedien wat Meintjies positiefmetdiemoordopJoleneverbindhet,aangesienditgetoonhetdathyseksueleomgangmethaargehad het.

’n Getuie wat ondervra is onder kruisver-

hoor kon egter nie genoeg oortuigen-de inligting verskaf nie.

Volgens die getuie was Jolene dieaand van haar dood “vermoedelik”saam met ’n klomp mans wat haarook gedreig het.

Die regter het Meintjies vryge-spreekopdieaanklagvanmoordom-dat daar nie genoeg getuienis teenhom was nie.

Meintjies het onder kruisverhoorerken dat hy wel intiem met Joleneverkeer het.

Hy dien tans lewenslange tronk-straf uit vir die moord op die 28-jari-ge Bianca van Zyl wat in Februarie2011 vermoor en verkrag is.

Moneyline was voorheen in die nuus in diePaarl, ook oor die lang toue voor hulle kan-toor in die JLC-gebou in Bredastraat.

Die naam van ’n werknemer van CPS, eneArlene, het destyds op die huurkontrak vandie kantoor by die JLC-gebou gestaan, maarsy het voorheen ontken dat sy enigiets metdie besigheid te doen gehad het.

CPS wou by daardie geleentheid ook niekommentaar lewer nie, maar daar word vanverskeie bronne verneem dat die perseel wel’n Moneyline-mikroleningsonderneming is.

’n Ses-en-sestig jaar oue pensioenaris vanPaarl-Oos (wat anoniem wil bly) het aanPaarl Post vertel wat gebeur het toe sy verle-de jaar in die nood was, en ’n lening van R800met haar Sassa-kaart wou aangaan.

“Ek het vroeg in die tou gaan staan om ’nlening aan te gaan by die JLC-gebou in Bre-dastraat.

“Soos ek dit verstaan het, is dit Sassa watdie lenings gee. Ek het ’n lening van R800 ge-maak en moes oor ses maande elke maand

R190 terugbetaal.”Haar totale paaiemente van R1 240 beteken

dus dat sy rente van R340, of meer as 42%,betaal het.

Sy vertel sy moes haar Sassa-kaart gaantoon en dat hulle ook haar vingerafdrukkeen al haar ander besonderhede geneem het.Sy het toe ’n bewys ontvang dat die leningtoegestaan is, wat sy by Pick n Pay ingedienhet en R800 is aan haar uitbetaal.

Sy het in Desember die laaste paaiementvan die lening betaal, maar toe sy vandees-maand haar Sassa-geld gaan onttrek, wasdaar net R50 beskikbaar.

Vandeesweekhet ’nwerkervan ’nmikrole-ningsonderneming, ook in Bredastraat, diejongste sonderneming waaroor die publiekkla, aan ’n Paarl Post-verslaggewer gesê hul-le staan wel lenings toe aan Sassa-kaarthou-ers wat pensioen- en ongeskiktheidstoelaesontvang. As iemand R1 000 by hulle leen enbinne drie maande die rekening wil vereffen,moet die persoon bykans R500 rente op diébedrag betaal. Hulle bied lenings vanaf R400.

’n Woordvoerder van Sassa, Jaconia Ko-bue, het gesê hulle onderskryf nie die ver-skaffing van lenings aan maatskaplike toe-lae-begunstigdes nie en ontmoedig dit in be-ginsel.

“Die voorsiening van lenings moet binnediewet gedoenwordendie publiekwordaan-gemoedig omonwettigegevalleófaandieNa-sionale Kredietreguleerder óf aan Sassa terapporteer.”

’n Polisieman met meeras 26 jaar se ondervin-ding het onlangs die lei-sels by Paarl-polisiekan-toor oorgeneem.

Brigadier Neville Ma-lila (46) isonlangsaange-stelasdienuwestasiebe-velvoerder by die Paarlpolisiekantoor ná briga-dier Vuyisile Ncata aan-gestel is as stasiebevel-voerder van Nyanga-po-lisiestasie.

Malila is in Knysna gebore maar het later naKaapstad verhuis, waar hy in 1986 aan die Hei-develdSekondêr inAthlonegematrikuleerhet.

Daarna het hy sy polisiestudies deur die eer-tydseTechnikonSA,watvandagdeelvormvanUnisa, voltooi en beskik ook oor ’n diploma inBestuur van die Business School of the Nether-lands(BSN).Hyhetop25April1988syloopbaanas polisiekonstabel by Manenberg-polisie be-gin, en ontvang tussen Junie en Desember 1988verdere opleiding by die Bishop Lavis oplei-dingskollege.

Insy11jaarbyManenberg-polisiekryhyver-skeie bevorderings, tot die rang van kaptein.

Hy sê sy ervaring van die Paarl die afgelopemaand is dat hier baie polisie-ervaring in diegebied is.

“As almal hul kragte saamspan sal ons metdiehulpvandiegemeenskap’nwenspanwees.”

Malila sê op die misdaadfront kom misdadesoos inbrakebyhuise enbesighede, die diefstalvanmotorvoertuieenuitmotorvoertuie, endiediefstalvantrapfietseuitmotorhuise tegereeldvoor.

Die sig-baarheid sal onder andere ook verskeie pad-blokkades insluit en ons vra die gemeenskapomsaammet ons tewerk.Ons analises dui aandat daar kriminele elemente van ander areaskomommisdaadinonsdorptepleeg,enaspoli-sie wil ons dit aan bande lê. Aphiwe’s journeytowards chefdom started at the GroendalSecondary School in Franschhoek, wherehe matriculated in 2012. He was intro­duced to the hospitality industry whileworking on a school project, and remem­bers being taken on a site tour of thefamed Le Quartier Français restaurant aspart of his project, which sparked his own dream of becoming a chef. While his factory­worker parents provided him with a loving home, he knew that they simply didn’t havethe means to pay for further studies. Die veldtog, wat deur die ATKV van stapellaat loop is, sal aanvanklik op laerskoolleer-ders van die plaasskole rondom Wellingtontoegespits wees.

HerbertSills,voorsittervandieWellington-se tak van die ATKV, sê een van die groot pro-bleme waarmee jong mense vandag te kampehet, is die hoë werkloosheidsyfer in die land.

Diedirektegevolghiervanisdatdaaruitersmin werkgeleenthede vir skoolverlaters is.Met hierdie kursus wil die ATKV jong mensehelpomte leeromhuleiewerkteskepashulledie dag die skool verlaat.

Melvina Mason Hearne, onderwysprojek-organiseerder van die ATKV, speel ’n sleutel-rol in die aanbieding van die omvattende kur-sus in die ontwikkeling van entrepreneurs-

vaardighede wat tans vir die Wellingtonseleerders aangebied word.

Volgens die organiseerders is dit ’n praktie-se kursus. Die leerders leer om groente te ver-bou wat dan by hul eie groentestalletjies ver-koop word. In die kursus leer hulle om karreprofessioneel te was en hoe om ’n karwas-on-derneming op die been te bring en te bestuur.

Niklaas Thomas, die Paarlse entrepreneurwat reeds baie jare ’n karwas-ondernemingbedryf, is een van die mense wat by die projekbetrokke is en wat die leerders van praktieseraad gaan bedien.

Agrimark se winkel op Wellington het diegroentesaad vir die groentetuine wat die leer-ders gaan aanlê, verskaf.

Volgens die organiseerders heers daargroot opgewondenheid onder die leerders oordie kursus. Van die skole wat betrokke is, hetreeds begin om hul groentestalletjies in ordete kry en daar is ook sprake dat die skole on-middellik met hul eie karwasprojekte gaanbegin sodat die leerders so gou moontlik huleie inkomste kan begin genereer.

Die boek, Suid van Markstraat, wat handeloor die gedwonge verskuiwings van die ses-tigerejare op Wellington, gaan die onder-werp van ’n dokumentêr wees wat op Don-derdagaand, 19 Februarie op RSG uitgesaaigaan word.

Die program, wat deur Martelize Brinkvan RSG saamgestel word, is verlede weektydens ’n byeenkoms by die Wellington Mu-seum opgeneem.Suid van Markstraat is grootliks saamge-

steluitgesprekkewatveertig jaar lateropge-neem is toe groepe van die mense wat deurdie verskuiwings geraak is by die museumbymekaar gekom het om oor die verskui-wings te praat. Die doel van die gesprekkewas om heling vir die betrokkenes en hulnegeslag te bring.

Musiek het ’n groot rol in die helingspro-ses na die verskuiwings gespeel. Een van diesangers uit daardie dae, Robbie Prins, hetlater ’n bekende sanger geword. Hy en diemusiek van daardie tyd speel ’n groot rol indie dokumentêr wat pas opgeneem is.

SAwine industryearns, employsmoreSouth Africa’s wine industry not onlycontinues to increase its contributionto the country’s GDP, but is also grow-ing job opportunities. This is despitethe impact of a muted global economyand a slight decrease in the size of thenational vineyard.

According to a recent report, the indus-try,which includeswine tourism, remainsone of South Africa’s leading agri-export-ers, accounting for 1,2% of the nationalGDP in 2013. In that year it contributedR36,1 bn to the economy via agriculture,manufacturing, trade and hospitality,while generating direct and indirect em-ployment for close to 300 000 people.This is according to the latest report on

the macro-economic impact of the coun-try’s wine industry on the South Africaneconomy, prepared by Conningarth Econ-omists forSouthAfricanWineIndustryIn-formation and Systems (SAWIS).Theirs is the fourth report of its kind com-

missioned by SAWIS. The latest five-year re-port covers the period 2008 to 2013.In 2008, the industry contributed R26,2 bn

to GDP. The 2013 figure represents an in-crease of 37,8%, notwithstanding the impactof theglobaldownturn thatcurtaileddisposa-ble income locally, as well as in many of theothermarketswhereSouthAfricanwinesaresold. At the same time, the national area un-der vineyard in 2013, at 99 680 ha, was 1,6%lower than in 2008.Speaking on behalf of the industry, Yvette

van derMerwe, executivemanager of SAWISsaid although South Africa was the eighth-largest national wine producer by volumeworldwide, it receivedvery littlegovernmentsupport, relative to its competitors inEuropeandAustralia, for its production andmarket-ing initiatives.The report shows a total of 289 151 job op-

portunities in the industry in 2013, with167 494 or 57,9% of these in theWestern Cape.The total represents an increase of 4,9% onthe 2008 figure of 275 606.

The proportion of unskilled labour em-ployed dropped from 58% to 56%, as a resultof both improved worker training and in-creased mechanisation, although the actualnumber of work opportunities remained vir-tually unchanged at close to 160 740. Semi-skilled jobs accounted for 29% of the total in2013, providing 6 400 more work opportuni-ties than in 2008,while skilled jobs represent-ed 15% of all work opportunities, bringing7 000 more jobs on stream.According to the researchers’ calculations,

the industry generated turnover of R26,4 bnin 2013 across the entire value chain, a 37,5%increase over 2008. An amount of R8,5 bnwasexported directly, thanks to a dramaticgrowth in export volumes that accounted for57,4% of wine production in 2013, with salesdoubling inrandvalue.Thevalueofdomesticsales for the period grew by 38,4%.The research teamnotes that the 2013 turn-

over achieved was more than five times theR4,8 bn value of raw material inputs, result-ing in a higher than average GDP to capitalratio.Whilenot an indicationofprofitability,theGDPtocapitalratioof0,58,comparedwith

theWesternCapeaverageof 0,45, doesun-derscore the productivity of the wine in-dustry, say the economic researchers.The industry’s labour-to-capital ratio, at4,64,alsoexceedstheagriculturalaverageof 4,54, aswell as that of thenational econ-omy at 2,94.An amount of R6,0 bn was generated

throughwine tourism in 2013. In additionto the economic activity generated by do-mestic tourists, 43% of all overseas visi-tors to theWestern Cape visited the CapeWinelands – wining, dining, shoppingand staying in hotels.Almost R20 bn or 53% of the total 2013

contribution of R36,1bn to the GDP origi-nated in the Western Cape. Private dis-posable household income generated bythe industry in 2013 reached R24 bn, withthe impact felt mostly in the WesternCape.Despite a vibrant export market and a

modest increase in local wine consumption,the report gives focus to the mounting pres-sures on wine industry profitability, notinghow the rate of increase in wine productioncosts has significantly outpaced the growthin income derived fromgrape production: in-come earned from grape productionwas 38%higher than in 2008, while wine productioncosts increased by 52%.
