Rangkaian dan konsortium dikalangan perpustakaan

IPTA di Malaysia

PENGENALAN • Pembentangan ini - memperkenal pelbagai rangkaian dan konsortium yang

dianggotai oleh perpustakaan IPTA di Malaysia.

• Matlamat pembentangan ini – peserta dapat mengenalpasti dan memahami

perjalanan rangkaian dan konsortium

• Amalan menubuhkan rangkaian dan konsortium dikalangan perpustakaan

akademik telah lama wujud.

• Matlamat utama penubuhan - perkongsian sumber maklumat, pengalaman

serta penganjuran aktiviti.

• Bentuk – umum atau khusus dan bergantung kepada ruang lingkup

penubuhannya.

• Terdapat satu penulisan mengenai perkongsian dari Internet

PENGENALAN • Petikan dari laporan

RESOURCE SHARING IN MALAYSIA

In Malaysia, resource sharing in library activities on a general level can be traced to the close

relationship that exists between the library associations of Malaysia and Singapore. From the

1960s – 80s the work and activities of BILCO (Committee on Bibliographical and Library

Cooperation), a joint committee with separate Malaysian and Singapore components have promoted

cooperation, especially in bibliographic control of information, among libraries in these countries.

PERPUN has accelerated the progress in resource sharing among the national and university

libraries of Malaysia.

In cooperative efforts for standardisation, subcommittees were formed, members represented from all

types of libraries, to work on several issues and achieve standardisation. Some of the issues resolved

were as follows:

(a) Cataloguing Rules for Malay Names

(b) Expansion of the Dewey Decimal Classification System and Library of Congress Subject

Headings to include local needs.

(c) Classification Scheme for Malaysian Government Documents.

(d) Transliteration of Jawi-Rumi.

(e) Microfilm of local archives, records and national heritage

SCONALMAS • Kumpulan bagi perpustakaan akademik dan perpustakaan negara

• Bermula sebagai SCONALMAS = Standing Conference of National and

Academic Libraries in Malaysia and Singapore

• Bertukar nama kepada SCONUL = Standing Conference of National and

Universities Libraries

• Penggunaan nama PERPUN = Persidangan Pustakawan-Pustakawan

Universiti dan Negara dikesan dalam Minit Mesyuarat kelima yang

diadakan pada 4 November 1976 di UTM

• Dianggotai oleh PNM, UM, USM, UPM dan UTM.

• Sehingga kini kekal sebagai PERPUN

• PERPUN – Perpustakaan Negara, perpustakaan IPTA dan perpustakaan

• Portal rasmi - MyUniNet Portal = Malaysian University Libraries and

• PERPUN – forum kerjasama di antara Ketua Pustakawan perpustakaan

IPTA, GLC dan Ketua Pengarah Perpustakaan Negara Malaysia.

• Perkara-perkara yang dibincangkan - penubuhan satu rangkaian

perpustakaan elektronik, perkhidmatan maklumat terkini, langganan

pangkalan data dan perkhidmatan pembekalan dokumen.

• Mesyuarat setiap 3 bulan and mengikut giliran perpustakaan. Setiap

perpustakaan akan berpeluang menjadi penganjur.

PERPUN • Sejak tahun 2009, pelbagai projek PERPUN - MyTO (Malaysian Theses

Online), E-Repository, Malaysian Gateway Internet Resources, Union List

of Serials IPTA/IPTS(MyULIS)

• Terdapat pelbagai SIG = Special Interest Group yang berfungsi sebagai

konsortium bagi perkara-perkara berikut:

– Pangkalan data komersil - MOLEC

– Sistem maklumat - MySyL

– Perpustakaan perubatan – MLG

– Perpustakaan undang-undang

– KPI

• Kertas kerja dari Perpustakaan UKM - Initiatives towards formation of

academic library consortium in Malaysia ( Hafsah Mohd, Rohaya Umar, Rosnah Yusof) yang membincangkan mengenai penubuhan konsortium.

PERPUN • ABSTRACT

• This paper reports on several initiatives towards formation of public university

library consortium in Malaysia. A Committee for Commercial Databases (CCD)

was formed in year 2000 as a platform for university libraries to evaluate, select,

negotiate and manage the online databases. Complications involved in online

databases subscriptions such as merger and takeover of publishers have made

PERPUN (Malaysian Standing Conference of National and University Libraries)

realized that there is a need for a formal consortium to be formed. In July 2004,

CCD on behalf of PERPUN members made several initiatives towards formation

of National Consortium of Malaysian Libraries. Proposal paper on the formation of

the consortium has been submitted to the Ministry of Education. Even though the

proposal has not been approved yet, CCD succeeded in negotiating for subscription of

online databases and was able to get financial aid from the Ministry of Education

to subscribe several databases since 2003.

MAJLIS KP IPTA • Ditubuhkan semasa mesyuarat PERPUN 1/2009 pada 11 Februari 2009 di

USM

• UKM telah membentangkan TOR PERPUN dan selepas perbincangan,

mesyuarat setuju untuk penubuhan Majlis Ketua-ketua Pustakawan IPTA

• Perbezaan dengan PERPUN

– komposisi keahlian (Ketua Pustakawan IPTA)

– skop perbincangan – isu-isu yang tidak melibatkan perpustakaan GLC

seperti perjawatan, isu-isu KPT

PPM • Di peringkat kebangsaan - PPM = Persatuan Perpustakaan Malaysia -

menjaga profesionalisma kepustawanan.

• Terdapat Majlis yang mentadbir Persatuan

• Terdapat

– Jawatankuasa Tetap = JK Tetap Perpustakaan Akademik

– Jawatankuasa Kecil

LAMAN SESAWANG LAS DAN PPM • 7 January 1955 - informal meeting to discuss formation of library association 47 persons -

full-time librarians, teacher-librarians and others

• Further series of meetings - constitution for the proposed organization drafted

• 25 March 1955 - drafted constitution adopted by 36 members - birth of a national

professional library organization - Malayan Library Group - aims - to unite librarians

and to serve as a meeting ground for the exchange of ideas.

• 1958 - changed name - Library Association of Malaya and Singapore - Association covered

both the Federation of Malaya and Singapore

• 16 January 1960 - Persatuan Perpustakaan Tanah Melayu (Library Association of

Malaya)

• 16 January 1965 - Library Association of Singapore was reconstituted as Persatuan

AUNILO • Di peringkat Asia Tenggara – AUNILO = ASEAN University Network

Interlibrary Online (AUNILO) menggabung kepakaran yang terdapat di

perpustakaan akademik terpilih di ASEAN.

• Matlamat penubuhan:

• The AUNILO (ASEAN University Network Inter-Library Online) Working Committee was

formed as a result of the Resolution of the Conference on ASEAN University Network Inter-

Library Online held at De La Salle University, Manila, Philippines on 13 January 2002. The

aim of the AUNILO Working Committee is to help members develop world –class library and

information services by:

– Planning and formulating strategies and monitoring the progress of activities for the

benefit of the member libraries

– Pursuing resource sharing activities among the member libraries

– Harnessing ICT in the promotion, maintenance and enhancement of programmes of

member libraries

• 25 ahli – dengan jemputan

AUNILO • Januari 2003 – resolusi penubuhan AUNILO Working Committee diterima

dan dihantar kepada AUN Board of Trustees.

• April 2004 - AUNILO Working Committee bermesyuarat untuk kali

pertama dan dihos oleh NTU Library.

• September 2006 - perubahan nama dari AUNILO Working Committee

kepada AUNILO Committee semasa mesyuarat ketiga di runei Darussalam

dari 18th September hingga 21st September 2006.

• AUNILO Committee – mesyuarat sekali dalam setahun dan dihoskan secara

bergilir – rancang, sedia dan nilai kegiatan serta pembentangan laporan

negara bagi isu-isu tertentu

• Networks and consortia for Malaysian public university libraries : too many or too

few?

• Abstract

• Library networks and consortia have been around for quite a while in most countries.

These networks and consortia allow libraries to collaborate, share resources, network

and generally run activities that would support each other. These entities may be

generic or specialised in nature. In Malaysia, there are currently 20 public universities

with each supporting a library or a network of libraries. The older academic libraries

have been part of a Standing Committee on National and University Libraries since

the 1970’s. Since then, the academic libraries now have a more structured national and

regional library network. This paper will seek to introduce the audience to the various

library networks and consortia instituted in Malaysia to support the libraries of the 20

public universities. At the national level, we have the Persatuan Perpustakaan Malaysia

(PPM) or Librarians’ Association of Malaysia; Persidangan Perpustakaan Universiti dan

Negara (PERPUN) or the Standing Committee on National and University Libraries;

and Majlis Ketua Pustakawan IPTA or PHEI Chief Librarians’ Council. Within these

entiteis, there are numerous committees, groups and specila interest groups. At the

regional level, there is the ASEAN University Network Interlibrary Online

(AUNILO). The newest addition to the family of networks and consortia is the

Malaysian Online E-Resources Consortium. Various aspects of these networks will be

introduced to the audience with the hope that the conference attendees will

understand and can trace the presence of library networks and consortia.
