“TheAir Force command found it dif-ficult to reconcile the plannedWings and Wheels show with the

Air Force’s vision and strategic outcomes.”This is the official reason given by Major

General Wiseman Mbambo for the cancella-tion of the annual Wings and Wheels showwhich was due to take place at YsterplaatAir Force Base this weekend.This “vague” reason has left Wings and

Wheels event partners, organisations andmembers of the public fuming.They have expressed their outrage after

news of the cancellation was made publicjust last week.One of SouthAfrica’smost successfulmot-

orsport events companies, D1S, was due toparticipate in this year’s show, which wasplanned to be much bigger than last year’sWings and Wheels show.NatashaPetersen, a spokesperson forD1S,

has expressed disappointment that the rea-sons given by the Air Force were not clear.She says the press statement issued by the

Department of Defence’s corporate commu-nications does not give a direct reason forthe cancellation of Ysterplaat Wings andWheels 2013.The statement reads: “The compliance to

pertinent securitymeasures andplanned ar-rangements that are underpinned by ap-proved regulatory policies and standard op-erating procedures is indispensable for stag-ing such a major activity on the Air ForceBase. The Air Force instituted strict meas-ures in linewith this earlier this year,whichincluded scaling down on air show. The im-pact of these measures on the viability andnature of the ‘Wings and Wheels’ Air Showplanned at Air Force Base Ysterplaat wasnot anticipated.”Petersen responds: “It blatantly disre-

gards any accountability, financial or other-wise, for the decision taken.”

involved.“It is a huge loss to motorsport fans, avia-

tion enthusiasts, and the families of thiscity,” she concludes.

ron, the mayoral committee memberfor transport for Cape Town, the newtaxi terminus will be located on thecorner of Potsdam Street and DumaniStreet.The terminus is currently in the de-

St Luke’s HospiceWest Coast celebratedtheir 20th Anniversary on Monday attheir annual volunteers’ lunch.The celebration was held at Mike’s

Kitchen in Milnerton where the organi-sation honoured the 160 volunteers whocurrently help them.“The majority of our volunteers work

in our shops,” says Audrey Barata, whohas been a St Luke’s volunteer for 12years.St Luke’sWest Coast have two charity

shops in the area, one in Table View andone in Milnerton and Barata explainsthat the income from the shops helps theprofessional sisters and social workersworking for the hospice.She says they have had great support

from the communitywhobuy from theirshops.The income generated also helps pay

for medical supplies needed by the hos-pice to continue their work.St Luke’s Hospice was started in 1980

to provide palliative care for improvedquality of life and to enable people to diewith dignity.The West Coast branch is based in Hof

Street in Table View where the team ofvolunteers and a handful of permanentstaff provide support for terminally ill pa-tients and their families.Besides the volunteers who help man

the two charity shops, there are also vol-unteers who make up a bereavementteam and a caregivers team.“The volunteers are quite important

and we really couldn’t do it withoutthem,” says Kay Bailey from St Luke’sWest Coast.Barata started as a volunteer for St

Luke’s after her husband passed awayfrom cancer.“I always said when I retired I would

help a charity,” she says, adding that itwas an advert in the paper that led herto St Luke’s.Barata cites the opening of the organi-

sation’s two charity shops as some of thehighlights of her time as a volunteer.Another is a wedding held earlier this

year at their office in Hof Street for a pa-tient.She says St Luke’s arranged every-

An alleged brothel owner and her accom-plice have been arrested in Table View.

The City of Cape Town’s Vice Squad hasgiven effect to its commitment to the 16Days of Activism campaign for No ViolenceAgainst Women and Children by conduct-ing several integrated operations with theHawks recently, resulting in a number ofsuccesses, including the abovementionedarrests.

The suspects, two women aged 43 and 28,were arrested on charges of prostitutionand operating a brothel.

They appeared in the Cape Town Magis-

trate’s Court onWednesday (27 November).The alleged brothel owner has been a per-son of interest in previous investigationsconducted by the Vice Squad.

“We hope that these arrests send out astrong message to others who are involvedin the sex trade that we are committed toclamping down on the exploitation of wom-en and will continue our operations withother law enforcement agencies to trackdown those involved,” says the city’s may-oral committeemember for safety and secu-rity, JP Smith.

“Whilst it is noteworthy that we are cur-

rently commemorating the 16Days ofActiv-ism campaign for No Violence AgainstWomen and Children, the city is committedto curbing illegal activities that affect themost vulnerable in our city all year round,”he says.

The Vice Squad’s role is to respond tocommunity complaints about prostitutionand brothels operating in their areas. How-ever, the unit is also committed to helpingwomen who wish to get out of the sex trade.

Just last month, the team rescued threeyoung women aged between 19 and 21 froma suspected brothel in Parklands.

A 24-year-old tourist’s car collided head-onwith a bus onOtto duPlessis Drive onMon-day morning after she allegedly tried toovertake another vehicle. She died on im-pact.

According to Table View Police spokes-person, Lt Elizabeth Munro, the womanfrom Bloemfontein was supposed to be ona month-long holiday in the vicinity ofMelkbosstrand.

“She was trying to overtake a car andsmashed into an oncoming bus. The buscrushed her vehicle. It is very sad,” sheadds.

Several injured occupants of the bus we-re transported to hospitals in the area.TygerBurger has reported on numerous

occasions before on accidents along this ro-ad, which are indeed rife.

Themost recent accidentwas apparentlycaused by recklessness and not speeding,but Taylor and the community’s concernstays until authorities do something aboutit.

In the meantime, especially with the fes-tive season about to swing into full gear,the police are warning drivers to stay vigi-lant.

The city is very serious about clampingdown on traffic offenders.

Ward 2 councillor, Leonore van der Walt,told TygerBurger their plan to remedy aseeming disregard for traffic rules andlaws across the city, included the follow-ing:

VWhen there are warrants of arrest is-sued, the offenders will not be able to re-new their vehicle licences, driver’s licenc-es or conduct any other transaction involv-ing their vehicles. “This has alreadyproved to be very successful. At one postalpayment point where the monthly pay-ments were R300 000, the payments shot upto R1.8 million per month after this was in-troduced.”

VThis measure is known as the “adminmark” and was introduced in March 2013.A “block” or “mark” is placed on the na-tional eNatis system against persons withoutstanding warrants against their names.“Nowhere in the country may their licenc-es be renewed until they have finalisedtheir outstanding warrants by either pay-ing them, or seeking recourse in thecourts. The eNatis block is proving espe-cially effective against proxies of vehiclefleets who often reside in other cities andhave always been difficult to reach,” shesaid. “The only time Traffic Services cantake strong action against an offender iswhen a warrant for his arrest has been is-sued. Until that time the offender alwayshas time to defend his case in court.”

VThe incorrectness of the addresses onthe eNatis system is a problem. There aremoves afoot to introduce legislation thatwill require a FICA type of process to veri-fy eNatis address details.

VIn the execution of warrants of arreststhe city will implement an AutomaticNumber Plate Recognition system. This isused to identify vehicles that have war-rants of arrest recorded on the database.Van der Walt said a weekly joint operationhad also begun whereby the staff is supple-mented by other traffic units.

VThe city has five ANPR roving vehicleslinked to the back-office system. They areused at road blocks to apprehend motoristswith outstanding warrants in all areas.

VOfficers may also use the Wireless Ap-plication Protocol via their radios to querythe database of warrants of arrest.

VWith regards to court capacity, Van derWalt said only 207 000 warrants of arresthave been signed out of 430 000. “We are ne-gotiating with the Department of Justicefor additional magistrates.”

The city is owed almost a billion randin outstanding traffic fines and war-

rants of arrest for traffic offences, and theywill be clamping down on offenders.

“The value of outstanding warrants ofarrest, excluding fines, is currently justover R320 million,” said Ward 2 councillor,Leonore van der Walt.

“The value of revolving fines, excludingwarrants, is currently about R765 million.The number of outstanding fines will al-ways be huge, because it includes recentlyissued fines that are still being processed,”she said.

JP Smith, mayoral committee memberfor safety and security, said the problemran very deep.

“The enforcement of traffic is in a badstate across South Africa. A big part of theproblem lies with the complete inadequacyof the justice system,” he said.

“They are so inadequate that we are see-ing a lot of people getting away with offenc-es simply because the courts cannot dealwith traffic offences,” he said.

Van der Walt agreed.She attributes the origin of the bottle-

neck at the courts to legislation that makesit compulsory for offenders driving over30 km/h or more in a 60 km/h zone to goto court, instead of simply getting a fine.

“The courts cannot handle the resultantincrease in cases. There are 44 000 out-standing cases in this category. Individualcourts can only handle about 10 of thesecases per day, or 300 per month.”

ArrestsShe said the Traffic Department had re-

corded nearly half amillion traffic offenc-es in the three monthsbetween July and Sep-tember 2013. Just over18 500 arrests weremade over the sameperiod.

“The bulk of the of-fences registered werefor speeding – 257 310 –proving once more thedisregard that someroad users have forthe law.

“It is even moretroublesome whenone considers that theperiod under reviewcoincides with some ofthe wettest months in Cape Town and a ti-me when common sense would dictate thatdrivers should be even more cautious onthe roads,” she said.

WarrantsSmith said of all fines issued, about 43 %

to 46 % of fines were paid (nationally therate is at 13 %).

“We have half paying and the other halfnot paying, then there are also ‘officer er-rors’ with a fine or case. These are with-drawn at some point. People give wrong ad-dresses, so you can’t serve a warrant onthem,” Smith said.

Van der Walt said this gave a clear mes-sage. “This fosters the attitude of impunityby motorists, (an attitude) which is alsopresent in the city.”

She said the city was at a stage accusedof making money with fines issued usingcameras. “The use of cameras was therefo-

re terminated but thisresulted in a tremen-dous decrease of spee-ding fines. The came-ras are back.”

There also seemed tobe a misconceptionwith the public aboutwhere the money fromfines was, or should be,channelled.

“I am told very oftenby residents that if mo-re traffic inspectors we-re appointed, the finesthey write out will bemore than enough topay their salaries. Wecannot budget in thatway. This is not sustai-

nable income,” Van der Walt said.Smith reiterated this.“None of the revenue of fines comes back

to the Traffic Department. They don’t doanything for a profit motive. All moneygoes into the council general budget,” hesaid.

Leonore said besides the problems withtraffic fines, motorists were also alarmin-gly regularly unlicensed and driving wit-hout safely belts (“a massive concern”)and disregarding basic rules of the road,such as not to cross solid barrier lines.

She said the city was exploring new tech-nologies and systems to bring offenders tobook. “We are driving new legislation toensure that we win the battle against reck-less and dangerous drivers.”

Smith said this included engaging withthe provincial justice department to getmore magistrates to reside over traffic of-fences.

Minimum wages for domestic workers inurbanmunicipal areashavebeen increasedby 7.6 % as from 1 December and will re-main applicable until 30 November next ye-ar.

The minimum wage increases in the ru-ral municipal areas are to be increased by8.6 %.

South Africa has enacted legislation toprotect domestic workers resulting in thepromulgation of Sectoral Determination 7:Domestic Workers. This determination es-tablishes conditions of employment andminimum wages for employees in the Do-mestic Worker Sector in South Africa, Ber-nard Reisner, an industrial relations con-sultant of Cape Labour & Industrial Con-sultants, said in a press release.

With effect from 1 November 2002, an em-ployer must pay a domestic worker at leastthe minimum wage prescribed.

The new hourly minimum rate for a do-mestic worker who works more than 27hours aweek is R9,63, the newweeklymini-mumrate is R433,35 and newmonthlymini-mum rate is R1 877,70.

The new hourly minimum rate for a do-mestic worker who works less than 27hours aweek isR11,27, the newweeklymin-imum rate is R304,29 and the new monthlyminimum rate is R1 318,48.

Two local heroes received a Certificate ofCommendation from the InternationalMaritime Organisation (IMO) for Excep-tional Bravery At Sea.Milnerton’sFabianHiggins, a rescuediv-

er for the Western Cape Department ofHealth Emergency Medical Services(EMS), was honoured alongside ConstableHeino Uhde, a former South African PoliceService Diving Squad member.The two were nominated by Dr Cleeve

Robertson from the Department of Healthin recognition of the role they played in res-cuing three passengers who were trappedunder the capsized tourist boat, theMirosh-ga, in Hout Bay in October 2012.Higgins and Uhde both travelled to the

United Kingdom recently to collect theircertificates at an award ceremony held in

London.Higgins and Uhde were also part of the

team that was recently nominated as a 2013Centrum Guardian Project finalist for thesame rescue incident.Although their team did not win this

year’s award, their bravery in very diffi-cult circumstances was recognised and ap-plauded.The IMO is a specialised agency of the

They have overcome many odds to behealthy, hearty and utterly loveable.But these special-needs dogs at theAn-

imal Anti Cruelty League (AACL) in Bel-lville need a permanent home.They are Rory, Jack Sparrow, Dolce and

Cubana, and Jesse and Smiley. Each ofthese dogs has come a long way – from se-vere abuse or neglect, or both, and havemade a full recovery.“These are the faces I lie awake for at

night. I am desperately looking for homesfor these special-needs dogs and dogs thathave been waiting for very, very long –some far over a year,” said Alma Schaap,an AACL spokeswoman.She says when an animal enters their

shelter their goal is to find it a home asquickly as possible.“This should be a happy, healthy and sus-

tainable forever home. The more animalswe get adopted to approved homes themoreanimals we can help, and to relieve thestress of overflowing shelters,” she said.She says to rehome a perfectly healthy

animal can already be a challenge, “andthat is why special-needs animals oftendraw the shorter end of the stick.”She says these animals may be broken

and wounded, but they are strong and havefighting spirit.“And although it sounds corny, they just

‘tell’ you, in an unspoken language, thatthey have a will to live and fight, and theydeserve to be fought for.”Rory is a middle-aged spaniel that was

brought to the AACL from an informal set-tlement. “He was in a very bad way. Rorywas unable to stand or walk. He was ex-tremely emaciated,withnobody fat ormus-cle. Hehad a severe skin problem, sarcopticand demodectic mange...”Alma says his face was severely swollen

due to the skin infection, and his eyes had

became infected.He could not see or hear due to a severe

ear infection and he had terrible dentalproblems.“All in all we thought there was no hope

for him, and that the kindest thing wouldbe for him to be put to sleep. Yet that morn-ing, he looked at me and his tail thumped,and I just knew he was a fighter,” she said.After amonth and a half, Rory went from

weighing 7 kg to 17 kg.“It was amazing to see how he just grew

and crept out of his shell. His hair startedto grow, he started to walk and bark andeven to play. He underwent an eye opera-tion and can see fairly good now. Sadly hishearing is compromised,” Alma says.“When he rests his head on my lap I feel

so honoured to think that animals have thecapability to still love a human after allthey’ve gone through.”Rory is now up for adoption, as is the rest

of his very special, special-needs “crew”.“Often I think that the term special-needs

animal scares people away.”She says itmostly requires only small ad-

justments to accommodate them. “Sadly,these animals are often overlooked and ig-nored when it comes to adoptions.”She tells the stories of some of the others

in the special band of friends.“Smiley and Jesse were brought to us

from an informal settlement police sta-tion,” Alma says.“Smiley got her name because she smiles

when she sees people or gets excited.”Dolce and Cubana were not house

trained, Alma says. “Theywere both adopt-ed but brought back because they wee’d inthe house. Jack Sparrow was a stray andseverely injured.”The dogs are all currently housed at the

Our house in Bellville had beenbroken into and robbed onFriday afternoon. I received aphone call from my fiancé thathe had contacted the police at17:15, the time he arrivedhome.He told them that he was

afraid to enter the house as hethought the criminals couldstill be in there. I arrived homeat 17:45 and no sign of police.I contacted them again and

was told the team was busy andthey should be there anyminute.At 18:00 all lines were

engaged. At 18:10 I contactedthem, to be told they had justchanged shift and the previousshift have not informed themabout the complaint. I wasfurious. They eventuallypitched up at 19:10 and lookedvery uninterested.The two policeman didn’t

even go to all the rooms thathad been violated and startedtheir report. We were informedthat they know about a drughouse in the area but don’thave enough evidence to obtaina warrant. The law also statesif a person enters my property,I cannot harm them unless Iam being attacked.I know SAPS cannot change

the law but why let the crimi-nals get away with it becauseyou are changing shift?I have lost my trust in the

SAPS, the department ofgovernment that is supposed toprotect its law abiding citizens.

Local songbird, Lucy Kruger has joinedforces with Andre Leo.The two will be heading to Gauteng

soon to tour as a duo.Lucy joined the band, The Very Wicked,

about a year ago, which is where she startedworking with Andre and that’s about howlong the two have been playing together.“Then we have another project called The

Ride,which is kind of amixture of thatmate-rial,” Lucy says.“It’s very open,”Andre says of theirmusic

as a duo, adding: “We are two people and wekind of like to think of the third person asthe kind of space.”“The music we make is, I guess, more

airy,” He explains, adding: “It’s a bit moreout there, in terms of not sitting here strum-ming away on acoustic guitars really hardand singing as loud as we can, trying to beMumford and Sons, or whatever people tryto be these days.“I think it’ nice because there’s a number

of avenues,” Lucy says, referring to the oth-er projects the two are involved in, pointingout that they don’t have to put all theirmusi-cal ideas into one outlet.

EvolvedAndre points out that they didn’t specifi-

cally set out to perform as a duo.“It’s come about very naturally because

we just have a lot of time formusic,” he says.He says they started playing together and

the music just evolved on it’s own.“The nice thing about playing together is

that we don’t have to label it and we don’thave toworry aboutmarketing it correctly,”Andre says.

The Very Wicked, which is the band An-dre and Lucy both play for, is a psychedelicrock band and it was spending time together

that saw them collaborating more.“I think it’s the nature of music,” Lucy

says, adding: “If you play music together,then you end up socialising together andthen when you’re socialising together,you're making music together.”Andre is part of an events and promotions

company called Psych Night who focus onevents that showcase psychedelicmusic andart.

The company is bringing down a bandfrom America called Night Beats thismonth.Lucy andAndrewere supposed to perform

with them in Johannesburg, but when theplan fell through and the two already hadtheir plane tickets, they decided to headnorth anyway.WhenTygerBurger last spoke to Lucy, she

had just released her debut album, Cut thoseStrings.She says she came toCapeTown,madeher

album and only then started playing.“Forme it’s been really cool to be working

with different people and other projects, andfinding myself as a musician,” she says.Andre and Lucy have just started record-

ing an album as The Very Wicked and Lucysays she is working towards her next soloalbum.“This time I just want it to be a lot more

organic,” Lucy says, adding that she thinksit will be, because of the music she has beenworking on while she’s been performing.While there are no definite dates for the

Chick season has started at SANCCOB (theSouthern African Foundation for the Con-servation of Coastal Birds) as 89 abandonedAfrican penguin chicks have been admittedto their Table View and Cape St Francis re-habilitation centres.Every year from November to February,

Sanccob admits approximately 300 to 400abandoned African penguin chicks fromStony Point, Boulders Beach and Robben Is-land in the Western Cape and Bird Island inthe Eastern Cape.Numerous penguin chicks become aban-

doned at the end of the breeding season justbefore the parents start their annual moult-ing cycle. During this time the parents re-place their “tuxedo” with a brand new setof waterproof feathers and are unable tohunt for fish and feed their young during thethree to four week moulting process.As a result, the chicks that have yet to

fledge are abandonedand face starvationun-

less conservation managers intervene.Working together with the SANParks,

Overstrand Municipality and CapeNature,underweight and ill chicks are identified inthe colonies and brought to Sanccob for re-habilitation on a weekly basis.On 19 November, Sanccob sent out a spe-

cial rescue team to collect abandoned chicksfrom Robben Island.Once at the centres, the “Christmas

chicks” (as they are fondly named) are al-lowed to swim, fed “fish smoothies” and tak-en care of by the dedicated staff and volun-teers who work round the clock to ensurethat they get released back into the wild.Rehabilitation of these chicks can take an-

ything from six weeks to three months de-pending on their size and condition.Once they are at a fledging age, the correct

weight, healthy and their feathers arewater-proof, they are released back into the wild.Nicky Stander, Sanccob’s rehabilitation

manager at Table View, said: “... given therecent unseasonal storm, the various colo-nies were hit hard with chicks succumbingto hypothermia as their nests were flooded.”Research has proved that hand-reared

chicks fare as well as naturally-rearedchicks in the wild. Milnerton Aquatic Club hosted the annualRadio Control Yachts Table Mountain Re-gatta on on Rietvlei in the Table Bay NatureReserve, Table View recently.

In spite of the wind roaring across the vleion the first day at 20 odd knots, the skipperskept their yachts on an even keel.

By day two the wind had dropped, but theheat was oppressive.

However, the group of contestants fromacross the country’s provinces, perseveredand ended the regatta with the prizegivingin the clubhouse.

John McKerchar, who came down fromJohannesburg to enter the race, is a retired

pilot and he certainly handled his radio con-trol yacht with the skill of a pilot, to comefirst overall.

Des Fairbank took second place, whileBrian Buddell came in third.

“I always jokingly refer to the sport as‘boys and their toys’, but when watching theconcentration on the faces of the skippersand one sees the skill in which they ma-noeuvre these small yachts, one only thenrealises that sailing them is more than a toygame,” says Pat Downing, from the Milner-ton Aquatic ClubV For more information about the sport, call PaulSchnider on 082 442 1080.
