October 2016 Dear Public Service colleagues, At the San Francisco Bay Area Federal Executive Board we support 57 departments and agencies and nearly 38,000 Federal employees through communication, coordination and collaboration. This year marks our 55th Anniversary. In 1961 President Kennedy created the first ten Federal Executive Boards including ours, and we continue to be the go-to place for Bay Area federal executives and staff for support. We celebrated our 35th Federal Employee of the Year Awards with an outstanding awards ceremony honoring 41 of the best of our federal staff. We celebrated this event with the U.S. National Park Service, now in their Centennial year, by awarding the Chair’s Award to Betty Reid Soskin, a national treasure who is the oldest park ranger in the U.S. Every day, federal employees derive rewards from knowing that they are making a difference in the lives of others and this great Nation. I am proud of the SFFEB and all that it has accomplished. I am honored and humbled to have served as your chair for the past two years. I will continue to support and promote all of the positive things you do and will always be an advocate for you and your agencies in any way I can. Sincerely,

Where We Work

The San Francisco Bay Area is made up of nine counties and has three major cities: San Francisco, Oakland and San Jose. The Federal government is the largest employer in the Bay Area. 37,366 Federal employees work in 57 Departments and Independent Agencies. The three Federal agencies with the largest number of employees are the Department of Veterans Affairs, the Department of Homeland Security and the Social Security Administration.

San Francisco is home to 30 Federal Departments and Agencies, and 11,748 Federal employees

Contra Costa and Alameda Counties (where the city of Oakland is located) are home to 18 Federal Departments and Agencies, and 15,653 Federal employees

San Mateo and Santa Clara Counties (where the City of San Jose is located) are the home to 15 Federal Departments and Agencies, and 8,057 Federal employees

SFFEB by the Numbers Emergency Preparedness

Super Bowl 50 February 2016

SFO experienced a 15.7% increase in

commercial passenger traffic compared to the previous year, with 1.2

million passengers traveling through the

airport between February 1-9, 2016.

Between February 1-8, 2016, private and corporate aircraft

activity increased 56% compared to the same

period the previous year.

SFFEB tested the

emergency notification system twice reaching out to our 328 agency

contacts.

Emergency Preparedness

Working Group

SFFEB held five trainings and meetings with 91 attendees covering:

Earthquake Preparedness, COOP

Exercise, Records Management,

& Occupant Emergency Plans.

Email Notifications

SFFEB sent 12 notifications to all

agency directors informing them of Super

Bowl street closures, increased FPS presence due to terrorism, civil

disobedience gatherings and El Niño weather

warnings.

FEMA RISC Meetings

SFFEB attends FEMA’s

quarterly, day long Regional Interagency Steering Committee

meetings.

Over 4,200 visits our Website in 2016 with

content updated weekly

Launched Facebook Group for Public

Graduated 10 associates from five agencies in our

Leadership Development Program.

Provided training for

766 Federal employees, saving $238,292 in

training costs.

Recognized a record 448 Federal employees

in our 35th Federal Employee of the Year

Hosted 80 attendees to Conflict and

Performance Management Workshops.

CSRS and FERS

Retirement Seminars for 97 attendees with

excellent reviews.

Hosted 79 attendees from 19 agencies

to Thrift Savings Plan & SEC workshop on

Investment Planning.

SFFEB by the Numbers Interagency & Intergovernmental Collaboration

First Federal Agency Briefing for Congressional Offices

50 attendees, representing 15 agencies and 14 congressional

offices.

Our Public Affairs Council organized our first briefing for congressional district staff. Federal representatives focused on the main operations of their agency,

regional highlights, constituent concerns that are common, and issues that may interest the congressional staff dealing with the public on a daily basis.

The NorCal Combined Federal Campaign raised $2,845,476

This year our focus was on two events, Super Bowl 50, held in Santa Clara with additional events in San Francisco, and briefings on the El Niño weather system for the winter. Super Bowl 50 impacted the Bay Area in both San Francisco and Santa Clara, with two-week street closures. SFFEB coordinated with the FPS and DHS agencies to amplify messages about navigating around the affected cities. Secretary of Homeland Security Jeh Johnson appointed Federal Coordinator Tatum King, San Francisco Deputy Special Agent in Charge, ICE, to facilitate planning and support. SFFEB supported DHS by promoting information about Human Trafficking that often occurs at large events such as Super Bowl.

SFFEB holds yearly winter forecast briefings in October with NOAA and NWS. After years of drought, concerns grew about flooding from the El Niño weather system. SFFEB sent out many notifications throughout the winter. Emergency Preparedness was the focus of three FEB Board meetings and five Emergency Preparedness Working Group meetings. SFFEB routinely sent announcements about protests, FPS announcements, weather events and response to terrorist attacks. SFFEB tested its emergency communication network twice with all our agency contacts. SFFEB created an Emergency Preparedness webpage with many resources and links to assist in emergency planning. This year we highlighted Active Shooter Preparedness.

The Federal Employee of the Year Awards ceremony, held May 3rd, honored the great work of our employees. • SFFEB’s Chair Award was given to Betty Reid

Soskin, the oldest U.S. Park Ranger, who works at the Rosie the Riveter Park in Richmond, VA.

• Celebrating the National Park Services’ Centennial, Superintendent Tom Leatherman gave the Keynote Address.

• Agencies nominated 448 Federal employees for awards.

• 105 applications were received, (65 individuals and 40 teams)

• 41 Winners in 10 categories.

• A new award category recognized contracting.

The Leadership Development Program has continued for 22 years under the umbrella of the SFFEB, training over100 associates. The LDP benefits the associates by exposing them to cross-agency networking, self-directed learning, and the self-reflection that inevitably comes with an intense leadership development program. In 2017 we expect to implement a revised program to address participants program improvement ideas.

The Shared Neutrals Program Mediators settled 23 mediations this year, saving Federal agencies $558,341 in alternative dispute resolution costs. This year we strengthened the program by holding two refresher training classes for our 32 Mediators and Co-Mediators. The SNP Council made improvements to program requirements and forms. The result is a stronger program and a renewed interest on the part of our mediators to engage in the program. SFFEB affirmed with agencies their commitment to the program and to their staff who are mediators. We distributed 1,000 business cards to Federal agencies to advertise the program.

The NorCal Campaign raised $2,845,476 in 2016. The NorCal Campaign area encompasses all California counties from Bakersfield to the Oregon border. These counties are home to over 2,400 Federal offices and over 70,000 Federal staff. The San Francisco Passport Agency was selected for the CFC National Campaign’s 2015 CFC the Innovation Award from 250 nominations nationwide. The agency participated in several events to raise money and awareness for CFC. The theme was, “Do Good, Feel Good.” Events were planned to raise money for the campaign as well as awareness about various charities, including volunteering at a local food kitchen. The impressive result was that CFC contributions doubled from last year. In addition to the national innovation award, Coordinator Christen Eure and Keyworker John Hoban accepted a Gold Award and Regional Innovation Award.

Interagency Collaboration

Active Participant in White House Initiatives • Member of Planning Committee for White House Asian American/Pacific Islander Month Celebration

and recruited speakers. • Participated in While House Task Force for New Americans Kick Off event for the City of San Jose • Participated in Sacramento Promise Zone Initiative and committed to assisting Federal agency

collaboration for the program. • Convener for E.O. 13963: Planning for Federal Sustainability in the Next Decade. Engaged in Intergovernmental Collaboration • On-Boarded John Cabeca USPTO to SFFEB Board and held retirement training in Sacramento as a

result of conducting outreach to San Jose and Sacramento Federal executives. • Established an Interagency Tribal and Pacific Island Territories Federal Grants Capacity Building

Workgroup • Reviewed contracts and grants applications for HHS and EPA. • Attended U.S. Citizenship and Immigration Service Naturalization Ceremonies and FEMA Regional

SFFEB Operations

Operations Improvements This year SFFEB adopted new Fiscal Guidelines, an FY16 budget, and updated the Bylaws to establish a Leadership Committee and Treasurer position. SFFEB Staff improved communications and marketing materials, and hosted an associate for two months from the USA Graduate School Executive Leadership Development Program.
