Gemoedere het op die eerste skooldag byMary Help of Christians Primêre Skoolhooggelooptoe132leerdersweggewysis.

Ouersisdieafgelopemaandein’ntwismetdie skool weens ’n skoolfooie-kwessie watprobleme veroorsaak.

Volgens ’n ouer wat anoniem wil bly, hetsy reeds Juliemaand 2014 haar dogter seskoolfooie klaar betaal.

“Maar toe ek my dogter op 19 Desember2014 by die skool vir gr. 7 vir 2015 wil regi-streer het die skool geweier om my geld tevat. Ek het die volle skoolfooie vir vanjaargegee,maarniemandwoudie geldneemnie.Tot vanoggend was ek vreeslik onseker ofhulle my kind gaan terug neem. Ek het dieskool vroegtydig gebel en die skoolhoof hetaanbeveel dat die kind skooltoe moet kom.”

Nog ’n ouer, wie se kind verbied is omskooltoe tegaan,hetookhaarmisnoeëuitge-spreek oor die kwessie.

“Ek en my man het persoonlik ons appèl-brief by die skool afgelewer omuitstel te krytot Oktobermaand om ons uitstaande skool-fooivanR500tebetaal.Maaronshetnoggeenreaksie hierop gekry nie.”

Volgens die skool se voorsitter, LawrenceSmith, is dié skool as ’n Engels-medium, on-afhanklike skool geregistreer.

“Dié onafhanklike skool se subsidie vandieWes-KaapOnderwysdepartement is sub-stansieelminder as die subsidiewat gewoneopenbare skole ontvang. Ons opvoeders sesalarisse en ons munisipale rekening word

nie deur die WKOD betaal nie. Daar wordvan die skool verwag om alle uitgawes uitdie lopenderekening tedek.Die instandhou-ding van geboue is ook die skool se verant-woordelikheid.Alles in ag geneem is dit dui-deliksoosdagligdatdieskoolniekanoorleefnet van die subsidie nie,” vertel Smith.

Yesterday was another big day for all the firsttime school attendants. Hundreds of Gr 1learners were dropped off at various schoolswhere they will begin an exciting 12 yearjourney. As usual Paarl Post photographerswere sent out to cover a couple of schools.Each year we see less crying children but thisyear we saw a few crying parents. Mostly themothers who looked rather distraught whentheir children finally let go of their hands.We hope that all Gr. 1 pupils have awonderful (short) first week.

Is central Paarl just anotherexample of urban decay?

This is the question of resi-dents in and around DerkesenStreet, close to the heart of PaarlCBD, as a property on the cornerof Derksen and Loop Streets re-mains a bone of contention.For years the property was un-

der the spotlight due to the condi-tion of the dilapidated house andthe hordes of vagrants who wereliving within its walls.HeritageWestern Cape had re-

peatedly denied requests fromthe owner, Giepie Brandt, for ademolition permit. But eventual-ly thehouse,whichwas regardedby some as a historical centralPaarl building, was so badly ne-glected, that it had to be demol-ished.A vibracrete wall was then

erected right around the proper-ty to keep vagrants out.But now, behind the closed

walls, vagrants are still makingthe property their home.Various nearby residents of

the apartment buildings, haveraised much concern.

“There areup to 12 people stay-ing theiratnight.Their isnorun-ning water or ablutions and onecan sometimes smell the stenchof urine and faeces, especiallynow in the hotmonths. The prop-erty is strewn with litter. Wehave to often at night contendwith fighting going on amongstthe vagrants and abusive, filthylanguage.“We were overjoyed when the

dilapidated house on the proper-ty was eventually demolished,becausewe thought that it would

solve the vagrant problem. Butnow they are back in droves.“Once or twice they have been

removed but a few hours laterthey are back.We really fear thatif they start building real struc-tures, then we will never get ridof them.”A resident of the adjacent At-

lanta flats, who also asked to re-main anonymous, said that resi-dents are often cursed at whenwalking in the area and they areevenexposedto thesevagrants inthe midst of sexual deeds.

The owner of the property saidthat he is also despondent aboutthe situation.“We have done everything in

our power to keep these peopleout, but they keep returning.“We have continuously con-

tacted the police about the tres-passers. But nothing seems tohelp.”Brandt said that their initial

intention was to develop theproperty, but due to the currenteconomic climate of Paarl CBD,it is now not viable.He added that they are looking

into the possibility of removingthe trees, which could curb thevagrants from making it theirhome.Municipal Manager, Johann

Mettler, said that the municipallaw-enforcers and the police of-ten patrol the area to tackle thisproblem.“Weareawareofhomelesspeo-

plewho from time to time illegal-ly stay here, even though theproperty is well fenced.“Furthermore, it is not our re-

sponsibility to patrol a privateproperty, but it is the owner’s re-sponsibility todosoandtosecurethe property.”

Thieves trapped in Paarl EastDEVIDEAN MOSES

The quick reaction of themembers of Paarl EastCrime Prevention Unit(CPU) led to the arrest ofthreemenwho had allegedlyused a stolen police vehicleto rob a cigarette van.The incident took place

last Thursdaymorning afterthe alleged thieves first stolea blue Nissan bakkie belong-ing to theSAPSNyanga’sDe-tective branch, before head-ing to Paarl East.According to Paarl East

police spokesperson, lieu-tenant Diana Linee, sgt.Quinton Stipps and a col-league were on a routine pa-trol in Lantana Street whenthey where alerted via thepoliceradio that thedriverofa British American Tobaccovehicle had reported that hewas being followed by a sus-picious vehicle.“Themembers immediate-

ly attended to the complaintand soon spotted the suspi-cious vehicle. When thethree men inside the vehiclesaw the police they made aU-turn and tried to flee the

scene.”Linee said that the police

tried to stop the blue bakkie,but the suspects fled at highspeed.A high speed chase

through the streets of PaarlEast followed with the vehi-cles skipping several red ro-bots and stop streets.The suspects then jumped

outof thevehiclewhile itwasstill moving in MeerhofStreet, Charleston Hill, and

it crashed into a stationaryvehicle in frontof theownershouse.The three suspects of

Khayelitsha were arrestedon the scene and appeared inthe Paarl Magistrate’s CourtonMondayonchargesofpos-session of stolen property,fraud and reckless andnegli-gent driving.The public of Paarl East is

asked to report all crime byphoning 021 877 5900.

The first incident occurred at around01:00 on 18 January,when twomaleswereshot at their residence in Chris Hani. Ac-cording to Mbekweni police spokesper-son, Sgt Nceba Vanqa, police respondedto a complaint of a shooting incident inthe area, but upon their arrival at thescene the victims had already been trans-ported to Paarl Hospital.Vanqa said an eyewitness told the po-

lice that he was inside his house when heheardgunshotsandwentoutside to inves-tigate. There hemet the victims, BulelaniSankwenkwe (26) and Mmeli Mpolweni(29), who told him that four armed menhad entered their yard and fired shots atthem while they were outside the house.Sankwenkwe sustained a wound to his

right arm and has been discharged fromhospital. Mpolweni was shot in his leftshoulder and is still recuperating in hos-pital.It is believed that the suspects wanted

to rob the house. Two cases of attemptedmurderarebeinginvestigated.Noarrestshave been made.At 15:10 police responded to a second

shooting incident in H-Block. Upon theirarrival they found two men, McebisiPhoswa (25) and Bokang Lefatsa (34), inashack, lying inapoolofblood.Bothwerestill alive.Phoswa told police that they were sit-

ting inside the shack when two men en-tered and, without saying a word, theyfired shots at them before running away.

Lefatsa sustained multiple wounds tohis head, arm and leg, while Phoswa sus-tained a bullet wound to his upper torso.When paramedics arrived at the scene,

Phoswa could barely speak andwent intoshock. Both victims were transported toPaarl Hospital, where Phoswa later suc-cumbed to his injuries.Vanqa saidnine empty 9 mmbullet car-

tridges and one bullet projectile werefound at the crime scene. A case of at-tempted murder and a case of murder isbeing investigated.Thepoliceare lookingfor Lubabalo Diko (Player) andMzo, whocan help in the investigation of this inci-dent.On Sunday night a policeman from

Paarl’s Criminal Investigations Depart-mentandhis familywerealso inthe firingline when two suspects fired shotsthrough their bedroom window. Accord-ing to Vanqa, the incident happened at23:39 at the Detective Constable’s housein New Drommedaris, while he wasasleep with his girlfriend and child. Heallegedly woke up when two people werepassing the bedroom window. When hewent to investigate, four shots were firedfrom outside. No one was hit.He instructed his girlfriend to take

their child and lie on the floor. Togethertheycrawledtothekitchenwhereheman-aged to get his cellular phone and contactthepolice.Whentheyarrivedat thescene,the suspects had already fled.Four bullet holeswere found in the bed-

CONTRACT No. C819: THE REHABILITATION OF DIVISIONAL ROAD 1126 BETWEEN SLENT ROAD AND

WINDMEUL AND MAIN ROAD 218 BETWEEN WINDMEUL AND PAARL

The WESTERN CAPE GOVERNMENT, Provincial Roads and Transport Management Branch, have awarded the contract

to AmandlaGCF Construction /Umzali Civils Joint Venture in November 2013. The contract is now 12 Months into the

approximate 20 months duration.

Ongoing Rehabilitation works will now change focus from DR1126 to MR218 heading towards Paarl.

We would like to formally notify all Paarl residents that works on MR 218 will now continue from the R44 side

Towards Paarl, whereby a one-way system will be established for traffic from the R44 towards Paarl. Traffic from Paarl

towards the R44 will have to utelise Paardeberg Road and MR25 towards Malmesbury to join the R44 again as per

attached illustrated map below. The reasons for the one way system was decided in conjuction with the farmers

during the harvest period coming up, that will minimise the stop & go delays and speed up the construction process

Traffic will be accommodated on the existing road or on temporary deviations. In some instances, signalled one-way

traffic will be necessary. Access to and from both commercial and private properties as well as intersecting roads shall

be maintained at all times.

It is a provision of the contract that traffic shall be

accomodated with the least delay and discomfort to the

public. The safety and convenience of the travelling public are

of the utmost importance and every effort will be made to

ensure that all temporary road signs, traffic cones, flagmen

and speed controls are maintained and are effective, and that

courtesy is extended to the public at all times.

The public is requested to be patient and exercise caution

when using the road.

The Western Cape Government will endeavour to maintain

and improve the provincial road network for the social

development and economic growth of the Western Cape.

Please drive carefully during this period of construction.

Toe ’n oudpolisiekollega boonopop Facebook sê sy en haar gesingaan begin patrollie loop, hetNel ensy 17-jarige dogter dadelik by hulleaangesluit. Hulle het daarna ge-reeld van voor middernag tot 06:00in die oggende die strate van diebuurt te voet gepatrolleer.

VICTIM SUPPORT: A group of 31 men and women recently completed a twoday basic training course in Paarl which focused on“victim support volunteers”, enabling them to support victims afterthey have experienced trauma. Johan was ecstatic about his re-sults. “I had the best teachers in theworld and had studied up to fivehours a day and believed in goingto bed early. I would also like tothank my teachers who went out oftheir way to give pupils individual

extra lessons.”Vorster is not only an academic

guru. He also excelled on the sportsfield in tennis, water polo and hock-ey.

This year he will study BusinessScience at the University of CapeTown.

Another top learner, Georgia-Anne Meihuizen finished in the

Commendable Achievementslist (top 5% in five subjects).She achieved eight distinc-tions with mathematics 97%andeconomics 97%.These tworesults were in the top 1%.

Martin Babl, Jedd Orsmondand Oliver Pretorius alsoachieved eight distinctions.Emma Howes, MarthellaMinne and Hannah Rowettachieved six distinctions andAlexander Janse van Rens-burg and Tiaan Strydom, fivedistinctions.

All of these pupils had results of90% or more in some of their sub-jects and overall there were 13 re-sults in the top 1% nation-wide.

Fifty-six students wrote a total of402 subjects among them and therewere 125 distinctions in total.
