Training management organization For Addis Ababa Light Rail System (AALRT)

Shenzhen Metro Group Co., Ltd. (hereinafter referred to as the Shenzhen Metro) is the famous and best metro organizing company in China as well as in the world. All its technology management, working procedures, service standards are strictly follow ISO9001, ISO14000, OHSAS18000 international quality system`s standards. We have confidence and strength to convey our safe, punctual, passion and complete service concept of subway organization to Ethiopia (hereafter referred to as Ethiopia), even further to the world. During the beginning of this project, Shenzhen Metro has consistently working on preparing professional running personal and technology training team for Ethiopia. Through our internal strong training and upgrading, our whole staffs have the professional training capability of providing top management and technology.

In order to do a good job of AALRT technology training management before running , and show our teaching team`s capability, honor and honesty, we make the following special training plan, as the guarantee of training promise and targets to Ethiopian staff (totally 169 staffs).

I. Training Targets

(i) Training Objectives

1. Through training, we hope Ethiopians could better know about China, Shenzhen and Shenzhen Metro, to promote China and Ethiopia friendship cooperation.

2. Through professional training, we aim to cultivate core technology cadres, and make them hold necessary working capability, and can shoulder the responsibility of knowledge diversion, so as to really master that technology.

3. Provide advanced management ideas and brilliant technology of our company for these staffs.

(ii)Training Concept

According to scientific thoughts of planning, applying, checking and dealing in PDCA management procedures, we made detailed preparation from project preparing, organization and management, lectures` arrangement, inspiration and penalty. Adhere to three principles of combining theory and practice, profession and mutuality, internal training and training outside , we will innovate training way, diversify training content, and try our best to make training plan which is suitable for Ethiopian features and scientific and effective. At the same time we would strictly follow our plan to fulfill the service promise we made to you.

II. Project Preparing

(i) Shenzhen Metro Organization Structure2

Shenzhen Metro makes training preparing team for Ethiopian project, serving all Ethiopian staff during the entire training period, carefully planning, regulation and harmonization. To promote smooth proceeding of the project from the aspect of teaching team cultivating, logistics guaranteeing, training and effect assessment. The main organization structure is as follows:

Leader: Liang GangDeputy leader: Wang WeiMembers: Zheng Li, Wang Da, Zhao Zhigang, Chen Yu, Xu Zhen, Zeng Liang, Yang Wenhai, Chen Chunyan and etc.

Training office is in the training center of building A, Zhuzilin Depot. They represent operational headquarters to perform their duties. They are mainly responsible for making training plan and organization, providing logistic guaranteeing of meals, accommodation, transportation, visa and translation; doing better in training management and daily management for Ethiopian. They must ensure the complete of training task with safe, orderly and efficient way.

(ii)Ethiopian Staff Duty

In order to promote China and Ethiopia cooperation smooth proceeding, create healthy international communication atmosphere, cultivate quality well, best profession staffs of Ethiopian railway transportation, we hereby ask your esteemed company to arrange sole management team to promote our cooperation of the project, detailed duties are as follows:

1. Set up staffs’ management organization, mentors amount refer to 25:1, responsible for signing Training Agreement of Ethiopia Staffs Come to Shenzhen (attachment 1), cooperate to manage your staffs` daily life and training, cooperate to solve emergency problem while they are in China.

2. To make good organization for your training staffs coming to China, inform us your relevant staff, quality and lectures in advance, so that we can make preliminary work for this training.

3. Responsible for checking, assure training management plan, confirming management framework system, training outline, teaching content and other implement organization plan. Promote professional lectures training and China and Ethiopia cooperation construction.

4. Set up information communicate platform together. Collect, provide and manage your staffs` basic info in advance (such as title, student number or work No. Sex, age, whether has experience of railway training, cultivate way or position, religious beliefs, foods, words, behaviors prohibition, accommodation, shoes size, responsible person,

team leader and each one`s telephone number, etc.), training requirement, visa to China and staying in procedures, meals and customs. We should exchange our requirements and counseling message in time so as to provide most convenient and best service to the Ethiopian.

(iii) Professional Teacher Team

Ethiopia teaching team includes two sections:

One is for trainer of project organization management, and this is in our responsibility for special arrangement.

The second is during the beginning of the project, we select 24 professional cadres through all central departments, which cover 7 centers and 10 majors of operational management. They could able to teach professional railway management knowledge for international trainees. Among which 14 are professional trainers, they are cadres working in railway transportation management over 5 years. The max ratio of trainees and teacher is 4:1; translators (mentors) are 9, which has oversea experience or English major, its max ratio is 5:1.

(iv) Training Logistic

To ensure training effect and the adaptation of Ethiopian in Shenzhen; after your staffs arriving in Shenzhen, we would fully arrange your 169 staffs` logistic work, upgrade the supporting hardware of professional teaching facilities, and enjoy modern training way. From diet, accommodation, transportation and training, make your staff deeply feel our passion and sincerity.

1. Diet: set up special western style food team, three meals one day, to ensure trainees` healthy food and flavor.

2. Accommodation: provide free accommodation for all trainees, standard room for 2 trainees, and basic daily necessity for life.

3. Transportation: provide free metro line 1, 2, 3, 5; provide your staff safe and comfortable transportation experience.

4. Train: provide professional training book, study materials, 2 electronic training rooms, adopt international advanced media teaching; the room could hold all trainees learning

at the same time.

5. Others: provide 24 hours life assistant hotline 0755-28809410, responsible for transacting all staffs` visa, insurance and safety management. The aim is to provide service and help for trainees in daily life. Meanwhile, we carefully prepare to provide various entertainment platforms, organize Shenzhen scenery tourism and activities of Shenzhen Metro company culture training, to create good atmosphere for China and Ethiopia culture prosperous.

III. Trainees

(i) General introduction for trainees

1. Ethiopia trainees include 23 managers, and 146 professional person including train master, rolling stock, engineer, signal, railway, power supply and machine etc. aims to dispatch two batches for training in Shenzhen.

2. Due to language problem and different customs, so they need an adaptation period.

3. The trainees coming to Shenzhen for training are all management and technology cadres working for railway. When they get back, they would become technology and management person.

(ii)Trainees Management

1. Major type

According to your staffs` specific situations and training needs, we combine railway transportation system category. The first batch of 23 management staffs will accept training together without considering their majors and classes.

The second batch of 146 staffs` training will be divided to three majors, because this will help cultivate their comprehensive management capability. The three majors are: (1) vehicles and drivers (including engineer vehicle) (2) dispatch and ticket, (3) technology maintenance (railway, power supply, and signal).

2. Different classes management

(1) In order to take a good management, we make classes through different condition of each staff, and trainees should not randomly change class. If for personal needs, one should get permission from our logistic group.

(2) Male and female staffs live different dorms and we allot dorms randomly. You had better provide your staffs’ names to us in advance. No one is allowed to change dorms randomly, but if for personal needs, one should get approval from both your management and our logistic group.

(3) Each class can elect your management committee, including monitor, assistant monitor and some group leaders. Each dorm should have one leader. Please inform us your relevant leaders` name, according to their performance during the training, we will award respectively.

IV. Course Schedule

(i) Training ways

1. Combining theory and practice, from knowledge to practice; combining profession and crossing, cultivate railway transportation comprehensive talents; internal training as main and training outside as supporting, broaden vision and strengthen training effect.

2. Using different methods to train different staffs. Through theory teaching, case demonstrating, discussion, role play to reach training target. So that trainees could master basic professional knowledge and skills.

(ii)Class hour arrangement

Training schedule should be decided by us and Ethiopia through negotiation and then arrange class arrangement. Once the training information is clear, we would soon arrange training. The first batch management staff should be trained for two months (41 workdays 246 classes), the second aims to train one month (21 working days, 136 classes). From Monday to Friday, mainly have classes and practice; Saturday and Sunday is for free self arrangement. It is totally divided into five stages.

1. Training for newly recruited

In order to let trainees fully understand Shenzhen Metro, quickly get used to local life and study; we arrange 4 working days of collective teaching, 6 classes each day, 24 classes. The second group is arranged to have 2 working days of collective teaching, 6 classes each day, 12 classes.

2. Customer service experience

Service experience is mainly to organize the trainees to experience the passenger service mainly in Shenzhen Metro important points. The first batch management staff could have 10 working days, 6 classes each day, each trainee has 60 classes experimental training. The second have 2 working days, 6 classes each day, each trainee has 12 classes experimental training.

3. Theoretical teaching

After service experience, it will enter into theoretical teaching period, its mainly focus on professional theoretical training, the first lot is arranged 10 working days, 6 classes each day, and each trainee has 60 classes. The second lot is arranged different theoretical classes according to their different majors.

4. On-the-job learning on site

Grasp material from local, we would take your staffs visit the 10 professional systems of Shenzhen Metro line 1,2, 3, 5, learn on site, study production position, technology position, management position. The first batch learn 5 days on site, totally 15 working days, 6 classes each day, every staff have theory training of 90 classes. The second is arranged different position training according to different majors.

5. Training and Investigation

In order to ensure training effect, we will organize the trainees to visit Shenzhen or Guangzhou transportation condition, visit high speed railway, light railway 1 day respectively, Bao’an international airport, transportation center, city scenery 2 days respectively, totally 18 classes.

(iii) Teaching team management

1. Professional trainers

(1) The training for newly recruited is responsible by Ethiopia project team, management personnel of operational headquarters and other professional senior trainers of our company.

(2) Service experience is controlled by relevant stations, our training teachers and translators would cooperate to complete.

(3) Theoretical teaching and courseware making are taken by special training teachers; practicing on site is taken by Shenzhen Metro management and training teachers If divided into groups, we promise training teachers and trainee in one group are matching,

and equipped with vehicle driver group, dispatching ticket group, technology maintenance group, each group will have special training.

(4) Training investigation will be received and taught by technical person from well-known domestic high-speed rail, light railway units.

2. Translators

During the learning period, we provide full time translators for trainees in Shenzhen. Translators should take the duty of class leader and life assistant, one help one trainee. If divided by majors, translators would follow the principle of one translator one major, one for a whole class. They would take classes respectively and we will designate one translator as general consultation staff (comprehensive consultation and assistant translator).

(iv) Training contents

1. Three points contained in the collectively training: opening class ceremony and OCC visiting, welcome trainees to know the general situation of Shenzhen Metro; Chinese culture and Shenzhen briefing, create inter nations culture platform, deepen trainees` understanding to China and Shenzhen; basic information of railway transportation, set up concept and system of rail transit for trainees.

2. Service experience training, it is convenience for trainees and passengers to communicate directly, feel the deep influence of railway transportation to the city.

3. Theoretical training contain 2 days distinctive classes, including the training contents of project management, investment budget, new way construction training. The rest training is to 10 majors such as driver, vehicle, engineering vehicle, dispatch, passenger transport, ticket, signal, railway, power supply and machine, and etc..And learns the main management thinking and core skill of various majors The ratio of subway and light railway knowledge is nearly 1:1.

4. Learning on site is focus on experience education; we will organize trainees to conduct field investigation and research of each major and routine of Shenzhen Metro, understand the operation and maintenance organization process directly, and combine with theory to avoid formalistic training.

5. Train investigation is aim to broaden the technology and management vision of your staff, and learn diversified management experience by visiting prominent corporation.

V.Training Organization

(i) Lectures Organization

1. The first batch of 23 trainees training include five stages of collective training, service experience, theoretical teaching, learning on site, training investigation; it will not be divided into classes and majors, and will accept studying together.

2. The second training has the fact that trainees and technology staffs are in large number, we will divided into different majors and classes according to real situation. The collective training of first, second, and fifth stage will train together, and accept service experience and visiting famous corporations together; in the third and fourth stage, we will undergo special training according to vehicle driver group, dispatching ticket group, technology maintenance group, or we will divide into small classes according to the number of trainees and learn one by one.

3. During your training period in Shenzhen, we arrange special person for patrolling in the night and weekends, so as to ensure your logistics.

(ii)Quality assured and effect assessment

1. Tracking management

During the training, our training center will supervise and check our training teachers, translators for their performance, organize trainees training effect and pay close attention to your trainees’ training feeling and experience; the feedback of trainees can be collected through Internal Training Teachers Effect Assessment and establish the files through paper, photo and videos. Once we found some problems during the training, we will actively coordinate and solve it.

2. Conclusion and Examination

(1) Organize learning communication, each week and ask each trainee hand in learning summary every two weeks.

(2) After the whole training, we will organize trainees to take theoretical exams and comprehensive assessment. According to the marks and assessment, we can know whether each trainee is qualified.

(3) All summaries, exam marks and comprehensive assessment will be written into each trainee`s file, if qualified after training we will award graduate certificate for the trainee.

3. Relevant indexes

(1) Theoretical teaching exam passing rate is more than 95%.(2) Practice experience participation 100%.(3) Trainees complaint dispose rate 100%.(4) Graduate passing rate over 95%(5) The first batch of trainees receive training classes of 246, and the following will refer to

the actual arrangement.

4. Inspiration and Penalty

(1) After arriving in Shenzhen, your trainees should strictly follow our laws, regulations and our training requirements. Trainees should follow principle as the top, mutual supervision as assistant, strictly follow relevant regulations according to Ethiopia Trainees Coming to Shenzhen Training Regulations (attachment 4).

(2) According to monthly examining details in Ethiopia Trainees Coming to Shenzhen Training Regulations, we undertake monthly performance assessment and provide Ethiopia Trainees Monthly Performance Assessment Score statistics Sheet (attachment 5).

(3) When coming across emergency, your staff should cooperate with us to deal with. If some trainees in China violate Chinese laws and regulations, we have the right to ask you to undertake the legal responsibility; for those who do not comply with our regulations, we will take strict examination, and for those who have good and positive performance as well as excellent grades, we would commend and reward.
